USE OF THE ADF ALLOCATED RADIO FREQUENCY (RF) SPECTRUM 16. The Radio Communications Act 1992 binds the Crown, and hence the ADF, to ensure that its use of the RF spectrum complies with the Act. Control of Defence’s use of the spectrum is delegated to HICMD by the Chief of the Defence Force and the Secretary by virtue of Defence Instruction (General) Operations (DI(G)) OPS 07-14-Management of Defence Use of the Radiofrequency Spectrum.

17. Transmitting on the ADF allocated portion of the RF spectrum without prior approval, careful planning and consideration has the potential to cause harmful interference to other ADF users. This also has the potential to adversely affect ADF operations and exercises. Also if a breach of policy was discovered, this would potentially also adversely affect the AAFC’s reputation within Defence.

18. To ensure the AAFC does not have an adverse effect on any ADF communications systems, members are to ensure that they have the required authorisations to transmit on those particular frequencies that they intend to use. Authorisations to use the ADF spectrum can be obtained in either one of the two following ways:

a. If communication equipment is required, a Communications Information System Support Request (CISSR) stating that a Standard Frequency Action Format (SFAF) has not been submitted is to accompany any LSR that is submitted for the activity via normal channels and the necessary allocations will be made; or

b. If the unit has its own communication equipment, a SFAF is to be submitted to the

HQAC Frequency Manager, FSGT Andrew Longley via email on [email protected].

19. Currently, the AAFC have three frequencies which are permanently assigned for Australia Wide (AW) use. Whilst these frequency allocations are AW, they are not necessarily exclusive and the HQAC Frequency Manager requires to be informed of where their intended region and dates of use will be so that deconfliction with other ADF units can be planned.

20. The current allocations to AAFC are:

a. VHF FM 38.100MHz (General use);

b. UHF FM 391.950MHz (Mobile comms); and

c. UHF FM 393.200MHz (Mobile comms).

21. Units, particularly those who hold military style communication equipment such as the AN/PRC 25’s or AN/PRC-77’s, are to advise the POC below if they still require the frequencies listed in paragraph 5 for use. If no response is made, these frequencies will be notified to HQAC as no longer required.

22. If units or individuals currently utilise or have in the past been utilising frequencies that they believe that the AAFC have been officially allocated, they are also to contact the POC below. Members are assured that by informing the POC of any use that they will be free from any adverse action that usually comes with unauthorised use of the RF spectrum. The administration of allocations to the AAFC has been let lapse and via this process any additional allocations can be formalised.

INFORMATION RELATING TO HERTZ RENTALS IN THE AAFC

27. AAFC staff who are provided with a Hertz hire car when travelling or for an activity, will also be provided with Hertz fuel card which is for use at any Caltex, Woolworths Caltex and Ampol Service Station. This fuel card will be provided when the vehicle is collected and must remain with the vehicle at all times and returned to Hertz when the vehicle is returned.

28. A Fuel card MUST only be used on the rental vehicle the card has been allocated to. The fuel card must not be used to refuel alternate Hertz, ADF or civilian vehicles.

29. Fuel cards have a daily limit of $250 for security reasons.

30. Staff are advised that they must ensure that they are aware of the location of the nearest Caltex, Woolworths or Ampol service station for the travel they will be undertaking and make provision to reach these service stations to refuel the vehicle. Locations can be found at the website www.caltex.com.au and clicking on the “find a service station” option. In remote locations, renters should check that the fuel card is accepted prior to refueling the vehicle.

31. In the event of a fuel card being lost there is a $50.00 replacement cost which will be passed on to the person who signed for the vehicle.

32. When a fuel card is provided with the rental, there is no requirement to return the vehicle with a full tank of fuel.

33. If the Fuel card does not work, staff are to contact Starcard Customer Service on 1300 365 096. If they cannot help you immediately then follow the procedure below on what to do if a participating location cannot be located.

34. If you are unable to find a participating location to refuel your rental vehicle then you must fill the car using another method of payment. Upon RETURN of the vehicle, you must present your receipt to the Hertz staff for reimbursement which will be done through the post within a few weeks. AAFC staff CANNOT claim for reimbursement any fuel costs on Hertz vehicles so staff are encouraged to follow the procedures outlined above.

GRAPHICS IN CADETONE

35. Members would be aware that CadetOne contains graphics which have helped improve the appeal and feel of the application. HQAAFC wishes to thank LCDT Andrew Dunn of 415 SQN for his excellent work in designing the updated graphics in C1 and to commend him for his contribution to this project.

36. HQAAFC plans to provide further use of graphics within CadetOne to help improve clarity and appeal. If members wish to offer assistance in this area, please contact SOICT, SQNLDR(AAFC) Schubert by email on [email protected].

STAFF PROMOTIONS, DRIVING, AND E-MEDIA GUIDELINES

37. HQAAFC is continuing the practice of ensuring that information in the AAFC is available to all members concisely and practically. This is particularly the case where cadets and staff are presently required to rely on outdated orders or corporate memory for practices. Whilst often these areas are matters of common sense – and most staff and cadets will be practicing them anyway – it is important that the organisation specifies clearly what the requirements and guidelines are, especially for new members.

38. Therefore, attached to this RI are three sets of instructions for members in three areas:

a. Staff Promotions: This document outlines information relating to staff promotion instructions and practices, and should provide staff with concise information in this area;

b. Cadet Driving: This document specifies the requirements for cadets driving to, from and during AAFC activities;

c. Staff and E-Media: This document provides some guidelines and information for staff using electronic media. These instructions are not designed to be draconian, and are not an attempt to “catch staff out”. Rather, they are designed to offer practical guidelines to staff to help ensure they are not inadvertently placed in compromising situations that could adversely affect them, their cadets and the organisation.

39. All documents have been approved by the OC Group at the Mar 09 Commander’s Conference.

40. The documents will also be placed on the AAFC Resource Centre. Any concerns or queries should be addressed to SOADMIN ([email protected]). Additionally, any members that wish to suggest areas in the AAFC were instruction is presently lacking or ambiguous should contact SOADMIN, who is tasked to investigate such areas and co-ordinate the development of any instructions or guidelines required.

SPORT ON AAFC ACTIVITIES

41. Recently it has come to the attention of HQAAFC that there are some incorrect rumours circulating in the organisation regarding sport on AAFC activities, for example, “that sport can ONLY occur in the presence of a RAAF PTI”, or similar.

42. These rumours are a classic example of individuals taking safety management policies to an unnecessary and restrictive extreme. There are no restrictions whatsoever with AAFC cadets engaging in simple ‘Physical and Recreational Training’ (PRT) including non-contact sports and exercises etc under normal staff and senior cadet supervision.

43. Visits to swimming pools are permitted as long as a qualified life guard is in attendance, and there is suitable staff supervision.

AAFC BUSINESS CARDS

44. As directed to all OCs at the CDR’s conference, all AAFC business cards must be provided by an approved supplier and must conform to the style, colour, font and naming conventions approved by CB-AF.

45. Only one supplier has been approved to provide business cards to the AAFC which is Saunders Print Group. All AAFC staff are to ensure that they are only using approved business cards and that any business cards in circulation which have not been provided by Saunders Print Group are therefore not approved for use.

46. HQAAFC PAC cell has developed an online ordering system with Saunders where staff can order and pay for the business cards.

47. The process to order business cards is as follows:

a. Electronic ordering of business cards can be placed via Saunders Business Cards; b. To register, Go https://www.saunders-online.com.au/; c. Use the following initial login details:

i. Username: aafc; ii. Password: cards.

d. Follow the on screen prompts to register you as a user and to order your business cards; e. Quantities of 250 or 500 can be ordered; f. For those with a long name, you may need to use the “Extra Field for Long Names”; g. Payment is the responsibility of the individual placing the order and will be by

credit card; h. Orders will be automatically forwarded via email to the HQAAFC PAC team to ensure

the details, such as the “Job Title”, and “Rank” adhere to approved AAFC standards; i. HQAAFC PAC team will approve the artwork or if not approved, will advise the

member of the reasons; j. Card orders require a minimum of 14 working days between placing the request with

the contractor and delivery of completed cards.

48. CDR-AAFC and COS-AAFC have tested the process and it works well, taking only a week to have the cards delivered to your nominated address by express post and it only costs $39.60 for 250 cards.

49. Wings that use other service providers who wish to seek to become an approved supplier can contact COS-AAFC for information on the process but it a time consuming process.

EXPRESSIONS OF INTEREST FOR FLIGHT SIMULATORS

50. The AAFC has in stock ten (10) Flight simulators which are available for distribution to SQNs which present the best 'business case', including WG HQs. Instead of issuing ten units on a pro rata basis without any true basis or rationale, CDR-AAFC has decided to seek expressions of interests from any unit, however described, in the AAFC to bid for one (or more) of the ten flight simulator packages, the description of which was attached in pdf form to the CDR-AAFC’s email dated 27 Mar 09.

51. EoIs are to be sent to your respective WG OC detailing how you will look after and use the flight simulator. You need to expressly address the following, signed off by the CO/FLTCDR:

a. intended use of the simulators;

b. how many they would require;

f. confirm that the Wings will cover the cost to transport within their Wings, man and operate the simulators, maintain and repair the simulators;

g. wings to confirm they will keep the simulators in a serviceable condition for the intended life of the unit, which is 5 years.

52. WG OCs will then select the best EOIs (any number) they have for submission to me to decide with COS, O/TC ATW, O/TC GTW and SOICT the best cases put forward to find a proper, productive and capable home for these units.

53. EoIs should be sent to your OpWG OC (or person nominated) NLT 30 Apr 09.

APPOINTMENT OF CADETLIFE COORDINATOR

54. O/TC GTW is pleased to advise that LAC(AAFC) Thomas Teo has been successful in securing a secondary posting position within GTW as the CadetLife Co-ordinator. Thomas has been involved with CadetLife from the outset and will be extremely effective in assisting with the program.

55. As the CadetLife Coordinator Thomas will work alongside PLTOFF(AAFC) Sue Yorston, the CadetLife Senior Mentor and will assist with the planning and management of the CadetLife training that GTW conducts. POINTS FOR DRILL INSTRUCTORS Introduction 1. These Instructions have been prepared to assist Drill Instructors. Wing and Squadron Warrant Officers are to insist that the following points are adhered to and enforced. Parades 2. Saluting the Position. Airmen, CWOFFs and cadet NCOs are NOT to be saluted whilst fulfilling ‘officer’ positions on parade whilst at home Squadrons, or on course. This instruction is to eliminate any confusion in the minds of the cadets as to who should and should not be saluted. 3. When a non-commissioned rank is in a ‘officer’ position, the person reporting to them is to pause for a period of eight beats in quick time (allowing for the time elapsed for the salutes) and continue. 4. CUOs and Officers will continue to be saluted in the usual way, excepting that adult airmen will not salute CUOs. 5. The Right Dress. Flights are NOT to take up dressing in a rhythmical manner and/or to specified number of steps. 6. When executing the right dress, after turning the head and eyes to the right and pausing two beats in quick time, cadets are to move into position INDIVIDUALLY, bringing the trailing foot through the mark time position. This is done until the flight is correctly dressed. Drill instructors are to concentrate on ensuring that cadets take up dressing correctly. 7. The catch words for this movement are “Heads, 2, 3, Move”, with a timing of four beats in quick time. Drill Within Flights 8. Steadiness and silence. At all times when Cadets are at the position of ‘Attention’ and ‘At ease’, Drill Instructors are to insist on STEADINESS and SILENCE. During parades, a drill instructor should supervise this, moving around the parade ground in a smart military manner. 9. During inspections, cadets are NOT to nod, move nor turn the head and eyes when they are addressed by the inspecting officer. They ARE to acknowledge any direction or question in a LOUD CLEAR VOICE concluding with the correct form of address. 10. Rest pauses. If a Flight of cadets is required to wait for a period of longer than fifteen seconds, whilst not on parade, they are to be put at ‘rest’ or ‘easy’. 11. Cadets are NOT to be left at attention or at ease for long periods, when there is no requirement to do so. If cadets are to be addressed as a group, they are to put at rest so that they can pay attention to the person addressing them.

12. Calling rolls. The Flight should be at ease, and when the cadet’s name is called, he/she is to come to attention smartly, then answer with the correct form of address in a LOUD CLEAR VOICE. They are to smartly stand at ease when the next name is called. 13. Personal drill on parade. When personnel are required to undertake executive positions on parade, they are to ensure that personal drill is executed SMARTLY and CRISPLY. Words of Command 14. Words of command should always be given with the FULL POWER OF THE VOICE. The only exception to this is where the environment and common sense precludes this, such as outside hospitals or living quarters early on a Sunday morning. 15. Quiet or ‘confidential’ words of command will lead to a slack response and poor morale. Words of command are to be clearly annunciated and drawn out, using the diaphragm. There is to be a sufficient pause between the prefix, cautionary and executive. Saluting 16. Saluting. Salutes are always to be executed in a SMART and SHARP manner. 17. Instructing saluting at the halt. Saluting at the halt is always to be practiced with the flight at an incline and at the open order to avoid cadets striking each other. 18. Instructing saluting on the march. Saluting on the march is always to be undertaken in threes at the open order, for the same reason as in paragraph 17. Marching 19. About turn on the march. The about turn on the march is to be taught using THREE MARK TIME PACES to be taken whilst turning around. Cadets are NOT to be instructed to form the letters ‘T’, ‘L, and ‘V’ with their feet, as this causes them to look at the ground. The catch words to be used for this movement are “Check, one, two, three, right”. 20. Right/left turn/incline on the march. The same principle is to be employed as with the about turn. Cadets should be instructed to execute one mark time pace as they turn. The check words to be used are “Check, one, right” and “Check, one, left” respectively. 21. Arm swinging. When marching in quick time, cadets are to be taught to co-ordinate their arms so as to present a flowing movement. Arms are to be swung forward to a position so that the thumb is in line with the breast pocket button, and rearward as far as possible without straining the shoulders. The arms are to be swung toward the shoulder blade of the person in front. The elbows are to be locked so that the arm is straight through the entire swinging action. Good individual fault correction is essential to ensure a high standard of arm swinging. 22. Marching from place to place. When marching from place to place, flights are to keep to the left side of roads, halting to let vehicular traffic pass by. The flight sergeant should wave the

23. When approaching an intersection, the flight sergeant should order the flight to mark time, then proceed to the front. When it is clear, he should march the flight through the intersection, at all times watching for traffic. When the flight has cleared the intersection, the flight sergeant resumes his position alongside the last (trailing) file. 24. Talking while marching. Cadets are not to talk while marching. NCOs are to monitor this. Expressions such as ‘No talking in the ranks’ are to be used. Cadets should never be told to ‘Shut up’. Drill Instruction 25. Fault Correction. Constructive fault correction is essential for high standards of Drill. Individual fault correction is preferable where possible. Firm positive encouragement is essential. Negative comments should be kept to a minimum and cadets should never be derided or belittled. 26. Punishment. Drill is NEVER to be used as a punishment under any circumstancesr. Cadets should be taught that drill is a skill to take pride in, and constructive practice will give them the ability to provide for an impressive spectacle when on a Ceremonial Parade or on public display. Drill is an excellent tool to achieve high morale. 27. Interruptions. Drill instruction periods should NOT be interrupted for individual cadets to go off and perform other tasks or duties. Notes: 1. DCADETS-AF is to be the final approval authority where the risk is assessed as very high. 2. Wing / SQN weekly (nightly) parades at home locations - standing approval granted (authority (DGCADETS-AF). 3. No activity can be initiated and approved by the same appointment holder. 4. For any activity where Commonwealth funds or resources are expended (not including CFA), the OA86 is to be endorsed by the AFLO before final approval is granted. 5. If the endorser or approver has any concerns, the activity is to be referred to the next appointment in the endorsement / approval chain. 6. Any activity for DGCADETS-AF or DCADETS-AF’s approval requires endorsement from the relevant AFLO. 7. In the absence of DCADETS-AF, DCADETSUP-AF is authorised to approve the OA86. 8. Approval Lead Time – this indicates the commencement date of the approvals process (for example at serial 1, the OA 86 is to be raised at least 15 weeks prior to the activity start date). 9. FLTCDR AAFC is equivalent to CO SQN AAFC. 10. AAFC Cadets / Staff participating in activities run by the ANC, AAC or an external organisation, will require an approved OA86 in accordance with the above matrix. 11. ANC or AAC Cadets / Staff participating in an AAFC activity must be included in the nominal roll. 12. The local AFLO is the AFLO in the region where the activity is to take place.
