Arjay: prior to the SONA, we’ll build information campaiangs on the performance. We’ll have a mob on the
SONA, we’ll have forums after. Then after, we’ll have the Score Card Forum.
Mikhail: yung problem sa SONA, kung ano ung highlighted parts and things that are laid out. I think maganda
after kasi we can’t foresee yung magiging laman ng SONA. in the past, selective with every president. Kung i-
structure natin ng very detailed.
Kei: why not a pre-SONA and post-SONA assessment? Before SONA, we’ll have an initial assessment so we
can pinpoint yung mga babanggitin niya. Then after.
Mikhail: pwede natin aralin yung nakaraang SONA. Meron siyang mga hinihighlight like anti-corruption,
tourism.
Raymond: so we’ll have information campaign then infographics kasama na yung scorecard. we’ll have the
SONA, tapos may post-assessment na may recommendations.

crimes sa estudyante. Key areas: Philcoa, Veterans, North Avenue
We want to have a study on the security of jeepney routes because it’s not limited to just UP. We will include
Katipunan and Aurora.
June 28, Saturday- First USC Integration to know more about the communities
Arjay: Suggestion ko ay sa jeepney drivers, CRAW ang nagfacilitate ng elections nila. May part na fun-fun,
bonding with drivers, tapos may dialogue din (elections, smoke belching concerns, etc.). Okay lang ba sa’yo na
drivers? May iba ring groups of drivers—SM North, etc.
July 14 or 19- Community Integration, no specific communities because I want STRAW to collate data on the
communities around us.
Arjay: Suggestion ko…may organized group (e.g. mga nanay, mga lesbian). So coordinate with the brgy kasi
may list sila ng contacts ng mga organized groups
July 22-July 25 Teacher Isko Program; Joint project with the SLIS SC, project on going to communities for story
telling, etc. I have yet to coordinate with Chen and SLISSC but we want to capitalize on the long break.
Spet. 7 and Nov 9- G na G for Gender Sensitivity, for communities.
Arjay: Isama sa sinet ni Jethro na community kemerut na may talk on DRMM, etc. Task mo ay ireserve yung

SPOHFI sa logistics ng medical mission. Isang buong araw kasi pag hiwa-hiwalay, hassle. So CRAW na ang in-

I also spoke to GG, Raymond, he wants to have a committee seminar on good governance so the LGUs can
participate, legal part to know their rights. We set two dates September 13 or 20

Arjay: So sa mga nagbayad for plansem, di na kailangan magbayad for shirts
May 5 UFTRS (?)- Hihingi ako ng time sa GA para ituro ang UFTRS. May 19 na ang Robert’s Rules
Committee Finance Kit- release once every committee has a (committee) finance officer. By this time, dapat may
committee finance officers na.
Arjay: So dapat gumawa na ng financial proposals na ang mga committees. For May na magsusubmit, mga
projects lang from June onwards. Pero kung may event kayo on May, deadline of budget proposal is next week.
Dapat may session tayo on approval of budgets. Isipin natin na these are funds from the students so when we do
our budgets, isipin dapat natin na wag magsayang. It’s important that as USC, we spend our money wisely.
Expansion of Orgs in Compliance
Hihiram kami ng 20 mins sa May LCC GA kung saan kukunin naming ang feedback sa mga gumagamit na ng
UFTRS. Meron tayong one hour and 30 mins on August for proper orientation so invite natin yung local council
finance officers. Kaya magcracrash sa LCC kasi dati sa Saturday sinet at konti lang pumunta. Nageeffort naman
ang councils na pumunta sa LCC GA, for maximum participation. We will also have council hopping on a more
intimate and personal level, kung may clarification sila, etc. Okay ang JPIA na makipartner dito.
Arjay: Dapat may session din sa ALC. Hindi required ang UFTRS, so papasok na ang role ng college reps, added
effort to convince your local council na i-adopt itong sistema to ensure accountability sa funds na binibigay nila.
Pola: There’s an ALC in August, September and October
Jamie: August. Si Cheryl ang in charge sa pagcontact ng compsci orgs.
Finance Check-up: Financial statement, special funds, fees. As early as now, dapat gumawa na ng team para i-
contact yung offices sa UP
Financial Literacy: Bukas ang meeting with JFA. Ipapasok na lang in one of those days sa community seminar.
Pwede tayong gumawa ng dorm tours.
Arjay: Gumawa ako ng draft calendar ng budget campaigns. May-June-July tinatrabaho ang internal UP budget.
Unang concern, contracts tungkol sa technohub, town center. Kailangan malaman natin ngayon yung contracts,
kinikita ng UP from this venture. Pagcheck ng GAA at actual budget na napupunta sa UP. Plan natin after May 1
yung pagkuha ng contacts.

white design. Kung wala nang contention by tonight, ibibigay ko na yun agad kay Walter kasi kailangan natin
siya before our May 1 pub. Magpopost si Walter for the sizes.
On Thursday magphophotoshoot na tayo at 6AM. Kailangan sa labor day rally naka-id tayo plus USC shirt. Start

Arjay: For Sec, ang immediate concern ay may mga members tayo na mawawala for months. Under the same
house rules, madrodrop from the roll ang mga mawawala kasi ang mga reason nila ay di covered ng excuses sa

Kei: Since house rules naman siya, they gave permission/ prior notice beforehand. Since special ang
circumstance this summer, siguro pwede nating bagsakan kung pwedeng bigyan ng allowance yung mga taong

Pola: We can apply yung ginawa ni Reg na may calendar kung saan ilalagay ang schedules, pero semester basis.
Jethro: Ito yung time na preparation lang ginagawa natin supposedly, baka okay lang nakapagprepare na tayo.
Pero pag regular sem, ito na yung time na kailangan umattend.

Arjay: Mawawala ka na talaga sa USC. Kailangan ng 2/3 vote para magstay sa USC.
AJ: Is this sort of a once in a lifetime kind of thing?
Kei: Ito yung point ng case to case. We have to look at the specific circumstances. Magbabakasyon ako sa
Zamboanga ng isang buwan kasi gusto ko lang, magbabakasyon ako ng Zamboanga ng isang buwan dahil
kailangan kong masamahan ang lolo kong malapit nang mamatay. Meron tayong general mandate and
responsibility to our constituents. If one person is given a once in a lifetime opportunity na siya lang yung
inallow na bigyan ng ganitong opportunity sa UK, sa Australia. Ibang kaso yun sa gusto lang niyang
magbakasyon sa UK or Australia. Madaling sabihin na hindi ka pwede ma-excuse kasi hindi yan part ng
curriculum mo pero what if you were given 2 months scholarship na offered sa’yo lang? Ibang kaso yun,
different altogether. In a grand scheme of things, hindi siya part ng curriculum mo. Pero what if it can help you
with your career, network na makakatulong sa trabaho mo. Yun yung gusto kong ilatag sa floor, na magdecide
tayo ng case to case. Sino ang maiiwan niya, kaya ba niyang magfunction kung mawawala siya, if it is possible
to give a remedy sa pagkawala niya. Ano bang mangyayari sa pagkawala niya, sa committee niya. Pwede naman
natin siyang bigyan ng condition—online. Pero what if 2 weeks di niya nagawa trabaho niya online. Doon na
tayo magdecide. That’s what we have to look for in case to case. Hindi siya one cookie cutter thing na we cut it
based on that formula. What are the remedies we can have, if at the end of the day we can say sa sarili natin na
rineject natin yun na that is the best decision we made.

Pola: Valid yung point na sinabi ni Kei but at the same time, accountable din tayo sa students. We have to keep
in mind the accountability we have to the student body.
Arjay: Kaya mahalaga yung letter na gagawin kasi ipapaliwanag yung dynamics. Ito yung plan ko to make up for

Tricia: Yung functions ko dito at sa college ko ay Sec at MMC. At this point in time, pasa-pasahan muna. Wala
pa akong specific responsibilities sa Sec. Pero yung deliverables ko naman sa MMC, kaya namang gawin online.
Yung functions ko sa college, magpapadala na lang ako ng externals officer. Sasabihin niya na lang yung
concerns ng college.
Arjay: For college reps, mahalaga na malaman ng USC ang sentiments ng local college niyo lalo na sa mga hindi
ex-officio.
Kei: We can decide as a body for another mechanism—proxy system for reps. I actually agree with Arjay na
hindi na tayo pwede magdecide ngayon. Pwedeng ngayon as a body, we also decide on certain rules we have to
take—are we gonna allow proxies, case to case look on certain situations. Siguro ano yung pwedeng suggestion,
are we open to these kinds of things.
Arjay: Yung issue sa paggawa ng guidelines regarding this, pwede maghold sa lahat except Tricia. Wala na
tayong meeting para magtalk about her case kasi sa Sabado aalis si Tricia.
Kei: Siguro we should give the floor to her now, ano yung mechanisms.
Arjay: Pero for the others, prepare a letter addressed to Reg, bakit ka mawawala, mechanism para di mapabayaan
yung committees, para may panggagalingan yung council. I just want this to be smooth, yung system natin ng

TriciaL Pupunta akong Canada on Saturday cuz on May 3, it’s my cousin’s wedding. It’s been planned since last

sa sec, since wala ako sa GA, di ako makakapagrecord, yun yung isang function na di ko magagawa. Pag dating
naman sa MMC, ang di ko magagawa ay umattend ng meetings, campaigns sa summer na wala ako. Ang
ginagawa ko for MMC ay photoshop, layout, na nagagawa naman online at pinopost sa FBG. Sa Sec naman,
taga-edit ng proceedings, minutes. Since ako yung taga gawa ng Blitz, mas madali yung Sec-MMC jobs ko.
Makakapagdeliver pa naman ako since nandoon naman ako sa bahay for the most of my stay.

Dahil ilalabas ang FA within our college, makiki partern tayo sa events ng USC, for road painting, props, events,
like yung props sa Pork Barrel rally, wings ng Pride Week. So kung kailangan niyo ng pa-tattoo, face paint,
contact niyo lang yung FA.
Yung FA, isa sa mga naunang colleges na na-establish, ginawa para iadvertise ang mga US products at ayaw na
naming yun. Gusto naming ng sining na mulat, sining na nakikibaka. Irerelate ko yung events ng local, at

Consult, Connect and Coordinate
Consult- alam talaga yung concerns ng Law students. Ang mandate kasi ng Law Rep sa constitution ay liaison
officer, hindi ex-officio though may voting power. Hindi effective na liaison officer kung di ko alam yung
concerns talaga. Projects with consultation, direct and indirect, feedback box. Yung una, para sa mas
malawakang survey, yung feedback box gives anonymity kasi maraming mga hanash ng mga tao, they’re
opinionated with a lot verbose opinions in life but a lot of the time, ayaw magkaroon ng repercussion in terms of
their academic concerns. Maeensure sa feedback box yung anonymity
Coordinate- paano macocoordinate ang ginagawa ng USC sa ginagawa ng Law. Isa sa mga main na nabring up
sa LSG plansem ay di talaga nararamdaman ang USC. Hindi issue ng LSG ang relevance because Law students
find the relevance in the LSG, but not the USC so we have to ensure that we are very very relevant. Actually
yung project ko, like yung Law Reps Bulletin, Reps report, in line naman with the MMC plans.
Freshies orientation—usually wala namang relevance sa freshies ng Law. Noong brining up ko na kung gusto
niyo ng USC help, parang ayaw nila. So brining up ko last time nab aka pwede magkaroon ng tour. I have
blocmates that don’t know how to go to SC, FA. Hindi sila marunong maglakad around UP, because half of the
students that enter Law are not from UP—Ateneo, UST, etc. So what if we make these events relevant to the
Law students.
Open up partnerships like yung project ni Carl on Bangsamoro, FOI/FYI.
Connect- CLAUSE, LAE Review, Bar Ops, Wanted Law Student (being a college of law student open up a lot of
opportunities. Mahirap magpapasok ng tao sa Law kasi intimidating, mahirap din lumabas because everyday is a
struggle. So if there’s one thing na makakapag-enganyo sa mga tao, it’s career opportunities in the future.

College of Law situationer: 2 main issues—1) Manininda issue- hindi naman sila pinapaalis. Ang mga manininda
kasi sa Law, may certail level of autonomy because the students love them. They want to be able to cook like the
other manininda, pancit canton, etc. Ang ginagawa kasi nila, cooked meal na so malamig na. Ang problema, di
sila pinapayagan ng Admin kasi may contract yung admin naming with Chikaroo, bawal magluto ang any other
concessionaire other than them. The thing is, the contract was did without proper bidding. Wasn’t open to public
bidding, due process, etc. 2) 5,000 reservation fee issue- for the past 2 years, nangongolekta yung admin ng 5000
pesos from freshmen, refundable lang pag pumasok ka na. The things is, hindi pa narerefund yung 5,000
reservation fee ng mga freshmen, yung iba nga hindi pa freshmen. Nag dialogue ang OVCSA with LSG. Sabin g
OVCSA, dapat dinaan ito sa BCO. Wala ngang memo eh. Pero, sabi rin ng OVCSA, usually pag idadaan ito sa
Chancellor, ang gagawin ng chancellor ay ibabalik ito sa college. Kakabalik lang ng dean from a trip to another
country. Sinabi niya na ibabalik natin yan at one point in time, pero kailangan ng ng formal letter na
panghahawakan. The problem is the law admin, being lawyers themselves, know how to go through a lot of
things. Magaling silang magsabi na we’re going to go through with this pero walang follow through. Kung
meron, minimal compliance lang. After the dialogue of the dean, what’s next?
Arjay: Nabring up na rin to ni JP Rotap at ang usapan, sundan lang ang LSG. Baka magblow out of proportion
kasi ito kung isama sa USC. Iba na ang Chancellor, iba na ang OVCSA so sana maka larga by May. Kahit USC
na lang sa OVCSA at chancellor
Pola: Manifestation: 3 faces ang profs—rule makers, lawyers and our professors. Precarious ang situation ng
LSG kasi sila yung nirerecognize nila as student representatives at sila pa ang vanguard ng students. So ang role
ng LSG ay mag-establish ng balance sa Law school.
Kei: The thing is, this is what we’re dealing with in the College of Law kasi di nga nila rinerecognize yung USC,
LSG lang.
Arjay: This is really about establishing na the Law admin is under them (the UP admin)
Kei: That’s why I’m eager with the legal instrument. Kung ano yung level ng pagcicircumsribe nila doon,
malaki. So important talaga yung legal instrument.
