DESCRIPTION/SUBJECT MATTER:
The current Construction Traffic Management Plan (CTMP) for demolition and excavation
stages of the development at 79-81 Berry Street, known as 1 Denison Street, North Sydney
(Development Consent MP08_0238) was approved under Delegated Authority (TDA 109/17)
Council has received an amended CTMP prepared by Mainland Civil dated 22/8/2017 for the
demolition and excavation stages. The amended CTMP proposes to use truck and dog trailers
instead of heavy rigid vehicles.
RECOMMENDATION:
1. THAT the traffic aspects of the Construction Traffic Management Plan prepared by
Mainland Civil dated 22 August 2017 for development at 1 Denison Street, North Sydney
(Development Consent MP08_0238) is approved subject to the conditions outlined in the
report.
2. THAT the conversion of eight (8) “P 5 Minute” on Little Spring Street, and one (1) “2P
Meter” parking space on Denison Street to “No Stopping” as described in this CTMP is
approved, with the same conditions pending lodgement of a Work zone application and
payment of all applicable fees.
3. THAT should it be deemed necessary to remove additional parking spaces along Little
Spring Street and Denison Street for safety reasons during ongoing construction activity at 1
Denison Street, those changes be approved under delegated authority of Council’s Traffic
Engineer, with applicable fees to be paid by the applicant.

Impact on Bicycles: Cyclist access will be maintained
Impact on Pedestrians: Pedestrian access will be maintained and managed at the construction
access points; at Little Spring Street/ Spring Street; at Denison Street/ Spring Street.
Electronic/ remote controlled pedestrian boom gates are also proposed to be installed at the
pedestrian crossing points at Denison Street/Berry Street and Little Spring Street/Berry Street.
Impact on Parking: Swept path diagrams provided by the applicant indicate that eight (8) “P
5 Minute” parking spaces on Little Spring Street, and one (1) “2P Meter” parking space on
Denison Street will require removal to enable access and egress by the truck and dog trailers
in and out of the construction site.
Council has received an amended CTMP prepared by Mainland Civil dated 22/8/2017 for the
demolition and excavation stages. The amended CTMP proposes to use truck and dog trailers
instead of heavy rigid vehicles.
The applicant has indicated that the development involves excavation of approximately 40,000
tonnes of spoil. Using single rigid trucks which each have a capacity of 5m3 of spoil, the
excavation programme is approximately 19 weeks. The applicant has indicated that truck and
dog trailers, which have a capacity of 13m3 each, will reduce the excavation programme by 7
weeks and reduce truck volumes by 5000 trucks over the duration of the excavation.
Council has been reluctant to approve the use of truck and dog trailers in the past due to the
safety concerns. Crash statistics suggest that a higher proportion of articulated trucks are
involved in crashes compared to rigid heavy trucks, both per 10,000 vehicles registered and per
vehicle kilometres travelled. Truck and dog trailers also require longer gaps in traffic to
perform turns due to the increased length of the combination (18.5 metres). Truck and dog
trailers also have a wider turning path so are more likely to overrun the kerb or footpath area.
The applicant has proposed additional pedestrian management controls to manage truck and
pedestrian conflicts along Berry Street at the intersections of Little Spring Street and Denison
Street where trucks will approach and depart from the site. Specifically, the applicant proposes
remote controlled boom gates on the footpaths either side of the laneways to prevent
pedestrians entering the path of the heavy vehicles.
Traffic controllers are also proposed at the construction vehicle site access and egress points,
and at the intersections of Little Spring Street/ Spring Street; and Denison Street/ Spring Street.
A convex mirror has been proposed at the intersections of Little Spring Street/ Spring Street
and Denison Street/ Spring Street. It should be noted that the use of convex mirrors is not
supported on the public road due to the distorted image portrayed by the mirrors and the high
potential for damage or vandalism. Therefore, it is essential that traffic controllers are
positioned at the specified locations at all times during the approved hours of work for the
development.

The applicant has identified parking zones (approximately 9 spaces) on Little Spring Street and
Denison Street which will require removal to accommodate the truck and dog trailer access,
based on the swept paths. It is noted that vehicles parked on the western side of Little Spring
Street and on the eastern side of Denison Street tend to park slightly further into the roadway
due to the hoarding around 1 Denison Street which has been erected along the kerb line, around
the site. This narrows the width of the carriageway in some locations. Therefore, additional
parking spaces could potentially require removal in the future should the parking of vehicles
pose a hazard to through traffic, including heavy vehicles, and general public who use the
parking spaces.
It is noted that the excavation of 1 Denison Street will likely coincide with the excavation of
the Victoria Cross Metro Station at 155 Miller Street, opposite 1 Denison Street, with heavy
vehicles also potentially egressing onto Denison Street. Given the cumulative impacts of these
significant developments, it is desirable that the construction durations are minimized as far as
possible. Therefore, the use of truck and dog trailers in these circumstances is supported on the
basis that appropriate traffic and pedestrian management in place to minimise risk to users of
the public road.
CONDITIONS OF APPROVAL
It is recommended that the traffic aspects of the Construction Traffic Management Plan be
approved, subject to the following conditions:
1. All works on Little Spring Street, Denison Street, Spring Street, Berry Street and any public
road are to be undertaken in accordance with AS 1742.3
2. Approval must be obtained from Council for all temporary construction vehicular
crossings.
3. If the removal of parking meters and/or in-ground sensors is deemed necessary by Council
to protect the infrastructure or for public safety, the applicant shall pay for the cost of
removal.
4. Installation of a Work Zone for 1 Denison Street is subject to the applicant paying all
appropriate Council advertised fees and charges, including the cost of the signage.
5. Installation of No Stopping Zones to enable adequate clearance for heavy vehicles is subject
to the applicant paying all appropriate Council advertised fees and charges, including the
cost of the signage.
6. Use of truck and dog trailers may only commence after parking spaces in Little Spring
Street and Denison Street identified for removal in the CTMP have been removed by
Council, including applicant paying all appropriate Council advertised fees and charges,
including the cost of the signage
7. Trucks may only enter and leave the construction site in a forwards direction, unless under
the direct supervision of two RMS accredited traffic controllers, one to direct heavy vehicle
movement in and out of the site and one to ensure no pedestrian enters the path of a heavy
vehicle.
8. Authorised traffic controllers must be provided at each intersection of Berry Street/ Little
Spring Street; Little Spring Street/Spring Street; Spring Street/ Denison Street; Denison
Street/Berry Street and at all access and egress points to the site, at all times during
approved working hours for the development.
9. No convex mirrors may be installed within the public road reserve.
10. Accesses to adjoining properties are to be maintained at all times.
11. The adjoining/ affected residents/occupiers are to be updated on a monthly basis and at key
demolition stages, particularly in relation to construction vehicle movements, and be
provided with a phone number to contact the site manager.

12. A notice shall be placed in a prominent position on the site wall or hoarding to provide
fortnightly updates and at key construction stages of progress, particularly in relation to
construction vehicle movements and traffic changes. The notice shall include a phone
number to contact the site manager.
13. The site manager is to regularly liaise with Delta Group and John Holland/ CPB/ Ghella
Joint Venture who are undertaking development works at 155-189 Miller Street (Sydney
Metro site), and Laing O’Rourke who are undertaking development works at 100 Mount
Street to minimise the combined impact of the three developments including any traffic,
pedestrian and congestion issues.
14. At no time shall Berry Street, Little Spring Street, Spring Street, Denison Street or any
other road or Council property be blocked by any vehicle or works associated with the
construction of the proposed development. Through traffic on Berry Street, Little Spring
Street, Spring Street, Denison Street and any other road is to be maintained at all times.
15. Berry Street, Little Spring Street, Spring Street, Denison Street, or any other road are not
to be used as a waiting area for trucks delivering to or awaiting pick up of materials etc.

16. Construction vehicles are not to queue on Berry Street, Little Spring Street, Spring Street,
Denison Street, or any other road.
17. Any approved Works Zone is to be used only to pick up and drop off materials and
equipment. Construction vehicles are not to wait or park in the Works Zone.
18. Materials are to be stored on-site. At no time, are materials to be stored on Berry Street,
Little Spring Street, Spring Street, Denison Street or any other road or any Council
property.
19. Mobile cranes shall be located wholly on-site or with an approved Stand Plant Permit
20. Concrete pumps shall be located wholly on-site or with an approved Stand Plant Permit.
21. All pump lines crossing Council footpaths must be ramped over to allow safe pedestrian/
wheelchair traffic at all times.
22. Pedestrian access and the diversion of pedestrians shall be carried out in accordance with
Australian Standard 1742.3 and 1742.10.
23. If pedestrians are diverted, pram ramps must be provided in accordance with Australian
Standard 1428.1.
24. If a Permit to Stand Plant or Temporary Road Closure is required, application must be made
to NSW Police, Harbourside Local Area command.
25. If a Permit to Stand Plant is required, application must be made to Council a minimum of
two weeks prior to any proposed works.
26. If a Temporary Road Closure is required, application must be made to Council a minimum
of three weeks prior to any proposed works.
27. A traffic route map and conditions are to be made available to truck drivers engaged for
this development.
28. A list of truck drivers’ names with their licences and vehicle plate numbers and conditions
are to be kept on-site by the applicant at all times, and be made available for inspection by
Council Officers, Police Officers and Council Rangers.
29. Repeated failure to comply with these conditions will result in removal of any Work Zone
under notice.
30. All Traffic Management Plans and Traffic Control Plans must be endorsed with the name
of the person preparing the plan along with their level of certified qualification and
certificate number. Only persons with current “Select/Modify Traffic Control Plans” or
“Design Audit Traffic Control Plans” tickets are qualified to develop and endorse

Please note the construction management program is a condition that forms part of the
development application for the site. Therefore, any non-compliance with these construction
management program conditions of approval constitutes a breach of the conditions of approval
for the development application.

We refer to the approved Construction Traflic Management Plan (CMTP) for the Early Works at our
1 Denison St North Sydney project,
We are requesting via our Contractor Mainland Civil, a review the issue of the use of Truck and Dog
Trailers for the bulk excavation portion of these works.
It is our view that the cunent approved CMTP's restríction on Truck and Dog Trailers will have
significant implications to the traffic volumes in accessing the site and an unnecessary prolongation
effect to all sunounding residents and businesses.
We attach the supporting TTW kafflc report and the revised CTMP. We request Council review the
matter so that we can expedite work on this important major project in North Sydney'

We refer to approved Construction Traffic Management Plan dated 1 June 2017 for use on ConstructionCertificate (No. 1 6-208053cc5).
While we confirm that we are complying fully with the requirements of this approval, we would request that theTraffic Committee re-considers its decision to refuse the use of truck and trailers on this project instead,requiring the use of the much smaller 5m3 capacity rigid trucks.
ln our opinion, and the opinion of our Traffic Management Engineers - Taylor Thomson and Whitting, we feelthat this decision is inherently more dangerous for pedestrians and disruptive for local residents andbusinesses, particularly the residents of 77 Berry Street, the Beau Monde Tower, due to the much increasedvolume in truck loads required - approximately 5,000 no. and the extended period that this operation willcontinue, which amounts to over 7 weeks of additional truck activity.
Our Traffic Management Consultant and our Traffic Control Contractors have re-visited the previouslysubmitted Construction Traffic Management Plan (dated 1 June 2017) and rnodified this to include additionaltraffic rnanagement proposals to further increase safety to pedestrians using the areas adjacent to the site. lnaddition, our proposal will reduce the significant amount of construction traffic in the area due to constructionoperations at 100 Mount Street and Victoria Cross Metro Station.
ln addition, we also wish to draw your attention to 100 Mount Street, who has approval for, and is currentlyusing trucks and trailers. Victoria Cross Station also has permission for the use of truck and trailers and areprogrammed to commence removal operations during January 2018.
Using truck and trailers, our programme for bulk excavation, excluding inclement weather, has a completiondate of April 2018. lf the Traffic Committee insist on the use of the smaller trucks, this will push the programmeto late June 2018 during which time, the junction of Denison Street and Berry Street will become verycongested between January and June.
We would urge the Traffic Committee to reconsider their previous decision and to this end, we would like theopportunity to present our case at the next Traffic Committee meeting.

1 Overview
1.1 lntroductionThe Plan shall address, but not be limited to, the following matters:

The purpose of this Traffic Management Plan (TMP) is to address the traffic managementprovisions that will be implemented to execute this plan while minimising disrupt¡on to allstakeholders. This plan will address the requirements to provide:
A Construction Management Program prepared in occordance with Section 23.2 of the North
Sydney DCP 2002 shall be submitted and approved in writing by North Sydney TrofficCommittee prior to the issue of any Construction Certificate for construction of the buildingexcluding initialworks ond demolition, excavotion, and shoring.

1.3 Legislative RequirementsThis traffic management plan complies with Australian standard 1742.3
All personnel dealing with traffic control, being either contractors or sub-contractors are tohave the following current accreditation, for the management of each item listed below:WHS&E general induction certificate (green card)RMS blue card (for traffic control, performing stop/slow control)RMS yellow card (for implementation of signage)
RMS red card (for selecting of TCP & modifications to TCP)
RMS orange card (design & inspect traffic control plan)
All staff need to be inducted on site before commencement of worksStaff must carry current accreditation on them at all times whilst on siteAppropriate PPE as outlined in the appropriate SWMS for the works.
A Construction Management Program prepared in accordance with Section 23.2 of the NorthSydney DCP 2002 shall be submitted and approved in writing by North Sydney TrafficCommittee prior to the issue of any Construction Certificate for construction of the buildingexcluding initial works and demolition, excavation and shoring. Any use of Council propertyfor construction'purposes shall require appropriate approvals prior to such workcommencing.
All traffic control work and excavation, demolition or construction activities shall be
undertaken in accordance with the approved Construction Management Plan and anyconditions attached to the approved plan. A copy of the approved Constructíon ManagementPlan, and any conditions imposed on that plan, shall be kept on the site at all times and madeavailable to any officer of Council upon request.
Notes:
(1) North Sydney Council's adopted fee for certification of compliance with this condition shall
be payable on lodgement, or in any event, prior to the issue of the relevant approval.
(2) Any use of Councíl property shall require appropriate approvals and demonstration ofliability insurances prior to such work commencing.
(3) Failure to provide complete and detailed information may result in delays. lt is
recommended that your Construction Management Plan be lodged with Council as early as
possible, as a minimum six (6) weeks' notice is required to refer items to the TrafficCommittee.(4) Dependent on the circumstances of the site, Council may request additional informationto that detailed above.

4 Existing ConditionsThere are not any existing works or events in the area that will affect plans detailed in thisÏMP.Any conditions outlined in any Council/ RMS approval must be adhered to.

Road Occupancy Approvals will be required from the RMS and / or North Sydney Council forany works impacting the footpath and/or roadway or generally impacting local trafficmovements.

5 Work ZonesWork zone applications must be assessed and approved by North Sydney Council.
5.1 Location of Proposed Hoardings¡ Demolition: Scaffolding has been installed for the protection of council property and
adjoining properties. Refer to Appendix 1, TMP-02, Attached Scaffolding drawings.o Excavation: Scaffold will be dismantled in sections and replaced with Jersey Concrete
Kerb Barriers with A-Class Hoarding.
5.2 Location of proposed Crane Standing Zone
No crane standing zones have been allocated or will be used. Crane permit applications
must be assessed and approved by North Sydney Council.
5.3 Construction Zones
¡ TMP06 - Denison Street Construction Zone approx. 25m in length. Construction zone
will occupy the kerb side lane and will require changes to the local parking scheme
and install of new'no stopping/loading zone'signs. This will be assessed and signage
install carried out by North Sydney council.
6 Loading / Unloading ZonesAll loading and unloading of vehicles and trucks will be carried out within the site boundaryand not on the roadway or at the kerbside. Vehicles are to follow the ingress / egress routesin Appendix 1.

8.1 Work Hours
Demolition and excavation works shall be restricted to within the hours of 8.00 am to 5.00pm Monday to Friday only.
Any works outside of these hours require a 'Out of Hours' permit application to be lodged and
approved by North Sydney Council.

8.2 Peak time of operationThe following times have been identified as peak times for local traffic movementsMonday to Friday: 07:30am to 09:30am & 04:30pm to 06:00pm
8.3 Access ManagementDedicated temporary construction site driveway entrances and exits will be signposted,controlled by a certified traffic controller, to safely manage pedestrians and constructionrelated vehicles in the frontage roadways and footways. Refer to Appendix 1, TMP-01.
8.3.1 Access to neighbouring properties will be maintained at all times. Neighbouringproperty occupants will be kept advised of the timeframes for completion and ofany other impacts that may affect local residents and owners. Refer to Section 11.
8.4 lmpact to Residents, Businesses, Public and WorkersThis project is not expected to have any significant impact on public transport, pedestrians
and cyclists. Existing access arrangements and services to other transport modes will be
maintained comparable to the existing situation. Continual consultation will occur duringthe project.
Adequate provision for pedestrians and cyclists will be made for current movements alongall frontages and intersecting streets.
8.5 Transport Management for Service, Delivery, and Garbage Vehicles
A Transport Management Plan for service, delivery and garbage vehicles to the site shall be
submitted and approved in writing by North Sydney Traffic Committee prior to the issue ofany Construction Certificate for construction of the building excluding initial works and
demolition, excavation, and shoring.
No impact to existing services is expected during the works
8.6 lmpacts on Public TransportNo impact is expecting on the local public transport network.
Should this change during the project, relevant Transport Authorities will be notified of theimpacts.
8.7 Parking
A nominated parking zone will be identified with in the site and implemented where practical
Due to the space restrictions within the site, this may not be feasible.
ln circumstances where site parking is unavailable workers, staff and contractors mustobserve local parking restrictions and signage. Allworkers are encouraged to use public
transport to and from work.
Changes to existing public parking restrictions are only to be approved via the North Sydney
Local Traffic Committee. The Applicant will be held responsible for any breaches of this

condition, and will incur any fines associated with enforcement by Council regulatoryofficers.
No truck pooling/parking will be permitted at any time during the project at any frontage tothe project or any other roadway within the North Sydney Local Government Area.
8.8 Emergency Services
Emergency service will not be impacted by the works. Emergency vehicles will be allowedto continue through the site at all times during the occupation.
8.9 Pedestrians
Pedestrians will be managed through or around the worksite. A signposted pedestriandetour route will be in place guiding pedestrians on the preferred route. Where a detour is
not possible or required a minimum of L.2 width of the footpath will be maintained.
8.9.1 Pedestrians and Truck MovementsAuthorised Traffic Controllers will be used, as per the approved TCP, to assist withpedestrians when Truck and dog trailers heavy vehicles are operating around the site.
Authorised Traffic Controllers will be required at access points and the corners of LittleSpring St/Spring St and Denison St/Spring St (as per the approved TCP/s) to facilitate entryand exit movements - only as required;
ln addition to these controls:o Electronic/remote controlled pedestrian boom gates will be installed on the
pedestrian crossing points at Denison St/Berry St corner and Little Spring St/Berry St
corner (each side of the crossing).o These devices will be operated by the Authorised Traffic Controller during hours of
operation where trucks are entering and exiting the site.¡ Water filled barriers to be used approx. l-Om in length to divert pedestrian access
through the designated boom gate and to assist the Authorised Traffic Controllers bypreventing pedestrian walking around the boom gate.
¡ Variable Message Boards may be installed at various locations to assist withpedestrian advance warning.

Authorised Traffic Controllers will be in attendance from the start of the works to assist localpedestrian traffic and to assist in conditioning the local pedestrians on the changes
conditions. This will be assessed on an on-going basis.

I Heavy VehiclesTypically, the most hazardous movement for construction vehicles occurs when vehicles areentering or exiting the construction site to and from the external road network. Themanagement of construction access will include the following:
o lnstallation of truck warning signs on temporary construction access road;o lnstallation of convex mirrors at the corners of Little Spring St/Spring St and Denison
St/Spring St to assist with visibilityo Authorised Traffic Controllers will be required at access points and the corners of
Little Spr¡ng St/Spring St and Denison St/Spring St (as per the approved TCP/s) tofacilitate entry and exit movements - only as required;
¡ Where practicable, heavy vehicles will avoid using local roads;
A detailed swept paths analysis may be required to ensure safe approach to and egress fromthe demolition/excavation site.
All heavy vehicles will follow the approved routes. Refer to swept paths diagrams for truckmovements. Refer to Appendix 2.

10 Abnormal and OversizelOvermass Loads
On síte equipment is required for excavation and demolition. The delivery of onsiteequipment to the site would involve the use of Oversize/Overmass Vehicles.
Specific traffic management plans will be developed for each abnormal movement and willbe submitted for assessment on a case by case basis.
10.1 NSW Oversize Overmass Load Carrying Vehicles Network
Oversize and over-mass vehicles are not allowed to travel on Local Roads (unless approvalfor a one-off occasion is obtained from North Sydney Council).
All abnormal and oversize/overmass vehicles willapproach and egress from the site on theapproved routes.

13 Communications Strategy
13.1 Worksite Communicat¡onsThere will be two-way radio communications throughout the worksite to ass¡st with trafficmanagement of vehicles travelling into, through and/or around the worksite.
t3.2 Stakeholder Works Notifications¡ Notifications will be provided to all impacted stakeholders.. Weekly meetings will be planned and conducted with the neighbouring construction
site at 100 Mount Street. These meetings will be documented on a safety meetingregister.
¡ Local community notification and consultation processes will be undertaken with allstakeholders prior to any changes to or impact on the road network. Refer toappendix 2.
13.3 EmergencyServices NotificationEmergency Services will be informed in a timely manner of relevant activities proposedwithin this TMP. Regular updates will be provided to emergency services, including changesto road network configurations, changes to road conditions and worksite access locations.
13.4 Pedestrian Communicat¡onAuthorised Traffic Controllers will be the first line of communication with the pedestrian
traffic. The Authorised Traffic Controller will use verbal communication and hand signals toinstruct pedestrians.

Heavy Vehicle Access to Site

Taylor Thomson Whitting (TfW has been engaged to provide advice on heavyvehicle access to the construction site known as 1 Denison Street, North Sydney.Council has advised that truck and dog heavy vehicles and other articulatedconstruction vehicles are not approved for use at the site.
Construction Traffic Management Plan
TTW has reviewed the Construction Traffic Management Plan (CTMP) for the site(Rev 1.5, dated 22nd August 2017), developed by Site Security and Traffic Control.We find this CTMP to be in accordance with standard engineering practice.
Turning Path Analysis
TTW completed turning path analysis for Mainland Civil (the site Early WorksContractor) which was submitted as part of the CTMP. Documentation has beenupdated and is included as an appendix to this letter, providing further details of theswept path for truck and dog heavy vehicles and the impact on street parking. Theanalysis has been undertaken in accordance with Australian Standards 452890.2Parking facilities - off-street commercial vehicle facilities. This has assumed a truckand dog heavy vehicle (overall length 18.6m) with a 600mm clearance on both sidesof the vehicle.
As illustrated in the turning path analysis, vehicle access to the site for these vehiclescan be safely achieved with implementation of minor parking restrictions directlyadjacent to the construction site entry and exit. All other parking along Little SpringStreet, Spring Street, and Denison Street is to remain as per the existing scenario.
The following temporary parking changes are required to enable safe and efficientmovement of truck and dog heavy vehicles:

Little Sprinq Street: "P5" 5-minute parking (7am-6pm Mon-Fri, 7am-4pm Sat)
o Replace P5 parking with 'No Stopping' for a length of 44 metres onthe eastern side of Little Spring Street opposite the vehicular accessdriveway to the construction site. This allows the truck and dog heavyvehicle to safely turn into the site entry without further parking orsafety impacts.
Denison Street:."2P" 2-hotJr metered parking (8:30am-12am Mon-Sat)
o Replace 2P parking with 'No Stopping' for a length of 6 metres on theeastern side of Denison Street adjacent to the vehicular egressdriveway from the construction site. This allows the truck and dogheavy vehicle to safely exit the site. The opposite side of the road inthis location is an existing'No Stopping'area.
Local Gonstruction Sites
The proposed usage of a truck and dog heavy vehicle is consistent with vehicleusage at other local construction sites in the North Sydney CBD. The approvedTraffic Management Plan for 100 Mount Street (adjacent to the subject site) providedswept path diagrams for Medium Rigid Vehicles (8.8m), Heavy Rigid Vehicles(12.5m), and truck and dog trailer combinations (18.5m). Proposed vehicle routesincluded Berry Street, Little Spring Street, Spring Street, Denison Street, and MountStreet.
The applicant of 1 Denison Street proposes to utilise these same sized largestvehicles, with operation via a number of the same streets. Where constructionactivity for 100 Mount Street travels along the highly pedestrianised areas of DenisonStreet (south of Spring Street) and Mount Street, the applicant proposes to travelonly along Denison Street (north of Spring Street) with lower pedestrian activitybefore returning to Berry Street.
We also note that development of the nearby Victoria Cross Metro Station will alsogenerate construction traffic along Denison Street. Construction periods areexpected to experience some overlap with works at 1 Denison Street. This area ofthe CBD may attract reduced pedestrian traffic volumes during the local constructionactivities.
Construction Traffic Vol umes
Usage of truck and dog heavy vehicles is expected to reduce construction trafficvolumes significantly. Based on information as provided by the builder, the capacityof a truck and dog is approximately 13 cubic metres while single unit trucks areapproximately 5 cubic metres, based on legal load limits of 33 tonnes and 12.5
tonnes respectively. Vehicles undertaking the haulage of spoil and fill material areexpected to represent a majority of total construction vehicles, and usage of smallertrucks would therefore equate to a significant number of additional truck trips.
The estimated number of trucks associated with this site is up to 50 trucks per day,assuming a truck and dog vehicle is used. Should Council require that smallervehicles be used, this would equate to up to 130 trucks per day for the equivalentusage. This additional traffic will lead to further congestion on the local road network,causing safety concerns for pedestrians and vehicles due to increased heavy vehicletraffic on the network.
Furthermore, limiting the construction to a smaller truck will add 7 weeks to theexcavation period thereby increasing the period of time that trucks will be congestingthe road network and conflicting with pedestrian movements/safety. Over the period
of the construction, this will lead to approximately an additional 5,000 truck loads dueto the reduced loading capacity per truck.

Co-ordination and Queuing
A key concern in the construction traffic management of any construction site is thecoordination of vehicles in order to avoid scheduling overlap. This overlap can leadto on-street queuing when capacity is not available within the site, causingcongestion on the local road network. This scenario would be exaggerated at thesubject site where the local roadway is a single lane only, providing limited passingopportunities for throug h traffic.
An issue arising from the use of smaller trucks is that there are additional problemsassociated with the controlling and coordinating of these vehicles. As the single unittrucks are typically owner-operated units and not managed by a fleet operator,coordination to avoid scheduling overlap shall be made more difficult. Even withcareful planning by both the builder and the individual operators, it is unlikely thatsuch a quantity of up to 130 vehicles per day will arrive precisely on time. This wouldthen result in on-street queuing and additional network congestion. These impactswould be reduced by using a lower volume of truck and dog vehicles, with a simplercoordination method.
lmpact on Existing Vehicular Access
A vehicular access point to a basement car park is located immediately opposite theingress point to the site in Little Spring Street. Noting that traffic controllers will bemanning the construction site access point, safe conditions will be provided forvehicle entering and exiting the car park.
The access driveway opposite the exit point of the construction site in Denison Streetis used for entry only and creates no vehicle conflict or safety concerns. Furthermoreit is noted that this access is believed to be redundant during a redevelopmentperiod.
Major and Minor Road Network
The site is located in close proximity to both the M1 Warringah Freeway and thePacific Highway. Any construction vehicle will be travelling along major RMS StateRoads for the significant majority of any journey. Both state roads are located lessthan 250 metres from the site, thereby reducing the need for travel on any other localroads through the North Sydney LGA.
It should also be noted that the local roads surrounding the construction site form aone-way system. Allowance for opposing vehicular movements and additionalvehicle clearances are not required on the roads and intersections in these areas.The one-way system includes Little Spring Street, Spring Street, Denison Street, andBerry Street.
Pedestrian Movements
As detailed in the CTMP, the peak pedestrian traffic around the site occurs between8am to 9am and 5pm to 6pm. Whilst noting that peak pedestrian movements willcoincide with trucks accessing the site in the morning AM peak, there will be no truckmovements associated with the site in the PM peak as the last truck expected toleave the site is estimated at 3.30pm. lt should also be noted that pedestrianmovements in and around the site have reduced as a result of the closure of theBerry Square Shopping Centre since May 2017 to accommodate the developmentSimilarly construction of 100 Mount Street and the proposed Victoria Cross MetroStation will also result in reduced pedestrian movements in this area duringconstruction of 1 Denison Street.

Conclusion
The attached swept path analysis for a truck and dog heavy vehicle demonstratesthat the vehicle can manoeuvre safely through the local road network, subject to theimplementation of minor temporary parking changes.
All manoeuvres in and out of the site will be operated by qualified traffic controllers inaccordance with RMS and local requirements, ensuring the safety of pedestriansand other vehicles. Furthermore, weekly coordination meetings will be held withrepresentatives of 100 Mount Street to discuss and coordinate traffic control.
Usage of rigid vehicles with smaller loading capacity will result in significantadditional heavy vehicle movements on the local road network. This will add tocongestion and create additional safety concerns for road users and pedestrians,with scheduling difficulties potentially creating further impacts to the network.
Overall we find that use of truck and dog heavy vehicles can be safely managed atthis site, and recommend that they be approved for use during the constructionperiod.
