One of her objectives for this year and the coming year is to be sure the Board has some clear and citable policies and procedures for the many activities we undertake. For all our activities, Susie has asked about where she and new Board members and Committee members could review procedures for these. What we found was that most things were passed down by word of mouth from one chair to another. I think we have been relatively consistent in what we have done over the years but when you expand your involvement beyond the Board itself, it realistically doesn’t scale. And even within the Board there could be drift over time. So having some procedural documents in place is going to help us significantly. In the second half of this year, we focused on the Awards Committee. Thank you to John Lipscomb and Susie for leading the activity. Not only do we have a better defined process for selection of our award winners, we also better defined what we wanted to see in the nominations. We’ll be continuing to do this with other committees in the coming year.

ATS CONNECTIONLEIGH ANN’S LETTER… (AKA THE PRESIDENT’S MESSAGE) I had such a good time at our open reception at SOT this year and I hope you did, too! I surmised as much by the din of the conversation – that didn’t quite subside during our business meeting portion of the evening (which I found a very positive sign of success, by the way). And at least a couple of the folks who attended submitted applications and are now new Fellows! We thought we’d move back to Wednesday for next year but many folks have said they liked the new night so we decided to let the Fellows decide. Please be on the lookout for the quick, one question survey of the Fellows regarding our reception at SOT next year. We are currently polling to see whether the majority prefer Monday, Tuesday or Wednesday after the President’s Reception (as was the standard event night until 2017). We’ll need that data back soon as Susie will need to reserve the date with SOT in July.

In the corporate world, summer is often a time for mid-year progress reviews. Not necessarily my favorite thing to do in the summer, but a good time to check in and see how things have been going and make adjustments as needed. Summer also happens to transition time for the ATS Board of Directors. So in my last message to you as your President I thought I would review some of the activities from the second half of this ATS year and what will be continuing into next year under Ruth Roberts’ leadership. A few quick highlights include the completion of the Climate Change Survey described later in the newsletter [link to website?], finalization of the LinkedIn group site [link], and completion of the transition to our new management company. We also hosted our first open and cash bar reception. Related to the Climate Change Survey, the Society of Toxicology Council has tasked the Occupational and Public Health Specialty Section to draft an Issue Statement on this topic. If you have a specific interest and would like to be involved with this activity please let me know so I can connect you.

Anyone who has ever worked with our Executive Director, Susie Masten, knows that she is extremely organized and efficient. ATS CONNECTION LEIGH ANN’S LETTER… (AKA THE PRESIDENT’S MESSAGE) CONTINUED

The most recent activity undertaken by the Board this year was to provide a response to the EPA proposed rule on strengthening transparency in regulatory science. This, as you might have guessed, was a difficult undertaking. The Board represents all Fellows and we know that not everyone will have the exact same opinion. We also recognized that there was the added layer – real or perceived – that any response could be considered a political position. Despite this, the Board felt strongly that some specific aspects of the proposed rule directly impacted the use of scientific data for the purposes of regulatory decision making, and as written could also prevent the ability to use critical epidemiological data in these decisions because of the important need to maintain privacy of the individuals in the study. We started with a conceptual draft that ATS Fellow Ron Hines helped to craft, and worked as a group to assure that our letter was focused on the science, with examples where appropriate. Since we initially came to a final response, the deadline was extended by EPA (from May 30 to Aug 16) and a public hearing date (July 17) was added. I encourage all of our Fellows to review the proposed rule and send your personal comments, if desired. I am aware that some of you have done so already.

Finally, I’d like to welcome Michael Aschner (incoming VP), Michael Dourson, Ofelia Olivero, and Jan Hulla to the ATS Board of Directors. You are joining a wonderful group of individuals who work hard and are committed to continuing the broader engagement of all our members and increasing the impact of ATS on our discipline. Thank you to my fellow Board members for your dedication and especially to Susie and Laurie for keeping us organized and on track. And thank you, fellow Fellows, for letting me serve you in this capacity. It has truly been an honor and a privilege, and I remain excited for the future of the Academy. I hope you all enjoy the rest of your summer!

*As an employee of EPA, Board Member Jane Ellen Simmons recused herself from the process. *As a contractor to the Biomedical Advanced Research and Development Authority, Board member Carol Sabourin recused herself from the process.

Sincerely,

Leigh Ann Burns Naas, PhD DABT ATS ERT ATS President, 2017-2018

ATS ANNUAL BUSINESS MEETING AND RECEPTION

A poll was sent out via Survey Monkey to determine what day to have the annual Business Meeting and Reception during SOT in Baltimore next year. The date will be posted on the ATS website when the poll has closed. Please note all responses must be received by July 20, 2018.

MEMBERSHIP DUES INFORMATION Please note that the Annual Membership Dues is due by September 15 of each year. You will receive a notice later in the summer for dues payment, and we ask that you remember to pay your dues promptly. Fellows who have not paid their annual dues as of December 1 will be considered delinquent. For any Fellow who remains delinquent for 30 days (January 1), the Fellow will be encouraged to pay dues in a prompt manner so that their certification and privileges are not suspended pending dues payment. If dues remain unpaid for one year (September 15 of the following year), the Fellow will be informed that their Fellowship status has been revoked. The designation of Fellow can no longer be used, including any professional media and correspondence, from that day forward. This includes, but is not limited to, business cards, letterhead, curriculum vitae, etc.

ATS CONNECTION ATS 2018 MILDRED CHRISTIAN AWARD WINNER

LINDA S. BIRNBAUM, PHD, DABT, ATS Dr. Linda S. Birnbaum, PhD, DABT, ATS, received the Mildred S. Christian Career Achievement Award from the Academy of Toxicological Sciences on March 12, 2018. In honor of Dr. Christian, this award recognizes individuals who demonstrate extraordinary scientific achievement and a lasting impact on toxicological sciences through publications, professional activities, and leadership that has enhanced the practice of toxicology.

As the first female, and the first toxicologist, to serve as the Director of both the National Institute of Environmental Health Sciences (NIEHS) and the National Toxicology Program (NTP), Dr. Birnbaum embodies the spirit of the Mildred S. Christian award. Under Dr. Birnbaum’s leadership, the NIEHS has become the world leader in toxicology research, and NIEHS science underlies regulatory decision making in the U.S. and abroad.

Dr. Birnbaum has demonstrated an unwavering commitment to focusing research on community concerns over environmental hazards and health problems. She has long been recognized nationally and internationally for her distinguished achievements in scholarly research. Her numerous scientific papers, book chapters, and reports have been cited by scientists, government officials, and community environmental activists, her leadership that has inspired toxicologists and women scientists throughout the world.

2019 MILDRED CHRISTIAN AWARD DEADLINE AND NOMINATION CHANGES ATS established the Mildred S. Christian Career Achievement Award to honor the memory of Dr. Christian, known to many as “Millie.” The ATS award is conferred to an ATS Fellow who has clearly demonstrated a lasting impact on toxicological sciences. The criteria for the award include, but are not limited to, the following:

1. The awardee must be an ATS Fellow in good standing as either a full ATS Fellow or ATS Emeritus. A Fellow that is a current member of the Board of Directors of ATS is not eligible to receive the award.

2. The awardee must have demonstrated extraordinary scientific achievement through publications, professional activities, and/or leadership that have enhanced the practice of toxicology as judged by the Board of Directors.

The ATS Board of Directors is requesting nominations from the ATS Fellows for the 2019 Mildred S. Christian Award. Nominations remain active for two years.

2019 Changes

All nominations for the 2019 award must be submitted on the official ATS Mildred Christian Award Nomination form, available on the ATS website. While the candidate’s CV must accompany the nomination form, the nominator must also describe on the form how they believe their candidate meets the criteria for the award. Only one secondary letter per candidate is requested. If more are submitted in addition to the one listed on the nomination form, the Awards Committee will consider these at their discretion. Note that nominations submitted in 2018 do not need to be resubmitted using the new form.

If you believe an ATS Fellow meets the criteria for this award, we request that you submit the nomination form along with the nominee’s biographical information (complete CV if possible) to Susie Masten for the Board’s consideration. The deadline for receipt of nominations and secondary letters for the 2019 award is November 1, 2018. For full information about the award, a list of past winners and the nomination form, please visit the ATS website at: https://acadtoxsci.org/mildred-christian-award

The National Academies’ Committee on Science, Technology, Law Policy and Global Affairs produced the Reference Manual on Scientific Evidence: Third Edition in 2011.1 The authors included members from both the Federal Judicial Center and the National Academies.2,3 Relevant to Fellows of the Academy of Toxicological Sciences is information contained in the chapter titled, “Reference Guide on Toxicology”. Therein, the authors provide advice to members of the judiciary on the qualifications to be considered when identifying who is an expert in the field of toxicology. Cited as expert qualifications are education and research experience relevant to the specific toxicological topics that are at issue in the legal proceeding under consideration. Cited as more general qualifications are professional certifications and affiliations, i.e., “…Has the Proposed Expert Been Certified by the American Board of Toxicology, Inc., or Does He or She Belong to a Professional Organization, Such as the Academy of Toxicological Sciences or the Society of Toxicology?”4 In these contexts, being a Fellow of the Academy of Toxicological Sciences serves the public’s interest by helping to ensure scientific integrity. I encourage you to review the chapter titled, “Reference Guide on Toxicology” and disseminate the information it provides.

ATS CONNECTION 2018 ANNUAL BUSINESS MEETING AND RECEPTION

The 2018 Annual Business Meeting and Reception was a great success! Held at the Grand Hyatt in San Antonio, the format was different than in past years. There was no charge to attend and all attendees were provided with a free drink ticket. Feedback received regarding the changes was all positive. A drawing was held for a one-of-its-kind ATS bag which was won by new Fellow Nancy Claude. The highlight of the evening was the presentation of the 2018 ATS Mildred Christian Achievement Award to Linda Birnbaum. ATS President Leigh Ann Burns Naas welcomed new Fellows and gave an update on ATS activities over the past year. Plaques were presented to Lorrene Buckley, Paul Foster, Don Fox and Jane Ellen Simmons thanking them for their service on the Board. Kyle Kolaja was thanked for his service in absentia. Incoming President Ruth Roberts presented Leigh Ann with the traditional gavel plaque.
