It is to be noted that an ATCO assigned to a stream but required to maintain uxrency of ATC Rating of another stream for reasons of flexibility for operational requirement, shall not be entitled for any additional monetary benefit b yond the maximum permissible Rating Allowances of the stream in both the above cases.

II. MULTIPLE AT C RATING SYSTEM AT OTHER ENROUTE ATC CENTRES

A. The rating allowances will continue to remain the same for the airports other than four MeLTOS and A TCOs will continue to acquire all the ratings in th station of posting as per the exi ting procedures. The rating allowances applicable as in the earlier HR Circular is reproduced below:

III. ADMISSIBILITY OF RATING ALLOWANCE

A. The ATCOs who rn et the ATC rating currency requirem nt as mentioned in 111 (C) will only be eligible for the rating allowance as stated in I or II a appropriate.

B. However, ATCOs on successful completion of ab-lnitio training a t CATC will be deemed to have a quired p rofici n y in Flight Data Processing functions, hence FOPS rating allowance of Rs 1500 will be adrnis 'iblc to them from th date of initial posting to an airport or ATFM Unit.

C. ATC RATING CURRENCY REQUIREMENT

a) No ATS personnel holding Air Traffic Controller's certificate at an airport, shall exercise the privileges of his rating unl s he/ she meets con:petency, _cuxren?, language proficiency requirement and medi al standards, as applicable to him/her m accordance with the rules.

b) ATCO shall pe.rform 12 how·s of independent duty in each ATC unit in which he/she is holding the current rating within a p riod of 180 days for maintaining currency.

c) In case an ATCO who is assigned with the particular stream of ATC rating falls to comply with the currency requirement a mentioned in para IH C (b), hall not be entitled to draw Rating allowance applicable for the ATC unit at that station.

d) \ \

In the case of female ATCOs, the currency r quirement may not be applicable only during the period of degradation in Medical fitness due pregnancy till the time she returns from the maternity leave and is declared medically fit by Medical assessor for performing ATC duty. This period of exemption of currency requirement shall b restricted to 180 (one hundred eighty) days however, on their return from maternity leave and on being certified medically fit to perform ATC duties, they shall revalidate the ATC ratings as per Manual of station level training procedures and maintain currency requirement. These provisions shall be applicable for the admissible maternity leave rule of AAI.

D. RATING ALLOWANCE IN THE EVENT OF A TRANSFER

1. In the event of transf r of an A TCO to another aerodrome,

a) if the same unit is functional at that aerodrome, the rating allowance dravvn by him will cease to be paid unless he/ she acquires corresponding rating as below:

b)

i·. Tower: Within four months of assuming charge at that station. ii. Approach/ Area/ AD -C/CPDLC: Within eight months of assuming charge at that

station. iii. Surveii.Iance [Radar-ASR/RSR/MSSR, ADS-8]: Within one .year of assuming harge

at that station.

when an ATCO is posted at Civil enclave, having aerodrome control rating at any aerodrome, will be eligible for aerodrome control rating allowance [SMC+ADC+FDPS] and will continue to draw the allowance, provided he/ she acquires the Surface Movement Conh·ol rating at the Civil en lave within a period of four months of assuming charge at that tation if SMC unit al.r ady exists or until the time the SMC unit is established.

c) if the same unit is not functional at that aerodrome, 50% of the allowances dTawn by him in respect of the rating held for such time in his previous station will continue to be paid and he/she may not b required to maintain ATC currency requirement.

d) in case the officer fails to acquire the ATC rating at the new station of posting within the stipulated period as mentioned in a) i,ii,iii and b), he/ she will forfeit the rating allowance paid for the previous ratings, except the allowance for FOPS Rs.1500/ -per month will continue to b paid to him/her.

E. RATING ALLOWANCE PAYABLE TO ATCOs POSTED AT CORPORATE HQR REGIONAL HQRS. CATC AND EX-CADRE POSTS:

a) The xecutives of ATM discipline, posted at CHQ, RHQ, ATFM, R&D, CATC, on deputation to ICAO assignment and those who move on lateral movement to ex-cadre posts such Airport Directors etc., will b eligible to draw rating allowance@ 100% for the units, without the requirement to maintain currency of ratings of ATC units for which they have been drawing the rating allowance at the earlier station/ stations. However, they shall not be entitled for the tress allowanc .

F. ADMISSIBILITY OF RATING ALLOWA ETO GENERAL MANAGERS [ATMJ AND EXECUTIVE DIRECTORS [ATM]:

a) The General Managers and Ex cutive Directors of ATM discipline, posted at airports, RHQ CHQ, A TFM, R&D, CATC, on deputation to ICAO assignment and those who move on lateral movement to ex-cadre posts such Airport Directors etc., shall b paid rating allowance at the rate of 100% and 50% respectively for the ATC ratings held by them, without the requirement to maintain currency of ratings of .ATC units. However, they hall not be entitled for the stre · allowance.

G. REVIEW OF PRO [PERIODICAl RADAR DUTY}

a) The exi ting Periodical Radar Revalidation procedur sis dispens d with.

H. ADMISSIBILITY OF RATING ALLOWANCE 0 LEAVE.

a) In general if an ATCO who is posted at an airport and having current AT ratings, is on leave from duty for a continuous period exceeding 120 days, the rating allowance hall not be paid from the 121•1 day onwards till such time he/she reports for duty and maintains currency of ATC ratings a per para III C (b). However in the case of maternity leave provisions as in para Jl[ C (d) above shall b applicable accordingly the .rating

\all~wance shall not b paid from 181st day onwards till such time she revalidates ATC ratings.

b) ln the event of an ATCO being absent on account of leave without pay, no rating allowance will be paid during the period of such leave.

b) ATCOs who are performing Operational General duty in QMS, OMS, SAR, AIS, EMA, OPS, TATS, TRG, ASM, etc. shall perform a total period of ninety hours of a tive ATC duty [including the hour logged for currency] in a six month period, to draw the maximum admissible Stres allowance. The Operational General duty ATCOs who perform lesser duty hours, during the above period shall be entitled only for the pro~rata amount as stress allowance. This provision will ensure the availability of senior level expel"ienced ATCOin active ATC duty who otherwise are required to formulate the ATM

frocedures, conduct Incident investigation, proficiency check, imulator training, afety assessment, airspace analysis, Search and Rescue activities, Database & software updation in ATM Automation and attend various ATM related meetings with stakeholders.

c) In case an ATCO who is posted at an airport and having current ATC ratings, is on leave from duty for a continuous period exceeding 120 days, the stre s allowance shall not be paid from the 12151 day onwards till such time he/she reports for duty and maintains currency of ATC ratings. However th ATCO is eligible to draw stress allowance as admis ible for the active ATC duties perf rmed during tl1e period falling within the six month calendar period as mentioned in para V (b) below excluding the period of leave n t entitled for drawl of rating allowance as specified in para lli H (a).

V. GENERAL CONDITIONS

a) In the event of an ATCO being absent on account of leave without pay, no rating allowances will be paid for the-period of such leave.

b) The Stress Allowance will be calculated on the ba is of the six monthly average starting from 1st April to 30th September and 1>t 0 tober to 31st March.

c) The current practi e of payment of monthly applicable stress allowance will continue, though reconciliation/adjustment will b done based on the active ATC duty performed in a six monthly period.

d) On implementation of the proposed slab mentioned above for the preceding six monthly period, if there is reduction in the existing sh·ess allowance owing to change in traffic density, the same shall be protected for the running six montl1ly period only.

c) In order to minimize/ redu e the stres of the ATCOs the following preventive steps may be taken.-

1. Organising curses like Yoga, Meditation tc and other techniques of mental relaxation at work place.

ii. Availability of part time qualified Medical Counsellor for counseling, depending upon the number of ATCO at ea h location/ unit
