ASTON AREA This area includes the parishes of Aston on Trent,
Barrow on Trent, Elvaston, Shardlow & Great
Wilne, Weston on Trent and Swarkestone.

COMMUNITY SUMMARY The local population has grown by 8% since 2001 largely as a result of new housing development within Aston,
Weston and Shardlow. Green Belt covers much of this area, however, there still remains significant pressure for new
development around the fringes of Derby and this pressure is likely to drive future population growth. The opening
of a number of major road developments since 1997, including the A50 and A6 Derby Spur, together with a number
of large minerals developments have had an urbanising effect on the wider area.
Despite recent growth, this area retains much of its distinctive historic character. Conservation Areas are
designated in the villages of Aston, Barrow, Shardlow and Swarkestone and along the Trent & Mersey Canal.
Elvaston Castle Historic Park and Garden is located in the northern part of this area. In addition there are a total of
131 listed buildings. This equates to 18.4% of all listed buildings in the District.
This area is largely dormitory in nature and most local residents have to commute to neighbouring areas to access
employment or visit nearby supermarkets, leisure facilities, banks and other services. There are doctors surgeries in
Aston and Shardlow, although these are not supported by local pharmacies or dentists.
Residents in this area are more likely to be educated to degree level or higher (compared to most other parts of
South Derbyshire) and in turn are more likely to work in highly skilled managerial or professional jobs. Average
household incomes in this area are around £1000 per week making this one of the most affluent parts of the District.
Unsurprisingly residents are less likely to be faced with high levels of economic and social deprivation. Similarly
average life expectancy of residents living in this area is higher than the District average and residents are less likely
to be obese, smoke or binge drink compared to other communities in South Derbyshire.

Wilne, Weston on Trent and Swarkestone.

YOUR AREA
This is a largely rural area scattered with a number of
villages, the largest of which is Aston on Trent.
It is adjacent to the wards of Melbourne and Repton to
the south and Stenson to the west.
Derby City lies to the north of this area, although the
green wedges (areas of countryside protected from
development within the city) softens the transition of
countryside to urban area around Sinfin and Boulton.

Life expectancy is higher than average and residents
are more likely to have healthy lifestyles. �
There are doctors surgeries in Shardlow and Aston on
Trent. Access to health care facilities and services are
relatively limited across the rest of this area. �
Local leisure facilities include sports pitches, parks and
allotments. �

chemists and dentists located in neighbouring local
centres of Chellaston and Sinfin. �

Crime rates are relatively low in this area and are similar

Crime and safety
Vehicle crime is highlighted as a key issue in Aston,
mainly due to a notable number of incidents on the A50
Service Area near Aston. The Safer South Derbyshire
Partnership Plan seeks to reduce car crime in this area.

The number of incidents involving cars and other motor
vehicles is notably higher then elsewhere in the County.
This may reflect relatively high levels of car usage in this
area.

northern part of this area adjacent to Derby City and

The population of this area was 6,663 in June 2009. �

The population of this area has increased by around 8%
since 2001. �
The population density of this area is significantly lower
than the District average. �
� Planning permission has been granted for over 1000
new homes at Boulton Moor. This will increase the local
population by around 2,500 people.

As this area’s population continues to age, demands for
social and health care services and facilities are likely to
increase. �
There are proportionally fewer under 16s living here
compared to the District as a whole. �
11.92% of population are aged 16 - 29 which is
significantly lower than the District average of 16%
which may mean that this age group are more likely to
move away from this area in order to work, live or study.

Government statistics indicate that this areas falls
within the top 20% of least deprived locations in
England and within the top 40% of least deprived
locations in South Derbyshire.

The average price of a home in this area is 4.63 times
household income. Based on an average income of
£950 per household per week this means that the
average property in this area costs around £229,000.

There were over 100 vacant dwellings during a previous
survey in 2009. This is equivalent to 4% of all stock. ↸
About half of the vacant dwellings are classed as long-
term vacant. This includes second homes and homes
which are in receipt of council tax discount because
they are unoccupied and substantially unfurnished.

Housing requirements in this area are strongly affected
by housing needs and provision within the City.
↸ There is an identified shortage of 34 affordable homes
in this area. Of these most are required in Shardlow
and Aston both of which have an identified need for 10
homes. There is also a need for 9 homes in Weston, 5 in
Barrow and 1 in Swarkestone.

Around one-third of homes are classed as non-decent.
This is higher than most other parts of the District. Non-
decent homes tend to be older properties which suffer
from damp, are less heat efficient or have structural
problems.
There are no established permanent gypsy sites located
in this area. �

There are 3,264 people in this area that are
economically active; this is equivalent to 83% of the
working age population and is notably higher than
most other parts of the District.
Around 10% of people working in this area are self-
employed.
Residents are more likely to work as managers and senior
officials, professionals and associate professionals and
technical employees compared to elsewhere in the
District.

occupations, in sales or customer services or as process
plant and machine operatives is lower than most other
areas in South Derbyshire.

SUSTAINABLE DEVELOPMENT
In March 2010 there were 97 people who were
unemployed equating to 2.3% of the population.
Comparable figures for 2008 and 2009 were 0.9% and
1.9%.
Despite recent increases unemployment remains
significantly lower than elsewhere in South Derbyshire.
In February 2010 7.7% of people claimed job seekers,
incapacity or carers and disability benefits. This is
notably lower than the District and National average.
Weekly household income before tax is £950 per week.
This compares favourably with the East Midlands
average, which is £600 per household per week.

SUSTAINABLE DEVELOPMENT
Employment sites within the Aston area are mainly
located around Shardlow. Sites include Manor Farm
(2.37ha), Shardlow Hall, (1.23ha), Shardlow Wharf
(0.63ha) and London Road (0.19ha). There is also a
small self storage facility located at Bridge Farm, Barrow
on Trent (0.58ha).
This area is well related to large commercial areas in
Derby City and North West Leicestershire, which are
located in Alvaston, Sinfin and Castle Donington.

Transport and roads
SUSTAINABLE DEVELOPMENT
Shardlow has a twice-hourly bus service to Derby.
Aston and Weston have a once hourly service to Derby
whilst Swarkestone benefits from a once hourly bus to
Derby and Swadlincote.

There is no railway station in this area the closest being
located in Willington, Derby City or Long Eaton. ¯

It is not possible to directly access the A50 from a
number of villages in this area (Aston, Elvaston etc). �
Significant works to the A6 around Raynesway should
improve road access to the eastern side of Derby. �
There is evidence of traffic congestion along the A50 and
A6 within this area. There is also local concern about
congestion around Swarkestone Causeway which is an
ancient monument.

National Cycle Route 6 connects Derby and Melbourne via
Swarkestone Lock.

Major employment sites located in Derby City close to
this area include areas around Sinfin (Wilmore Road
including the Rolls Royce site) and Industrial sites around
Raynesway .
Typically between 20-40% of residents from this area
work within Derby City, although higher proportions are
recorded around Aston and Elvaston.
There are no dentists or pharmacies in this area.
GP surgeries are located in Shardlow and Aston. A
further site for a new GP surgery has been set aside as
part of the Boulton Moor housing development
permitted in January 2009.

Elvaston as part of the Boulton Moor housing proposal
granted permission in 2009.
Thulston, Swarkestone, Elvaston and Ambaston have
limited access to public sports and play facilities. Ø

Aston, Weston, Shardlow and Barrow have relatively
good access to sports pitches. There is significant open
space, sports pitch and allotment provision north of this
area in Derby City at sites in Boulton and Chellaston.

There are 19 non-statutory county wildlife sites located
within or partially within this area. °
There are no Sites of Special Scientific Interest (SSSIs)
located within this area although there is a SSSI located
just outside of this area in Derby City.

This area offers significant opportunity for future habitat
creation through Derbyshire Wildlife Trust’s ‘Transforming
the Trent Valley’ Project. �

Landscape
SUSTAINABLE DEVELOPMENT
This area is located in the Trent Valley Washlands
landscape character area: a largely agricultural
landscape set within broad, open river valleys with
many urban features, transport routes and areas of
localised mineral workings.

Land around Elvaston Castle, Aston and Shardlow is
located in the Nottingham–Derby Green Belt, which has
helped to preserve the open nature of this area.

The Sinfin Moor and Boulton Moor Green wedges are a
major characteristic of the areas to the immediate
north of much of the Aston ward.

� Boulton Moor functions as green wedge and covers
approximately 60 hectares of land and includes
allotments and open space.

Conservation Areas are designated in the villages of
Aston, Barrow, Shardlow and Swarkestone. The Trent
and Mersey canal, which joins the River Trent at
Shardlow, is also a Conservation Area along its entire
length in South Derbyshire.

Listed buildings are mainly located in Shardlow and
Great Wilne (48), Elvaston (26) and Swarkestone (20).
There are a total of 131 listed buildings in this area, of
which 8 are grade 1 or grade II*.

There are proposals to reopen the Derby to Sandiacre
Canal, which will connect the Trent and Mersey Canal
to the Erewash Canal near Long Eaton. ñ

Flood risk and climate change
SUSTAINABLE DEVELOPMENT
Land south of the Trent and Mersey Canal is located in
the functional floodplain for the River Trent.

Areas around Ambaston and Shardlow are located in
areas identified as being at high risk of flooding from
the River Derwent. “
There is little flood risk from rivers around the Derby City
boundary, with the edges of Boulton and Chellaston
being largely unaffected by flood risk. “
Around Sinfin (to the north of Swarkestone) there is a
significant area of low-lying land, which is at moderate
and/or high risk of flooding from Hell and Cuttle Brooks. “
An Environment Agency flood management plan
indicates that there may be a need to raise existing
banks at Shardlow and some smaller villages to protect
these communities from increasing flood risk.

indicates there may be some potential for wind energy

Barrow, Aston, Weston and Shardlow.

Cumulatively these schools are attended by 470 pupils
aged 4 – 11.
In 2008 Key Stage 2 (results of 11 year olds) indicate that
all schools except Shardlow (there is no data available
for this school) performed better than the County and
national average in Maths, English and Science.
There are surplus places at all schools in this area
except for Aston on Trent Primary, where the number of
pupils exceeds capacity.

The closest secondary schools are located in Derby
City, these include Chellaston, which is already over
capacity and Noel Baker Community School and Merrill
College which have an 18% and 24% surplus of places
respectively.
Educational attainment within this area’s population is
significantly higher than the District average.
In 2001, 29.3% of the population had no qualifications
(compared to 38% District-wide) whilst 29.9% had
higher-level qualifications, such as university degrees,
compared to 17.6% across the whole District.

Residents in this area placed great value on the need to
protect the countryside and the opportunities it offers for
leisure and recreation.
Rural nature of the area

Most residents felt that villages had a strong sense of
community spirit and general friendliness often not present
in urban areas.
There is some support for limited housing provision in Aston
to ensure that the village does not stagnate, although
some people did not wish to see any further growth.
Generally it was felt that growth should only meet local
rather than Derby City or district-wide need.

YOU TOLD US
Community facilities across this area are in need of improvement.
In particular the need for a local secondary school, larger medi-
cal surgery in Aston and part time surgery in Weston were raised.
Support for provision of additional sports facilities; youth clubs;
allotments; enhanced public transport provision and additional
walking and cycling routes were highlighted during previous
consultation events.
Residents in Weston are concerned about the demolition and
rebuilding of homes in the village and the wider impact this is
having on village character. There was some support for the
designation of a conservation area in Weston.
