I extend a very worm welcome to the hundred. of overseo:; and interstate visitors attending the 12th Australian National Square Dance Convention.

This is the f irst time tha t your Convention has been held in Perth but I venture to guess tho l you will nol WOlt for another twelve year .. before you hold your next Perth Conven tion,

I understand that the Convention is a very act ive one with 0 minimum of time devoted to administration and a maximum to Square Dance sessions.

Square Dancing is one of the brightest and most colou rful of a ll dance speCTacles and I am sure Iho t Perth will respond to the festive atmosphere which you wi ll create.

Perth is considered by many travellers to be one of the most beautiful of the Austra lian capita l cities. The winding upper rcache .. of the Swan River, overlooked by the heights of Kir.g's Pork, where the natural fl era has been preserved to a remarkable degree, forms o setting unique in Australia . I hope tha t you will all visit King's Pork, both by day and by night .

Despite the rapid and sudden expansion tha t has resu lted from the min ing boom in the North, Perth ha:> kept il s serene characte r and the undue hurry a nd bustle and tension of other cities is nolice· ably absent, as you will discover fcr you rselves.

PERTH - SEPTEMBER 3RD TO 6TH, 1971

MINUTES OF THE GENERAL MEETING OF THE 12TH AUSTRALIAN NATIONAL SQUARE DANCE CONVENTION HELD AT PERTH, WESTERN AUSTRALIA

FROM 3RD TO 6TH SEPTEMBER, 1971

The meeting commenced at 9.30 a.m. and was presided over by Mr. L. Johnson the Convenor of the 12th National Sq~are Dance Convention.

Attendance as per the Attendance Book was 228.

A warm welcome was presented to all pr esent by the Convenor.

TELEGRAMS : Telegrams and letters expr essing good wishes for the success of the Convention were then read.

1. MINUTES

The Minutes of the 1970 National Convention held in Sydney ~vere read. The attention of the mee t ing was drawn to an anomaly in these minutes, i.e . , that in one section under the heading REPORT ON CALLERS CONFERENCE HELD JUNE 13, 1970, the minutes read :

I~otion was also passed to the effect that in future Convention planning , Associations would supply the Convenor of the coming Convention with a list of all recognised and capable callers for programming at that particular Convention.1t

Whereas later on in the minutes under the heading - 8. GENERAL BUSINESS , f) MOTION EX CALLERS CONFERENCE, the minutes read,

I~otion received from the Caller s meeting that one person be selected from each State to nominate to the Convenor of each Convention recognised callers from that State and times availab le for progrannning." Motion carried.

This in effect was apparantly the same motion but the word CAPABLE being left out of the motion passed at the General ~~eting made a great deal of difference.

On the motion of Bill Rolph seconded by Laurie Spalding the meeting agreed that, with the amendment carried out, the minutes be accepted as a true and correct record of the 1970 General Meeting.

2. BUSINESS ARISING FROM THE MINUTES

There was no business arising from the minutes .

3. CORRESPONDENCE

On a motion put forward by Jim Whyte and seconded by Betty Johnson, it was agreed that all correspondence regarding the ''Turn Thru" movement be set aside until General Business.

The rest of the correspondence was then read and Jlm Whyte moved that it be accepted and this was seconded by Betty Johnson and passed by the meeting.

4. REPORTS

Mr Bill ROlph presented a report on the previous Convention held in Sydney in 1970. The Report stated that an amount of $425.93 was carried over from the Convention after all expeneses had been met and that this amount had been transferred to the Square Dance SOciety of New South Wales to be invested in a Building Society for future Convention funds.

6. CONFIRMATION OF CONVENTION TO BE HELD IN BRISBANE 1972

Mr G. Rigby confirmed that Queensland would host the 13th National Convention.

7. BID FOR 1973 CONVENTION

Mrs Audrey Threlfo on behalf of Newcastle square dancers made a bid for the 14th National Convention to be held in Newcastle.

As there were no further bids Mrs Threlfo was thanked for her bid and the meeting confirmed that the 1973 Convention would be held In Newcastle.

8. GENERAL BUSINESS

(a) Recommendation from the 1971 Callers! Meeting

The Secretary read to the meeting a recommendation which had been passed at the Callers I Meeting on 3rd September, 1971. This was as follows:

I~hat all State nominated callers be used at the discretion of the Convenor at all Conventionsll.

Mr Les Schroder moved that this recommendation be accepted and Mr L. Spalding seconded this. The motion was carried.

(b) Presentation of Motions

A motion to the effect:

r~hat all motions presented at Convention Meetings be given to the Secretary in writing. II

was moved by Mr Les Schroder and seconded by Mr Bill Rolph. The motion was carried unanimously.

(c) Business Meeting

Mr J. White moved that a Business Meeting be called before the General Meeting in order that everyone may have a chance to discuss things. This was seconded by Mr B. Rolph.

It was decided that this should come up for discussion at the next Convention to be held in Brisbane as the present Convention set up would not allow this.

Mrs Audrey Threlfo on behalf of Newcastle square dancers made a bid for the 14th National Convention to be held in Newcastle.

8. GENERAL BUSINESS

The Secretary read to the meeting 8 recommendation which had been passed at the Callers' Meeting on 3rd September, 1971. This was 8S follows :

(d) Voting by Host State at Convention

Mr T. McGrath put the follOWing motion:

I~at if any square dancer attending the General Meeting of a National Convention so requests, the Host State of the Convention will be ltmited to voting representatives equal to the maxUnum amount of representatives from the visiting Stat es with the most square dancers present at the general meeting. II

This was seconded by Mrs B. Johnson. After lengthy discussion this motion was put to the vote and this resulted in 100 votes for and 107 against. The motion lapsed.

(e) Amount of money to be passed on to the next Convention

Mr T. McGrat h moved the follOWing motion and this was seconded by Mrs B. Johnson.

I~he maximum amount of money to be passed on from Convention to Convention will be limited to one hundred and fifty doUars ($l50. 00) . II

After disucssion the meeting decided on a show of hands not to accept the motion.

(f) Alteration to Constitution

Mr J . White put the following motion to the meeting :

IIAny amendments to this Constitution shall be submitted to the Convention Committee in writing three months prior to the Convention or as a recommendation from the previous convention. The Convention Committee shall cause same to be publicised in each State two months prior to the convention. II

Motion seconded by Mr . L. Spalding and car ried by the mee t ing.

(g) Callers at Convent ions

Mr . K. Leydon moved a motion :

"All reference in the constitution as to who should call at national conventions be dele t ed and that in its place be substi t uted the words ' That Convention caller s as far as possible be selected as recommended from time to time by National Callers Committee.~

(d) Voting by Host State at Convention

Mr T. McGrath put the following motion:

I~at if any square dancer attending the General Meeting of a National Convention 50 requests, the Host State of the Convention will be ltmited to voting representatives equal to the maxtroum amount of representatives from the visiting States with the most square dancers present at the general meeting."

This was seconded by Mrs B. Johnson. After lengthy discussion this motion was put to the vote and this resulted in 100 votes for and 107 against. The motion lapsed.

(e) Amount of money to be passed on to the next Convention

Mr T. MCGrath moved the following motion and this was seconded by Mrs B. Johnson.

I~he maximum amount of money to be passed on from Convention to Convention win be limited to one hundred and fifty dollars ($150.00) . II

After disucssion the meeting decided on a show of hands not to accept the motion.

(f) Alteration to Constitution

Mr J. White put the foll~ing motion to the meeting :

It was pointed out that there is no reference in the Constitution as to who shall call at Conventions, and that this is adequately covered by Section ltd of the Constitution, bearing in mind that the Convenor of the Convention has the power to choose which Callers he will use.

The motion lapsed.

(h) Master Minutes Book

The following motion was put to the meeting by Mr L. Spalding and seconded by Mr J. White .

IIA Master Minutes Book as well as a Working Minutes Book be kept . Also recommendations to meetings be kept in a separate bo~ The Master Minutes Book to be kept by Mrs Ella Whyte . /I

A motion was moved by Mr J. White and seconded by Mr L. Spalding that :

I~ach State present to the next Convention a complete history of square dancing in that State so that an accurate history of Australian Square Dancing may be prepared. II

The motion was carried.

(j) Turn Thru Movement

The correspondence relative to the turn thru movement was read by the Secretary.

A recommendation from the Callers meeting held the previous day, 3rd September, 1971 was then read. This was as follows:

' 'The Pigeon Wing be the recognised movement for the Turn Thru, and this be used generally throughout all clubs in Australia."

A general discussion took place on the subject, during which the Chairman read from the S. 1 . 0. basic book the movements that explain the turn thru, and also the allemande, and it was agreed that the two movements were one and the same .

It was pointed out that there is no reference in the Constitution as to who shall call at Conventions, and that this is adequately covered by Section ltd of the Constitution, bearing in mind that the Convenor of the Convention has the power to choose which Callers he will use .

On a show of hands the recommendation was carried by approximately a 90t vote.

Mr Roy Petty then asked if the pigeon wing right allemande style Turn Thru was to be used throughout Australia and said that unless all Callers carried out the majority decisions that were arrived at at Conventions the discussions at meetings were of little use .

It was then agreed by an almost unanimous vote that the recommendation as worded be accepted and that the Turn Thru pigeon wing right allemande style be adopted and used at all clubs throughout Australia .

(k) Alteration to National Square Dance Convention Constitution Para 6b

The following motion was moved by Les Johnson and seconded by Colin Crompton :

I~he Constitution now reads - para 6b:

1. Convention Convenor and or Chairman 2. Convention Secretary 3 . Convention Treasurer 4. Accommodation Manager 5. Publicity Manager .

It be altered to delete all words after Convenor, that is, and or Chairman, and the folloWing substituted _

1. Convention Convenor 2 . Convention Assistant Convenor 3 . Convention Secretary 4. Convention Treasurer 5. Accommodation Manager 6. Publicity Manager . 1I

After discussion a vote was taken and the motion was agreed to.

9. CONCLUSION

The Convenor informed the meeting that the registrations at the 1971 Convention had numbered 608.

A general discussion took place as to whether the Turn Thru should be done as a Right Allemand (forearm style) or in the Pidgeon Wing style.

After a very lengthy discussion the following motion moved by Ron Whyte and seconded by Kevin Leydon was put before the meeting:

. DANCING STANDARD AT CONVENTIONS

What does one expect at a convention with regards to the standard of dancing?

This has always been a problem during past years at national conventions. _ Do '.ve 'strive for big atten­dances, or do we strive for above average dancing?

I think I can answer this by simply saying "The host­ing s tate strives for a good convention - and, after all , good dancing makes a good convention." . It is here where the dancer has a responsibility to him­self, as. much as the caller has to himself. , Calle-rs always will bl'1,tsh­up on their knowledge and ethics to do their ' part in making 'a , successful. conven­tion.

At a convention it is ,not al· ways practical, 9r is it good manners, for a caller to "walk the floor" through a move· ment, but he has the liberty to explain any points in the dance which could be confus· ing to the ·d-ancer.

I · have mentioned this be­fore - that a dancer and a caller should always leave the convention feeling that they have learned something. With this in mind, I would like to see on each dance night at the convention, some­thing new taught to the floor and with a walk-thru.

Perhaps this could occur TWICE at each dancing ses' sion and from there the call­ers could work their way around these new movements, knowing ' that the dancers have become familiar with them. Mirid you, when I say something new, I mean NEW to ' most. Undoubtedly there would be mCllny dancers on the floor who could do, and have ·previously danced what is being taught as new, but at least it would be new to a convention here in Australia and very new and. challenging to "the dancer who' has danced it for the first time. Perhaps we could call it a "workshop" bracket.
