0 Superintendent’s Report…. On behalf of the South Brown County Board of Education and Staff of
USD #430 I would like to welcome everyone to the 2017-2018 school
year. August is one of the most exciting times of the entire calendar
year! The excitement of something “New.” A new school year, new
grades, new classroom, new teachers, new classmates, new schedules,
new coaches, new routines, and new beginnings. On August 23th, 2017
our students, parents, teachers and community will get to start a new
chapter within our school. I challenge everyone to make this the best
school year ever! What will history say about the 2017-2018 School
Year?
USD #430 will focus on student achievement through the partnership
with parents, community, staff and students. In order for students to
achieve at their highest level attendance must be a priority. All students
need to be in school every school day to provide the best possibility for
them to learn. When possible, we ask parents to schedule doctor
appointments, trips, and other activities on days when there is no school.
My family and I are excited to be part of the community. I would
personally like to thank everyone for being welcoming and friendly. If
you see us around please introduce yourself. If you would like to meet
with me to discuss concerns, challenges, thoughts, or just to chat stop by
the district office. I would be more than willing to listen to concerns,
challenges, positive ways to improve the district, or to just chat about
the wonderful people of the community.
I am excited to start this new school year and to become familiar with
the students, staff, parents, and community members. As a district we
are looking forward to an amazing school year. We invite you to contact
your child’s teacher, call the office and arrange for a classroom visit,
stop in to eat lunch with us, or stop by to ask questions.

South Brown County USD 430 has available “Lifetime Senior Citizen Passes” for all citizens who are sixty (60) years old or older. To receive a Senior Citizen Pass, you must be a resident of USD 430. Stop by the USD 430 district office (522 Central-Horton) and receive your complimentary pass for all home middle and high school athletic games. Tournaments are excluded.
Family athletic passes may be purchased that allow families to attend
all athletic events at Horton High School and Everest Middle School. The
costs for the passes are as follows:

PRIVACY ACT (FERPA)
ANNUAL NOTIFICATION
(Parent(s), Guardian, and/or *Eligible Student)
This notice informs parents and eligible students (those 18 and older) of their rights concerning access to educational records, limitations on disclosure of record information, the opportunity to challenge the content of educational records, and provisions for filing a complaint with HEW. These rights are spelled out in Public Law 98-380 as amended by Public Law 93-568, and in regulations published by the Department of Health, Education, and Welfare in the June 17, 1976, Federal Register.
The law and regulations published by the Department of Health, Education, and Welfare require educational institutions to:
Provide parents and eligible students the opportunity to inspect student educational records. That can be done by contacting the building principal.
Provide parents opportunities for a hearing to challenge the content of the student’s education record when they believe it contains information that is inaccurate, misleading, or in violation of the student’s right to privacy. (Grades are NOT subject to challenge.)
Limit disclosure of information from the student’s record to those who have the consent of the parent or eligible student, or to officials specifi-cally permitted within the law such as local school officials; those of other schools in which the student seeks to enroll; and under certain condi-tions and for specific purposes, local, state, and federal officials.
1) Parents of dependent students will have access to the educational record. This agency will assume that the student is dependent of their parent(s) (claim as tax exemption) until we are otherwise notified. 2) This agency will publish directory information, collective, or individually, unless a parent/eligible student within (10) days after this notice notifies the privacy officer in writing that any or all of the categories listed below should not be released without prior written consent.

South Brown County-USD 430 DOES NOT purchase accident insurance to cover all student injuries incurred by children at school. USD 430 encourages all families to have accident insur-ance coverage on their children, prior to participation in any sports
or school-sponsored activity.
Students Involved OR Not Involved
in KSHSAA Activities
Those parents/guardians who students are not involved in KSHSAA activities may secure accident insurance to cover inju-
ries incurred at school in the following manner:
1. Student Assurance Services, Inc.
Purchase accident insurance through STUDENT AS- SURANCE SERVICES, INC. This is an agency USD 430 has contacted and they have agreed to offer a very affordable plan that families may purchase. Brochures covering this plan and other options will be available at enrollment with de tailed information on what is covered and the cost of the premium. If you have an insurance plan with a HIGH DEDUCTIBLE, or L I M I T E D BENEFITS, or if you HAVE NO INSURANCE ON YOUR CHILD, we encourage you to review the student
insurance program that is available on a voluntary basis.
2. Kan care
Gain insurance through the State of Kansas, “Children’s Insurance Plan” called “Kan Care”. This plan is handled
through the Department of Children & Families (DCF).
3. Own Insurance Plan
Secure insurance coverage through the parent’s present insurance policy. Parents would need to contact their
own insurance agent.
Students Involved in
KSHSAA Activities
The State of Kansas enforces guidelines, which states that all activities must be covered by insurance through the Activity Asso-ciation. Therefore, USD 430 athletes are covered by insurance through the Kansas State High School Activity Association. This insurance covers injuries costing OVER $25,000.00. Injuries cost-ing anything less than this will be the responsibility of the par-
ent/guardian.
Parent’s Right to Know
As the parent of a student attending a school that receives federal funds under the “No Child Left Behind Act”, you have the right to know the professional qualifications of each of our child’s teachers. You have the right to ask for the following information about each of your child’s teach-
ers.
1. Whether the teacher is certified by the state of Kansas to teach the grades and subjects he or she
teaches;
2. Whether the teacher is teaching under an emer-
gency or other provisional certificate;
3. The teacher’s college major;
4. Whether the teachers has any advanced degrees
and, if so, the subject of those degrees.
5. Whether aides or paraprofessionals provide ser-vices to your child and, if so, the qualifications of
the aides or paraprofessionals.
How to Request Information about
Teacher Qualifications
If you want to learn the qualifications of your child’s teach-ers and/or paraprofessionals, please pick up a request form from the school office or write a letter to request this
information from your child’s school.
District, School and State Report Cards
District, School, and State Report Cards are available at http://online.ksde.org/rcard/. Just select the area of inter-est from the menu. Paper copies of assessment results and the most current education report card area also
available at your child’s school.
The Kansas Report Card is a collection of data compiled annually to provide information about assessment results and other performance indicators, demographics, QPA accreditation, and No Child Left Behind accountability, not only a statewide basis but also by district by building. The challenge of the No Child Left Behind legislation is the continuous raising of the achievement bar so that all stu-dents are proficient. Over the past several years, Kansas schools have made significant progress in meeting the challenge. The on-going work of Kansas educators is re-flected in the improvement of assessment scores by Kan-
sas students.

Can you believe it is time for enrollment already and school will be starting August 23, 2017? Our
summers seem to disappear too quickly. Enrollment will be August 7, 8, & 9. Look for more information in
this newsletter or the local newspaper.
PARENTS - MAKE SURE YOUR STUDENT IS UP TO DATE ON THEIR IMMUNIZAITONS AND PHYSICALS:
It is the responsibility of parents, not family doctors, to provide shot records to schools, and for good reason:
today, we move, travel or change doctors far more often than our parents and grandparents did. Also, doctor’s offices
and clinics store records of children’s shots and the dates they received only for a few years. We now have access to a
State Website that allows school nurses, doctor offices and health departments to obtain and document immunizations.
This has made it so much more convenient for school nurses to obtain immunization records for students.
It is very important for parents to stay on top of this, because in most states, children are not allowed to enter
school or childcare centers unless they can prove that they’ve had all of the required immunizations and physicals for
their age group. (If you received a notice last May informing you that your student needs immunizations and/or a
physical before they can attend school, please have those with you at enrollment).
ATHLETIC PHYSICALS
If your student will be in the 7-12 grades this coming school year, and they are planning to participate in any
type of sport activity, they must provide a Kansas State High School Activities Association (KSHSAA) physical form
prior to participating in any practice for a particular sport. These physical forms may be picked up at either the middle
or high school and taken to your Health Care Provider to be completed. Some physician’s offices do carry the forms as
well, so please check with your health care provider. Please turn in these forms during enrollment, if available.
NEW FORMS
At enrollment you will notice a change in some of the health documents that you normally complete. The first one
will be the HEALTH HISTORY FORM. Please note that there are additional questions on this form that you will be
required to answer regarding your child’s health status. Please read the form thoroughly and complete the necessary
information. The more information your provide to us about your child’s health, the better we can serve your child. If
your child has any prescription medications that they take (whether at home or school) please list them and give the
reason the medication is taken. We use this information to develop Health Care Plans for each child that is taking
medications for any chronic conditions. It is important for us, as nurses, and your child’s teacher, to be aware of the
medication and the possible side effects that the medication may indicate.
PERMISSION FOR PRESCRIPTION MEDICATION AND
PERMISSION FOR OVER-THE-COUNTER MEDICATION
The Permission for Prescription Medication Form has not changed, but I have developed an Over-the-Counter
Permission for Medication Form. The district nurses’ offices will now offer Stock (school purchased medications) i.e.,
Ibuprofen (Advil)., Acetaminophen (Tylenol), Diphenhydramine (Benadryl), and Antacid Tablets that may be
BEST CHOICE LABELS
The three school libraries will continue to collect Best Choice labels to help buy books and other items for the school libraries. We have a box located in the office of each school. All you need to do is cut the UPC label off of any Best Choice container such as an egg carton, yogurt container, cans, cereal, etc. and take it to a school. The library gets 3 cents per UPC label.

Offer vs. Serve:
“Offer vs. Serve” is a federal regulation designed to reduce food waste in the lunch program by allowing students to choose only foods which they intend to eat. Senior high school students participating in the National Lunch Program are required to implement the offer option. However, “Offer vs. Serve” is a local option in the elementary and middle schools. “Offer vs. Serve” will NOT be offered to Horton Elementary K-4 students. The Everest Middle School and Horton High School will be offered this option. How does “Offer vs. Serve” work? The school lunch pattern includes five food items: (1) meat/meat alternate, (2) bread/bread alternate, (3) milk, (4) fruits, and (5) vegetables. Under the “Offer vs. Serve” regulation all students must still be offered all five food items. If three to five are accepted, the meal may be claimed for reimbursement. Students choosing less than five items will still pay the regular meal price. USD 430 publishes the menus each month and is available on the district website www.usd430.org or the newsletter. Menus are also posted in school offices and the school cafeteria area.
EXTRA MILK with a Meal:
All money for breakfast/lunch/milk is entered in one account for your child, and meals and milk served are deducted from this one account. One milk is included in the price of each meal. If your child desires an extra milk at breakfast, or lunch, the cost is $.30 per half pint of milk.

The Free and Reduced breakfast/lunch applications should be carefully completed, signed and returned to the district office
before the start of school. Applications are available on our district’s website www.usd430.org at the Board Office and will be available at enrollment. Please follow instructions and answer each section (1-4) completely as the application has a few
changes this year. An application CAN NOT be approved if it is incomplete. The last four digits of a SOCIAL SECURITY
NUMBER must be given of the household member who signs the form. Applications may be submitted anytime during the school year. PLEASE NOTE: If your family has received a letter from our district stating the children in your household have
been approved through Direct Certification, you will not need to fill out an application for free or reduced meals.

Mornings can be rushed, but it is important to make time for breakfast. Children
can benefit from the School Breakfast Program! Studies show that school
breakfast can improve test scores, make kids more alert in class, and improve
classroom behavior. Make sure your kids start the school day with a healthy meal.
Breakfast is served at the Elementary School, Middle School and High School.

Unpaid Meal Charges
The district’s meal charging requirements are
as follows. A charge account for students paying full
or reduced price for meals may be established with
the district. Students may charge no more than ($20
worth of/5) meals to this account. Charging of a la
carte or extra items to this account will not be
permitted.
Any student failing to keep his/her account
solvent as required by the district shall not be
allowed to charge further meals until the negative
account balance has been paid in full. However, such
students will be allowed to purchase a meal if the
student pays for the meal when it is received.
Students who have charged the maximum allowance
to this account and cannot pay out of pocket for a
meal will be provided an alternate meal consisting of
a peanut butter, peanut butter alternative, or cheese
sandwich and milk.
At least one written warning shall be provided
to a student and his/her parent or guardian prior to
denying meals for exceeding the district’s charge
limit. If payment of the negative balance is not
received within 5 working days of the maximum
charge limit being attained, the debt will be turned
over to the superintendent or superintendent’s
designee for collection in accordance with board
policy DP. If the Debt is not paid within 10 days of
mailing the final notice of the negative account
balance under policy DP, it shall be considered bad
debt for the purposes of federal law concerning
unpaid meal charges.
Payments for school meals may be made at
the school or district office. Students, parents, and
guardians of students are encouraged to prepay meal
costs.
The district will provide a copy of this unpaid
meal charges policy to all households at or before the
start of school each year and to families and students
that transfer into the district at the time of transfer.

ASBESTOS ANNUAL NOTIFICATION
USD #430 is required to report on the presence of asbestos in school buildings. The asbestos inspection and management plan in USD #430 was performed in January of 1988. The last inspection was performed May 2008. A copy of the USD #430 Asbestos Management Plan is available in the District Office.
