SOLANO COUNTY BOARD OF EDUCATION MINUTES Regular Meeting August 10, 2016 The Solano County Board of Education met in regular session on Wednesday, August 10, 2016, at the Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California. I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG Board President Dana Dean called the meeting to order at 6:01 PM. Trustee Ray Silva led those present in the Pledge of Allegiance. II. The Solano County Board of Education met in regular session on Wednesday, August 10, 2016, at the Solano County Office of Education (SCOE), 5100 Business Center Drive in Fairfield, California.

I. CALL TO ORDER AND PLEDGE OF ALLEGIANCE TO THE FLAG

Board President Dana Dean called the meeting to order at 6:01 PM. Trustee Ray Silva led those present in the Pledge of Allegiance.

III. APPROVAL AND ADOPTION OF AGENDA

Motion was made by Trustee Coleman, seconded by Trustee Bates, and carried by a unanimous vote of those present to approve and adopt the agenda as presented. IV. READING OF CLOSED SESSION AGENDA ITEMS

(a) Conference with Real Property Negotiators (Government Code section 54956.8)

Trustee Dean stated that the Board would conference with SCOE’s negotiating parties, Mr. Speck; Associate Superintendent of Administrative Services and Operations, Tommy Welch; and Lisa Allred, attorney with Atkinson, Andelson, Loya, Ruud & Romo, regarding the price and terms of the property located at 4522 Abernathy Road, Fairfield, CA.

V. PUBLIC COMMENT ON CLOSED SESSION AGENDA ITEMS

There was no public comment on the Closed Session item. VI. RECESS AND RECONVENE IN CLOSED SESSION

The Board adjourned to closed session at 6:05 PM. VII. RECONVENE IN OPEN SESSION

The Board reconvened the meeting at 6:38 PM.

(b) Report of Action Taken in Closed Session (if applicable)

Trustee Dean reported that the Board gave direction to SCOE’s negotiators regarding the next steps. VIII. CONSENT ITEMS

Motion was made by Trustee Ford, seconded by Trustee Cheek, and carried by a unanimous roll call vote of those present to approve the following items.

(a) Minutes of the regular meetings held February 10 and February 29, 2016, and the regular and special meetings held March 9, 2016.

(b) Resolution No. B16-17-01 regarding compensation for Trustee Silva for his absence from the June 8, 2016, Regular Board Meeting (Attachment A)

(c) Gifts and Donations (Attachment B) IX. AGENDA ITEMS REMOVED FROM CONSENT ITEMS

There were no items removed from Consent.

X. CORRESPONDENCE

Mr. Speck shared two items of correspondence: (1) a letter from the Accrediting Commission for Schools notifying SCOE that its Juvenile Community School program has been granted a three-year Western Association of Schools and Colleges (WASC) accreditation; and (2) Rick Vaccaro, Director of Alternative Education, submitted his resignation. XI. SUPERINTENDENT’S REPORT

(a) Quarterly Report on Williams Uniform Complaints

As part of the Williams Uniform Complaint Procedures, school districts and SCOE are each required to report quarterly summary data regarding the nature and resolution of all complaints. Mrs. Estrella-Henderson reported that no complaints were filed during the period of April 1-June 30, 2016, for the following three SCOE programs: Juvenile Court and Community School (JCCS), Division of Unaccompanied Children Services (DUCS), and Juvenile Detention Facility (JDF). (Attachment C)

(b) Local Control and Accountability Plan (LCAP) Update

Nicola Parr, Director of Student and Program Support, showed, and distributed copies of, a PowerPoint on SCOE’s LCAP process and formative progress thus far. She shared that the California Department of Education had given us positive feedback on our Plan saying that it was effectively written, involved thorough stakeholder engagement, and the infographic benefits the community’s understanding of our Plan.

Mrs. Parr reviewed SCOE’s LCAP development timeline to ensure timely completion of this year’s Plan. Monthly updates to the Board will continue. Stakeholder meetings begin in September, and a draft will be prepared by March.

Members of the Board recommended increasing engagement of the business community, chambers of commerce, and employers. Mrs. Estrella-Henderson said that suggestion would be explored and reported at next month’s Board meeting. Mr. Speck added that the existing Work-Ready Certificate program resulted from input by chamber partners and local school districts.

(c) Human Resources Report

Tracy Robinson, Assistant Superintendent of Human Resources and Educator Effectiveness, reported that recent hires included two occupational therapists, four special education teachers, one teacher for the Deaf and Hard-of-Hearing program, two teachers for the Juvenile Court and Community School program, a behavioral specialist, and about a dozen paraeducators. There are still vacancies for three special education teachers, an accounting technician, and a few other positions.

(d) State and Federal Legislative Update

Mr. Speck provided an update on recent state and federal legislative activity and distributed information about all the statewide initiatives slated to be on the November ballot including Proposition 51 – a statewide school facilities bond and Proposition 58 – the California Multilingual Education Act.

On the local level, Dixon is the only district to have a school bond on the ballot and is hopeful since other school bonds recently passed.

Last week, the Solano County Board of Supervisors announced two countywide ballot measures to be used for education, healthcare, and safety for children in our county. Measure A would increase local sales tax by one-quarter of a cent, and Measure B is the advisory on how to spend the funds. Each measure needs 55% of the vote to pass. Trustee Dean asked that resolutions of support be placed on the September Board meeting agenda for action, keeping in mind that there are restrictions on using public resources to support or oppose ballot measures.

(e) Temporary Certificates

Temporary certificates for credential applicants approved by the County Superintendent were noted. (Attachment D)

(f) Meetings/Special Dates

Mr. Speck reviewed upcoming meetings, events, and holiday office closures. Updated copies of the August and September Activity Calendars were distributed. These calendars contain the most current information, but he encouraged the Members to check their SCOE e-mail regularly for any time or location changes, cancellations, or new invitations.

Mr. Speck suggested that the Board postpone its annual fall Study Session due to the California County Boards of Education (CCBE) conference, the scheduled regular and special Board meetings already scheduled for September, the addition of a new Board Member in the November election, and the change of leadership when the new County Superintendent takes office in January. Trustee Dean asked that an item be added to the September agenda to choose a new date for the Study Session.

II. NEW BUSINESS

(a) County Superintendent’s Compensation

The California Constitution assigns authority to the County Board of Education for establishing the salary of the County Superintendent of Schools. Beginning in January 2017, a new County Superintendent will take office to complete the remainder of Mr. Speck’s term. The Board will discuss options for determining the compensation of that appointed individual.

There was discussion about forming an ad hoc committee to study compensation options and bring the matter back to the Board for action.

Mr. Speck mentioned that the County Superintendent’s salary has not been adjusted since the height of the recession about two years ago.

Motion was made by Trustee Coleman, seconded by Trustee Cheek, and carried by a unanimous vote of those present to retain the members of the existing ad hoc committee that is conducting the search for the new county superintendent (Trustees Dean, Coleman, and Cohen-Thompson). They will also serve on a limited term advisory ad hoc committee to conduct and analyze a salary survey and make recommendations to the entire Board at a subsequent meeting.

IV. BOARD DISCUSSION

(a) Policy Making for Education

Trustee Doug Ford asked to postpone his presentation about the Public Policy Institute of California (PPIC) for a few more months. He will plan to present the information at the next Board Study Session.

(b) Board Ad Hoc Committee Update

Trustee Dean gave an overview of the Board Ad Hoc Committee’s progress thus far toward soliciting qualified candidates to fill the upcoming vacancy in the office of Solano County Superintendent of Schools. An advertisement will be published for two weeks beginning next Monday. At the close of the submittal period, a week has been scheduled to screen applications. At the Committee’s next meeting, the Members will discuss interview questions. The Committee’s goal is to hold interviews in October. Another report will be given during September’s meeting.

(c) Board Member Activity Reports

Some of the Board members gave a brief report on their recent education-related activities.

Trustee Cohen-Thompson attended the Vallejo Master Plan final draft meeting and a Vallejo City Unified School District (VCUSD) governing board meeting where this year’s new teachers were introduced.

Trustee Bates attended an author’s luncheon at Peña Adobe Middle School in Vacaville and toured the museum.

Trustee Coleman plans to attend next week’s reopenings of the Dover and Mary Bird schools.

Trustee Cheek attended the California School Boards Association (CSBA) Leadership Institute and the groundbreaking for the new biotechnology facility at Solano Community College’s (SCC) Vacaville campus. Next week, she plans to attend another SCC groundbreaking event at SCC’s Vallejo campus.

Trustee Dean also attended the CSBA Leadership Institute and the Solano Economic Development Corporation (EDC) breakfast honoring Lois Wolk. Since the education community was not asked to participate as one of the 10 speakers, she would like to conduct a separate presentation for the departing State Senator at either the October or November Regular Board Meeting and include the local district board members. She attended a CCBE Legislative Committee meeting and continues with the CSBA Masters in Governance program. Next week, she plans to attend the Mary Bird Early Childhood Education Center Grand Opening.

(d) Board Member Requests

In accordance with Board Policy 9250, Board members may request to represent the Board in an education-related activity and specify the desired level of support necessary for the activity with actual and necessary expenses incurred while discharging these official duties to be paid from the County School Service Fund as permitted by law and SCOE’s travel policies.

(1) Board Member Attendance at Workshop

Trustee Dean attended Sessions 1-2 of the CSBA Masters in Governance (MIG) program during 2015-16, and she would like to continue the series by attending Sessions 3-4 on September 30-October 1, 2016, in Anaheim, CA. Expenses would total approximately $1,008.

Motion was made by Trustee Ford, seconded by Trustee Cheek, and carried by a vote of those present to approve Trustee Dean’s attendance at Sessions 3-4 of the CSBA MIG program. (Trustee Dean abstained.)

(e) Suggestions on Future Board Agenda Items

(1) Board members may suggest future topics to be coordinated by the County Superintendent and presented by SCOE staff or external presenters.

(i) Trustee Cohen-Thompson reported on a request to present, at the Board’s Regular Meeting in September, a Joint State Legislative Resolution from Assemblymembers Bill Dodd (District 4) and Susan Bonilla (District 14) recognizing the accomplishments of a longtime educator of Vallejo City Unified School District (VCUSD) who recently retired.

Trustee Cohen-Thompson asked the Board to consider allotting time on next month’s regular meeting agenda to honor Gregory Allison, the recently retired Principal of Glen Cove Elementary School for his many years of service to education. He has been instrumental in community work and an exceptional principal. It is good to recognize outstanding educators. Mr. Speck added that the Board would be providing the forum, but the resolution would not be the Board’s, but rather from the Legislators. The members agreed to allow the request.

(2) The Board may identify current topics of particular interest and, by consensus,

choose one of its members to lead a brief discussion at a future meeting.

Trustee Ford would like to give a presentation on the PPIC at a future meeting.

RESOLUTION TO EXCUSE BOARD MEMBER ABSENCE RAY SILVA – REGULAR BOARD MEETING OF JUNE 8, 2016

WHEREAS, the Solano County Board of Education has adopted Board Policy 9250 providing for the remuneration, reimbursement, and other benefits for Board members; and

WHEREAS, California Education Code (EC) section 1090, and Board Policy 9250, gives the Board authority, by resolution duly adopted and included within its minutes, to pay a Board member for a missed meeting when the reason for the absence meets the terms stated in §1090(d).

NOW, THEREFORE, BE IT RESOLVED, that the Solano County Board of Education affirms that TRUSTEE RAY SILVA (AREA 2) was absent from the REGULAR Board Meeting on WEDNESDAY, JUNE 8, 2016 for the following reason:

At the time of the meeting, the absent Board member was performing services elsewhere on behalf of the Board and with the Board’s prior consent.
