Dr. Henryk Melcer: Developed a revolutionary method for wastewatercharacterization and wastewater treatment plant capacity analysis, whichthe Water Environment Research Foundation (WERF) has adopted as anindustry-standard approach and the City was able to leverage as part of theWest Boise Wastewater Treatment Facility (WWTF) Capacity Assessment.

Clifton Bell: Applied his expertise in nutrient modeling to help WERFdevelop the Toolbox and Guidance for Using Models to Set Site-Specific

Nutrient Goals and has guided the development of the Lower Boise RiverTotal Phosphorus Total Maximum Daily Load (TMDL).

Chris Cleveland: Currently using his expertise in utility management tofacilitate the development of level-of-service goals that align with the Citysstrategic vision for the Citys wastewater utility.

Jeff Herr: Identified the similarities between wastewater and stormwatertreatment to develop the innovative, cost-effective nutrient managementsolution the City is using at Dixie Drain.

Meghan Krishnayya: Understands the complex regulatory environments inwhich our clients operate and assists them in calming the chaos through

the implementation of systematic, disciplined tracking of their regulatoryrisks.

Project Managers ExperienceRebecca Thompson brings 18 years of professional experience innatural resources planning and management; National EnvironmentalPolicy Act (NEPA); and inventory, analysis, and reporting. She hasextensive experience providing environmental services for public landagencies (U.S. Forest Service [USFS] and Bureau of Land Management[BLM]) in Idaho and the Intermountain region as well as privatelandowners and state and city transportation. She has served as aproject manager, assistant project manager, and resource specialiston more than 30 environmental assessments (EAs) and environmental

impact statements (EISs) for renewable energy, transmission, mining,recreation, forest management, livestock grazing, development, andtransportation projects. In this capacity, she has overseen or includedreports from Phase I and II environmental site assessments (ESAs)and archaeological and historic resource inventories. Rebecca hasfacilitated interdisciplinary team meetings and has been involved in allstages of the NEPA process, including public involvement, alternativesdevelopment, document preparation and oversight, response to publiccomments, drafting of agency decision documents, and maintenance ofadministrative records.

Butte Wind Energy Facility Programmatic EagleTake Permit EA for an existing wind energy facility onprivate lands in eastern Idaho. As project managerand NEPA lead for these projects, she has workedwith state and federal agencies on environmentalissues and permitting. Prior to employment at BC,Rebecca managed development projects involvingthe City of Eagle, BLM, USFS, and private landowners,and managed environmental clearances for City ofMeridian and Nampa transportation projects.

PersonnelBCs project team provides the City with BCs best technical experts in all facets of the NEPA process,ESAs, and environmental audits. From Phase I ESAs to archaeological and historic resource investigations,BC has the expertise needed to support the City in its continued quest to be on the leading edge. Thefollowing section highlights the quali cations and industry-advancing contributions of our technical team,as well as some example projects from the past 5 years. Full resumes for each of these technical experts,plus additional support staff, are included in the Appendix. * Indicates Idaho license.

Project ApproachBCs project managementapproach is based on ourexperience successfullymanaging local on-callcontracts with the cities of

Boise, Meridian, and Nampa,as well as regional experiencewith Seattle Public Utilities andPierce County, Washington.From initial scoping throughproject completion, our projectmanagement approachemphasizes clear andfrequent communicationthat enables us to addressissues that may arise and

help ensure that we meet theCitys critical success factorsfor each project. During taskorder initiation, BC will workwith the City to develop aproject team, scope, schedule,and budget tailored to yourneeds. Our experiencedteam will identify areas ofuncertainty inherent in theproject and work with theCity to include appropriateassumptions.

As part of project scoping,BC will work with the City toidentify the best technicalexperts for each task. As apriority client for BC, the Cityhas access to BCs full suite oftechnical experts.

ADVANCING Budget and Schedule ComplianceBC implements a world-class project controls system for all projects. Thissystem, known as WorkSmart, integrates BCs technical, accounting, andhuman resources information systems through an interactive Web-basedplatform. WorkSmart is BCs one-stop shop for all project managers andteam members for scope, schedule, budget, and quality assurance/quality

control (QA/QC) management. Each project set up in WorkSmart containsa pro le linked to the critical components described and is available to anyproject team member.

Tracking and Reporting . BC will use WorkSmart to generate monthlyproject reports that provide an overview of project schedule and budgetstatus. The monthly reporting will help assess the projects scheduleprogress alongside its budget and scope performance, which will help theteam identify and mitigate potential slippage early. These reports will bediscussed with the City on a monthly basis.

Change Management . Project changes happen; managing themeffectively is the key to successful project delivery. Rebecca and her teamwill actively identify and track any project changes and assess their impact.When a change is required, BC will work closely with the City before thescope is changed or additional budget is spent.

ADVANCING Quality ControlBCs approach to quality combines management, people, and proceduresto ensure the delivery of quality products and service to our clients. Our QCactivities actually begin prior to delivery of our proposals and run throughthe planning, design, and construction phases of the project. On everyproject, BC implements our established QA/QC procedures to ensure that

all calculations, reports, and technical memoranda are reviewed by seniorprofessionals who are experts in their respective elds of engineering andscience. Our approach focuses on promoting creativity by use of the bestbrains philosophy for every task, while maintaining an uncompromisingcommitment to quality.

transportation in environmental programmanagement and project management capacities.He has prepared hundreds of NEPA CategoricalExclusion (CE) documents for Federal HighwayAdministration (FHWA)-funded projects, inaddition to dozens of EAs and several EISsunder FHWA, Federal Aviation Administration(FAA), USFS, and Bureau of Indian Affairs (BIA)actions. BC has received noti cation of no furtheraction after conducting soil and groundwaterremediation activities at a former fueling station insouthwestern Idaho. Site activities have includedUST decommissioning and removal, UST basinover-excavation, and onsite, aboveground soilvapor extraction (SVE) (biopile) treatment andoffsite disposal; site characterization using direct-push sampling equipment; and collection ofsoil vapor samples from temporary exploratoryborings. The site was evaluated using IDEQs Risk

Evaluation Manual and software, and determinedto require corrective action based on current andfuture receptors. Remediation of remaining in situ

impacted soil and groundwater onsite includesSVE and air sparging via a network of remediationwells. Downgradient impacts have been treatedwith oxygen-release compound to enhancethe natural bioremediation processes in areasthat are dif cult to access using conventionalmethods. Free product occurred periodically duringperiods of low static water level, and is collectedin specially designed free product recovery wellsand active free product skimmers. Two domesticwells are located within 50 feet of the contaminant

plume and were regularly monitored to ensurethat local residents are not exposed to detectableconcentrations of water-borne contaminants.Site progress was tracked through semiannualgroundwater monitoring until closure of the sitewas obtained from IDEQ in July 2014.

BC assisted the City of Nampa with permittingan active un-permitted, non-municipal solidwaste facility that was determined to haveelevated metals concentrations. BC designed acomprehensive investigation plan consisting of

numerous soil borings, methane monitoring wells,and groundwater monitoring wells to evaluatesubsurface conditions and extent of contamination(evaluated for hydrocarbons, chlorinatedand non-chlorinated compounds, pesticides,herbicides, and metals) if encountered. A detailedinvestigation report, which presented elevatedmetal concentrations in the soil at the site, wassubmitted to IDEQ for review and approval. Dueto the presence of elevated metal concentrations,remedial efforts were necessary to eliminate

the risk for contamination. BC determined thatthe most practical and cost-effective method forremediation was placing an impermeable materialacross the contaminated area, which allowed forrisking away the contamination concern.

This work includes design and installation of groundwatermonitoring wells using hollow-stem auger, mud rotary, air rotary, reverse airrotary, driven casing, downhole hammer, and direct-push drilling methodsfrom as shallow as a few feet to 1,000 feet deep. ADVANCING Budget and Schedule ComplianceBC implements a world-class project controls system for all projects. Thissystem, known as WorkSmart, integrates BCs technical, accounting,and human resources information systems through an interactiveWeb-based platform. WorkSmart is BCs one-stop shop for all projectmanagers and team members for scope, schedule, budget, and QA/QC

management. Each project set up in WorkSmart contains a pro le linkedto the critical components described and is available to any projectteam member.

Tracking and Reporting . BC will use WorkSmart to generate monthlyproject reports that provide an overview of project schedule and budgetstatus. The monthly reporting will help assess the projects scheduleprogress alongside its budget and scope performance, which will helpthe team identify and mitigate potential slippage early. These reports willbe discussed with the City on a monthly basis.

Change Management . Project changes happen; managing themeffectively is the key to successful project delivery. Jeff and his team willactively identify and track any project changes and assess their impact.When a change is required, BC will work closely with the City before thescope is changed or additional budget is spent.

BC has conducted subsurface investigationsat more than 75 sites in Idaho as part ofour contract with PSTF. These investigationsare the results of observed or suspectedreleases from USTs. Subsurface investigationshave included sample collection with direct-push technology; soil gas surveys; andinstallation of soil borings and placementof monitoring wells with hollow-stem auger,air rotary, or sonic drilling equipment for thepurpose of site characterization of soil and

groundwater impacts. BC has developedover 50 hydrogeologic conceptual modelsfor petroleum-impacted sites in Idaho tosupport the Risk Evaluation process on sitessince August 1996. These models are basedon site-speci c groundwater investigations,nding and review of area-wide driller logs,and compilation of hydrogeologic sources(e.g., USGS and IDWR reports). The modelsare then used to predict contaminant fateand transport and also to evaluate the risk to

human receptors. Remedial and correctiveaction activities have been performed onover 40 of these locations with technologiesranging from excavation and disposal to soilvapor extraction/air sparging to chemicaloxidation. Project activities have been turnkey,running from initial rapid-response activitiesto obtaining no further action status anddecommissioning of onsite remedial systems.

The City of Nampa purchased an abandoned gravel

pit for use as a leaf and street sweepings disposalarea. In 2010, the City wanted to further expand itsdisposal area within the abandoned pit and identi eda former police shooting range within the expansionarea along with information indicating that the sitehad been used since the 1960s for unsupervisedpublic solid waste disposal. The City contracted withBC to assist with obtaining regulatory approval forclosing the police shooting range and permittingthe facility for construction and demolition wastedisposal. BC advised the City on entering into a VCO

with IDEQ, which allows for investigation and cleanupof the property without potential penalties to the Cityfor ownership of an unpermitted disposal facility andabandoned shooting range (potential hazardous wastesite). Following execution of the VCO, BC designeda comprehensive investigation plan consisting ofnumerous soil borings, methane monitoring wells, andgroundwater monitoring wells to evaluate subsurfaceconditions and extent of contamination if encountered.A detailed investigation report, which presentedelevated metal concentrations in the soil at the site,

was submitted to IDEQ for review and approval. Dueto the presence of elevated metal concentrations,remedial efforts were necessary to eliminate therisk for contamination. BC determined that the mostpractical and cost-effective method for remediationwas placing an impermeable material across thecontaminated area, which allowed for risking awaythe contamination concern. BC also prepared andimplemented a groundwater monitoring plan forassessing groundwater conditions following capping

BC has worked with the City of Nampa in developinga program to evaluate land application/in ltration formanagement of the Citys wastewater ef uent. BCconducted a GIS program designed to evaluate areaswith geology conducive to water in ltration. Based onthis effort, multiple areas were identi ed for drilling andtesting. The drilling and sampling work plan consisted ofmultiple test holes for evaluating subsurface geology andhydrogeology. A hydrological site conceptualization modelwas developed for each area using the available existing

data combined with the site-speci c data. Based on datacollected, a groundwater ow model was developed inMODFLOW as a screening tool to compare and contrastthe prospective sites on their suitability for in ltrating18 million gallons per day (mgd) of ef uent. As part ofthe site evaluation, analytical tools were used to assessthe potential impacts the in ltrated water would haveon the water quality of the potentially impacted aquifer.The analysis conducted provided the data required toassess potential impacts to the groundwater table andchanges in water quality that the in ltration project

would have on the surrounding area. The methodologydeveloped provided a systematic way of assessing thepotential in ltration sites by providing the City with thenecessary information to make an informed decisionconcerning a large capital improvement project.

BC was selected to manage and provideoversight on the drilling, construction,development, sampling, and testing ofa monitoring well network at two sites insoutheastern Idaho in support of the EISfor the NEPA process. A combined totalof 38 wells were completed at the sites.

Responsibilities included drilling oversight;health and safety management; installationof downhole monitoring equipment;equipment maintenance, repair, andreplacement; database maintenance;surveying; reports and technicalmemoranda; single-well hydrologic testing;and communicating with state and federalagencies.
