On March 28, 2008, at 1:55PM, Galveston County Health District (GCHD), a contracted agency with the Texas Commission on Environmental Quality (TCEQ), received a complaint regarding a strong benzene odor in the area of the 200 block of 2nd Ave N in Texas City.

The resultant wind direction at the time of the complainant's phone call to GCHD was 182. At the time the investigators arrived at the complaint location, the resultant wind direction was 180. (See Attachment 1, TCEQ Weather Data)

Environmental Investigator Judy Whelan and Assistant Program Manager Diana Stevens arrived at the location on March 28,2008, at 3:10PM and conducted an Odor Survey around the area of the complainant's residence. (See Attachment 2, Odor Survey)

Noting wind direction, Whelan and Stevens attempted to locate the odor but were unable to )ocate the odor in the surrounding area. Whelan and Stevens left the area at approximately 3:20PM.

Whelan searched the STEERS database in search of emissions events on March 28, 2008 for a potential cause of the alleged odor. No events were reported to STEERS. (See Attachment 3, STEERS Query)

As a result of this investigation, no violations were cited because the invesligator was unable to locate the odor.

A letter, along with a copy of this report, was sent to the complainant upon completion of the investigation. (See Attachment 4, Letter to Complainant)
