Keeping Our Communities Connected!
Once in a Blue Moon...Angela Lambert
Over the years all of us at one time
or another has uttered the phrase
“Once in a blue moon...” When
we say that few people have an
idea of what that phrase actually
means.
A blue moon typically refers to
the third full moon in a season
with four full moons. Most years
have twelve full moons that occur
approximately monthly and as
such, 3 full mons a season. In
addition to those twelve full lunar
cycles, each solar calendar year
contains roughly eleven days more
than the lunar year of 12 lunations.
The extra days accumulate, so
every two or three years there is
an extra full moon This summer
season is one such season with a
full moon occuring both on
August 2 and 31. The next time a
blue moon will occur won’t be
until July 2, July 31, of 2015. So
if you are out and about or at home
and have the time, take a glance up
at the sky and enjoy a blue moon,
you’ll have to wait 3 years to get
the chance again.

Newly Organized
Dogpound Rural Crime Watch Association/Meet Your Neighbors Event
We have recently organized a group of families who are interested in
preventing crime in our area and helping police track down perpetrators.
The area we are focusing on is between the 22 Highway east to the 766
Highway, from Twp Rd 293 south to Twp Rd 280. This rectangular area
contains about 240 to 250 homes and it straddles the Airdrie, Didsbury and
Cochrane RCMP stations - the furthest point from each jurisdiction. If you
live within this area you are invited to a FREE Pig, Corn & Tater Roast at
4:00PM on the 16th of September at the Dogpound Community Hall.
Come and hear about the benefits of membership ($10.00/year) and meet
your neighbors new and old. We are looking for both private and corporate
donations to go towards a computer fan-out system which will allow instant
email, fax, phone and text messages simultaneously alerting members to
suspicious activity in the area. RSVPs required by Saturday Sept 1 @ 9:00
PM. No Walk Ups allowed. Please call or email one of the individuals
below with your RSVP, membership request or donation.

Carstairs Fencing Clubsubmitted by Lorraine Ortman
The Carstairs Corsairs Fencing Club
had a successful 2011-2012 year.
Our club has been operating for ten
years. We are located in the meeting
room on the upper level of the
Carstairs Arena. We are a family
oriented club and offer a family rate.
Over the years we have had a
number of adults take lessons
alongside their children.
During the 2011-2012 semesters
students tried their skill at foil and
epee fencing. We had students from
Crossfield, Carstairs, Didsbury and
Olds. We are proud to say that four
members travelled to participate in a
variety of competitions.
Congratulations to Carissa Rondeau,
Russel Rabchak, Cole Urbanowski
and Rowan Vipond who represented
our club and brought
home bronze, silver and
gold medals.
Fencing is an exciting
sport and
accommodates all ages
and abilities. We offer
beginner, competitive
and recreational
fencing. In the
upcoming 2012 fall
semester we are excited
to offer a beginner class
at a great rate that will
run for 10 weeks. Our
returning fencers will
continue to participate
in a fourteen week
program.
We will be offering
classes on Tuesday and
Wednesday evenings
from 7:00 to 9:00. We
have four registration
evenings to choose
from:
Tuesday, August 28th –
6:00 p.m. to 8:00 p.m. at the Hugh
Sutherland School in Carstairs.
Wednesday, September 5th – 5:00
p.m. to 7:00 p.m. at the River Valley
School Gymnasium
Thursday, September 6th – 5:00
p.m. to 8:00 p.m. at the Olds
Sportplex Auxiliary Ice Surface –
Olds.
Thursday, September 20th – 6:00
p.m. to 8:30 p.m. at the Disbury
Memorial Complex – Didsbury.
Our returning students will begin
their lessons on Tuesday, September
11th. Beginning students will try
their hand at fencing on Tuesday
October 9th. We are looking
forward to another year of exciting
bouts with students doing their best
to improve their skills.

Summer is always a quiet time at the Water
Valley Library; it’s the perfect place to spend
some undisturbed time searching out the ideal
book! The top request this summer was the
controversial and edgy new trilogy ‘Fifty
Shades of Grey’. I don’t think a day went by
where I didn’t have a request for one of the
books. Those that have read it will probably
know why!
We certainly haven’t been lacking in the new
book department. Each week we receive hot
new titles that are checked out before the dust
settles on the shelf. Remember that I am
ordering throughout the year, so if there is a
book that you would like to see in our
collection, please let me know.
The TD Summer Reading Club wrapped up
this week with a great group of kids that
enjoyed all the crafts, stories and books that
they shared over the holidays. 17 kids
registered with the drop-in program, but we
had a small core group that came each week.
There were 128 books read the kids throughout
6 week program.
Over Water Valley Days, the library hosted an
open house. There was a used book sale, prize
wheel, snacks and a draw for an Amazon
Kindle. Local 6 year old, Cooper Foster was
the big winner of the Amazon Kindle. He
looks forward to discovering reading in a
‘cool’ new way! We had over 90 visitors who
came to spin the wheel, enter the draw and
share their favorite book with other patrons.
Come on in and check out what others are
reading! Look forward to seeing you.

Keeping Our Communities Connected! Hitching Post News • Volume 2 , Issue 8B• 7
Reeve Bruce Beatie, CAO Tony
Martins and I met recently with
Doug Griffiths Minister of
Municipal Affairs on several issues.
One item we spoke about is the
possibility of a preventative
approach to deterring disasters
from happening such as the flood of
range road 52. With a lot of
discussion he advised us that this is
something we need to go to the
federal government about and
discuss with our MP Blake
Richards. Our CAO will be setting
up a meeting with him to discuss
this topic.
Cremona Dissolution was also
discussed. This past spring Caucus
adopted the Municipal
Sustainability Strategy. This fall the
Minister will be asking cabinet to
remove the Dissolution Study from
the Municipal Government Act.
The Municipal Sustainability
Strategy will investigate the
viability of a municipality. The
Minister indicated that this likely is
the approach that will be used in
Cremona and he will advise us of
his decision in a few weeks.
The Municipal Affairs website has
some info explaining the new
process on their website:
The viability review would replace
the Dissolution Process. The
Viability Review will be
undertaken by a team that is chaired
by Municipal Affairs and includes
representatives of all affected
municipalities, municipal
associations and potentially a small
number of respected municipal
leaders selected by the Minister.
The review would consist of three
phases:
1. Analysis
2. Determination of Viability
3. Viability Plan.
The Key Measures noted above
include.
Financial
1. The municipality has reached 80
per cent or more of its debt and debt
service limit.
2. Provincial and federal grants
account for 50 per cent or more of
total municipal revenue.
3. The municipalities’ unpaid
property taxes for the current year
are greater than 10 per cent.
4. The municipalities’ ratio of
current assets to current liabilities is
less that 1:1
5. The municipality has run a deficit
budget for the previous two
consecutive years, or five out of the
previous 10 years.
Non-Financial
6. The municipality has
experienced a decline in population
over the previous 20 years.
7. The municipality has
experienced a decline in non-
residential assessment as a
percentage of total municipal
assessment over the previous 10
years (i.e. the non-residential
proportion has declined to less than
half its previous proportion, where
the initial proportion was at least 10
percent of total assessment)
8. The municipality has a qualified
audit report or has an "absence of
opinion"
9. Capital investment as a
percentage of total capital assets.
I know there has been a lot of
disappointment in the community
regarding the construction of the
replacement bridge at Big Prairie.
But please be assured I have asked
for weekly updates on this and I am
following the status as well. On
Thursday July 12, 2012 we
received word they will be going
there next week to begin. They
were stalled because of the high
water but I have been informed that
completion will not be delayed it
will still be completed in Nov 2012.
The contractor will be responsible
for huge fines for each day they go
over so they have assured us they
will be completed on schedule.
Well, once again the flood did more
damage to our RR 52 road and we
had to have Rick Martin Trucking
remove this before it floated down
stream. Just as everyone else was I
was waiting and waiting for the
bridge to be reinstalled which was
not being done.
We held a council meeting and
directed that it was to be installed
directly after the flood subsided but
because of the high water level and
the way in which it was installed
the first time, they were not able to
do this immediately. We have since
had Rick Martin re-place the
temporary bridge and installed
pilings so the next flood it can be
put back in place ASAP. As of yet
we have not determined what the
long term fix for this will be as we
are having the engineers reassess
the situation. Until then we will
have the temporary bridge and it
will have to be removed when a
flood takes place then reinstalled.
On July 13 I was invited to attend
the Re-Grand opening of Camp
Kindle west of Water Valley. What
an amazing facility and place for
children with cancer to go and
escape. As their pamphlet from
today states; “It is a place where
childhoods, interrupted by cancer,
could be rebuilt and rekindled”. I
was overwhelmed by the amount of
work they have completed since
last year with all the new buildings

They have even installed a
swimming pool which was not
open but I hear is due to open in a
couple of weeks. This camp
provides many jobs for our local
residents as I walked around there I
saw many familiar faces. A very
neat item I got to bring home from
my tour is keepsake called “Beaded
Journey”. The beaded journey I
received today is a mini-replica of
the “Beaded Journey” children
receive in the hospital. We received
a different bead at each complex or
facility at the camp. When we left I
had a keepsake that spells
DREAM!! What a wonderful item
to cherish from my visit to the

Lameness in Cattle
Lameness can be an important cause
of economic losses in beef cow
herds (cost of treatment, fertility
losses, culling, etc), and is often an
obvious animal welfare issue as well
(LAMENESS=PAIN). The most
common problems causing lameness
in cattle are found down in the foot.
It is important to recognize when
there is a foot problem with an
animal, and to get help before the
problem becomes too severe to be
able to resolve.
Footrot
Most producers seem to be familiar
with the term “footrot”, but many
don’t realize that this is just one type
of disease of the foot; it is not the
word to describe every foot
problem. “Footrot” is the common
name for “Interdigital
necrobacillosis”, which is a big
word to describe a bacterial
infection of the skin in between the
two claws of the foot. A breach in
the skin is necessary to allow the
bacteria to enter – this can happen in
conditions where cows are on
stubble, frozen ground, gravel/stone,
or are housed in excessively moist
conditions. This infection causes
redness and dead/smelly tissue in
between the claws of one foot, and
makes the claws spread apart due to
the swelling that occurs there. The
swelling is symmetrical (over both
coronary bands of both claws of the
foot). If left untreated, the infection
can actually spread into the joint,
resulting in a bacterial joint
infection there (a very serious
condition). Treatment of footrot is
actually easy, as it is a bacterial
problem. Any broad-spectrum
antibiotic (at label-doses) can be
used, including
Liquamycin/Oxymycin (long acting
oxytetracycline), or Derapen (long
acting penicillin). Response to
treatment is usually very quick. If
you think your animal has footrot,
but it does not respond to
antibiotic treatment within 36-48
hours, it is NOT footrot!!! Please
schedule an appointment for your
veterinarian to examine the animal’s
foot if there is no recovery within
this time frame.
The following are some of the other
common problems other than footrot
that can cause lameness in cows:
Foot Abscess/White Line Disease:
The white line is the line on the
underside of the foot where the sole
tissue meets the horn tissue of the
hoof. Sometimes this area is
damaged by foreign objects or
softened by mild founder or
excessive moisture, and debris can
then become impacted in this area.
This results in a hoof abscess (a
pocket of pus), which causes
lameness and heat in the affected
claw. You may or may not see
swelling in these cases (if so, you
usually only see the swelling at the
coronary band of ONE of the claws,
not both). To treat these, your
veterinarian will need to restrain the
animal, clean the foot, locate the
abscess with hoof testers, and then
drain the abscess and remove any
dead hoof tissue that is present. If
not treated in a timely manner, they
can cause large areas of dead tissue
inside the hoof wall, which, even
after proper veterinary treatment,
can take a long time to heal.
Digital Dermatitis (also called
strawberry footrot or hairy heel
warts): This is a very painful,
severe lameness of sudden onset.
The lesions can be circular and gray,
or can look like there are fine
tendrils of tissue growing from the
surface. The lesions are usually seenbetween the heel bulbs at the back
of the foot (although they can occur
between the claws and at the
coronary band). It is impossible to
make a proper diagnosis without a
well-restrained animal, and a clean
foot. I must stress that these lesions
are extremely painful to the touch,
and if you try to clean them yourself,
look out! The cause of this disease
is poorly understood, but a type of
bacteria called a spirochete is
usually present. It spreads fastest in
wet and dirty
conditions. To
treat, the lesions
should be cleaned
well by a
veterinarian, and
an appropriate
topical antibiotic
should be used
directly on the
lesion and wrapped on with a
bandage for 24-36 hours. It is best if
your veterinarian examines the
animal’s foot, makes a proper
diagnosis, and then can treat the
animal properly with the correct
product. Injectable antibiotics don’t
work as well for this problem.
Sandcracks (Vertical Fissures):
Recent research has revealed that up
to 64% of Western Canadian beef
cattle can have sandcracks. They are
more common with older cows,
larger weight cows, and cows with
larger sized claws. The main theory
regarding the cause of these is that
our dry, cold winters cause the hoof
horn to become dehydrated and
more brittle, and cause crack
formation. We also know that
copper, zinc, selenium and vitamin
E are all important for hoof strength,
and that deficiencies in these trace
minerals/vitamins can contribute to
cracking. Most sandcracks do not
result in lameness, but in some
cases, dirt and bacteria can enter and
cause abscessation (a pocket of
pus/infection inside the hoof wall).
If this happens, the foot needs to be
cleaned and the abscess needs to be
opened up/drained by a veterinarian.
We can’t do much about our dry
winter environment here, but what
producers can do to help prevent
cracks is to ensure that their cattle
are being fed high quality
pasture/hay/feed and that they are
giving trace mineral
supplementation all year round as
well.
Corkscrew Claws: The underlying
cause of this condition is unknown,
but both genetics and founder
(laminitis) are commonly blamed.
The outer hoof wall and the sole
start to overgrow, and the hoof wall
starts to deviate underneath the foot
and forwards, resulting in a
corkscrew shape of the toe. With
time, the toe bone inside the hoof
becomes remodeled into an
abnormal shape, which can
complicate trimming. Animals with
these feet need to be trimmed
regularly. We recommend culling
these animals and their offspring
from your herd (it will save you time
and money in the long run).
Preventing Lameness
To prevent lameness, ensure that
foot trimming is performed as
needed in cows that have
questionable feet (it can really
prevent problems from getting out
of hand, and can prolong the
productive life of an animal).
Monitor your bulls’ feet and get
them trimmed about 6 weeks before
turnout if needed to minimize risks
of lameness during the breeding
season. Ensure that the herd is fed a
well-balanced diet, avoiding
excessive fermentable carbohydrate,
as this has been proven to be a cause
of foot problems in dairy cows and
is likely the same for beef cows.
Breed only animals with good feet
(no corkscrew claws, corns, or other
genetic foot problems) if you plan to
keep replacement animals for your
herd.
Please note that there are other, less
common causes of lameness not
mentioned here. Your veterinarian
can and should be used to identify
and treat lameness appropriately. The key point is that footrot is not
the cause of every lameness, and if
antibiotics do not resolve the
problem within 2 days, you should
be getting your veterinarian to
examine the animal.

Hitching Post News • Volume 2 , Issue 8B• 9Keeping Our Communities Connected!
Scott leaves the cozy confines of
Lake Cathie for the spectacular
shores of Sidney, Australia’s great
metropolis.
We hit the Pacific Highway toward
Sydney at about 8:00 AM, wisely
thinking that we would arrive in the
great city before the afternoon rush
hour. The first hour of the journey
was a little slow, as we encountered
mile after mile of road construction.
Masses of heavy machinery were
working to create a four lane divided
highway, although traffic still
flowed efficiently, in contrast to the
way we seem to manage our
construction projects at home.
As we proceeded southbound, we
noticed that the landscape became a
little less lush, but the road was still
largely lined with forests. After
about three hours, we left the Pacific
Highway and turned onto the
Newcastle/Sydney Expressway, a
four and six lane divided
masterpiece that, at its southern end,
appeared to have been blasted
largely through solid rock.
Traffic began to increase noticeably
as we reached the northern outskirts
of the Sydney metropolitan area, and
we continued south our apartment in
the suburb of Collaroy, which was
made available to us as part of Bev’s
house exchange. The apartment is a
modest, two bedroom affair on the
ground level of a three story walkup,
located just a few steps from the
beach on the Tasman Sea.
Around the Harbour Head
Our first night in Sydney didn’t
impress us overly much, but that’s
because we spent the evening in the
northern suburb of Collaroy. The
northern suburbs were opened up by
the Harbour Bridge, and now sprawl
northward for miles.
The communities of the northern
beaches are strung out along
Pittwater Road, from Palm Beach,
south to Narambeen, Collaroy, Dee
Why, and Manley. The Tasman Sea
coastline features miles of beaches
in this area, along with what appears
to be prime surfing conditions.
As suburbs go, Sydney’s northern
communities are OK, although they
have the distinct advantage of miles
of pristine beaches. We knew that
there was more to explore, and laid
our plans to see the great city.
The next morning, we arose
relatively early, and bought a day
transit pass from a news shop on
Pittwater Street, the main drag
through the northern ‘burbs. A day
pass costs about
$18, and entitles
you to unlimited
rides on metro
Sydney’s bus,
ferry, and train
systems.
The first leg of the
trip was a half
hour bus ride to the Manly Wharf.
The bus was packed with school
kids headed off for their day’s
instruction. All the kids here wear
uniforms, which vary in dorkiness
according to the particular
institution they are enrolled in.
Judging from the kid’s sedate
behaviour and glum expressions, the
curriculum would appear to be
based on the daily routine in one of
Australia’s 19th century penal
colonies, although we did notice that
at the end of the day, most of the
students ditched their unies and
grabbed their surfboards for a more
liberating evening of entertainment.
Manley is situated on a peninsula,
the end of which is Sydney Harbour
National Park and the Northern
Head of Sydney Harbour. With
beautiful beaches, lively streets, and
lots of food and shopping, Manley is
a Sydney destination in its own
right. The harbour ferry service to
downtown Sydney is frequent,
reasonably priced, and comfortable,
and is a must on any tour of Sydney.
We had breakfast at the wharf, then
boarded the ferry for the trip to
Circular Quay in the centre of
Sydney Harbour. The ferry is a large
commuter vessel, which holds (I’m
guessing) about 1000 passengers.
There was a strong wind blowing
from offshore, so the public address
system warned passengers to remain
in their seats as we rounded Harbour
Head into the sheltered waters of the
harbour.
True to the warning, the vessel
bounced around like a cork as we
entered the harbour, then the waters
calmed and the city slowly unfolded
in front of us. First, a few tall
buildings came into view, then more
and more, and then finally one of the
world’s most famous vistas came
into our sights.
We were sitting outside on the prow
of the ferry, along with other
tourists. There was great excitement
as we first spotted the Sydney Opera
House, set against the background of
the Sydney Harbour Bridge. The
sight is one of the world's most
famous scenes, and really does live
up to its billing.
Beautiful to Behold – Impossible
to Ignore
Sydney ferry’s main terminus is
Circular Quay, with five docks.
Located between the Opera House
and the great bridge, the Quay is
also next to the city’s main
commuter train terminal.
The opera house draws people like a
magnet, and we were no exception.
We strolled towards the landmark,
inspecting the shops, restaurants and
people places along the waterfront.
We finally stopped for lunch at a
cafe under the opera house, then
walked around the theatre,
inspecting it from every angle.
Although it is hard to believe that
any building can live up to such
renown, the Sydney Opera House is
truly a remarkable structure.
Although it always appears to be
brilliant white in photographs, the
building actually changes colours
depending on the time of day and
brightness of the sunlight. The
building’s ‘sails’ actually have a lot
of texture, and are not smooth white
concrete as you might imagine.
Even more fascinating, I have never,
repeat, never, seen anything more
chameleon-like than this building, as
it presents a different appearance
from every viewing angle. I think I
will have to pay the outrageous price
for a tour when we return to Sydney,
although it is hard to imagine that
the interior of the building could
possibly be as spectacular as its
exterior.
Hopping Around the Harbour
We spent the next few days
exploring Sydney, using every
possible means of public
transportation. Some attractions,
like the Botanical Gardens, the
funky Rocks district and the
Harbour Bridge, are within walking
distance of Circular Quay and the
Opera House. Other areas, like
lively Darling Harbour, or the daffy
Luna Park, are easily
accessible by ferry. One
could easily spend weeks
exploring this thoroughly
civilized city. It is truly
one of the world’s greatest
and most glorious urban
experiences, and worth
visiting again and again.
We did have a particularly amusing
experience one day, where by sheer
coincidence Wendy and I were
wandering around the Olympic
Village when we realized that the
opening ceremonies of the
Vancouver Winter Games were on.
We found a couple of pubs near the
Olympic Stadium, but they were
showing auto racing, golf, and other
decidedly non-Olympian events.
Discouraged, we went to the tourist
information center, where the
friendly bloke behind the counter
was appalled to learn that two
Canadians couldn’t watch the
Olympics in the Olympic Village.
He promptly got on the phone to
every pub in the vicinity, and sure
enough, the ceremonies were on
every TV in the Village within five
minutes. You gotta love those
Aussies.

The Cartwright family takes a
community oriented approach to
business. “We’ve lived and worked
in this community for a quarter
century and we love it here”, says
project manager Chloe Cartwright.
“Our intention in developing
Chinook Ridge Lodge & Golf
Course is to bring our marginally
productive land into better use,
while other people choose to
subdivide that is not our goal. We
looked for different ways our land
could be used while keeping its
peaceful rural feel and where local
residents and international clients
alike can enjoy the beauty of the
foothills, host gatherings such as
weddings and family reunions,
corporate or charitable events and
enjoy a relaxing game of golf or
other quiet outdoor pursuits. The
inspiration for Chinook Ridge came
from years welcoming guests at
Hummingbird Haven Bed &
Breakfast, and from the
opportunities that family members
have the expertise to capture. Our
family’s culmination of experiences
has been more serendipitous than
planned.”
Chloe Cartwright, a Cochrane area
property and business owner who
has also been a realtor for the past 21
years, she has specialized training in
rural land sales from Olds College.
For the past 8 years she focused her
real estate practice on attracting
highly skilled workers from the UK;
her degree in Social Work and past
experiences have developed into an
array of immigration settlement
services to these new families.
Coincidentally this specialized niche
resulted in accumulating years of
experience in international
marketing, a benefit when attracting
tourists to both the area and the
venue. Add to that her current
enrollment in Simon Frasier
University’s Community Economic
Development program and Chinook
Ridge is well able to add to the
community’s vitality.
“In the 80s, we bought a quarter
section of land just SE of the hamlet
of Dogpound; here I raised my
family”, says Chloe. “This was our
home base and place of business for
the B&B and commercial hay
production. I became acutely aware
that farmers in the area are seldom
able to maintain their operations
without some form of off-farm
income. Further they are forced to
ride the tides of highs and lows in
the prices of grain, cattle and feed.
Couple this with the erratic weather
in this area and its’ evident farming
incomes are absolutely
uncontrollable. We hope others will
see the potential to diversify their
incomes both on and off farm.
Chinook Ridge will create local
jobs, add to services in the area, and
share the beauty we call home”.
Sons Thor & Troy Cartwright each
have a role to play in this project.
Thor a licensed mechanic, gifted
artist, business manager and owner
of Phoenix Automotive, notes,
“Chinook Ridge whenever possible
will use alternatively powered
equipment as should any new
development. Golf equipment that
contributes to global warming or
pollution has outlived its’ time”.
Troy has a background in power
engineering, plumbing and
knowledge gleaned from attending
Olds College Turf Management (and
irrigation) program. Troy believes
that “a minimalist style links course
showcasing native trees, grasses and
other foliage that benefit the
environment is the way to go. This is
a new trend in golf course design.
Many older, traditional courses
clash with environmentalists about
damaging the planet;
ours will be an eco-
friendly course in many
respects. We aim to
become an Audubon
Certified Golf Course”.
D a u g h t e r - i n - l a w ,
Belinda Cartwright, a
middle school teacher in
Airdrie and skilled in
relating to youth; is
Chinook Ridge’s
e n t e r t a i n m e n t
coordinator responsible
for arranging all things
of this nature whether
hiring musicians,
arranging plays or
facilitating workshops.
Chloe’s partner and
Project Assistant, Ray
Rizner, previously
managed the Keiser Estate, an
artist’s retreat and golf course, on
Lake Champlain, Vermont for many
years. Later he was the production
manager of a natural body care
products company, Autumm – Harp,
supplying a variety of items to The
Body Shop. He has a B.Sc. in
Physical Therapy from Florida
International University in Miami.
Other individuals involved in
making Chinook Ridge a success
include Dawne Carter, Chartered
Accountant, and Brad Carter who
specializes in event planning and
food services. Together they own
Event Planners Plus and have
kitchen management contracts at
multiple venues in Calgary. They
will offer first class banquet and
food services to Chinook Ridge
guests featuring local products as
well as international cuisine. Bob
and Debbie Hawkins round out the
slate of advisors to Chinook Ridge
as Concierge, Educational Liaison,
and Physical Education Consultants
ad hoc.
Chinook Ridge expects to create 15
permanent and 20 seasonal jobs
when fully operational, as well as
the thousands of man hours that will
be required during construction of
both the Lodge and the Golf course.
Construction will take
approximately 1 year for the Lodge
and 2 years before the golf course is
mature enough for play. Chinook
Ridge is also fortunate to have
several expert advisors who come
from a variety of backgrounds; more
can be read about those experts on
the www.ChinookRidge.ca website.
“Our community lacks overnight
accommodations and this limits the
venues available to host weddings,
family reunions and corporate
events. Consequently, we see
revenue pouring out of the area;
there are many leaks in our local
community bucket, money that
leaves doesn’t come back in.” says
Chloe. “With this in mind we
propose to build a 21 room, cozy
country inn that will include a
commercial kitchen with banquet
facilities incorporating both indoor
and outdoor recreational options
compatible with the rural
surroundings and existing wildlife.
By clustering desirable businesses
we will draw even more business to
the area. A couple of nice
restaurants opened locally and there
are 3 golf courses within a 20 minute
drive. Our goal isn’t to take away
business from their bottom line but
rather to attract more tourists to the
area who will stay for 3 or 4 days
experiencing all that our
neighborhood has to offer –
increasing everyone’s business.”
Further, she hinted, “We also want
to showcase the history of the area
and plan to engage in some fact
finding, cooperative ventures that
will bring the area’s natural history
to life. To that end we are looking to
partner with stakeholders in the Oil
& Gas industry as well as First
Nations people. We have some
hidden gems nearby that can
provide fodder for ultra low impact
displays depicting significant
historical events.” This will add
another interesting asset to the area.
Importantly, we want to partner with
area Lions, Elks, 4-H, and other
service clubs in charitable
endeavors.
“We are located in Division 9 in
Rocky View County, states
Cartwright, “It is a Division which
distinctly lacks any restaurants,
hotels or tourist venues, and, in
other words, it is short on assets. It
is time this Division took part in
developing tourist facilities and
showcased the natural beauty of the
surroundings. The other golf
courses are either in another County
or another Division within Rocky
View. One asset is a curiosity while
a collection (community) of assets
becomes a destination. It should be
noted that redesignation of the land
will result in a very significant
increase to property taxes and it will
be a significant addition of several
different types of assets to the
community.
The removal of the rail spur-line that
came up through Dogpound and into
Cremona allowed a secondary
transportation mode to disappear
from our midst; it was an asset in
our community bucket which is now
gone. Our locally sourced oil & gas

then sold back to us at a higher cost.
The grain, livestock and timber we
ship out is processed elsewhere after
which we buy what we need back.
Every one of these raw materials are
assets that we ship out for
processing elsewhere and the profits
from ‘adding value’ go to mega head
offices in other communities or even
countries. In the same manner we
see another asset, our youth, leaving
the community, seldom returning.
Our local towns and shops are dying
as a result.
Residents and elected officials need
to make conscious efforts to
encourage, develop and grow
community assets in a balanced
fashion. The alternative is slow
painful closure of local businesses,
scattering families because there are
no jobs and a reduction in
population due to the community’s
failure to support projects that
encourage local business.
Community leaders, who do not
support business - choose not to
thrive, they choose failure to thrive -
in default. Elected officials are
challenged with the task of
managing growth in a way that
serves the greater good while
balancing the needs of the
environment, the economy and the
social needs of their constituents –
the triple bottom line. This is a
difficult challenge as it is impossible
to please everyone; the ‘common’
good is seldom clearly visible.”
Key Facts about Chinook Ridge
*Chinook Ridge located a water
source that is confined within 9 m of
clay; a Q20 test required by Alberta
Environment for commercial
licensing was performed showing
the water source is not connected to
neighboring wells. A Q20 test
measures the draw-down and
recovery over 24 hour periods by
way of monitor wells which observe
the impact on the water table.
Chinook Ridge’s well is capable of
producing 64.4 cubic meters of
water per day. Using the
calculations of the Alberta
Government we need to license 48.8
cubic meters. That would provide
for peak occupancy 24 hours per
day/365 days per year. This is not to
be confused with a gallons per
minute rate normally used to
measure household or farm wells.
(1 m3 = 220 gal.) (in plain language
this works out to 12 to 15 gpm)
*Effluent from the Lodge will be
treated on site and used for
subsurface irrigation on the Tees and
Greens. This is an environmentally
friendly use and re-use of water,
with humans being the first user and
the play areas benefiting from the re-
use. Unlike many commercial water
users there will be no sewage
disposal problem because of this
hand-in-glove use for the
water/wastewater.
*Chinook Ridge will attract
busloads of tourists to the
neighborhood resulting in new
money going to nearby restaurants,
artisans, tourist venues and other
area golf courses. Consistent with
good community economic
development principles, Chinook
Ridge will act as an anchor for other
local area business which may be
developed and linked to each other
for marketing purposes. (clustered
assets = destination). The owners
are strong proponents of ‘grow it,
process it, use it – local’ economic
bucket theory. Chinook Ridge will
provide comfortable surroundings
decorated with furniture, bedding
and artifacts sourced locally.
Chinook Ridge will look to area
growers, farmers and processors to
supply locally grown produce as the
primary source of ingredients to
serve in the restaurant, another way
local businesses will experience
increases in their bottom line.
*Chinook Ridge’s golf course
designer is well known in golf
design circles
(www.RodWhitman.com and
www.CabotLinks.com Rod’s most
recent project). This will add to the
desirability of the course within the
industry. By attracting players from
further away, other local courses
will benefit as golf-stay and play
vacationers will want to experience
a variety of courses in the vicinity.
The Lodge will help them stay here
for 3 or 4 days experiencing all the
area has to offer.
*The site will be open to use by
education centers to bring students
to study many curricular subjects
relating to ecology, environment,
recreation, area history and culture,
culinary arts and outdoor pursuits.
Additionally, the facility is open to
student work placements from local
schools. The eco-friendly facility
will not only feature native foliage
and flowers but will utilize
renewable alternative energy
sources such as wind, sun and
geothermal energy. Golf course
equipment will use alternative
energy as well with little pollution or
noise.
*Golf courses increase surrounding
property values with their pastoral
views and vistas adding value
mainly due to quiet, restorative and
harmonious landscapes. The facility
will be part of the community’s
recreation options. A performing
arts venue and dining room will
enhance local lifestyle options and
present opportunities for social
meeting and gathering. This adds
resilience and connectivity to a
community without subdivision or
housing developments – a win/win
for all.
*Recreation/Leisure is a higher and
better use of the land as it is
classified 4H and 4T meaning the
land is not suitable for seed/forage
production due to a lack of heat and
topography. It is broken into several
small fields by sand stone out-
croppings, tree clusters and swampy
areas not ideal or impossible to
cultivate. Re-designation will
permit and encourage other area
farmers to diversify into endeavors
like market gardening, herbs and
new niche markets. Diversity builds
resilience and economic strength.
Recent Developments
Our community’s feedback initiated
some improvements to our proposal
which resulted in a better overall
concept and design; these include:
*Chemical Analysis tests were
performed on all neighbor’s wells
who wanted to participate. 9 of 13
neighbors took part and the test
results showed significant
differences in various well’s
chemical content proving the water
wells are not connected with
Chinook Ridge’s well nor with each
others. The other 4 neighbors chose
not to respond. They can still
participate if they wish.
*No new infrastructure is required
from Rocky View County. The
owner has reached an agreement or
is working on an agreement with the
county to pay for road widening and
pro-rated dust control on the 574
Provincial Highway and Range
Road 35. With increased traffic
along the 574 it seems likely the
threshold count for paving will be
reached.
*The owner has been working
closely with staff at Rocky View
County ensuring the proposal meets
the needs of the community, the
environment and the economy.
Conversations have been held with
Rocky View staff about the potential
for using the facility as a disaster
muster-point/marshalling station,
and the possibility of using the golf
course water ponds as a source of
water for fire trucks.
*Chinook Ridge will request
participants to form a Community
Advisory Committee to provide a
formalized feedback process for
kudos and concerns about their
operations. They are committed to
responding proactively to any
neighborhood issues arising from
the development.

everyone is supportive of this
venture the Cartwright’s philosophy
is that ‘Change is Inevitable’ and it’s
better to have a hand in shaping how
things change then to pretend it isn’t
going to happen, everyone’s input is
valuable. They want to thank those
who wrote the 100+ letters of
support, you all helped make this a
better proposal.
