ADA Demonstrations have never been so important, especially with the meteorological and fi nancial climate we are in today. With never ending budget cuts from the Treasury, the struggle to meet maintenance levels is evidently apparent in our industry.

I therefore stress the importance of partnership working between organisations and authorities (such as the Environment Agency and the newly formed Natural Resources Wales) in developing and co-ordinating local strategies. Water level management, land drainage and fl ooding can never be managed effi ciently and effectively in isolation. Local Authorities must reach out to the expertise wherever it is held and IDBs should recognise the importance of sharing their extensive local knowledge of Districts with others.

One signifi cant challenge we have all been aware of in the past year is the unpredictability of weather. The UK has suffered its wettest year in 2012 since records began, but it star ted under severe drought conditions. Communities, businesses and crops have been destroyed in many parts of the UK despite a strong response from our unsung heroes. Although we are forever in debt to these heroes, we could all do more to lower the risk of such events through careful planning and effective maintenance of watercourses.

However, it is not just us who need to benefi t from our work, but also our little friends who live within these areas who cannot speak for themselves. As the State

of Nature report released earlier this year highlighted, many of our treasured native species (such as water voles, bees, great crested newts and many invertebrates) – not forgetting our fl ora and fauna that is so vital in holding our wildlife together – are under threat from human practices and expansion. Without these species, our British wildlife will lose its identity and could cease to exist. Careful planning and implementation of, for example, Biodiversity Action Plans can lower the impact we have on our wildlife and preserve the natural richness that is on the verge of being lost.

Events such as the ADA Demonstration (held every 3-4 years since 1971), offer key decision makers and project teams the chance to see the latest range of machinery, plant hire, products and services for the water level management industry. Selecting the most cost and time effi cient techniques available is crucial when meeting maintenance and work schedules. With over 60 exhibitors here today (see exhibitor map on centre pages), we hope you can select the right products and services for your organisation, but also leave with a better understanding of the challenges facing our water levels in Britain today and how best to handle them.

About Internal Drainage Boards

An Internal Drainage Board (IDB) is a local public authority that manages water levels. They are an integral part of managing fl ood risk and land drainage within areas of special drainage need in England and Wales.

Each IDB has permissive powers to undertake work to provide water level management within their Internal Drainage District (IDD), undertaking works to reduce fl ood risk to people and property and manage water levels for local needs. Much of their work involves the maintenance of rivers, drainage channels, outfalls

and pumping stations, facilitating drainage of new developments and advising on planning applications. They also have statutory duties with regard to the environment and recreation when exercising their permissive powers.

The forerunners of today’s IDBs date back to the time of Henry III who established a Commission for the drainage of Romney Marsh in Kent in 1252. Most IDBs today were established by the Government following the passing of the Land Drainage Act 1930. The activities and responsibilities of IDBs are currently controlled by the Land Drainage Act 1991 as amended by subsequent legislation. IDBs are also defi ned as Risk Management Authorities within the Flood & Water Management Act 2010 alongside the Environment Agency, local authorities and water companies.

Today, there are 114 IDBs in Great Britain, 111 in England and 3 in Wales (2 IDBs cross the border). IDBs cover 1.2 million hectares of England (9.7% of England’s total land area) and 28,500 hectares of Wales (1.4% of the Wales’ total land area), see below:

A message from James Epton

As the Chairman of the Special Events Committee, it gives me much satisfaction to lead this small team of highly experienced people whose job this year is to ensure the success of the working demonstration at the Cross Guns Pumping Station on July 17th.

The word success must be measured in two ways: success for the exhibitors who will be allocated excellent working venues so that their equipment can be seen in the best light; and success for the visitors from IDBs, local authorities and other organisations who can plan their machinery purchases with confidence.

I am sure that the working demonstration, held every few years, will fulfil every requirement and I look forward to meeting you all on site.

And we also hope to see you at our next Demonstration in 2015!
