ROBERT BOYCE NYPD CHIEF OF DETECTIVES (Ret.)

ALDONYS 2018 PERSON OF THE YEAR

Robert Boyce is the former NYPD Chief of Detectives, who served from 2014 through 2018. The NYPD Detective Bureau is the second largest bureau within the fifty-thousand-member department. The Detective Bureau has just under six thousand members, both uniform and civilian. Under his leadership, the Detective Bureau has created joint task forces with the FBI, ATF, DEA and HSI. These task forces and several other innovations have helped create an historic crime reduction, that compares to crime levels during the 1950's.

Chief Boyce is a proven law enforcement leader with more than three decades of public safety experience in roles of increasing influence and responsibilities. Most recently accountable for directing, designing and supervising the investigative function of the nation’s largest police department during a period of tremendous change, which included the most significant re-organization and consolidation of the Detective Bureau in NYPD history. This resulted in attaining its largest headcount and widest mandate, as well as the creation of several new investigative units to confront Identity Theft, Cyber Crime, Grand Larceny, Opioid Abuse and severely curtailing Gang Violence. In this assignment, he was in charge of investigations and apprehensions as well as to assist in the prosecution of all traditional crime in New York City.

An inclusive leader, Robert Boyce has led the Detective Bureau in developing and instituting crime strategies, investigative techniques and developing a training program that has not only resonated within the NYPD but throughout the nation. In 2016 the Organized Crime Control Bureau was merged into the Detective Bureau creating a bureau that included eight detective boroughs and ten detective divisions.

Robert Boyce joined the NYPD in 1983, rising through the ranks and working initially in the Narcotics Division and plain clothes units addressing violent street crime. He has commanded two detective squads, two patrol precincts (40 and 67 Precincts) The Gang Division, Detective Borough Bronx and Detective Borough Manhattan prior to his assignment as Chief of Detectives.

Mr. Boyce received a Master’s Degree in Public Administration from Marist College. He has lectured at the International Association of Chiefs of Police, as well as numerous seminars both in the private and public sectors, the NYPD and other law enforcement groups.

NICHOLAS G. HIMONIDIS, ESQ.

2018 INVESTIGATOR OF THE YEAR AWARD

Mr. Himonidis has an extensive background in fraud investigations, computer forensics and law. He has been a private investigator for over 27 years and is currently the President / CEO of The NGH Group, Inc., specializing in complex investigations, digital forensics and e-Discovery consulting and support. Mr. Himonidis is an attorney, licensed to practice law in New York, a Certified Fraud Examiner (CFE) – the only professional certification formally recognized by the FBI as encompassing a critical skill set for investigators, and is also a Certified Computer Forensic Specialist (CCFS). He has extensive training and expertise in financial fraud investigation, computer forensics, data recovery and analysis, electronic discovery and the handling, authentication and presentation of digital evidence. Mr. Himonidis has litigated cases, and been an expert witness, in numerous cases in both state and federal court, and has conducted and supervised the investigation of hundreds of cases involving complex financial frauds and computer forensic and electronic discovery issues including, civil RICO claims, fraudulent asset transfers, bankruptcy and insurance fraud, embezzlement, and frauds against state and local governments and the U.S. government, as well as numerous matrimonial and custody matters. Mr. Himonidis has lectured extensively and published numerous articles on various technical, investigative and legal topics. He earned his Bachelor of Science in Criminal Justice from St. John's University Cum Laude and his JD from St. John's University School of Law, graduating Magna Cum Laude in the top 2% of his class.

Theresa A. Balfe

EUGENE R. FINK MEMORIAL AWARD

Theresa A. Balfe began her distinguished career in 1991, when she began working for an upstate Private Investigator, immediately after graduating from SUNY Albany with a bachelor’s degree in Criminal Justice. After earning experience, obtaining her license and feeling the need to broaden her horizons, Ms. Balfe branched out on her own in 1996. Dependability, integrity, and abiding by a strict code of ethics are an integral part of Ms. Balfe’s everyday life - both on and off the job. Ms. Balfe specializes in the detecting of waste, fraud, and abuse, as well as Criminal Defense; Personal Injury cases; Worker’s Compensation Claims; Debugging and Child custody and Matrimonial matters. It was also in 1996 when Ms. Balfe officially joined ALDONYS, although she attended many meetings prior. She quickly became involved in many committees, then serving in the positions of Regional Director, Secretary, Vice President of Investigations, President in 2011- 2012 and currently continues to be active as our Social Chairperson. For seven years, Ms. Balfe also worked part time for the NYS Department of Correctional Services, as a Senior Investigator in the Workers’ Compensation Fraud Unit. In addition to operating a successful business and spending countless hours working in all facets of the ALDONYS organization, Theresa is currently employed as an Investigator in the New York State Medicaid Inspector General’s Office. As well as ALDONYS, Theresa is also an active member of the New York Welfare Fraud Investigator’s Association (NYWFIA), New York Women in Law Enforcement (NYWLE), Fraternal Order of Investigators (FOI) and serves on the Albany Civilian Police Review Board. Theresa Balfe lives in Voorheesville, New York, with her husband, Doug and their two sons.

IRV MECHANIC LIFETIME ACHIEVEMENT AWARD

Born and raised in the Bronx, Irv volunteered to serve his country during the Korean War as a member of the US Army after graduating with honors from Evander Childs High School. After distinguishing himself in the beverage industry, Irv entered the insurance industry and quickly became one of Mutual of New York’s leading producers. In 1969, Irv created Mechanic & Associates, an insurance agency specializing in life and health insurance. Irv has played an active role with the majority of New York Police organizations, serving as their retirement, insurance, and pension consultant. In 1990, he founded The Mechanic Group to provide comprehensive insurance plans to Security and Investigation agencies. As a leading authority on group health plans, life insurance, disability income insurance and related products, Irv is a much sought-after speaker and lecturer. In addition to addressing countless groups during his distinguished career, he has conducted pension seminars for most major law enforcement organizations in Manhattan. Irv has been the recipient of commendations and awards from every police organization he has represented.

JOURNAL NOTE: RAY MELUCCI introduced IRV MECHANIC to our organization; fortunately, it was at the beginning of my term as President. It gave me tremendous insight into Irv and it enabled me to tell him exactly what our members needed. He saved our members many thousands of dollars, while providing better coverage than we had previously received.
