Pride endures - even in a pandemic.

The African American Day Parade, Inc. (AADP), one of the largest and oldest parades celebrating Black culture, has officially announced its 2020 honorees.

The event has been held in Harlem for more than 50 years.

This year’s parade will be held virtually on September 20.

Using the theme “A Tribute to Black Business,” the 2020 parade will honor four trailblazing business leaders as Grand Marshals — Elbert Shamsid Deen, President and Chief Executive Officer of Thruway Builders; Cheryl Mckissack Daniels, President and Chief Executive Officer of McKissack & McKissack; Dapper Dan, fashion innovator and founder of Dapper Dan Harlem; and Michael Garner, Vice President and Chief Diversity Officer at the Metropolitan Transportation Authority.

Serving as Marshals for the parade will be musician Ashley Keiko, FreshDirect Vice President of Community and Government Affairs Larry Blackmon and Greater Harlem Chamber of Commerce President Lloyd Williams.

"It is an initiation of honor to be selected as a Grand Marshal of the African American Day Parade,” said Dapper Dan. “I’m proud to be recognized for what I have represented for all African Americans. My message to young Black aspiring entrepreneurs: information is the key to success. Reading is the best way to get it."

In addition, four people will be honored as the 2020 recipients of the Theresa Freeman Community Service Award — Reverend Al Sharpton, Cordell Cleare, Melvin Muhammad and Tamara Norman.

“It’s an honor to receive the Theresa Freeman Community Service Award at a time when service to others is a necessary priority,” Sharpton said. “Those that paved the way for us to be here like the Rev. New York has become “rat city.”

So charged elected officials and community members who assembled in Harlem on Tuesday to skewer the de Blasio

administration for allowing an increase in trash and rodent sightings on city streets.

City Comptroller Scott Stringer and Congressman Adriano Espaillat held a joint press conference on 125th Street, reporting that they are besieged by complaints from business owners concerned that messy, vermin-filled sidewalks are scaring away customers.

“Now more than ever, small businesses are relying on foot traffic and outdoor seating to attract customers and generate meaningful revenue,” Stringer said.

Instead, New York City “has rolled out a… welcome mat for the rats,” Stringer remarked, pointing to city data indicating a 60 percent spike in rat sightings since April.

“Now, this is like Rat City because of too much garbage in the street,” Espaillat agreed.

“Nobody wants to go to a restaurant that’s full of garbage around it. Who’s going to eat there?” he added. “Tourists will walk around and if they see a lot of garbage, that message will get to the world.”

Electeds placed much of the blame on a $106 million cut to the Department of Sanitation (DSNY) budget, which has resulted in trash pickups being reduced from seven days a week to three, according to Stringer.

“These rats are walking around waiting for a table at outdoor seating,” Stringer joked. “I’ve seen them walk upright. They come up to me

and say, ‘Good morning, Mr. Comptroller.’ They have become part of the fabric of the city because the city government has failed to get trash and sanitation under control.”

Despite the attempt at humor, it was no laughing matter, insisted Stringer.

“Trash isn’t just an eyesore – it’s an economic issue, it’s a health issue,” he stated.

State Senator Brian Benjamin said the waste issues were symbolic of systemic neglect of poorer neighborhoods.

"Trash is the visible manifestation of lack of interest, of lack of resources, of lack of support," he said.

On Tuesday, Espaillat and Stringer issued a joint letter to DSNY Commissioner Kathryn García and Health Commissioner Dr. Dave Chokshi, asking the city to take immediate

Before there was even a thought of such a thing as the United States, there was a Post Office. In fact, founding father, Benjamin Franklin was the joint postmaster general for the British colonies until 1774 when he was dismissed from his post because of his pro-independence proclivities. On July 26, 1775, almost a full year before the United States proclaimed its independence, the Second Continental Congress appointed Ben Franklin the first Postmaster General of what would become known as the United States Postal Service.

That is how far back this thing goes. The Post Office is in many ways a foundational aspect of a functioning democracy. It connected the country and help to cohere and cement our fledging system of government. The Post Office has since its inception held a special place in the American Experiment. That was until Tyrant Trump came to power. The Orange Menace has now set his sights and his immense power as the President of the United States on hobbling this important American institution.

What we see transpiring before our eyes is textbook authoritarianism. Said Tyrant appoints a lackey to destroy the organization from the top. Lackey institutes a proverbial purge of top officials as well as instituting measures that dull the effectiveness of the Post Office. While opening a new campus during a pandemic might seem unusual, School in the Square had been planning to launch an elementary school for the past several years.

While the rise of COVID-19 originally gave school administrators pause, the decision ultimately was made to move forward, explained Founding Executive Director Evan Meyers.

Bring it back.Nurses and elected officials rallied in

the rain on Wednesday outside of Allen Hospital in Inwood, calling on New York-

Presbyterian (NYP) to reinstate the site’s inpatient psychiatric unit.

The unit has remained shut down since the start of the COVID-19 pandemic, nurses said, in anticipation of another wave of the virus.

Allen Hospital nurse Alana Ribowsky said the unit is now sitting vacant when it could be put to use serving community members who require treatment for mental illness.

“Right now, that unit is empty. It’s completely empty,” she said.

Pat Kane, Executive Director of the New York State Nurses Association (NYSNA), pointed out that NYP also closed the psychiatric unit at Brooklyn Methodist Hospital during

the pandemic.“We’ve got news

for Steve Corwin and everyone else on the New York Presbyterian board of directors ‒ we don’t abandon our patients, and we’re not going to let you abandon them either,” said Kane. Allen’s inpatient psychiatric beds were used for “New York’s most vulnerable population,” Ribowsky said, primarily serving low-income patients of color.

“The individuals we serve are predominantly uninsured,” she said. “Many of them are homeless or in precarious housing situations. The unit also served people who are struggling with addiction.”

Kane remarked that mental health services are not profitable for the hospital due to low reimbursement rates from insurance.

“They don’t make enough money for the hospital,” she said.

The fight to preserve inpatient psychiatric beds at Allen Hospital first began in 2017, when NYP submitted a plan to the New York State Department of Health to decertify all psychiatric beds at the hospital by summer 2018.

What do rabbits have to do with mental health? In her recent

book, The Rabbit Effect: Live Longer, Happier and Healthier with the Groundbreaking Science of Kindness, Columbia psychiatrist Dr. Kelli Harding makes the connection quite clearly. With kindness on full display, here are five highlights from a book filled with many more personal stories and wise learning.

1. The kind lab assistant. The title of Dr. Harding's book derives from an accident in Dr. Robert Nerem's lab in 1978. They were studying the relationship between a high-fat diet and heart health with the help of a group of New Zealand White rabbits. After feeding the rabbits a diet high in fat, Dr. Nerem and colleagues analyzed the number of fatty deposits in the rabbits' small blood vessels - expecting that all the rabbits would have fatty deposits that were commensurate with their high cholesterol levels. To their surprise, one group of rabbits did

not. Befuddled, they explored many alternative hypotheses. Ultimately, they determined that the group of rabbits with far healthier blood vessels was under the care of an especially kind post-doctoral student who treated the animals with love and patience when handling them. Really. The findings have been replicated. Kindness is good for our health.

2. Kindness creates community. An essential correlate of kindness is community. We increasingly recognize that community is a central factor in the social determinants of health. We know that our zip codes predict more about our health status than we might ever have imagined. Dr. Harding elegantly connects the big ideas of public health and social policy to each of us personally. We know social isolation and loneliness can be fatal. We know that strong, socially connected communities are good for our health. and we know that simple acts of kindness - greeting our neighbors, picking up our trash, demonstrating patience with an older adult crossing the street - build community. In other words, we don't have to wait for big policy shifts to create positive public health benefits for our health and mental health. We can replicate the Rabbit Effect in our everyday lives.

3. The Prisoner's Dilemma. Of course, it's simple and not so simple, and Dr. Harding

knows the complexities well from her own experiences and the personal stories of the many people she has cared for in the psychiatric emergency room at New York-Presbyterian Hospital. This is where the Prisoner's Dilemma is illustrative. In this classic psychology paradigm, two individuals from a gang become prisoners. They are not allowed to communicate with each other. About 90 students have enrolled in the kindergarten, Meyers said.

“We have the ability to spread out really successfully,” he said. “We have indoor and outdoor space to use.”

All families will have the option of switching to fully remote learning on one day’s notice.

The goal is to add one grade per year at the Cooper Avenue site, eventually going up to fifth grade.

When the pandemic began in March, the middle school, which is led by Principal Carrie Amon, closed its building and switched to remote learning earlier than the

city’s public school system.The online classes had a participation

rate of over 96 percent, reported Meyers.During the pandemic, the school hosted

an array of virtual programming, including an art show, weekly parent-teacher conferences, a series of town halls focused on racial justice and a graduation ceremony for eighth graders.

“The technology is both a promise and a

peril,” remarked Meyers. “It allows you to do a lot of things but we don’t feel it’s a replacement for in-person connection and sense of community.”

The school employs a social worker for each grade. “Every week, they’re reaching out to parents, asking, ‘How are you? What do you need?’” Meyers said.

To that end, the school has hosted nine food pantry events at its Wadsworth location, each one drawing up to 200 families.

The school also helped parents complete paperwork for unemployment, rent abatement and other social services and provided diapers, toiletries and other essentials.

“What families need, we have provided,” Meyers said. “We have allocated money for the entire year for this and consider it essential to our work.”

“The stakes right now are life and death. That’s what is on the line as we fight to restore these beds for this community,” said City Council Health Committee Chair Mark Levine.

State Senator Robert Jackson said the Allen Hospital had restored all of its medical services that were paused for the pandemic except for its psychiatric unit.

"Most hospitals don’t want to have it, because they’re not receiving the money they would for other services,” he said.

“We will reach out to discuss and work together with you and our other government and community partners on that plan in the fall. Without knowing with certainty whether there may be another surge, we know we need to remain flexible with our physical spaces and resources for the near term. We

also know we must provide these important services to the residents of this community,” he wrote.

At the rally, Jackson expressed concern that there was not a more definitive timeline for restoring the unit.

“The question is, if not now, when?” he said.

“They must reopen now. They need to get their act together and move in that direction,”

Gonzalez said health care facilities are acting like “greedy corporations, behaving more like hedge funds than hospitals.”

She added NYP “has an obligation to care for its people.” But representatives of the hospital insist that its commitment to Northern Manhattan and its residents is "unwavering" and that the institution is engaged in assessing ongoing needs.

“Over the last few months, the COVID-19 pandemic has shown we must continuously evaluate our services, including preparing for the possibility of a second surge of COVID-19,” said NYP in an emailed statement. “We are undertaking a thorough evaluation of our behavioral health inpatient capacity and outpatient services so we can determine a comprehensive plan that best meets the behavioral health needs, including inpatient beds, of the Northern Manhattan community.”

But Kane called it “frustrating” to still be fighting to preserve psychiatric beds at local hospitals, “especially at this time when we know that there’s a great need for mental health services.”

“A lot of the typical ways that people get support are not available to them,” she said. “Places are shut down, group situations are not possible, so many people have lost their insurance.”

“These are New Yorkers who are often denied services, even in the best of times,” Ribowsky stated. “This is an issue of class and racial justice ‒ do not mistake it for anything else.”

During a television interview on August 17, Mayor Bill de Blasio downplayed the trash problem while suggesting that DSNY was recently preoccupied with cleanup from Tropical Storm Isaias.

“I think we have some problems for sure. I don't think anyone who keeps saying that the state of the city [is in] such a dire state, I don't see that,” de Blasio said. “We also had a particular reality in the last few weeks where a lot of attention from the Sanitation Department and Parks Department was dealing with the aftermath of the storm. “It’s been all kinds of trash – used mattresses, food, even human feces,” said Gupta, who recently joined a dozen of her neighbors in a cleanup effort of the block.

“It’s to the point where we need to do

something ourselves,” she said. She lamented that the streets were dirty

again not long after the cleanup activity. “It was disheartening,” she said.

The 125th Street BID has mobilized street teams seven days a week to help pick up litter.

“It’s hard to keep up. It just gets overwhelming,” remarked Barbara Askins, the BID’s President, who said trash receptacles on Harlem sidewalks are always filled because the city has reduced garbage collection.

“A business district needs more than one pickup per day to pick up the garbage,” she said. “We can’t live like this just because of the city’s cuts.”

“Dirty streets and lack of management by City Hall signals to people that this city will not come back,” said Stringer. “I reject that notion, but City Hall needs to wake up.”

But when trust is low and we are fearful that others are not on our side or even out to get us, kindness goes out the window, cooperation breaks down, communities collapse, mental health problems increase. Prospective data indicate that as levels of interpersonal trust decline, risk for developing mental disorder increases.

5. Kindness is not a cure-all. Dr. Harding is careful to acknowledge that kindness is not a bulletproof vest that protects us against all harm and hurt in life. Bad things still happen to good and kind people. However, all the way down to our cells and up to the larger fabric of society, kindness serves to build strength and coping and promote health. It can be

mapped in our brains and measured in our cells as much as it can be seen on the streets of our neighborhoods. Kindness promotes healthy brain development. Kindness builds social connectedness. Kindness prepares children to learn. And when adversity strikes, we have layers of resilience and networks of support that promote quality of life even in trying times.
