Old Anglerrsquos Inn Final Update

In 2014 the owners of Old Anglerrsquos Inn filed an ap-plication with the county that requested approval from the county to build a ldquocountry innrdquo on the 7 acre property on the hillside above the existing OAI structure In the opinion of most of the immediate OAI neighbors many River Falls residents and local civic associationsmdashincluding CARF the HOA for the new section of River Falls the Woodrock Homewon-ers Assocation the Brickyard Coalition and the West Montgomery County Citizens Associationmdashthis pro-posed commercial building would not comply with the Potomac Master Plan and would not comply with ex-isting county zoning laws As a result these civic associations banded together to stop this proposed development

On October 31 2017 the Montgomery County Coun-cil adopted ZTA 17-04 clarifying that Country Inns could only be established on property that abuts land that is zoned rural None of the land that abuts the property that is owned by the owners of OAI is zoned rural

Following a formal request from the civic associa-tions on December 25 2017 the Hearing Officer for the County Office of Zoning and Administrative Hear-ings ruled that since the OAI property does not meet the location requirements for a Country Inn as estab-lished by ZTA 17-04 a County Inn would not be permitted on that property As a result of this con-clusion the Hearing Officer dismissed the application filed by OAI

We do not know what further plans the owners of OAI may have with respect to this property but at this point it would appear that future potential devel-opment would need to be residential in nature since this property is zoned residential

Reminders About Dogs

Use a Leash Always walk your dog on leash for the safety of all including your dog

Unwanted Contact Do not allow your dog to approach another person or dog without permission Some people are afraid of dogs Some dogs do not wish to be approached by other dogs Leashed dogs may feel trapped and thus stressed or likely to fight if approached by another dog

Barking If your dog is barking for more than a minute or two bring the dog indoors

Scoop Please scoop in all common areas as well as in yards If you see someone not scooping offer them a plastic bag they may have forgotten to pack one Please double bag all dog waste before placing in your trash

Use Your Own Trash Can When on a walk do not place your dogrsquos waste in another residentrsquos trash

Grass and Shrubs Donrsquot allow your dog to soil a neighborrsquos lawn or shrubs

River Falls Chat is the un-moderated listserv of the Civic Association of River Falls (CARF) The list-serv was formed to facilitate both official and informal communication among neighbors in River Falls The listserv is available to residents of River Falls who are members of CARF and their minor children who have parental permission The listserv is also available to a few individually approved dues-paying ldquoFriends of CARFrdquo who reside outside the neighborhood Communications posted on River Falls Chat are either ldquoofficialrdquo or ldquoinformalrdquo

Official communications are email messages originating from the CARF or RFCCA Boardsmdasheg meet-ing notices Architectural Review CommitteeCovenants (ARCC) notices messages about community safety announcements of swim and tennis sign-ups and public events held in the community and events held in the clubhouse

Informal communications are email messages originating from CARF members of the listserv List-serv members are welcome to post on any topic of general interest to the communitymdasheg commu-

nity safety events or classes information items or services needed or offered (tutoring babysitting etc) Postings of a pure-ly commercial or political nature are not permitted

Messages can be received in either individual or digest format To request changes in your Chat received-message status

(1) If you want to receive River Falls Chat messages in daily digest formmdashie a single email dailymdashrather than individual mes-sages then send a blank email to RiverFallsChat-digestyahoogroupscom

River Falls Chat Rules of Usage

o Users must be 18 years old or submit written parental permission to riverfallschat-owneryahoogroupscom

o Messages must contain a ldquoSubjectrdquo line

o Users must identify themselves by first and last name at the end of all messages

o Postings of commercial or political messages or repeated postings of the same message within a short period oftime are discouraged and could result in removal from the listserv

o Using River Falls Chat for any personal attacks hostile remarks or foul language will result in removal from thelistserv

o Membership will be terminated for any member who receives notice of a Covenants violation from the ARCC orCARF President and who fails to remedy the violation within 90 days of such notice

River Falls Chat may not be used for commercial political or religious advocacy This guideline does not preclude the posting of messages that have broad interest and that are non-partisan in nature and does not prohibit the posting of messages regarding the availability of children or young adults for residential tasks (babysitting snow shoveling etc)

Note regarding the structure of River Falls Chat (nerd alert)

Chat actually consists of two parts the email list (listserv) and the group website (groupsyahoocomRiverFalls-Chat)

Everyone on Chat is enrolled in the listserv and thus receives messages from the group and can post messages to the group

Those with a Yahoo ID (usually an email address that ends in yahoocom) can join the website and get access to the data stored there (message archive posted files such as the newsletter etc) If you do not have a Yahoo ID you cannot join the website (but you can still participate in the listserv)

Replying to Postings

If you try to reply to a posting by using Reply via web post then you are using the website to post your reply and must be a member of the website for it to work The recommended method of replying for listserv members is Reply to sender (which sends your reply directly to the original poster of the message you are replying to) or Reply to group (which sends your reply to the entire Chat group)

Important Message from Our River Falls Chat Administrator

We hope everyone has been enjoying the convenience of the online directory

One major benefit of this directory is the ability to automate the River Falls Chat membership list This will provide the convenience of adding new members and changing email addresses on a much timelier basis while ensuring that the Chat service remains available to all CARF members as originally intended

To this end email addresses used to access Chat must be in the online directory There is a separate field ldquoRF

Chat Emailrdquo in each personrsquos directory data record for this purpose This is necessary as (1) not everyone who has an email address listed in the directory wants to use that email address on Chat and (2) some use a different email ad-dress to access Chat than that listed in the directory Note that everyone currently on Chat already has their RF Chat Email field filled in

The reason for requiring this information is that the Chat group is implemented as a Yahoo group which does not require the name of subscribers only email addresses and we need a way to identify the people to whom the email addresses belong The Chat membership list is derived exclusively from the online directory

Further announcements regarding the automation of Chat membership will be disseminated via Chat postingsmdashstay tuned

Any exterior project to your home whether or not it necessitates a county building permitmdashincluding sheds and other ancillary structuresmdashrequires review by the River Falls Architectural Review Committee (ARC) unless it is an in-kind replacement of existing materials This is a homeowner obligation and not something your contractor will necessarily do unless you ask

Please be sure to review the River Falls Covenants and the Guidelines for Complying with the Covenants for guid-ance which are available in your CARF Directory They are also available on wwwriverfallsorg at the bottom of the CARF tab along with mailbox construction details

The Committee will gladly work with River Falls homeowners to ensure that their construction projects are in keep-ing with the Covenants and Guidelines as well as both architectural and safety standards We have many testimo-nials from neighbors who were grateful for the assistance and suggestions we offered them We believe that pre-serving our neighborhoodrsquos homogeneous (but not rigidly uniform) character is the best means of protecting ALL our property values which is validated every time we hear a new neighbor say ldquoWe moved into River Falls because it is so beautiful rdquo

What is CARF

The Civic Association of River Falls (CARF) is a voluntary dues-supported association formed in 1975 to represent the interests of River Falls resi-dents Among CARFrsquos responsibilities

bull act as a spokesperson for River Falls to the various governmental and corporate bodies whose decisions affect our community

bull keep the community informed of developments affecting River Falls in particular and the Potomac area in general (eg PEPCO school and zoning-type issues)

bull oversee the architectural integrity of the neighborhood and adherence to community covenants The Architectural ReviewCovenants Committee reviews homeowner renovation plans for con-formity with legal covenants that apply to residents and ensures compliance with other home-owner covenants

bull provide and administer RiverFallsChat the community listserv

bull provide the annual resident River Falls Directory both in print and online formats

bull publish a periodic newsletter for the community Neighborhood News

bull maintain the appearance of the entrances to the neighborhood and the circles on Brickyard Road

bull undertake local projects and celebrations of a civic nature to enhance the enjoyment of resi-dentsmdashincluding the annual July 4th celebration providing security patrol for Halloween and establishing a ldquoWelcoming Committeerdquo to help new residents to transition into our community

The River Falls Community Center Association (RFCCA) in conjunction with the Civic Association of River Falls (CARF) and the River Falls Home Ownersrsquo Asso-ciation (RFHOA) maintains an official community website at wwwRiverFall-sorg The purpose of the website is to promote the community of River Falls and enhance communication within the neighborhood

The website is made up of both public and private sections Public sections of the site include a wealth of information about the neighborhood published by CARF and RFHOA including a history of River Falls a community calendar descriptions and photos of facilities forms for contacting neighborhood officials a mapping feature to provide driving directions to the neighborhood and many other sections providing useful in-formation about River Falls

To this end email addresses used to access Chat must be in the online directory There is a separate field ldquoRF

The River Falls Community Center Association (RFCCA) in conjunction with the Civic Association of River Falls (CARF) and the River Falls Home Ownersrsquo Asso-ciation (RFHOA) maintains an official community website at wwwRiverFall-sorg The purpose of the website is to promote the community of River Falls and enhance communication within the neighborhood

The website is made up of both public and private sections Public sections of the site include a wealth of information about the neighborhood published by CARF and RFHOA including a history of River Falls a community calendar descriptions and photos of facilities forms for contacting neighborhood officials a mapping feature to provide driving directions to the neighborhood and many other sections providing useful in-formation about River Falls

Private sections of the website are accessible by user ID and password and are available only to members in good standing of RFCCA The private sections of the website include an interactive member directory forms for reserv-ing RFCCA facilities such as the pool fields and clubhouse photo galleries trade recommendations on service providers and detailed information on camps swim and tennis teams

Reminders About Dogs

Use a Leash Always walk your dog on leash for the safety of all including your dog

Unwanted Contact Do not allow your dog to approach another person or dog without permission Some people are afraid of dogs Some dogs do not wish to be approached by other dogs Leashed dogs may feel trapped and thus stressed or likely to fight if approached by another dog

Barking If your dog is barking for more than a minute or two bring the dog indoors

Scoop Please scoop in all common areas as well as in yards If you see someone not scooping offer them a plastic bag they may have forgotten to pack one Please double bag all dog waste before placing in your trash

Use Your Own Trash Can When on a walk do not place your dogrsquos waste in another residentrsquos trash

The website is made up of both public and private sections Public sections of the site include a wealth of information about the neighborhood published by CARF and RFHOA including a history of River Falls a community calendar descriptions and photos of facilities forms for contacting neighborhood officials a mapping feature to provide driving directions to the neighborhood and many other sections providing useful in-formation about River Falls

Private sections of the website are accessible by user ID and password and are available only to members in good standing of RFCCA The private sections of the website include an interactive member directory forms for reserv-ing RFCCA facilities such as the pool fields and clubhouse photo galleries trade recommendations on service providers and detailed information on camps swim and tennis teams

River Falls Chat is the un-moderated listserv of the Civic Association of River Falls (CARF) The list-serv was formed to facilitate both official and informal communication among neighbors in River Falls The listserv is available to residents of River Falls who are members of CARF and their minor children who have parental permission The listserv is also available to a few individually approved dues-paying ldquoFriends of CARFrdquo who reside outside the neighborhood Communications posted on River Falls Chat are either ldquoofficialrdquo or ldquoinformalrdquo

Official communications are email messages originating from the CARF or RFCCA Boardsmdasheg meet-ing notices Architectural Review CommitteeCovenants (ARCC) notices messages about community safety announcements of swim and tennis sign-ups and public events held in the community and events held in the clubhouse

Informal communications are email messages originating from CARF members of the listserv List-serv members are welcome to post on any topic of general interest to the communitymdasheg commu-

nity safety events or classes information items or services needed or offered (tutoring babysitting etc) Postings of a pure-ly commercial or political nature are not permitted

Messages can be received in either individual or digest format To request changes in your Chat received-message status

(1) If you want to receive River Falls Chat messages in daily digest formmdashie a single email dailymdashrather than individual mes-sages then send a blank email to RiverFallsChat-digestyahoogroupscom

o Postings of commercial or political messages or repeated postings of the same message within a short period oftime are discouraged and could result in removal from the listserv

o Membership will be terminated for any member who receives notice of a Covenants violation from the ARCC orCARF President and who fails to remedy the violation within 90 days of such notice

What is CARF

The Civic Association of River Falls (CARF) is a voluntary dues-supported association formed in 1975 to represent the interests of River Falls resi-dents Among CARFrsquos responsibilities

bull act as a spokesperson for River Falls to the various governmental and corporate bodies whose decisions affect our community

bull keep the community informed of developments affecting River Falls in particular and the Potomac area in general (eg PEPCO school and zoning-type issues)

bull oversee the architectural integrity of the neighborhood and adherence to community covenants The Architectural ReviewCovenants Committee reviews homeowner renovation plans for con-formity with legal covenants that apply to residents and ensures compliance with other home-owner covenants

bull provide and administer RiverFallsChat the community listserv

bull provide the annual resident River Falls Directory both in print and online formats

bull publish a periodic newsletter for the community Neighborhood News

bull maintain the appearance of the entrances to the neighborhood and the circles on Brickyard Road

bull undertake local projects and celebrations of a civic nature to enhance the enjoyment of resi-dentsmdashincluding the annual July 4th celebration providing security patrol for Halloween and establishing a ldquoWelcoming Committeerdquo to help new residents to transition into our community
