This year marks the 44th Anniversary of ACCA serving the Chinese community in New South Wales. I am very pleased to report that ACCA’s core business of aged, disability and home care services achieved tremendous growth in the financial year ended 30 June 2018. This is a great outcome and is a result of the hard work of the board of directors, dedication of the management and staff, and the strong support of our loyal members and clients.

Since the deregulation of the home care sector in February 2017, ACCA has been focusing on delivering high quality Home Care services to the Chinese community. ACCA is also one of the leading providers of disability care services through the National Disability Insurance Scheme (NDIS) to the Chinese community. The ACCA Chinese Language School continues to educate a new generation of Chinese Language speakers through its classes every Saturday in Eastwood. Our students maintained the School’s high reputation by again winning academic excellence awards last year.

We have been busy with activities and events during the past year, some of which included the following:

• Organising a Hepatitis B awareness forum for the Chinese community.• Commissioning a new combi oven in our Parramatta Service Centre to expand the scope of our meals service in the local area. We thank the Australian Chinese Charity Foundation Inc and

Lions Club of Sydney Pacific Inc for assisting in funding the purchase of the combi oven.• Celebration of NSW Seniors Festival at our various centres, including representatives from Way In Network (a women’s charity organisation) distributing “lai see” or red packets to our clients and seniors.• Hosting an Appreciation Luncheon during National Volunteer Week in May 2018 to thank our many volunteers for assisting with the various services provided by ACCA.• Chinese New Year celebrations in February 2018 attended by more than 400 clients, carers, volunteers, staff, guests and directors.• Directors’ in-house Duties & Responsibilities training to improve corporate governance.• The 43rd AGM was held on 10th December 2017 at the Parramatta RSL Club and attended by more than 175 members and guests. Highlights included the presentation of an Honorary Membership certificate to Clr Andrew Wilson, Lord Mayor of the City of Parramatta, and the appointment of Senior Police Constable Draz Brkljac as a Community Police Ambassador.

I am excited to report that our annual revenue has increased by 47% compared to the previous financial year. Congratulations to all as this is an excellent result! Our Accounting staff are currently completing our 2017-18 accounts and the final audited financial statements will be presented to our members at the AGM expected in early December this year.

The Board and management have worked hard to expand our client base whilst at the same time keeping an eye on the expenses. We look forward to further growth in our core services in the coming years.

Looking forward to the future, our plans include:

• Installing a new client management computer system to improve efficiency and quality of services to our clients.• Rolling out more benefits and activities to our members and clients.• Promoting our core services by organising seminars and workshops.

On behalf of the Board of directors and Councillors, I would like to thank the management and staff, volunteers, sponsors, donors and members for their continued support, enthusiasm, and dedication in making ACCA a preferred aged, disability and home care service provider in the Chinese community.

今年是澳華公會服務新州華人社區邁進第44週年，我很高興地向大家匯報在2017至2018財政年度裏，澳華公會在高齡人士，殘疾人士和家居護理配套服務的業績彪炳。這個輝煌的業績，全賴各位董事，管理層和員工們的辛勤付出，以及忠誠的會員和客戶們的大力支持。

自2017年2月澳洲政府對家居護理行業改革以來，澳華公會一直致力為華人社區提供高質量的家居護理服務;　並通過全國殘疾保險計劃（NDIS）成為華人社區提供殘疾人士護理服務的主要服務供應機構之一。

澳華公會中文學校每週六在依士活小學通過課程由豐富經驗之老師教授新一代中文和中國文化。我們的學生更以優異的中文水平多次在比賽中獲獎。

過去的一年，澳華公會為華人社區及我們的會員舉辦了各種活動，其中包括以下：

• 為華人社區組織乙型肝炎宣傳講座

• 在巴拉瑪打服務中心安裝了一個多功能組合烤爐，用以擴大我們的膳食服務範圍。 我在

此感謝澳大利亞華人慈善基金會和悉尼太平洋獅子會協助出資購買

• 慶祝新南威爾士州高齡節，來自慧賢會的代表向我們的客戶和長者派發“利是”

• 2018年5月的國家義工週期間舉辦義工感謝午宴，感謝義工們協助澳華公會提供服務予長者

• 2018年2月的中國農曆新年慶祝活動，400多名長者客戶，護理人員，義工，工作人員，嘉賓和董事出席了長者新年團拜午宴

• 董事參加了義務和職責的培訓課程，以提高管理水平

• 2017年12月10日在巴拉瑪打軍人俱樂部舉行了澳華公會第43屆年會，超過175名會員和嘉賓出席了會議。我們特別頒發澳華公會榮譽會員證書予巴拉瑪打市市長Clr Andrew Wilson，並任高級警員Draz Brkljac為社區警察大使。

我們今年的年收入跟上一個財政年度相比增長了47％，這個優秀的業績是非常值得鼓舞的。我們

華人長者移民到澳洲後，由於語言障礙和生活環境的改變，往往面臨著缺乏資訊來源，缺少社交活動，孤獨感增加等現實問題。 今天，讓我們走進澳華公會中區高齡日間中心，來看看國語組華人長者在這裡的幸福晚年生活吧。

澳華公會中區日間中心每週一為講國語的華人長者提供豐富多彩的小組活動，包括國畫、書法等中國傳統文化專案的學習，健身操、舞蹈等健身運動練習，為長者專門設計的健腦小遊戲和各種老年人關心的學術、健康和政府福利的知識講座等。此外，中心還定期組織長者外出活動及觀賞風景。國畫課和書法課都是深受長者們喜愛的活動項目。課程由專業的老師進行講解並對長者們進行一對一的輔導和修改。書法老師還將他特地從中國帶回來的“生宣書法水寫布”贈送給長者，以供他們練習時使用。 在每次課程結束後，大家的作品都會被張貼在牆上展示，這也大大鼓勵了長者們參與和練習的積極性。 每次活動期間，中心都會為長者們提供營養可口的中式午餐，在午餐之後，就到了遊戲時間。長者們在工作人員和義工的帶領和幫助之下，開展一系列有益身心健康，並能促進思維發展的小遊戲。 在組織定期的外出活動時，為了確保每個長者都能準時，安全出行，中心工作人員也是費了一番心思。 每次活動前，工作人員都會清楚詳細的告知每一位長者乘坐公共交通的具體線路和和在下車網站負責接站的人員的聯繫方式，而在每次活動結束後，工作人員也會將每一位長者送至車站。

對於較為年長或行動不便的長者，工作人員還會親自開車負責接送。截至目前為止，澳華公會中區日間中心國語組共有登記長者30名，他們也對中心的活動安排及工作人員和志願者的貼心服務給予了一致的好評和感謝。

Many newly arrived elderly Chinese immigrants to Australia face language and cultural barriers and an unfamiliar environment. Consequently, they have limited access to information, and are unable to participate in mainstream social activities and they become increasingly lonely.

The ACCA Centre-based Day Care service located in Surry Hills offers a variety of activities for Mandarin speaking elderly Chinese on Mondays. This Mandarin speaking group undertake the following cultural activities: traditional Chinese painting, calligraphy, physical exercises like aerobics and dancing, brain teasers designed to exercise the minds of the elderly, and talks on health care and government services. In addition, the Group also organise monthly outings and sightseeing.

The popular sessions within the group are traditional Chinese painting and calligraphy classes. During these lessons, the instructors explain the concepts and then provide one-on-one coaching to the participants. The calligraphy instructor provides “Shengxuan” calligraphy paper, specially brought from China, to the participants as gifts that is used for calligraphy practice. Highly commended calligraphy paintings are normally displayed on the walls as token of appreciation.

The Surry Hills Service Centre provides healthy Chinese-themed lunches for the participants. After lunch, the participants, staff and volunteers will play a variety of games, which is meant to improve their mental and physical health. Prior to each outdoor activity, the staff will inform every elderly participant of the details explicitly as to how to get to the venue by public transport and the contact information of the staff waiting at the bus stops or train stations. Frail elderly participants are driven to the outing venue from their homes by ACCA care staff and are driven back home from the venue after the event.

To date, more than 30 elderly participants have registered with ACCA Mandarin Day Care Group at the Surry Hills Centre. They compliment and express their gratitude to ACCA’s day care staff and volunteers for the planning and organisation of the activities and the caring service provided by the staff and volunteers.

Home Care Package ServicesHome Care Package Services

Robert (name changed to protect identity), aged 78 moved to Australia more than 20 years ago. He recently was able to access ACCA’s Home Care Packages (HCP) services. Robert was in good health not too long ago, and used to help his daughter, Susan with housework and to bring up Susan’s two children. However, in recent years as Robert was diagnosed with dementia and his health began to deteriorate, Susan found that she could no longer care for Robert as she has a full time job. Robert was recommended to ACCA’s HCP services through a referral from “myagedcare” portal.

After the referral, ACCA’s senior HCP staff visited Robert to review his condition and this visit gave us the opportunity to explain the details of our services to him. Robert and his daughter, Susan, addressed the range of problems facing him, i.e. emotional swings in mood, frequent anxiety, forgetting the time or what he was going to do, lapses in memory, difficulty with daily activities. This has exerted a toll on Susan who had to juggle between her job and care for Robert and her two children. Home care packages staff from ACCA provide Robert the following services such as preparing meals, cleaning, laundry, medication, chatting, companionship for shopping and doctor’s visitation. In addition, ACCA’s homecare staff applied for and secured walking aids and a shower chair for Robert, to encourage him to move around and to minimise the risk of falls. The care workers drive Robert to and from specialist clinics for physiotherapy sessions to ease the pain in his lower back and legs. To improve Robert’s cognitive abilities, ACCA home care staff signed him up to attend activities at a dementia day care centre. At the dementia day centre, Robert meets other participants with dementia and over time developed a friendship with them as they support each other.

With proper care and guidance from our well-trained home care staff, Robert’s health began to improve; gradually he managed to walk without using walking aids. He also managed to complete most of the mental exercises given to him. He smiles a lot more now compared to previously where he would throw tantrums over minor things. With Robert’s improved condition his daughter, Susan can balance the demands of work and family life with ease as she has more time to rest.

Susan informed ACCA’s Head of Home Care Division, “I am deeply grateful for the care, support and professional services offered by ACCA during the most difficult time in my life. I will always remember the moments when you communicated with me though it was very late in the evening and after your business hours, listened to my needs and managed to solve the problems for me.”

今年78歲的Robert伯伯(化名)是澳華公會家居護理配套服務部的一位客戶，移民到澳洲已經近20年了。 Robert伯伯以前身體很健康, 還幫助女兒帶大了孫子孫女, 可近幾年 他患上了腦退化症, 身體狀況每況愈下。 女兒Susan(化名)因工作原因，無法24小時照顧患者Robert伯伯，在My Aged Care的推介下來到了澳華公會家居護理配套服務部尋求幫助。

服務部主任馬上上門探訪，瞭解伯伯的具體情況，認真細緻地介紹了服務詳情，針對Robert伯伯情緒起伏大，容易焦慮，經常忘記時間和自己要做的事情，不斷重複提問相同的問題，個人生活自理困難，以及女兒一邊工作一邊照顧伯伯及家人的日常生活，過於勞累的狀況，和伯伯及Susan一起制定了一系列周到的照顧計劃。

護理人員每週定期上門幫忙準備飯菜，清潔房間，晾洗衣服被褥，提醒服藥，幫他剪指甲，陪他聊天，傾聽他講以前年輕時的故事，陪伴購物，到訪醫生，還為他申請了助步器和淋浴椅，解決了行動不便，容易跌倒的安全隱患。 家居護理人員還定期接送伯伯去專業診所做物理治療，幫助他緩解腰腿痛的問題。 為了增強伯伯的認知能力以及擴大他的社交圈，還安排他參加敏思腦退化症日間中心的活動，在專業護理人員帶領下做一些簡單訓練，幫伯伯掌握一些記憶技巧，增強認知能力和信心。 伯伯在日間中心結識了一些護工和同樣患腦退化症的朋友，每次去日間中心他們都會相互打招呼，一起做遊戲，有時還會一起聊天，非常的溫馨。 我們還安排專業人員定期上門做殺蟲和園藝管理，解決了照顧者體力上，經濟上的實際困難,使照顧者可以得到適當的暫息，有精力兼顧工作和家庭，美化了環境，提高了患者及照顧者的生活質量。

伯伯在護理人員精心的呵護和陪伴及專業人士正確的引導下，身體狀況日益好轉:很多時候都可以不用助步器行走，可以完成大部分的益智訓練活動，甚至還會主動的關心護理人員，把自己做遊戲得到的獎品(一塊小餅乾或者一個水果) 分享給護理人員呢。 也不再像以前那樣經常發脾氣了，現在在他的臉上經常可以看到會心的笑容。

女兒Susan也因為有暫息的時間,得以從容地兼顧工作和家庭生活。 Susan對服務主任說:“非常感謝您在我最脆弱的時候給予的關懷，支援和專業精神，在下班後還與我溝通到很晚，傾聽我各方面的訴求，想方設法幫我解決困難，我將永遠珍惜那些時刻。”

澳華公會一直致力幫助長者提高晚年的生活品質，夕陽映霞輝萬丈，老驥伏櫪志千里.正好用來形容澳華公會高齡組的長者們。2018年2月3日戊戌狗年開春之際，風清氣爽，48位長者享受了菲茨羅伊瀑布（Fitzroy Falls）一日游的美好時光。 當天陪同高齡組的還有會長陳麗紅和胡煜明，諸霞麗，王泓三位董事。

3月28日，為了慶祝一年一度的新州高齡節，中區高齡組舉行了一次盛大的一日遊活動。活動共吸引了超過110名參加者，澳華公會董事催進年先生也應邀參與活動，陪同長者們共渡歡樂時光。活動由中央火車站出發，為了讓長者們能夠有一個愉快的旅程，活動特意安排了兩部寬敞舒適的旅遊巴士全程接載。

On Wednesday 28th March 2018, the ACCA City Seniors group celebrated the NSW Seniors Festival with a one-day excursion visiting several locations. There were over 110 participants with ACCA Vice-President Mr Franklin Choi as special guest. The group visited East Hills Park and the Weir Reserve in Penrith.

On Saturday 3rd February 2018, 48 members of the Western Sydney Mandarin Seniors Group set off from Parramatta to Fitzroy Falls in the Southern Highlands for a day of adventure and sight-seeing. President Shirley Chan and directors John Hugh, Maria Wang and Xiali Zhu also joined in the trip.

On 11th May 2018, the Northern Seniors Group celebrated Mother’s Day at the Pennant Hills Leisure and Learning Centre to acknowledge and thank the contributions of all mothers in the group. There were joyous singing and dancing by the seniors and everyone shared in enjoying the delicious home cooked snacks.

2018年5月11日，又是一年慶祝母親節日之時。今年，北區高齡組耆英們齊聚于悉尼檳榔山休閒學習中心，彼此分享自家製作的美味小食，以歡愉的歌聲與舞蹈，一起為每一位辛勞付出的母親致以感恩，送上祝福！

The ACCA Western Cantonese Seniors Group celebrated Mother’s Day on Thursday 10 May 2018 at a restaurant in Cabramatta. More than 30 seniors attended the event.The seniors had a memorable time enjoying the event and after lunch, they went exploring around the nearby shops in Cabramatta.

西區澳華公會髙令組五月十日在Cabramatta天天漁村飲茶慶祝母親節。當天上午十時集合於Parramatta火車站，乘搭火車後，大家發揚互愛精神，興高采烈地步行到目的地。參加者共34人分坐三桌，共同暢談和品賞茶點。餐後大家開開心心，三五成群按需購物，平安滿載而歸！

澳華佳餚宴新春，長者歡樂笑開顏！澳華公會之旺福旺壽慶新年團拜午宴在2018年2月21日在悉尼唐人街富

麗宮五樓舉行。當日晴空萬裡，在澳華公會職員義工們無微不至的接待下近400多位賓客長者出席了午宴，高朋滿座，喜氣逢迎共敘慶新年。

陳麗紅會長致歡迎詞拉開了午宴的序幕。她歡迎長者和嘉賓出席今天的春茗午宴，總結了澳華公會取得的成

績，她說澳華公會一直為華人提供優質的高齡日間中心服務，家居護理服務，敏思服務和送餐服務，以滿足社區高齡人士的各種需求。澳華公會在Eastwood有開辦中文學校，並在各區開設興趣班；去年還開始提供了NDIS傷殘人士服務項目，全面拓展社區的服務領域，受到了好評。

最後，澳華公會籍此向光臨的貴賓Member for Sydney Alex Greenwich MP; Tony Maroun, Emeritus Mayor, former Mayor of Strathfield and Burwood Councils; Christina Wu, Councillor of Georges River Council; Patrick Wong, General Manager of Sing Tao Daily 致以感謝。

ACCA hosted a Chinese New Year luncheon for its Elderly Services clients on Wednesday 21st February 2018 at the Marigold Restaurant, Haymarket to usher in the Year of the Dog. It was attended by more than 400 clients, carers, volunteers, staff, guests and directors.

The celebration began with the traditional Lion Dance which symbolises power, happiness, longevity and good fortune.

President Shirley Chan greeted everyone “Kung Hei Fatt Choy” and thanked them all for joining in this year’s Chinese New Year celebrations. Shirley said that ACCA has been providing high quality aged and community care services to the Chinese community in Sydney for many years. She added that ACCA has been providing NDIS services since last year and has received positive feedback from the community. She expressed her gratitude to the government for its support to ACCA and she also thanked ACCA staff and volunteers for their effort in organising the event.

The VIPs who attended the event were Member for Sydney Alex Greenwich MP; Tony Maroun, Emeritus Mayor, former Mayor of Strathfield and Burwood Councils; Christina Wu, Councillor of Georges River Council; Patrick Wong, General Manager of Sing Tao Daily.

ACCA hosted an Appreciation Luncheon for its volunteers on 23 May 2018 in conjunction with the National Volunteer Week. President Shirley Chan thanked the many volunteers present for their dedication in assisting ACCA provide aged and community care services to the elderly clients and members.

More than 100 certificates were given out to the volunteers who attended the event. The volunteers were treated to a luncheon and there were dance performances by ACCA Dance Group.

澳華公會為了感謝和嘉獎在過去一年裡無私付出的義工們，於2018年5月23日-國家義工週來臨之際舉行了一場盛大的答謝午宴。會長陳麗紅女士代表澳華公會向所有的義工致謝，感謝他們在協助澳華公會為長者和會員們提供高齡和社區護理服務等方面所作出之貢獻。超過一百名參加活動的義工們獲頒發義工證書。澳華公會舞蹈隊在席間表演了精彩的民族舞，刀舞及粵曲，為宴會助興。

澳華公會於4月4日在巴拉馬打服務中心舉行了“高齡節”（Seniors Festival 2018）慶祝活動，為近百名長者表演了精彩的舞蹈和唱歌等文娛節目。 陳麗紅會長指出，紐省的“高齡節”是南半球最大的長者慶祝活動之一，這與中國傳統的“敬老”活動是一脈相承的，這也可以看作是中西文化中共同的社會價值觀的交融。澳華公會一直以來都在為中國的“老吾老以及人之老”的優良敬老傳統而努力，提供各種的高齡服務。今天我們在一起舉行慶祝活動，要感謝澳洲政府對澳華公會的關注和支持。陳麗紅還特別感謝慧賢會鄧小穎會長和會員一起來參加活動2018 澳華公會高齡節活動2018 澳華公會高齡節活動

ACCA celebrated the 2018 NSW Seniors Festival on Wednesday 4th April at it’s Parramatta Service Centre. Approximately 80 people attended the event comprising of directors, senior members, aged day care clients, dementia care clients and representatives from the Women’s charitable organisation, Way In Network.

ACCA President Ms Shirley Chan gave a warm welcome to the VIPs, representatives from Way In Network, ACCA seniors and clients. On behalf of ACCA, she thanked and expressed her gratitude to Way In Network for sponsoring the event. Dr Geoff Lee MP, Julia Finn MP and Annie Tang in their speeches thanked ACCA for the community work that the organisation has been undertaking for the Chinese community in Sydney.

Representatives from Way In Network distributed “lai see” or red packets to the ACCA seniors as well as aged day care and dementia care clients.

The ACCA Chinese Language School (CLS) held its 2017 Speech Day on 2nd December to acknowledge and celebrate the hard work and dedication of the students and teachers during the year. Awards were presented to students for their achievements during the year.

In opening the event, President Shirley Chan gave a warm welcome to the VIPs, parents, students and teachers for attending the speech day. Principal, Mr Phil Xu also expressed his appreciation to the VIPs, parents and teachers. He mentioned the school had established a scholarship for the top three students in each class. For the first time in the school’s history one of our students, Katrina Fu from class C3, was awarded the Minister’s Award for Excellence in Student Achievement.

ACCA is also proud to announce that Principal, Phil Xu, was awarded the Rotary Club’s Community Service Award from Eastwood-Gladesville Rotary Club.

The VIPs who attended the event were The Hon. Victor Dominello MP, State Minister for Finance, Services and Property; John Alexander MP, Federal Member for Bennelong; Damien Tudehope MP, State Member for Epping; Clr Roy Maggio – City of Ryde Council; Clr Trenton Brown – City of Ryde Council; Clr Simon Zhou – City of Ryde Council; Tony Tang, President of Ryde Community Forum; Narelle Barker, President of the Rotary Club of Eastwood-Gladesville.

澳華公會中文學校於2017年12月2日在校本部舉行2017年度演講日活動，向所有師生在這一年的辛勤付出和努力，並向優秀學員頒發獎狀以茲鼓勵。

在活動開始之初，澳華公會陳麗紅會長向參加本次活動的全體師生，家長和所有嘉賓給予摯誠的致詞。接著澳華公會中文學校校長徐永耀先生對2017年工作進行簡短全面認真的總結，並向大家介紹了澳華公會中文學校為鼓勵優秀學生而成立的獎學金項目。在歷史上第一位獲得學校獎學金的學生符梓希，同時也是2017年年度紐省教育部長獎的獲得者。與此同時，澳華公會非常榮幸的向社會各界人士宣布了校長徐永耀先生被授予了“華文教育優秀獎”及扶輪社的“社區服務獎”，以肯定其在中文教育領域的出色工作。該獎項是徐先生和學校的驕傲。

護理員從陌生人變一家人周婆婆憑著堅毅不屈的精神，餐飲生意愈做愈好，惟

周婆婆年紀漸大，廿多年前已將生意賣掉，開始計劃退休

安享晚年，由於體力大不如前，周婆婆從已故親人口中得

知澳華公會的家居綜合服務後，第一次打開大門讓「陌生

人」入屋打理家頭細務，一同出外購買日用品，以及選購

適合自己口味的餸菜等。

周婆婆原本對於這些陌生人非常抗拒，極其量只讓她

們入屋做家務、煮飯和陪伴購物，但周婆婆跟她們多次接

觸後，便開始敞開心扉，更多次在訪問中提及各姑娘和

護理人員的名字。「我有次入院，姑娘過了工作時間仍探

病，我真的非常感動，她們真心對待公公婆婆。」周婆婆

更打開雪櫃，讓記者查看護理員如何細心地把食物包好，

並用黑筆寫上各肉類和蔬果的名字，以防周婆婆混淆，

「姑娘非常有愛心和耐心、無微不至，生病時還為我煮

飯，很照顧我。」

隨著年紀增長，周婆婆坦言身體機能開始減退，幸好

沒有大病痛，除了聽力不靈光，須戴上助聽器之外，只是

腳痛無法走得太遠，故基本生活技能並不成問題，只是獨

自生活，需要護理員定期探訪，所以護理員每次上門，都

會了解周婆婆的生活所需，護理員以防周婆婆獨自在家發

生意外，已經為她安裝了平安鐘，萬一發生意外，能夠馬

上透過頸上的防水平安鐘，直接聯絡求救中心，讓對方幫

忙聯絡緊急聯絡人，或直接報警求助。

此外，護理員更於淋浴間安裝了扶手和加上椅子，以

防周婆婆在沖涼期間滑倒。除了了解周婆婆生活所需，護

理員亦會為周婆婆進行情緒輔導，有需要還會帶著周婆婆

看醫生，部分資深護理員更會按周婆婆的需要，提供全天

候的緊急執勤服務。

為了鼓勵周婆婆多接觸其他公公婆婆，擴闊生活圈

子，護理員更定期上門接送周婆婆前往日間護理中心參加

不同類型的活動，「以前我不懂打麻雀，但因為澳華公會

安排的日間活動，讓我認識到很多新朋友，更學會如何打

麻雀消磨時間。」日間中心於新年、母親節和父親節等大

時大節，還會舉行各類慶祝活動跟長者一起慶祝。

周婆婆退而不休，總愛學習身邊新事物，家中更收藏

不少本報讀物，因為她並不想跟社會脫節，而澳華公會職

員會根據平日跟周婆婆的接觸和觀察，了解她的興趣，從

而為她制定安排適合的活動，例如周婆婆最大的興趣是學

習上網、使用電子產品，甚至是學習英語等，故周婆婆在

日間中心會上類似的課堂，她更會學以致用，跟鄰居用英

語交流，「我現在亦會利用微信跟別人交流，每天看人們

的朋友圈，手指頭都會痛呢！」星島記者：方蕙珊

澳洲面對人口老化問題，據澳洲財政部(Treasury)早前公佈的《澳洲2050年：未來的挑戰》(Australia�to�

2050:�future�challenges)報告預測，本土65歲至84歲長者人口比例將於32年後增至一倍；85歲的更於同期增

至四倍多。

隨著澳洲人愈來愈長壽，預期對醫療體系造成沉重壓力，還會衍生很多社會問題，其中獨居長者是其

中一種，澳洲四分之一戶家庭是獨居長者，而周婆婆就是其中一戶，故政府有必要制定相關的社會政策以

迎合日後的挑戰。

據澳洲統計局(ABS)公佈2011年全國人口普查的數據顯示，澳洲獨居人口佔24.3%，其中75歲至84歲

獨居長者增至29.7%；85歲以上的增至逾三分一(35.2%)。通常年長婦女(32%)較年長男士(17%)更易獨居；

59%獨居長者通常因為喪偶，而通常年紀愈來愈大，愈抗拒與外界接觸，所以年輕一輩應多了解長者所

需，讓長者老有所依，安享晚年。

不少長者想頣養天年，卻不了解澳洲的養老服務計劃。其實長者可透過「我的安老服務」(My� Aged�

Care)，申請不同程度的養老計劃，包括：「聯邦家庭援助計劃」(CHSP)、「綜合家庭護理服務」(Home�

Care)、院所護理(Residential�Care)和「靈活護理」(Flexible�Care)，而當局的「老年護理評估小組」(ACAT)

接收到申請後，會按申請人的需要上門進行評估，為長者的家庭背景和身體狀況批出適切的服務，然後讓

長者能夠自行比較坊間的護理機構，所提供的各種服務及價錢。

以周婆婆的個案為例，她使用的是「綜合家庭護理服務」，而此類服務分為四級，從低級護理(一級

和二級)至高級護理(三級和四級)不等，而政府對於每級提供的資助金額均不同，惟很多長者礙於文化差

異、語言不通，而沒有主動了解「我的安老服務」，
