International scientific projects

2012 – 2014: KTFORCE - Knowledge transfer joint forces for efficient innovation policies

Project supported by the INTERREG IV C Capitalization Programme, under the 4th

call for proposals, and co-financed by the ERDF (European Regional Development

Fund).

It aims at the improvement of innovation policies focusing Knowledge Transfer between

Academia and Industry, considering the experience at operational level of players in the

Academia, namely Knowledge Transfer Offices. KTForce will focus on 3 KT areas:

Technology Licensing, Spin-off creation & Entrepreneurship and University-Industry

relations.

It involves 11 partners, in 6 regions, some from “Modest and Moderate innovator” regions

(Lithuania, Portugal and Romania) and others from “Innovation follower and leader”

regions (France, Germany and Ireland), according to the 2010 Innovation Scoreboard.

The main expected result is the improvement of local and regional innovation policies

focusing KT, as well as the transfer of best practices, both at operational and political

levels.

2010 – 2016: UTEN - Survey of Technology Transfer Offices in Portugal

UTEN network survey of technology transfer offices is conducted on a yearly basis and

aims at obtaining a more comprehensive and dynamic view of technology transfer activities

in Portugal. It encompasses a major survey to all Technology Transfer Offices in Portugal.

It is financed by the University Technology Enterprise Network (UTEN), a network of

scientific and academic institutions in Portugal oriented towards fostering technology

transfer and commercialization on an international scale. UTEN is promoted and

supported by the Foundation for Science and Technology (FCT) in close collaboration

with the Council of Rectors of Portuguese Universities (CRUP) and the National Institute

for Industrial Property (INPI) and involves strategic partnerships with leading institutions

worldwide.

The results of the two surveys performed were published in UTEN Annual Report 2009-

2010 and UTEN Annual Report 2010-2011 and presented in UTEN Annual Conference

(2010, 2011). It is predicted (cf. UTEN|Plan of Activities 2012) that the survey will be

implemented at least until 2016.

2010 – 2011: Portuguese Knowledge Intensive Firms associated with universities and science and technology

parks members of UTEN: a comprehensive assessment

This research aimed at presenting the magnitude of high tech entrepreneurship associated

to UTEN (University Technology Enterprise Network), a network of professional

Technology Transfer Offices (TTOs) focused on the commercialization and

internationalization of Portuguese Science and Technology (S&T). Based on an

overreaching survey to all knowledge intensive firms associated with universities and

science and technology parks members of UTEN we uncovered and discussed the key

determinants and obstacles faced by these firms and to provide useful guidelines to

Portuguese public authorities that permit to foster and galvanize high tech

entrepreneurship.

2009-2012: E3M - European Indicators and Ranking Methodology for University Third Mission

E3M is a three years project co-funded by the European Commission under its Lifelong

Learning Programme and developed by partners from eight European countries. The aim

of this project is to generate a comprehensive instrument to identify, measure, and

compare Third Mission activities of HEIs from a wide perspective. This will be achieved

by creating indicators on Third Mission activities and by giving a new approach on the

concept of ranking methodologies.

2007-2010: EQF PRO: Articulation between vocational and academic learning in University Education

Project supported by the European Qualifications Framework programme of the European

Commission.

The project produced: a) a comparative analysis of professional qualifications at EQF level

5 and 6 in different higher education institutions in 10 different countries; b) discussion

workshops with stakeholders (policy makers, social partners, training institutions and

HEIs); c) a conference to consult policy/decision makers and managers at institutional,

regional , national and European level on the interim results of the review, d) guidelines

for the level 5 and 6 of the EQF, e) dissemination materials including website targeting

policy makers, managers, ULLL practitioners at European, national and institutional level.

A UITT foi criada em 2007, consolidando a missão do INESC Porto de transferência dos

resultados de Investigação e Desenvolvimento (I&D) directamente para a sociedade, e,

portanto, originar valor económico e social, assim como ganhos com a sua actividade.

A UITT situa-se na área de Gestão da Inovação e apoia o desenvolvimento de negócios a

partir dos resultados da I&D. Em concreto actua em três distintas mas interdependentes

àreas: 1) Apoio a empresas no desenvolvimento e melhoria dos seus processos de Gestão

da Inovação, através de actividades de consultoria e formação; 2) Presta serviços ao nível

da incubação através da incubadora LET-in; 3) Fornece formação e procede à difusão

científica das melhores práticas no âmbito da Gestão da Inovação – em concreto, recolha

e tratamento de casos de estudo que revelam as melhores práticas, envolvendo empresas

portuguesas e empresas de outras nacionalidades, nomeadamente, espanholas e

finlandesas, através do Projecto Open Innovation

Resultados em termos de valorização de conhecimento

- Desde a sua criação, em 2007, até 2009, da Let In (incubadora da UITT) resultaram 13

processos de valorização económica de resultados de I&D, estando 5 em fase de pre-
