What is the impact?

• Reduced effectiveness of the public health function for Croydon including inability to maintain current service levels and/or disruption to business continuity resulting in risks to the public or legal action

• Budget pressures for the council• Decreased performance against public health outcomes• Decreased satisfaction from the customers of the public health

function• Loss of key staff and skills

Finance update

• Two year ring fenced budget allocation by DH announced 10 January 2013

– 2013/14 £18.3119 million

– 2014/15 £18.8246 million

• Projected commitments (pay, operating costs, contracts etc)

– 2013/14 £16.1535

• Prescribed functions:

– 1) Sexual health services - STI testing and treatment

– 2) Sexual health services – Contraception

– 3) NHS Health Check programme

– 4) Local authority role in health protection

– 5) Public health advice

– 6) National Child Measurement Programme

• Wider range of non-prescribed functions

• £99k transition funding allocated to Council by Department of Health plus £150k allocation from NHS Croydon to meet costs of transition

Finance: next steps

• Finalisation of budget book entry by 18 January 2013• Detailed financial planning – including financial modelling by 31

March 2013• Set up all budget holders by 31 March 2013• Set up suppliers by 1 March 2013• Agree short term contracts for accommodation & IT support• Provide training for PH staff in LBCs SO’s, SFI’s and Scheme of

Contracts & legal update

• Public health procurement following council processes from 1 October 2012 – e.g. stop smoking services, children’s weight management

• Council responded to 17 December draft Transfer Scheme Instructions

• Detailed due diligence on all 61 PCT PH contracts and 32 assets• External legal advice from Wragges• 50% of contracts and assets recommended for acceptance at 14

January 2013• Contracts remaining are more complex and higher value contracts

Contracts & legal: next steps

• Resolution of outstanding queries and issues relating to contracts by 14 February 2013

• Formal communication with providers from council by 25 January 2013• Finalise Transfer Scheme Instructions by 11 March 2013• Issue and sign off new contracts by 31 March 2013

IT & information governance update

• Options appraisal for accommodation & IT support April to September 2013

• Decision to accommodate PH department in Leon House pre-move to Bernard Weatherill House with IT support from South London Commissioning Support Unit

• Working on NHS Information Governance Toolkit, including agreeing relevant policy and protocols

• External consultants appointed to support application• Technical solution identified for issues with CapGemini off-shoring• PH represented on council’s IT procurement steering group

IT & information governance: next steps

• Sign off SLA with South London Commissioning Support Unit by 14 February 2013

• Completion of privacy impact assessment to enable acceptance of PH information assets by council

• Submission of NHS Information Governance Toolkit• N3 authorisation to allow access to NHS data and applications• National issue to resolve with switching on of N3 applications –

escalated to NHS London & DH

Human resources update

• Exchange of policies, protocols and procedures completed, including corporate responsibilities, HR, performance, appraisals and learning & development

• Consultation on staff transfer completed

• HR legal support for staff transfer in place

• Contact issue with NHS payroll resolved

• Communications and engagement plan being implemented including regular staff briefings, forum for meeting with staff representatives and trades unions

• Organisational development programme for staff underway

• Agreement for staff to attend corporate induction programme

Human resources: next steps

• Confirm transfer with affected staff by 25 January 2013• Complete employee transfer due diligence by 15 February 2013• Set up payroll run, including pension contributions by 31 March

2013• Agree staff transfer order by 11 March 2013• Prepare induction plans for all staff transferring by 8 February 2013• Goodbye and hello letters issued to all staff by 15 March 2013

• Monthly review of progress by PH transition project board & Step Change programme board

• Weekly call over of key elements of transition

• Shadow arrangements for management of public health functions in place from 1 January 2013
