Shortly after the U.S. State Department ordered a new review of the Keystone XL pipeline project, and it became clear presidential approval of the proposal would not be made before the first quarter of 2013, I filed an Access to Information request with Natural Resources Canada for "briefing notes ... to the minister regarding TransCanada Corp.'s Keystone XL Pipeline expansion, specifically -- but not limited to -- U.S. STate Department and White House announcements and correspondence."
