ANSTO'S OBJECTIVES

o Undertake research and development in nuclear science andassociated technologies to contribute to Australia's industrialinnovation and development,

o Maintain a core of essential nuclear expertise and national nuclearfacilities to reinforce Australia's national and internationalstrategic interests in nuclear technology and to ensure thatAustralia has the technical credibility to further its non-proliferation, nuclear safeguards and wider nuclear technologypolicies and interests; and

• Structure the activities of the Organisation to achieve a revenuelevel of 30 percent of appropriation by 1993.

In just tiuo years ofexistence, ANSTO has undertaken amajor restructuring and reorganisation,has rationalised most of its programsand activities and has several majornew initiatives in progress. It iscontributing to the scientific, technologicaland economic welfare of Australia and is inan excellent position to increase the magnitudeof that contribution over the next few years.

A New EraIn one sense, ANSTO has been fortunate in experiencing an externalenvironment which has helped change. Several major governmentpolicy initiatives on budget continuity, revenue retention, and greaterorganisational autonomy have permitted a degree of managerialflexibility not possible in past years. Whilst acknowledging theeffectiveness of these changes in helping ANSTO to restructure andreorganise, it should be emphasised that the Organisation has notbeen passive in the process of assisting in policy formulation.

The past year may well be identified as the one in which society finallybecame aware of the significance of global pollution.

The so-called "greenhouse effect" and the hole in the ozone layer,have been known for some time. It is only in the past year or so thatpublic awareness of the significance of these effects, and the possiblecontribution by man, has become a matter of global concern.

It remains to be seen whether this new found environmentalawareness results in long term changes in attitudes and activities, orwhether, like the energy crisis and limits to growth before it, thisconcern stimulates short term, politically motivated and largelyineffective activities which are soon forgotten.

It is to be hoped that the public concern about environmental issues,now taken up at a political level, will result in rational decisions beingmade and that the money now being allocated into this area will bewell spent.

The debate on environmental issues has clearly identified that allhuman activities, and all forms of energy generation in particular,influence the environment and have other negative effects.7

Coal, oil, and natural gas all pollute. Man's harnessing of theseresources involves risks, both to the environment, and directly tothose involved in the activities associated with the energy generationtechnologies. This recognition has led to a spark of rationality in thedebate about nuclear energy which has been absent before.

No-one would argue that nuclear energy is risk free, just as no-onecan now argue that conventional energy technologies are risk free. Itis now generally accepted that the risks and benefits associated withall these technologies must be assessed and compared in order thatrational decisions may be made about those technologies which offerthe best prospects for long term societal viability.

If nuclear energy is to play a more important role in future energygeneration in the world, Australia has the opportunity and theresponsibility to contribute to that endeavour. Australia possesses 30percent of the world's low cost uranium reserves. Our exports aremuch smaller in proportion than this resource base would suggestthey might be. There are clearly opportunities for increasing our levelof activity in uranium mining and export with substantial consequentbenefits to our balance of payments.

An increased involvement by Australia in supplying uranium wouldbring with it enhanced controls of this material through adherence tostrict safeguard conditions. In this way, Australia can make a positivecontribution to strengthening the non-proliferation regime associatedwith the peaceful use of nuclear energy.

Australia may also have a significant role to play in the internationalmanagement of nuclear waste.

Australian developed Synroc technology offers the prospect of asubstantially improved disposal method for long lived waste. Parts ofAustralia also appear to be very suitable geographically andgeologically as sites for long term disposal of such waste.

Australian involvement in radioactive waste disposal represents oneof the options for this country and one of the contributions that wecan make to the reduction of the impact of human activity on theenvironment.

One of the gratifying features of the way that the nuclear debate hasevolved in the past twelve months is that possibilities such as this cannow be canvassed publicly without drawing the obvious irrational,emotional, and ill informed response.

The enhanced awareness of the potential importance of nuclearenergy has highlighted one aspect of the significance of ANSTO's rolein contributing to the future economic and social welfare of Australia.8

ANSTO continues to be active in many areas of nuclear science andtechnology which are not related directly to nuclear power and thenuclear fuel cycle. Nuclear techniques are widely recognised as beinghighly effective in areas as diverse as the environment, health,industry and science. In all these areas, ANSTO has significant andeffective programs.

ANSTO has come a long way in the last two years. It is now aneffective and open organisation contributing effectively to Australia'snational well-being.

I take this opportunity to pay a tribute to the contribution to theOrganisation from the Board of ANSTO, from the members of ourExternal Program Advisory Committees, and especially from the staffof the Organisation. The staff, in particular, have demonstratedsubstantial flexibility and understanding during the difficult period ofreorganisation. I believe that the major restructuring activities of theOrganisation are essentially complete.

We have now entered a new phase during which we will consolidateon the changes that have been made. The challenge is now to build onthe excellent foundation that we have created in order that we canensure that Australia and Australians, and indeed the whole world,receive the very substantial benefits that nuclear science andtechnology have to offer.

Tlie Australian Nuclear Science andTechnology Organisation embarkedon a program of fundamental changeduring the past year. The strategy forchange is enunciated in ANSTO'sStrategic Plan 1988-1993 which wasendorsed by Ministers in April 1989.

The plan is a continuation of the corporateplanning process, initiated after thepromulgation of the ANSTO Act andconstitutes the basis for the developmentof business plans for each sector of theOrganisation.

Looking Backon Year OneThe organisation has rapidly and effectively changed its focus to serveboth the nation and the scientific community through programs andinitiatives designed to improve the quality of life of all Australians.

In the past few people understood or knew about the important andbroad role nuclear science plays in the general community. Its impactis felt in the medical field, through efforts to combat cancer, arthritisand diseases in children, in the environment through such diverseprognms as tracking the build up of silt in rivers using radioisotopesand in industry where nuclear science has been a major contributor insolving problems in the petroleum, aviation and electricity generationindustries.

ANSTO set three key objectives in its Strategic Plan. It recognisedclearly that these objectives must embrace the needs of the nationwhich supports it.

This recognition extends to an understanding that everything we doat ANSTO must be assessed on criteria that includes potential benefitsand costs to the community and the likely impact on researchelsewhere within the national scientific community.

The plan calls for the testing of a model whereby the dual functions ofANSTO, to develop strategic nuclear scientific knowledge andmaintain Australia's nuclear competence and use the organisation's11

skills, equipment and facilities to support Australia's industrial andtechnological development, are reflected in the Organisation'sStructure.

In line with this approach ANSTO has been restructured into twomajor components plus small Corporate and External Affairs groups.All activities in programs outside of the Corporate Programs havebeen organised into projects which allow a differentiation betweenstrategic science activities and commercially orientated science andassociated activities. Programs within the Scientific Area embraceboth strategic science and commercial activities. The delineation ofactivities into projects allows for some future separation in line withthe organisation model.

In line with the Strategic Plan considerable progress was made toreorientate the research and development program to contain a 70/30percent mixture of tactical applications oriented research and longerterm strategic projects, respectively, aimed at identifying new,potentially commercial areas. This mix is designed to ensure thatANSTO remains a forward-looking organisation that can supportinnovation and technological development in Australia in the future.

Our aim of achieving a revenue level of 30 percent of appropriation by1993 from products and services we sell underlines the commitmentof ANSTO to operate in a commercially appropriate way and toexamine all business opportunities that may involve nuclear science.

This commitment extends to seeking and developing opportunities,either by ourselves or in partnership with business, that will return aprofit and serve the community.

REVENUEThe 1988-89 revenue target of $7.5 million in the Strategic Plan wasachieved. Actual revenue was $7.936m, made up of $4.944m fromAustralian Radioisotopes, $1.966m from fees and $1.026m in grants.

AUSTRALIAN RADIOISOTOPESThe most visible work of nuclear science in Australia is nuclearmedicine.

Australian Radioisotopes (ARI) manufactures some 100 productsbased on more than 20 different radioisotopes. Eighty-five percent ofthis output is used in medical diagnosis, the remainder in industrialor research applications.

Some 250,000 Australians benefitted in some way from ARI productsfor diagnosis and treatment during the year.ARI has been restructured with the prime objective of achieving a12

commercially viable and profitable organisation by the mid-1990's.

The business plan for ARI is designed to achieve market dominancefor ARI products in Australia and New Zealand, to develop exportmarkets for existing and new products and develop relationshipswith overseas organisations to improve its product range.

During the year ARI launched a new product, using the radioisotopeiridium-192, to aid the fight against breast cancer, a major cause ofdeath amongst Australian women.

Less expensive than its imported counterpart and safer to use formedical professionals, therapy using iridium-192 appears to beimproving the treatment success rate for breast cancer.

Export performance also improved with sales to India ofmolybdenum-99 for research purposes and supply of teletherapysource material to Wakari Hospital in Dunedin, New Zealand.

NATIONAL MEDICAL CYCLOTRONTogether with Sydney's Royal Prince Alfred Hospital, ANSTO hasembarked on a major program to extend the availability and impact ofnuclear medicine in Australia with the installation of the NationalMedical Cyclotron at the hospital.

The Cyclotron v/ill provide those radioisotopes that cannot beproduced in a reactor. The very short half-lives of some of theseisotopes, less than a few minutes, makes it imperative the cyclotronbe located close to the patients.

In its fifth year, the project is a product of close collaboration betweenANSTO and the Royal Prince Alfred Hospital. The total cost isestimated at $20.5 million, of which $16.5 million will be contributedby ANSTO from a special appropriation, the remainder by thehospital from private and other government sources.

The cyclotron will also provide the isotopes essential for positronemission tomography (PET). PET will be directed towards thediagnosis of patients with heart disease, epilepsy and cancer.

The Parliamentary Standing Committee on Public Works approvedthe project in March 1989, design of the building has begun and theconstruction of the cyclotron, by IBA of Belgium, is underway. It isplanned to have the facility completed by the middle of 1991.

TANDEM ACCELERATORANSTO has purchased a Tandem Accelerator from RutgersUniversity in the USA at a total cost, with support equipment, of$2.3 million.13

The new particle accelerator will be an important tool in theorganisation's push to provide a world class applied nuclear sciencefacility capable of satisfying a strong national requirement for itsservices as well as providing a base from which to develop futureresearch, service and commercial activities.

The accelerator will be used for the establishment of a national radiocarbon dating service for applications in geology, oceanography,glaciology and genetic engineering, for environmental research onerosion, salinity and sedimentation and application of ion beamanalysis techniques for material science and industrial applications.

BUSINESS AND TECHNOLOGY PARKDetailed planning is well advanced for the development of a Businessand Technology Park on the 17 hectare site between the northernperimeter of the Lucas Heights Research Laboratories and NewIllawarra Road.

The development of the park and its concept is aimed at attractingcompanies involved in research and development, scientific andtechnical research and the development of new ideas and processes toLucas Heights and using ANSTO technology, staff and facilities atcommercial rates.

The development is being done in collaboration with the appropriatestate and local government bodies to ensure proper balance betweenthe park, the local environment and other developments in the LucasHeights area.

ANSTO's Strategic Plan contains a number of strategies to enableANSTO to achieve its objectives.

I am pleased to report that considerable progress has been made inthe first year of implementation of the Strategic Plan. Although manyof the strategies are to be implemented over a five year period, theorganisation faces its future better equipped to meet the challenges itwill undoubtedly face.

• Develop mathematical modelling of biological systems, inparticular the distribution of radioisotopes in diagnosis, thecollection and presentation of data from imaging techniques suchas PET.

Milestones reached:

• Therapeutic trials of dysprosium-165 colloid.

• Chromosomal assessment of a dysprosium-165 colloid.

• Commencement of collaborative research with Radiation OncologyDepartments in hospitals.

• Demonstration of the determination of total body chlorine.

• Continuance of support of in-vivo body protein monitor formalnourished patients at the Royal North Shore Hospital.

T/ie ANSTO Total Body Monitor at the Royal North Shore Hospital, Sydney has been used in researchinto chronic cystic fibrosis, an incurable disease that can kill young people.

Key ActivitiesMonoclonal Antibody ResearchStudies in the use of radiolabelled anti-fibrin monoclonal antibodies(MAbs) were initiated in 1988 to derive a suitable radiolabelledantibody for the detection of blood clots in patients. The researchprogram involves collaborators from AGEN Biomedical Pty Ltd ofBrisbane, the Clinical Immunology Research Centre, University ofSydney and the Department of Nuclear Medicine, Royal Prince AlfredHospital, Sydney.

A suitable product has been developed and is in the final stage ofanimal testing prior to obtaining Health Department approvals forhuman evaluation.

In collaboration with the Clinical Immunology Research Centre,University of Sydney, the Kanematsu Institute, the Urological CancerResearch Unit, the Department of Nuclear Medicine, Royal PrinceAlfred Hospital, Sydney, and Fremantle Hospital, techniques fortreating certain human cancers with monoclonal antibodies labelledwith the beta emitter samarium-153 are being developed.

Neutron Capture TherapyCurrent therapies are limited in their ability to regress certain cancers.Neutron Capture Therapy (NCT) combines the present chemo andradiotherapy regimes to allow specific killing of cancer cells in themidst of normal cells.

The principles of NCT are currently under test using a range ofneutron sensitive compounds which are taken up by cancer cells inrodent test models. New beam facilities are being installed on reactorsoverseas and we hope to achieve similar facilities on HIFAR.18

B1OMEDICINEAND HEALTH.

This activity is being undertaken in collaboration with the Universityof Sydney, Monash University, the Royal Adelaide Hospital, thePeter McCallum Cancer Institute and the Kobe University, Japan,under the aegis of the Australia-Japan Agreement on Science andTechnology.

Radiation BiologyThis service provides a means to estimate radiation exposure,especially following accidents, by counting chromosomeabnormalities in blood cells. This technique is also being applied togroups of workers who are occupationally exposed to power-frequency electromagnetic fields, such as high voltage linesmen,aluminium workers exposed to powerful magnetic fields and coke-oven workers.

Radiation SynovectomyPre-clinical trial research on the use of dysprosium-165 hydroxidemacroaggregate (Dy-HMA) for the treatment of certain forms ofrheumatoid and osteoarthritis were undertaken. Clinical trials will beundertaken.

Samarium-153 EDTMPThe evaluation of samarium-153 ethylene diamine tetra methylenephosphonic acid (EDTMP) has continued at Fremantle, Royal Perth,Royal Brisbane, the Peter McCallum, the Austen and Royal HobartHospitals and approximately 40 patients have been treated. The studyhas covered metastatic bone disease arising from a variety of primarytumours, and successful pain relief has been demonstrated in 65percent of patients. In patients where the metastases have arisen fromcarcinoma of the breast, the success rate is approximately 85 percent.

The duration of the pain relief is variable, but recurrence of pain hasbeen successfully retreated. There is evidence, in several patients, tosuggest stabilisation or even regression of metastases but furtherstudies are required to establish this fact.

Clinical trials on the use of samarium-153 EDTMP for skeletalmetastases were undertaken at Fremantle Hospital. Futureimprovements in treatment procedures depend on better estimates ofthe dose to the metastases. Studies of the uptake of the activity in themetastases are continuing in cooperation with the Nuclear MedicineDepartment of the Fremantle Hospital.

Milestones reached:

• A feasibility study for a low level radioactive waste storage disposalfacility was completed.

• Laminations in mussel shells were shown to be an effectivemonitor of pollution events over a 35 year history.

• Completion of the Australian Water Resources Advisory Counciland Wyong Shire grants on iron and manganese removal fromwater supplies.

• Completion of the Australian Marine Science and TechnologyAdvisory Council grant on marine photochemistry.

• Pilot facilities were established for the purification of rare earthsby solvent extraction.

• A uranium series dating facility with applications in quaternarygeology, groundwater hydrology, sedimentology, biology andarcheology was established.

ENVIRONMENTALSCIENCE

Key ActivitiesWith increased public awareness of the environment and publicconcerns about the damage man is doing to it, the work of theEnvironmental Science program remains one of the most importantareas within ANSTO.

Key activities during the year included research into the use of radon asa tracer of global air movement. Radon detectors developed at ANSTOhave been installed at Cape Grim in Tasmania, on Macquarie Island inthe Southern Ocean and, working with the US National Oceanic andAtmospheric Administration in Hawaii. These baseline stations monitorair movements on a global scale and will aid research into a betterunderstanding of the dispersion of airborne pollutants such asgreenhouse gases.

Studies were undertaken to provide part of the basis for assessing theenvironmental impact of current and likely future mining operations inthe Alligator Rivers Region. These included investigations of the uptakeof radioactivity by species of aquatic flora and fauna forming a significantpart of the food chain of some Northern Territory aborigines and of theuse of freshwater mussels as biological monitors of pollution.

Working with the NSW Department cf Water Resources, investigation ofsalinity in selected water catchments in New South Wales has beenundertaken and is continuing.

Research and commercial testwork on the processing of uranium ore andother radioactive materials were undertaken. These studies includework on the recovery and refining of rare earth elements into high purityproducts, thus adding to the value of this Australian resource.

Studies were carried out into the leaching and geochemical transport ofmetals from mine wastes and the management and rehabilitation of suchwastes. Monitoring the effectiveness of rehabilitation of the Rum Junglemine site has indicated that the results are consistent with ANSTO'spredictive models.

ANSTO has developed expertise in the use of heap leaching andbio-oxidation for the recovery of metals from low-grade ores and goldfrom refractory ores. Work has been carried out at the Panguna mine ofBougainville Copper Limited to assess the feasibility of recoveringcopper from a dump of low grade ore.

Vital work on the rehabilitation of the former UK nuclear test sites atMaralinga and Emu in South Australia continued throughout the yearand the program to develop practical and cost effective clean up optionsis well advanced.

The use of radioactive isotopes to detect flaws and faults in major industrial plants such as oil refinerieshas major cost benefits for industry and is a future source of revenue for ANSTO.

. ISOTOPETECHNOLOGY

Key ActivitiesThe Isotope Technology program seeks to provide industrial andenvironmental benefits in a number of ways.

These focus on the development and use of isotope technology inindustry through better quality control, higher productivity, lowercosts and increased efficiency, studies of soil and water and the use ofradiation to sterilise manufactured goods or disinfect foods.

The use of caesium-137 in a pilot study to examine soil erosionresulted in ANSTO providing services to State bodies seekinginformation about sedimentation and erosion of land in New SouthWales and Tasmania. This program is expected to become animportant part of the National Soil Conservation Program.

In the petroleum industry isotope technology is widely used to detectdamage and leaks in oil refinery equipment. Oil refineries in Brisbane,Sydney and Melbourne all benefitted from ANSTO radioisotopes insolving and finding problems.

ANSTO is currently undertaking several projects related to the use ofirradiation and its use in the improvement or protection of industrial,agricultural and food products and processes.

The OECD Nuclear Agency (NEA) continued studies of radionuclidemigration in the Alligator Rivers Analogue Project (ARAP).

The aim is to develop reliable models which will predict radionuclidemigration. It involves laboratory and field experiments to study theformation of the secondary mineralisation dispersion fan at theKoongarra uranium ore deposit in the Northern Territory. Thefindings are then used to develop geochemical, regional hydrologyand hydrodynamic models.

ANSTO is the overall manager of the project with individual researchprograms being carried out in the Alligator Rivers Unit of theNorthern Territory Department of Mines and Energy, the Power andWater Authority (NT) and in laboratories at Harwell (UKAEA), LosAlamos (USA), John Hopkins University and the Universities ofSydney and Arizona.

Key activitiesAccelerator based techniques for elemental analysis of samplesespecially for environmental, occupational health and commercialapplication have been developed on ANSTO's existing Van de Graaffaccelerator. This accelerator ran for more than 50 hours per week for avariety of applications such as a study of weathering of polymercoatings on steel products, the adhesive properties of lacquers andpaints on various services and elemental concentration analyses ofairborne particulates in air monitoring and pollution studies.In collaboration with the Australian National University ANSTO hasdeveloped an accelerator mass spectrometer initially concentrating onthe analysis of the chlorine-36 isotope which has significant applicationsin the study of salt and water movement in the Australian environment.This program will be extended considerably on the new Tandemaccelerator.A neutron radiography facility and laboratory became fully operationalduring the year and discussions with manufacturers of aircraft jetengines aimed at securing routine engine turbine blade radiographyhave been progressing well.A system using neutron backscattering to determine the moisturecontent of sand in hoppers at ready-mix concrete plants, the detectionof leaks in roof structures and storage tanks and the detection of rot inwooden utility poles was investigated.The unique capabilities of the wide variety of neutron scatteringfacilities based on the neutron beams from HIFAR continued to beexploited by ANSTO staff in collaboration with more than thirty groupsfrom Australian Universities. The design of a new instrument for smallangle neutron scattering with major applications in the polymer, drug,chemical and material science areas, was commenced in the year underreview.On approval by Ministers, a project was designed for a limited programto develop uranium enrichment using laser isotope separationtechnology.Following the announcement by Professors Pons and Fleischmann thatthey had achieved fusion at room temperature, similar experiments toverify the reported neutron emanations were mounted usingSafeguards neutron detectors. Although various types of electrolysiscells were run using different current densities, none showed anyevidence of neutron emission.ANSTO has embarked on a program to develop and market hightechnology radiation detector systems and instrumentation. PrototypeSi(Li) detectors were produced for a rigorous testing program and a newconcept of high resolution room temperature detectors was developed.Standards for nuclear radiation measurement were maintained.31

The plasma processing of materials offers major commercial benefits with improved resistanceto wear for industrial tools.

Key ActivitiesThe single most important program within this area is the continueddevelopment of SYNROC, an advanced crystalline waste formdesigned to immobilise high level radioactive waste.

The project, begun in 1979, is now in its second phase. Its objectivesare to operate the non-radioactive demonstration plant, generate anengineering and scientific data base on SYNROC and to use thisexperience to develop and cost a design for a fully active SYNROCplant.

Collaborative programs on SYNROC continued with the UnitedKingdom Atomic Energy Agency (UKAEA) at the HarwellLaboratory, with the Japan Atomic Energy Research Institute (JAERI),and the Italian instrumentality ENEA.

ANSTO obtained a Generic Technology grant to develop a prototypeion implanter based on the plasma immersion technique to enhancewear resistance. The other partners in this project are MM Metals, theCSIRO Division of Applied Physics and the Chemical EngineeringDepartment of Adelaide University.

The development of advanced ceramics, with expertise gained fromthe SYNROC project, has resulted in four collaborative projects withAustralian companies to develop ceramics for applications in heartpacemakers, ultrasound probes for medical and veterinary science,ceramic superconductors and ductile ceramics.The expertise with safety assessment of ANSTO's nuclear plant led tocontracts to assess the remnant life of plant and equipment for Caltexand the NSW Electricity Commission.35

Key ActivitiesThe Australian High Flux Reactor (HIFAR) was a key revenue earnerfor ANSTO during 1988-89 with income of $550,000 through thesilicon irradiation program.

Some 5.5 tonnes of silicon crystals were irradiated for Japanese siliconproducers. The silicon is used to manufacture solid state electronicdevices.

Throughput capacity for silicon has been increased by bringing a sixthfacility into operation.

In a joint venture with a Japanese company two new irradiation rigsfor the production of neutron transmutation doped silicon will beconstructed at a cost of $1.3 million. These rigs will allow larger siliconingots to be accepted into the reactor.

The reactor was completely refurbished and new cooling towers wereinstalled.

A joint project with the Electricity Commission of NSW continued todevelop evaluation techniques for plant reliability. The evaluationwill assist the Electricity Commission to estimate the cost benefits ofalternative proposals for plant upgrading.

A major review of the engineering organisation was undertaken byexternal consultants. As a result of the implementation of theconsultant's report significant staffing and v/ork procedure changeshave been implemented in order to improve the productivity and toequip the area with management which is appropriate to the newobjectives of ANSTO.

Engineering Technical Services will be limited to direct specialistsupport for ongoing or new prime programs for ANSTO and CSIRO,assistance to ANSTO and CSIRO to maintain their core expertise innuclear science and technology and nuclear related facilities, thedevelopment of consultancy for government and industry and thepursuit of appropriate specialised production services where they canbe identified.

Engineering services which are of a more commonplace nature will besought externally and competitively on a commercial basis. Themanufacturing facilities of ANSTO have been consolidated into onecentralised workshop in Building 3. In consultation with the unionsthe new workshop layout has been completed, obsolete equipmenthas been sold and some modern machine tools are being purchased toupgrade our manufacturing facilities.

With the change in focus to significant off-site manufacture periodcontracts have been arranged to provide manufacturing support andinteraction with industry. Commercial activities compatible with theANSTO Corporate objectives are being pursued to maximiseutilisation of ANSTO's modern machine tools.

Tracerco AustralasiaIn June ANSTO and ICI Australia Ltd agreed to establish a jointventure company, Tracerco Australasia, to service Australia'smanufacturing, processing and chemical industries.

Using radioisotopes, Tracerco will test plant on-site for leaks andblockages, measure levels, monitor corrosion and determine theefficiency of heat exchangers, mixers and distillation columns. In thelonger term the company plans to carry out studies into themovement of sand and sediment in rivers, estuaries and coastallocations to aid the management of dredging and erosion Droblems.

The venture is also unique in Australia with a national governmentresearch laboratory joining with one of Australia's largest companiesto commercially apply radioisotope technology. The initiative is amanifestation of ANSTO's aim to close the gap between research anddevelopment activities of government instrumentalities and theiradoption by industry.

Materials Testingand Evaluation

The Centre for Materials Testing and Evaluation was formed duringthe year to promote ANSTO's expertise in quality assurance andcontrol and non-destructive testing developments.

Staff from related areas within the organisation have been combinedto provide an on-site service to users in all aspects of the centre'sexpertise and to assist industry using techniques, skills andequipment developed within ANSTO.43

OverviewANSTO is now in a position to cost in real terms all research projectswhether commercially based or not. An integrated program planningand evaluation system was developed and implemented, an integralpart of which is the operation of External Advisory Groups in majorprograms.

In line with the Strategic Plan, ANSTO administration wasrestructured and staff numbers were reduced as administrativefunctions were devolved to program areas.

Major staff reductions occurred in the Engineering department withstaff dropping from 231 to 115 people.

These reductions were achieved by the transfer of functions involving54 staff but essentially through a restructuring of the activities of theprofessional and technical staff into a project managementarrangement. Workshop activities were curtailed and maintenancework by staff ceased. There were 53 voluntary redundancies.

In the Administration area the printing function was abolished, theContracts and Supply area reduced in size and the BusinessAdministration group reviewed. A review of information servicesresulted in a reduction in scope of some activities and transfersof others.

The Education and Training Centre was placed on a commercialfooting and began generating revenue.

CONSULTATIVE FORUMSThe 1987-1988 Annual Report stated that the Executive Directorwished to see the Consultative Committee widen its terms ofreference and become the Peak Council at ANSTO. This has beenachieved. A new terms of reference and membership to the PeakCouncil was endorsed by all Unions and Staff Associations and theinitial meeting was held in June 1989.

INDUSTRIAL RELATIONSDuring the year implementation of second tier agreements continued.

A significant agreement with the Professional Officers' Associationwas the revised assessment mechanism of merit review forprofessional staff. The 1989 review was completed on schedule. Thisreview has proved more efficient and superior to the previous system.

Industrial Relations staff were involved in many issues related toconsultation on redundancy matters and the revised workarrangements for health physics surveyors.

The major industrial issue involved revised working arrangements forengineers previously engaged on rostered shift at HIFAR.Management sought to introduce a new working arrangementwhereby professional engineers were engaged on more high priorityengineering work and a Duty Officer scheme instituted to provide fora short term emergency response capability at HIFAR.49

Following protracted negotiations the new arrangements wereintroduced on 13 January 1989 without the agreement of theAssociation of Professional Engineers Australia. A number of workbans were imposed and the matter referred to the Industrial RelationsCommission. Following a number of hearings the matter wasresolved by arbitration. The decision provides- for an interim DutyOfficer working arrangement.

Following consultation with staff associations and unions an EEOplan has been prepared and forwarded to the Public ServiceCommission for approval in accordance with legislativerequirements.

A series of seven broadcast quality video tapes on the Organisation'sresearch programs and their commercial application was completed.They are being distributed to Australian media outlets, Embassiesand Trade Commissioners, teaching institutions, community groupsand business houses.

To improve public awareness of ANSTO's role in applying nucleartechnology for the benefit of the community, the Board has endorsedan expansion of its public affairs program with emphasis on mediarelations.

ANSTO/CSIRO OPERATIONSAT LUCAS HEIGHTS

Senator John Button, the Minister for Industry, Technology andCommerce and Mr Barry Jones, the Minister for Science, Customs andSmall Business determined that the co-location arrangements forANSTO and CSIRO at Lucas Heights should be reviewed.

A Working Party chaired by Dr W J McG Tegart, the Secretary of theAustralian Science and Technology Council (ASTEC) recommendedthat CSIRO plan for a total removal of its activities from the site byJuly 1994 and that ANSTO transfer 30 staff to set up independentsupport facilities as a further means of facilitating the removal andprovide general services on a user-pays basis.

As an interim measure it was recommended that CSIRO rationalise itsactivities by consolidating its staff and activities on site.

TRAINING

ANSTO's Education and Training Centre, functioning as ANSTOTraining, is responsible for conducting internal and external training.External training is conducted both nationally and internationally.

Following an extensive review of training needs in 1988 the programarea was restructured into a stand-alone operation that has begun togenerate revenue for ANSTO.

The emphasis in training has shifted to provide radiation protectionand occupational health and safety courses for science and industry inAustralia and in South East Asia.

ANSTO Training has been cooperating with the University ofWollongong's Department of Management with a basic strategy ofpromoting both organisations through co-sponsorship of courses,initially in the occupational health and safety training area.

During the year some 150 students from ANSTO, other Australiancompanies and organisations and several South East Asian countriesattended 12 externally offered courses. During the first half of 1989,285 staff were given safety training and the centre's staff developmentprogram provided key staff with new skills in management andbusiness.

OCCUPATIONAL HEALTH & SAFETY TRAINING

ANSTO encourages its staff to report all hazards, incidents andaccidents, however minor. The policy is to investigate such matters andto rectify potentially hazardous situations before they cause injury ordamage. There were 214 reports of which 148 reported injury and sevenwere associated with radiation or radioactive contamination.

In none of the latter was there a measurable increase in radiation dosageto the persons concerned as a consequence of these incidents.

Since 1985-86 the number of reports of incidents and accidents hasfallen by about 50 percent.

A number of workplace safety committees have been formed with theobjective of achieving further reductions in lost-time accidents. Arehabilitation program has been introduced.

A range of occupational health and safety services was provided to staff.These services included health physics, personnel dosimetry, industrialsafety, occupational hygiene and occupational medicine.

The highest accumulated whole body dose to an employee during1988-89 was 38.31 millisieverts (mSv) which is 76.6 percent of theannual whole body dose equivalent limit of 50 mSv recommended bythe National Health & Medical Research Council (NH&MRC) foroccupational exposure. Three-tenths of this annual dose is the levelbelow which, in accordance with NH&MRC recommendations,individual monitoring is unnecessary.

Eight received an annual whole body dose in excess of three-tenths ofthe annual dose equivalent limit for occupational exposure. Thehighest accumulated tissue dose recorded was 190.9 mSv which is38.2 percent of the annual tissue dose equivalent limit of 500 mSv foroccupational exposure.

Staff who may be exposed to uranium during their work participatedin the routine urine bioassay program. All samples were below thelevel of detection.

Emergency PlanningThe Local Liaison Working Party comprising officers of ANSTO, theNSW Department of Health, Police, Board of Fire Commissioners,Department of Environment and Planning and the Sutherland ShireCouncil met to review plans for dealing with any emergency whichwould affect the public. The Working Party completed a review of anemergency plan entitled APTCARE (A Plan to Cope with Accidents atthe Research Establishment).

A Safety Coordinator was available at all times to deal with incidentsrelating to radiation safety including calls for assistance withdamaged packages of radioactive materials.

Site Emergency Alarm SystemThe Site Energency Alarm System has been upgraded with theinstallation of new alarm cabling, two field multiplexors forsupervisory alarm monitoring, a communication network and newcomputer/monitoring equipment. The upgraded system incorporatesa microprocessor based control system which replaced the obsoleteHoneywell control console in the Emergency Alarm Centre.

COMPUTING CENTREActing on the recommendation of an internal review team, thecomputer operations of the central scientific division and thecorporate sector were amalgamated into a single computing centre.

In the new environment standardisation is the key priority and53

policies for the future are now being formulated.

Planning for a new scientific computer to replace the current IBMequipment when its lease expires in 1990 is underway, along with theselection of new software packages to support users. Tenders for newhardware and software are being evaluated and the recruitment ofnew staff has commenced.

A new fibre optic network has been installed to most buildings atLucas Heights and provides reliable high speed access to computingfacilities. Presently some 250 terminals are connected to the networkand it is anticipated that eventually all computing facilities at LucasHeights will be linked through the system.

PROPERTYThere has been no change to ANSTO's land holdings during the year.ANSTO remains the owner of three properties, located at LucasHeights, Coogee and Mascot.

The Lucas Heights site occupies 70 hectares on which are sited morethan 50 buildings, laboratories and the HIFAR reactor. During theyear the Nuclear Safety Bureau, previously housed at ANSTO'sMascot property, was relocated at Lucas Heights.

The Lucas Heights site also houses elements of the CSIRO, theAustralian Institute for Nuclear Science and Engineering andBecquerel Ltd.

The site is surrounded by a 1.6km radius buffer zone, part of which isleased to the Metropolitan Waste Disposal Authority as a regionalwaste repository for the Southern region of Sydney.

Both ANSTO's Mascot and Coogee properties were offered for saleduring the year as surplus to the Organisation's requirements.Neither was sold.

INTELLECTUAL PROPERTY

ANSTO currently holds or has applications pending for 142 nationaland international patents covering 58 inventions. Of these, 16inventions or 63 patents are related to SYNROC technology and arejointly held with the Australian National University. A further 19patents are held jointly with CSIRO.

INTERNATIONAL COLLABORATIONInternational Atomic Energy Agency (IAEA)

As Australia's national nuclear institute, ANSTO continued to54

maintain the technical basis of Australia's relationship with the IAEA.Topics included radioactive waste management and environmentalprotection, nuclear medicine, radiation protection and nuclear safety,research reactor utilisation, radioisotope applications, safeguards,technical cooperation and the International Nuclear InformationSystem (IMS). Technical advice was provided for meetings of theIAEA's Board of Governors and its committees.

ANSTO continued as the Australian point of contact for the twointernational conventions deposited with the IAEA on earlynotification of a nuclear accident and assistance in the case of anuclear accident or radiological emergency.

ANSTO staff occupied positions in the IAEA Departments ofSafeguards and Technical Cooperation, and chaired the StandingAdvisory Group on the Safe Transport of Radioactive Materials.Membership of the International Nuclear Data Committee continued.ANSTO was represented at the initial meeting of the newly-formedInternational Waste Management Advisory Committee, and in aSpecial Country Evaluation Review of the IAEA's TechnicalCooperation Program in Thailand.

Technical CooperationANSTO provides technical advice on and coordinates the South EastAsia Regional Nuclear Technology Program of the AustralianInternational Development Assistance Bureau (AIDAB). ANSTO'sExecutive Director continued as National Coordinator for the IAEA'sRegional Cooperative Agreement for Research, Development andTraining Related to Nuclear Science and Technology (RCA).

The first meeting of the RCA Working Group to be held in Australiatook place in Sydney in March 1989. It was attended byrepresentatives of most of the other thirteen RCA member countriesand was chaired by ANSTO's Executive Director. The IAEA's DeputyDirector General, Department of Technical Cooperation attended.

The RCA incorporates a large-scale Regional Project on IndustrialApplications of Isotopes and Radiation Technology, which issupported by the United Nations Development Program (UNDP)plus Australia and Japan. ANSTO continued its involvement underboth programs in the areas of radiation protection, nuclear medicineand tracer technology.

Under the auspices of the IAEA, ANSTO supported three trainingcourses in the areas of nuclear medicine and safeguards. Theseattracted a total of 45 participants from 14 countries.

Bilateral Technical Assistance

A second phase of an assistance program with the IndonesianNational Atomic Energy Agency (BATAN) was completed. Theprogram covered the areas of nuclear medicine, occupational healthand safety, and nuclear materials accountancy and control forsafeguards. Under the program, which involved ANSTO, the RoyalPrince Alfred Hospital and the Australian Safeguards Office, twotraining courses were conducted and training was provided for 24trainees in both short-term courses and longer term attachments foron-the-job training in Australia.

The third phase of a cooperative program with the Malaysian NuclearEnergy Unit (UTN) was also completed. Under this program, alsofunded by AIDAB, assistance was provided in the areas ofradiopharmaceutical services and technology, low level radioactivewaste management, radioisotope dating and industrial applicationsof radioisotopes and radiation.

Training attachments were also provided for ten scientists fromregional countries, under IAEA fellowship schemes as well as AIDABprograms, in areas as diverse as radioactive waste management, solidstate physics and irradiation technology.

OECD Nuclear Energy AgencyThe OECD Nuclear Energy Agency has a membership drawn fromcountries advanced in nuclear developments. Participation in NEAactivities therefore enables ANSTO to keep updated on currentnuclear trends and developments. ANSTO contributed to programson nuclear safety, radiation protection and public health, the nuclearfuel cycle and radioactive waste management.

Overseas RepresentationANSTO maintains offices in the Australian High Commission,London and Embassy in Vienna to facilitate technical contacts withthe NEA and IAEA and to provide essential linkages between ANSTOand overseas organisations.

AssociatedOrganisationsAUSTRALIAN INSTITUTE OFNUCLEAR SCIENCE & ENGINEERING

The Australian Institute of Nuclear Science and Engineering (AINSE)is a national organisation which was established in 1958 to ensure thatscientists from Australian universities and similar institutions wouldhave direct access to nuclear facilities and services at the LucasHeights Research Laboratories.

Collaborative programs between university, ANSTO and CSIROresearch groups enhance the cost-effective use of the nationalfacilities at Lucas Heights. AINSE contributes greatly to thedevelopment of nuclear science and technology in Australia, and itsapplication in a range of fields.

In 1988-89, AINSE supported eight post-graduate students, five post-doctoral fellows, and over 100 research projects. With this assistance,some 300 academic staff and students spent over 2700 person-days atLucas Heights.

AINSE research equipment costing $110,000 was installed at LucasHeights in support of collaborative research work, which was furthersupplemented by resources and equipment provided by memberorganisations. AINSE is providing $400,000 over four years and theexpertise of its Neutron Scattering Group to help ANSTO design andconstruct the Australian Small Angle Neutron Scattering (AUSANS)facility at HIFAR. AINSE's Accelerator Group has played a significantpart in extending the application of ion-beam analysis techniques to arange of disciplines, and will contribute to the development ofANSTO's tandem accelerator.

The University of Technology Sydney, the Curtin University ofTechnology, and the Royal Melbourne Institute of Technology wereadmitted to AINSE membership bringing the total number ofmembers to 23.

NUCLEAR SAFETY BUREAUThe Nuclear Safety Bureau (NSB) is responsible to the Minister formonitoring and reviewing the safety of any nuclear plant, asdescribed in the Act, operated by the Organisation. The NSB operates57

independently of ANSTO line management with respect to thesefunctions, which are interpreted by the NSB to include those activitiesundertaken for each issue, subject to resources available, todetermine whether all reasonably practicable measures are beingtaken to ensure ANSTO's nuclear plant is operated safely. Also, theNSB is responsible to the Board for the performance of si'ch otherfunctions as are assigned to it by the Board.

The NSB is required to report to the Minister on a quarterly basismatters related to its functions of monitoring and reviewing the safetyof ANSTO's nuclear plant and a summary of NSB activities relating tothese functions for the period 1988-89 is included with the AnnualReport of the Safety Review Committee.

NSB staff continued to provide technical advice to the Department ofDefence on the safety implications of visits by nuclear-poweredwarships to Australian ports.

The NSB was relocated in January 1989 from Mascot to a buildingoutside the perimeter fence of the Lucas Heights ResearchLaboratories.

SAFETY REVIEW COMMITTEEA Safety Review Committee continues to monitor the effectiveness ofthe standards, practices and procedures adopted by ANSTO toensure the safety of its operations.

The committee is empowered to investigate matters that may haveadverse consequences or implications in relation to the safety ofANSTO operations and advise the Minister and Board as appropriate.

The committee submits a separate annual report to the Minister andParliament.

The members of the committer- are Dr K H Lokan, Director,Australian Radiation Laboratory (chairman), Dr J D Harley,consultant, NSW Department of Health, (deputy chairman), Mr D RDavy, General Manager, Scientific, ANSTO, Mr P J Herborn, DeputyManager, Strategic Planning, Sutherland Shire Council and ProfessorW O Phoon, Professor of Occupational Health, NationalOccupational Health and Safety Commission (Worksafe Australia).

The committee secretary is Mr J F Campbell, Manager, ResourceProcessing, Heavy Industries Division, Department of Industry,Technology and Commerce.

Details of the functions, membership of theBoard and decision making powers are contained in the Annual Report.

ARRANGEMENTS FOR EXTERNAL PARTICIPATION

Bodies Appointed Under the ANSTO Act

Bodies set up under the ANSTO Act 1987 to monitor and advise on theoperations of ANSTO and allowing for external participation are the SafetyReview Committee, appointed by the Minister, and consisting of aChairperson, Deputy Chairperson and three members appointed by theMinister. The majority of members are persons who are not ANSTO staffand the Australian Nuclear Science and Technology Advisory Council, alsoappointed by the Minister to advise him or the Board on matters relating to,or to the performance of, the functions of ANSTO.

The Board has appointed members of the staff of the Organisation toconstitute a Nuclear Safety Bureau which is responsible to the Minister formonitoring and reviewing the safety of any nuclear plant, operated by theOrganisation.

Liaison GroupsProgram Advisory Committees for each of ANSTO's Program Areas,Biomedicine and Health, Advanced Materials, Applications of NuclearPhysics, Isotope Technology and Environmental Science assist in theassessment and evaluation of research and development activities. Membersare senior representatives of industry, commerce, government and academiaand relevant ANSTO personnel.

The Local Liaison Working Party, established in 1967, is composed ofrepresentatives from the NSW Police, Coard of Fire Commissioners, StateEmergency Services, Health and Planning Departments and ANSTO andreviews procedures applicable in an emergency at the Lucas HeightsResearch Laboratories (LHRL) which could have implications for the public.

The Local Liaison Forum, established early in 1985, provides a mechanismfor an exchange of views and information between the local community andANSTO.

The Nuclear Medicine Liaison Committee, established in 1986, provides forinteraction and collaboration betwnen ANSTO's clients in the nuclearmedicine community and the radiopharmaceutical research and productiongroups.59

Management Advisory CommitteesThe Central Safety Co-ordinating Committee (which replaces the JointAdvisory Committee on Safety and Health Policy) was established toprovide participation by management and staff in the development, reviewand implementation of ANSTO's occupational health and safety policies. Itconsists of members nominated by unions and staff associations, theExecutive Branch of Worksafe Australia (a medical officer specialising inoccupational health), the ACTU/NSW Trades and Labour Council andANSTO.

The Fusion Research Advisory Group, established in 1978 discussesdevelopments, reviews collaborative arrangements and advises on planningand progress in fusion research at ANSTO.

The SYNROC Program Steering Committee established in 1982, advisesANSTO's Executive Director on matters concerning all ANSTO research anddevelopment projects related to the treatment and disposal of high-levelradioactive waste using the SYNROC process.

ANSTO/NSW Government ArrangementsANSTO is located in the State of New South Wales. ANSTO complies withstatutory requirements set by the NSW Government and liaises with a rangeof NSW departments and authorities responsible for radiation,environmental planning and related matters.

Associated OrganisationThe Australian Institute of Nuclear Science and Engineering is an associationof 23 organisations, ANSTO, CSIRO and 21 universities which arrangesaccess by staff and students of Australian universities and institutes oftechnology to the major facilities at Lucas Heights.

NOTES TO AND FORMING PART OFTHE FINANCIAL STATEMENTS1. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES(a) The Australian Nuclear Science and Technology Organisation (ANSTO)

accounting policies are determined by the Australian Nuclear Science andTechnology Organisation Act 1987, and an arrangement between theCommonwealth Scientific and Industrial Research Organisation (CSIRO) andANSTO concerning the cost sharing of certain common services at the LucasHeights site. The arrangement between ANSTO and CSIRO which originatedfrom a government decision announced on 30 April 1981, relates toarrangements for government energy research involving the co-location of theCSIRO at the then Lucas Heights site.In particular the accounts are presented• in a form approved by the Minister for Finance,• having regard to the principles of accrual accounting and the historical cost

convention,• in accordance with Guidelines for the Form and Standard of Financial

Statements of Commonwealth Undertakings approved by the Minister :>:«•Finance, and

• are consistent with those of the previous year except that:(i) on and from 1 July 1988 the financial activities of the radiopharmaceutical

and radioisotope manufacturing and selling activity known as AustralianRadioisotopes (ARI) were separated from ANSTO's main accountingsystem. As a consequence ARI revenue and operating costs during theyear are disclosed separately in the Statement of Activity. In previousyears ARI sales have been identified separately in the Statement ofActivity; related costs were not captured and identified separately hencethe absence of comparative figures, and

(ii) due to loss of the depreciation history computer record at 30 June 1988,the depreciation charge for 1988-89 disclosed in the Statement of Activityas an unfunded charge has been calculated on the basis of the averagedepreciation charge (6%) over the past three years, in lieu of assesseduseful life of individual items (see also Note 10).

(b) In accordance with past practice inventories of enriched natural and depleteduranium in existence prior to the commencement of reporting on an accrualbasis are disclosed, in the absence of cost values, on the basis of net realisablevalue. Subsequent acquisitions are also included at net realisable value.

(c) ANSTO is funded predominantly by Parliamentary appropriation to meetproposed expenditure in the current financial year. The residual deficiency inthe Statement of Activity is due to the inclusion of provisions and otherunfunded charges.

(d) ANSTO contributes to the Commonwealth Employees Superannuation Schemein accordance with Section 159 of the Superannuation Act 1976 and meets itsliability as costs accrue, on the basis of contribution rates set by the AustralianGovernment actuary and advised in his report for the period ended 30 June1986. An amount of $3 621 311 was contributed during 1988-89 (1988 —$4 055 085). This represents an ongoing contribution rate of 16.3% ofsuperannuable salaries.

(e) Items of plant and equipment acquired at a cost of less than $1 000.00 areexpensed in the year of acquisition.

(f) The policy of non-capitalisation of expenditure relative to the development andregistration of patents has continued during 1988-89. At 30 June 1989, 142patents were registered to ANSTO. Due to the current rate of technologicalchange the commercial value of these patents is uncertain and they are notincluded in the Statement of Assets and Liabilities.

(g) The joint enterprise between ANSTO and the University of New South Walesknown as the Australian School of Nuclear Technology terminated on 1 July1988. With the agreement of the University ANSTO assumed ownership of

former joint venture assets at Lucas Heights, which have been brought toaccount through the Statement of Capital Accumulation.

(h) With the exception of the liability for yet to accrue long service leaveentitlements, reference to which is included in note 8, ANSTO has nocontingent liabilities.

Externally funded projects are specific purpose related and are maintained separatefrom ANSTO general funds. For this reason unspent funds at the close of the yearare applied to adjust revenue received to accord with expenditure and avoiddistortion to the surplus or deficiency transferred to the Statement of CapitalAccumulation. Certain of the above items were not disclosed in 1987-88 Statementof Activity. Hence bringing these items to account in 1988-89 has caused the figurefor the previous year to be recast.

7. PROVISION FOR RECREATION LEAVEThe provision for recreation leave at 30 June 1989 reflects the liability for recreationleave $2 810 299 (1988 — $3 051 157) and leave loading $258 723 (1988 — $280 522)entitlement at that date. The payment of recreation leave and leave loadingentitlement is funded by parliamentary appropriation and is included asexpenditure under the heading 'Salaries and payment in the nature of salary' in theStatement of Activity. The difference between the calculated liability at 30 June 1988and 30 June 1989 is brought to account as an adjustment to the unfunded provisionin the Statement of Activity.

8. PROVISION FOR LONG SERVICE LEAVEThe provision for long service leave has been determined on the basis ofentitlements arising from the application of the provision for Long Service Leave(Commonwealth Employees) Act 1976 and the appropriate salary rate as at 30June 1989.At 30 June 1989 the current liability component was determined on the basis of theaverage demand pattern over the past five years. The contingent or yet to accrueliability for long service leave has been calculated at $887 975 (1988 — $809 249) onthe basis of:

(i) the pro-rata yet to accrue entitlement of all staff with less than 10 yearsrecognised service; and

(ii) probability factors provided by the Office of the Australian GovernmentActuary.

Similar to recreation leave, payments of long service leave are funded byparliamentary appropriation on an as required basis and are included asexpenditure under the heading 'Salaries and payment in the nature of salary' in theStatement of Activity. The difference between the calculated liability at 30 June 1988and 30 June 1989 is brought to account as an unfunded provision in the Statement ofActivity.

9. PROVISION FOR SUPERANNUATION BENEFITThe provision for superannuation benefit provides for payment of 1.5 percent ofsalary to all staff from 1 January 1988 and a further 1.5 percent from 1 January 1989.

Funds appropriated by parliament were utilised to meet the cost of superannuationbenefit to employees who retired during the year. over the useful life of the assets. The cost of finance leases capitalised during 1988-89was NIL (1988 — $2 985 867).Reactor HIFAR: The reactor HIFAR is disclosed at cost and is depreciated on thebasis of an assumed life to 1994. This assessed useful life is subject to review andmay be extended at any time. In recent years the reactor HIFAR has undergone arefurbishment program, the 1988-89 cost of which was $1 478 632 (1988 —$1 196 465). Minimal expenditure only will be required in 1989-90 to complete thework.Cyclotron Facility: The cyclotron facility is disclosed at cost. When construction andinstallation is complete the capitalised cost of the facility will be depreciated over itsassessed useful life. Expenditure during 1988-89 was $2 375 898 (1988—$180 052).

SYNROC demonstration plant: Construction commenced in 1982-83 on a non-radioactive demonstration plant to demonstrate the SYNROC fabrication process asa medium for the immobilisation and disposal of high-level radioactive waste. Thedemonstration plant was commissioned in May 1988. The project has nowcommenced a second phase to generate an engineering data base from operation ofthe SYNROC demonstration plant, develop a SYNROC scrutiny and property database, and develop and cost a conceptual radioactive SYNROC fabrication plantdesign. Stage 2 expenditure during 1988-89 was $1 993 739 (1988 — $1 006 109). Atthe conclusion of this second stage, a decision will be made on an overalldepreciation policy for the plant.

13. CONTRIBUTION FROM COMMONWEALTH SCIENTIFIC ANDINDUSTRIAL RESEARCH ORGANISATION

In accordance with agreed arrangements for CSIRO co-location at the Lucas HeightsResearch Laboratories, ANSTO received from CSIRO an amount of $3 434 000 (1988— $3 526 100) as contribution toward the cost of common site services. Thiscontribution together with certain ANSTO monies was used to employ staff andmeet expenditure for both direct and indirect benefit to CSIRO.

As previously reported legal opinion is that to the extent that ANSTO, in accordancewith the requirements of the co-location agreement, has employed staff and incurredcosts for a purpose unrelated to its functions in terms of the Australian NuclearScience and Technology Organisation Act, then to that extent it is in breach of theAct. For this reason and other reasons of an operational nature, the co-locationarrangement was reviewed during the year. As a consequence of this review a newarrangement is being negotiated between ANSTO and CSIRO, which will involveCSIRO vacation of the LHRL within five years.

17. WELFARE OPERATIONSDue to a sustained decline in petrol sales to staff, the Welfare Fund ceasedoperations on 16 June 1989. Interest earned in 1988-89 was $1 895 (1988 —$10 406).Operations during 1988-89 resulted in a net loss of $2 335 (1988 — $4 979). Thisshortfall was funded from prior years accumulated funds. Residual accumulatedfunds have been retained in an ANSTO account specifically to acquire amenities forstaff employed at Lucas Heights.

21. FOREIGN EXCHANGE LOSSDuring the year 6 Forward Exchange Contracts were taken out to cover foreigncurrency commitments against supply contracts. Currency movements after thecontracts were entered favoured ANSTO but could not be availed due to theexistence of the forward exchange contracts; hence an exchange loss was incurredand is reported in accordance with the requirements of Australian AccountingStandard 20.

22. REMUNERATION OF MEMBERS OF THE ORGANISATIONMembers' remuneration is determined by the Remuneration Tribunal and paymentis made in accordance with Section 12 of the Australian Nuclear Science andTechnology Organisation Act 1987. Remuneration paid to part-time members of theANSTO board during 1988-89 was $73 156 (1988—$64 556). The remuneration paidto the full time member was $88 760 (1988 — $180 010 including terminationpayment to the former Executive Director).

23. AUDIT FEESThe fee paid to the Australian Audit Office for audit services in 1988-89 was $99 500(1988 — $93 200).

24. CAPITAL EXPENDITURE COMMITMENTSOutstanding expenditure commitment on capital works and services at 30 June 1989totalled $8 260 990 (1988 — $3 286 179). The majority of this commitment related tothe project to acquire and house the new Cyclotron facility.

26. SEGMENT REPORTINGThe activities of ANSTO are confined to a single industry, the nuclear industry, andare undertaken predominantly in New South Wales, Australia.

FINANCE REPORTANSTO is and will continue to be a budget dependant statutory authority.Importantly ANSTO has the capacity to reduce this budget dependency byrefocusing its research and other activities to directly support Australian industry andgenerate commercial income.

Generation of commercial income has been a prime objective in 1988-89.

A revenue target of $7.5M was achieved.

The year was significant in terms of two separate funding initiatives by governmentof fundamental importance to the redirection of ANSTO as a more applicationoriented organisation responsive to the needs of Australian industry.

Specifically ANSTO's appropriation level will be maintained for fiscal years 1989-90and 1990-91 at the real levels of 1988-89 and ANSTO will be allowed to retain 100percent of all external income growth (including asset sales) without any decrease inappropriation for fiscal years 1988-89, 1989-90 and 1990-91. Previously all externalrevenue generated by ANSTO was taken into account to arrive at a net appropriationby parliament.

These two initiatives are a vital incentive for the achievement of ANSTO strategicobjectives.

Financial Statements

Financial Statements for the year ended 30 June, 1989 comprising Statements ofAssets and Liabilities, Capital Accumulation, Activity, Sources and Applications ofFunds and Notes to and forming part of the Financial Statements are presented in thisReport.

ANSTO operating and capital expenditure is incurred in accordance with estimates ofexpenditure and revenue approved by the Minister for Science, Customs and SmallBusiness and funded by moneys drawn from parliamentary appropriation on a cashbasis together with ANSTO generated cash receipts.

The financial statements are prepared having regard to the principles of accrualaccounting. Consequently, non-cash charges for asset depreciation and change inliability for recreation leave and long service leave, which are included in theStatement of Activity to provide a true and complete disclosure of the activities of theOrganisation, are not matched against appropriate income. This results in a finaldeficiency in the Statement of Activity, which is transferred to the Statement ofCapital Accumulation.

The CSIRO continued to be co-located with ANSTO at the LHRL during 1988-89 andcontributed towards the cost of some site support services common to bothOrganisations.

RevenueTotal revenue during 1988-89 from all sources amounted to $67.853M, an increase of8.32 percent on the previous year. Significantly $7.559M was derived fromcommercial activities an increase of 39.59 percent on the previous year.

Parliamentary appropriations, which were fully drawn down, continued as the majorfunding element in an amount of $54.282M, an increase of 6.91 percent. Otherrevenue components were CSIRO contribution toward the cost of shared facilities$3.434M, a decrease of 2.61 percent on the previous year reflecting provision of alower level of support by ANSTO, externally funded projects $2.212M and otherincome including net profit on sale of non-current assets, welfare operations and thenet change in value of cobalt-60 sources in process and work in progress, $365 790.

Throughout 1988-89 the Organisation maintained the ANSTO Welfare Fund for thepurpose of generating income to acquire amenities for staff at the LHRL. Theprincipal income generating activity was the sale of petrol and oil to staff at minimummark up plus interest on the short term investment of moneys not immediatelyrequired to meet costs.

Due to continued widespread discounting of petrol sales throughout the Sydneymetropolitan area together with a reduced staffing level at the LHRL petrol salesdeclined to a level below that required to break even on operating costs. As aconsequence, despite attempts to recover the situation by varying operatingarrangements, a decision was taken in March 1989 to discontinue this activity. TotalWelfare Fund revenue in 1988-89 was marginally exceeded by total expenditure, theshortfall being met from previous years accumulated funds.

ExpenditureTotal expenditure in 1988-89 was $66.778M comprising operating expenditure$56.955M and capital expenditure $9.823M.

Traditionally the Organisation has managed and controlled expenditure by

centralised authority against particular cost headings. In 1988-89 ANSTO mainstreamactivities were budgetted and managed on a decentralised Program basis. In order todisclose expenses against previous year comparative figures expense presentation inthe Statement of Activity remains on a cost heading basis. However Note 20 providesa comprehensive breakdown and disclosure of expenditure on a Program basis.Direct expenditure only has been captured against Programs. No attempt has beenmade to identify and distribute overhead costs, which in the main were incurred byCorporate and Engineering Programs.

A separate important new initiative in 1988-89 has been the separation for accountingpurposes of Australian Radioisotopes (ARI) from ANSTO mainstream research andother activities. Separation of ARI has facilitated disclosure of its revenue from allsources matched against operating expenditure in the Statement of Activity. Fulldisclosure of the operating deficit for this activity is provided in Note 18.

The reorientation of ANSTO research and other activities in line with a morecommercial ethos has revealed an inadequacy in existing accounting and financialinformation systems. Lack of a formal costing system has prevented the accuratecapture of costs against projects including commercial jobs hence expenditureincurred in earning commercial revenue is included with other Program expenditurerather than separately matched against the income to which it relates. Managementhas recognised this deficiency and steps have been taken to introduce a new fullyintegrated financial information and management system.

Capital expenditureCapital expenditure in 1988-89 was significantly higher (4- S3.933M 66.78 percent)than the previous year, reflecting the progress of several major projects, in particularthe project to acquire and house a new Cyclotron facility at the Royal Prince AlfredHospital Sydney incurred expenditure of $2.376M (1988 — S0.180M) and SYNROCStage 2 expenditure was S1.994M (1988 — $1.006M). Additionally due to the slippageof budgetted expenditure against these two projects opportunity was taken to bringforward expenditure to replace the existing telephone communications system at acost of $0.643M.

In another initiative the government announced the allocation of supplementaryfunds to upgrade capital equipment in government research laboratories whichservice important strategic research and development.

ANSTO will benefit in the amount of $2.5M over five years. Five hundred thousanddollars was received in 1988-89 which was utilised to meet initial costs associated withthe acquisition of a medium energy Tandem Accelerator facility, which will bedevoted exclusively to applications related to nuclear science and technology.
