A significant level of community engagement was undertaken with public housing residents through the launch of Council's Social Justice Charter which was held on 10 December 2011. Feedback from this experience will be used to inform Council planning in developing effective opportunities for engaging with public housing estate residents around Council activities.

Develop a Rooming House Accord Consultations with stakeholders on the possible design and scope of a Rooming House Accord have commenced. This has included consultation with other local governments (to see what practices they have adopted), local rooming house operators and the Police. Findings from consultations will be reviewed to determine an approach to developing a local Rooming House Accord.

Ensure community engagement through Community Reference Groups

Council continues to support the work of Port Phillip Citizens for Reconciliation. The organisation was involved in the consultation on the draft Reconciliation Action Plan, including presenting and giving feedback at the community forum on 22 February.

Six Council conversation tents were held across the City through February and March 2012. Locations included Elwood Primary School, Bay St Port Melbourne, South Melbourne Market, Gasworks Market, Veg Out market and Carlisle Street. Open Space and Trees were common topics of conversation as well as feedback on Council's draft Port Melbourne Urban Design Framework.

Develop Council Plan targets that are measurable and meaningful to the community to serve as a gauge of council's/local government performance

On Track Regularly report and provide analysis on strategic indicators in the Council Plan

Seven new indicators plus the carry over of 15 indicators from Year 2 provide a more comprehensive assessment of the success of the objectives of the Council Plan. The Council Plan strategic indicators are included as part of the Quarterly Report which is available online and upon request. Analysis of results and trends continue to be provided in this public report.

The primary purpose of the upgrade is to facilitate mandatory reporting of registered food premises data to the State Department of Health (DoH). Significant progress has been achieved in March and it is anticipated that the project will be completed in quarter four.

Develop venue hire and catering policies A new internal catering policy and supporting documents for a public tender for approved caterers have been completed. Implementation will commence once executive approval is obtained.

Implement an online Large File Transfer System allowing staff and the community to send and receive large electronic files

This project has been resubmitted into the Year 2 project list for the IT strategy and is pending prioritisation by EMT for inclusion in the 2012/13 project list.

Council worked with local community organisations to develop a communications strategy to encourage residents to complete the Census. A particular focus was given to residents living in public housing estates and rooming houses.

Review the Domestic Animal Management Plan Delays have occurred as a result of Council needing to wait for final instructions from Department of Primary Industries (DPI) regarding their requirements for the formatting and content of Council's Domestic Animal Management Plan (DAMP).

Process Mapping of Statutory Planning process - as per recommendations of the Statutory Planning Review

This will be completed by the end of April 2012.

Review and improve the Community Amenity Local Law No 3

Council is working with the LGPro Best Practice Local Law group to ensure the local law review is conducted as per best practice. Preliminary legal advice has been received and the project is tracking as planned.

Review and streamline the flow of community and councillor requests into the organisation and develop internal service standards

A customised application was developed to facilitate the tracking and reporting of councillor service requests. While this has received general acceptance in principle, usability by the councillors has been reduced by its slowness. There is a trade-off between real-time data access and speed. At Council's request, static report formats are now being considered that can be distributed regularly.

Review street & beach cleaning service model Street cleaning review completed. Operational changes are being implemented and a briefing is being developed.

Strengthen our commitment to service excellence On Track Develop and implement the Service Excellence project A series of staff workshops are being rolled out in April and May, initially with 20 teams that deliver clearly defined services to the community or internally. The purpose of the workshops is to introduce staff to a set of service principles for the organisation, develop agreed service standards that support the principles and commit to ongoing action regarding service delivery and process improvement.

New business cards have been developed to inform the community about the Children's Services Wait List. The cards are pocket sized and increase usability. Work with internal teams has commenced to produce consistent brochures and information for the public.

Ensure improved communications for access to Non English speaking, hearing and sight impaired members of the community

On Track Improve the accessibility of communications through the production of large print formats and the availability of translations

An organisational style guide has been developed and launched to staff on 26 March 2012. The guide sets standards across the organisation in regards to accessibility.

The building condition audit data has been received. Some additional buildings identified as requiring further audits. These buildings are currently being audited and the data will be received by end of May.

Implement the building renewal program The building renewal program work has been completed at the majority of the ten sites. Some of this work has been completed for less than the cost estimates, therefore additional renewal work have been identified from building condition audits and implemented.

Undertake Disability Discrimination Act compliance retrofit for Council buildings

Design for access improvements has been completed at Elwood Angling Club and architects are continuing to develop designs for access improvements at four other sites, including Port Melbourne Bowling Club, St Kilda Beach Ramp, Sandridge Lifesaving Club and 222 Bank Street South Melbourne. The scope and brief are being finalised for accessible signage improvements at the St Kilda Town Hall.

A fire safety expert has been appointed and is currently auditing Council buildings. The audit report will be provided in May.

Upgrade electronic building security facilities The software for the management and allocation of keys at the St Kilda Library and South Melbourne Depot has been installed and is currently being tested. The system will be fully operational April.

Maintain new assets including the St Kilda promenade deck and the Elwood Beach/car park.

Maintenance is being actively addressed.

Upgrade the Port Melbourne Town Hall The work has been completed and events run in the Port Melbourne Town Hall since February. The project was delivered under budget and a proposal has been put to the project team to expend the remaining funds on additional work to improve the kitchen area.

Upgrade the Graham Street Depot Works to prepare Graham Street depot for new parks service provider are on schedule.

Key milestone was achieved with the Disaster Recovery site going operational at the end of March. Currently working on the documentation.

Implement the password project Implementation of password policy where active expiration is now occurring and provided a self service ability for users.

The review has been completed and was provided to Council at a Councillor briefing in February. The action plan is now being implemented.

Council owned buildings The building condition audit data has been submitted. Some additional buildings have been identified as requiring further audits to provide a comprehensive set of building data. These buildings are currently being audited and the data will be submitted by end of May 2012.

Undertake Environmental Building Retrofits Contractors have been engaged to implement electrical, insulation and hot water system environmental retrofits in buildings. Quotations are being sought for remaining retrofit works.

Increase the purchase of GreenPower for Council's buildings

On Track Purchase GreenPower for Council buildings Council has a contract with Australia CO2 Exchange Pty Ltd (trading as Ark Climate) for 25% of Council's energy consumption (based on 2009/10 levels). Renewal Energy Certificates (REC's) will be purchased in the next quarter at the best market price. New contract to be established for 2012/13 and beyond.

On Track Deliver Challenge to Change community program The Challenge To Change program is currently in recruitment phase, with 20 households and businesses signed up so far. Three training sessions are scheduled with an additional session as a backup for overflow. Through basic training in no-cost energy reducing behaviour at home or at work, the program will facilitate an average decrease in weekly greenhouse gas emissions of between 10-25%. These results will be achieved through one week of energy saving actions. Participants will come together at an event in June to celebrate both individual achievements and the achievements of the group.

Support the implementation of the Greenhouse Plan In the third quarter the following activities were undertaken to support the implementation of the Greenhouse Plan: - Completion of Solar City project with resulting data uploaded to Council's GIS. - Ongoing delivery of Windy City project with site selections completed. - Numerous actions in sustainable public lighting including advocacy on energy efficiency, response to State Govt. Green Light Plan funding program, and negotiations with energy distributor on the topic of P5 bulk change over. - Preparatory works to support planned 2012/13 building retrofits.

Deliver Sustainability Fund Partnerships 1 - Energy Efficient Down lights

The final outcomes of the Energy Efficient Downlight Trial program have been promoted through the Community Environment Ehub. Communication of the report's findings has occurred through a media release in 2012. This completes the project objectives.

Deliver Sustainability Fund 2 - Hi-RES project (Higher-density Residential Efficiency Solutions)

Recent contributions to the Hi-RES project include: - Recruitment of apartment owners for in-depth interviews, to develop an online survey to gather quantitative data about the information needs of Owners Corporations (OCs) regarding sustainability. Outcomes from the survey will further support the form and content of an online tool-kit for OCs; - Development of the 'Good Practice Guide for Multi-unit Residential Facility Management'; and - Promoting an EOI to help develop and/or test solution tools that support the aims of Hi-RES.

Deliver "EnviroEvents" community program 2011/12 Three EnviroEvents were held in the third quarter attracting 136 community members. These included an event on sustainable living held at St Kilda Library and the following 2 events held as part of the Sustainable Living Festival: - An event showcasing sustainable living options for seniors - An event presenting changed and sustainable behaviours following the crises in Japan, presented by our Obu staff exchangee. The international benchmark survey: Making Walking Count, has been localised to Port Phillip with the survey to commence in late April 2012.

City of Port Phillip hosted the third project meeting of the Early Years Sustainability Accord Steering Committee in February 2012, at St Kilda and Balaclava Kindergarten. Staff from Family and Childrens Services, Sustainability and the kindergarten showcased our work towards the project, i.e. the Council's Children's Plan, and the Low Carbon Early Childhood Services project. On Track Deliver the Community Group Training program A community training needs assessment survey was developed and distributed in December 2011/January 2012 to ascertain training needs across the community sector. The results have been analysed and a program for the 2012 Community Training Calendar has been developed to match these needs. The program will be published and distributed in quarter three.

Manage of Port Phillip Gives Website A number of changes are now under way to the Port Phillip Gives site to improve Council's service to the community. These include a new design for the front page including three new buttons outlining information and successful case studies of business and community partnerships.

Implement Smarty Grants Electronic Grants Management program, an online software to centralise management of Council's grant opportunities to the community

The smartygrants system has been implemented across all Council grants and subsidy programs. Relevant staff are undertaking smartygrants training to ensure competency in the program. This means that Council will be able to track trends consistently and run reports across each grants program to ensure applications meet selection criteria and all required information is provided. Most applicants (generally community members) are able to use the electronic system, and those that have difficultly receive the necessary assistance.

Lady Forster Kindergarten relocated to a temporary site in Elwood. Demolition of the Lady Forster Kindergarten building in Liardet St was completed in February 2012 in preparation for the construction of the new Centre. Council awarded the construction contract at a Special Council Meeting in February 2012 following the inability of the previous awarded Contractor to meet Council's criteria for financial security. The first phase of construction has commenced with soil remediation to be completed in the fourth quarter.

Construct the St Kilda Family & Children's Service Centre The ground level construction is near completion. The first level floor construction and installation of services has commenced. Practical completion is scheduled for October 2012.

Review of Design and Development Overlay 3 & 4 - St Kilda Road / Queens Road / Albert Road / Kings and Queens Way areas

The Review of DDO3 and 4 has progressed, including the receipt of the draft background studies for Council's consideration. Initial time frames for the project have been adjusted to allow Council to consider the recommendations of the DDO3/4 work along with other studies reviewing infrastructure capacity within this precinct. The 2011/12 Street Party Program began in November with Council approving 31 street parties which was a record compared with the 2010/11 season. This program is operated in partnership with Port Phillip Community Group and is an valuable way for residents to get to know their neighbours.

Implement the Gambling Policy On Track Responsible Gambling Policy - implement a strategic response to gambling related harms in the municipality

Council was represented at a hearing on 9 January 2012, of the Victorian Commission for Gambling Regulation. A hotel in Port Melbourne had applied for a licence to operate gaming machines. Council opposed the application. Following the hearing, the gaming commission found in Council's favour. Council also lodged a written submission in February in response to a separate application for a gaming licence at a South Melbourne venue.

Planning Scheme Amendment C88 - Prepare an updated Local Planning Policy on Gaming / undertake planning scheme implementation

The Minister for Planning has appointed an independent Panel to consider written submissions to Amendment C88 - Gaming Policy. The panel hearing is scheduled for 4 April 2012. It is expected that the Panel will release its report and recommendations to Council in the next quarter (by June 12).

Council continues to be a member of the National Local Government Drug & Alcohol Advisory Committee and works with councils from across Australia to identify trends around drug and alcohol use and to build a bank of research which will help to develop a strategic response to the issues associated with the misuse of these drugs into the future. Council has also recently become members of the National Alliance for Action on Alcohol. Council assisted in preparing several documents through Responsible Alcohol Victoria and research by VicHealth relating to alcohol licensed premises.

Implement Council's street sex work policy On Track Implement a Street Sex Work Conflict Resolution model Council have been working with organisations that work with street sex workers to promote the work they do in the wider community and to detail the methods they use in assisting women to make life choices away from street sex work. Council has information including videos available on the council website. Council is committed to continue its harm minimisation approach.
