Glossary Remedial measures types are defined as follows:

Convey Any combination of Relief, Re-route, Replace that increases capacity in a Capacity Constraint Area that does not involve storage.

Relief A new pipe built to carry only peak flow in excess of the capacity of the existing pipe. The pipe is not sized for storage. The existing pipe remains in service and is rehabilitated.

Re-route Replaces the existing pipe along a new alignment with a new pipe sized only for conveyance. Existing pipe is abandoned.

Replace Replaces the existing pipe along its present alignment with a new larger pipe through open-cut construction or pipe bursting. The new pipe is not designed for storage.

Rehabilitation Means to rehabilitate the existing pipe by either pipe bursting or CIPP. Pipe size is not increased and does not include pipe bursting.

I/I reduction Improvements to existing assets and manholes where peak flows are reduced so that existing pipe does not overflow when I/I reduction is achieved. The existing pipe may require rehabilitation.

In-line storage A new pipe (either Replace or Re-route) that carries both dry and wet weather flow and is oversized to intentionally store peak flow. The existing pipe does not remain in service.

Off-line pipe storage A new relief pipe to store only wet weather flow that is discharged back to the system downstream. This pipe would convey wet weather flow in excess of existing capacity. The existing pipe stays in service and is rehabilitated as needed.

Off-line tank storage A tank that is constructed to store wet weather flow. The existing assets remain in service and are rehabilitated. These facilities are “pump to and gravity flow out,” or “gravity flow in and gravity flow out,” or “pump out.” Normally, off-line tank storage is discharged to a point near where the flow is diverted from the existing system and does not provide a conveyance benefit.

Monitoring A remedial measure where all constraints in a Capacity Constraint Area are added to a list of locations that require capacity monitoring and reevaluation at some future date per the CMOM plan. The capacity increasing project is deferred until monitoring indicates its necessity.

The following definitions relate to terms describing capacity constraints, constraint areas, and projects: Capacity Constraint A location where the flow, either predicted by model or actual measured flow,

exceeds the gravity capacity of the sewer main that is reported to the EPA in the capacity assessment report.

Capacity Constraint Area

A collection of capacity constraints that have been field-verified that constitute an area for alternatives analysis as assigned to BPC.

Project A collection of Capacity Constraint Areas that result in a solution, or solutions, to field-verified capacity constraints.

Field-Verified Capacity Constraint

A capacity constraint that has been field-verified using methods and procedures meeting the requirements of the CD, found on the EPA website.

Tier I Capacity Constraint

A capacity constraint predicted by the hydraulic model under the assessment storm with system loads as existing in 2015 and the sewer system.

Tier II Capacity Constraint

A capacity constraint predicted by the hydraulic model under the assessment storm with system loads as existing in 2015 and all Tier I capacity constraints remediated.

Condition Constraint Overlap

Pipe that is part of a capacity constraint that has a condition rating of D or E, as determined by the SAWS SSORP Team, per the Sewer Risk Model detailed in the Technical Memorandum dated April 1, 2015.

Nearby Condition Issue

Pipe that has a condition rating of D or E that is not part of a capacity constraint, but due to proximity, might be suited for replacement or rehabilitation as part of previous construction. The condition rating is determined by the SAWS SSORP Team using the Sewer Risk Model detailed in the Technical Memorandum dated April 1, 2015.

Lateral The pipe that conveys waste from SAWS customers to the sewer distribution main.

Tie-in The upstream connection point that joins the new pipe to the existing pipe.

The following terms relate to standards and guidelines: TCEQ Regulations A Texas Commission on Environmental Quality regulation published in the

Texas Administrative Code under Title 30 Part 1 Chapter 217 governing the design of wastewater facilities. Designs for new facilities must meet these requirements.

SAWS Standards A San Antonio Water System regulation adopted by its board of directors. The design standards are adopted in the Utility Service Regulations, most recently updated on February 9, 2016, and found on the SAWS website (refer to link below). Designs for new facilities must meet these standards.

Guidelines Design preferences expressed by the SSO Reduction Program to be followed where practicable.

Professional Judgment

The application of experience and technical knowledge that guides design work in the absence of standards or guidelines.

The following terms describe hydraulic models and their uses: 2014 Calibration Model

A hydraulic model that is calibrated for dry and wet weather flow-to-flow data gathered in 2013 and reflects the system as it existed in 2014. The 2014 Calibration Model is used for the capacity assessment to identify and prioritize capacity constraints per the CD.

2014 Alternatives Analysis Base Model

A hydraulic model based on the 2014 calibration model and includes all EAPP capacity projects, and any projects under design or construction that increase capacity. It also assumes a 30% reduction on I/I flows. This model is used for alternatives analysis to assess individual alternatives for each constraint area, and to assess basin-wide hydraulic performance with capacity remedial measures in place.

2014 I/I Sensitivity Models

This group of models is based on the 2014 Alternatives Analysis Base Model that has been modified to reflect 0%, 15%, and 45% I/I correction. The models include all active projects and the EAPP project in the base model, and will have the contributing area for I/I modified to simulate varying levels of I/I correction. After adding the alternative improvements, these models will be used in the basin-wide I/I sensitivity analysis to assess how the system will perform after all capacity remedial measures are built.

2040 Alternatives Analysis Growth Model

A hydraulic model based on the Alternatives Analysis Base Model, that includes the additional flow generated by expected growth through 2040. This model is only created for the West and East Sewersheds. No substantial growth is anticipated in the Central Sewershed. This model is only used to size new facilities built to remediate capacity constraints.

The following terms describe general language used in the memorandum. Asset Individual pipe segments constructed from manhole to manhole

CompKey A number assigned to each pipe by SAWS used for indexing.

Karst Zone Area with sinkholes, caves, or other subterranean soluble features.

Large Diameter Any gravity sewer main that is 24 inches or greater in diameter.

Small Diameter Any gravity sewer main that is less than 24 inches in diameter.

1 Introduction The purpose of the Basin Planning Consultant (BPC) Program is to provide support to the Sanitary Sewer Overflow Reduction Program (SSORP) team in addressing the 2013 Consent Decree (CD) between San Antonio Water System (SAWS) and the Environmental Protection Agency (EPA). During the 10% phase, recommended Condition Remedial Measures (CRMs) were assigned and desktop studies on constructability factors were performed for assets in San Antonio’s East and West Basin; see Condition Remedial Measures Selection Summary Report – East Basin and Condition Remedial Measures Selection Summary Report – West Basin. During the 30% phase, construction packages were developed for assets selected by the SSORP team. The SSORP team separated all selected assets for the 30% phase into two groups, base assets and additional (Other E) assets. Base assets will be rehabilitated by 2023 per the CD; additional assets will be included for rehabilitation if funds allow. A majority of the assets selected by the SSORP team were analyzed by the BPC during the 10% phase, however, 20 new assets were assigned by the SSORP team during the 30% phase. For these 20 new assets, recommended CRMs were assigned and desktop studies were performed during the 30% phase. These are included in the 30% Condition Design Development Report and package Technical Memorandums, where applicable. The packages developed during the 30% phase include reformatted asset forms and drawings. The asset forms present information collected during the desktop studies, as well as bypass pumping data and easement information collected during the 30% phase. In addition, the asset forms indicate whether the asset was initially evaluated during the 10% phase and whether the asset is characterized as being base or additional. The drawings provide a visual overview of where the asset is located and include a table of construction quantities calculated during the 30% phase. The recommended CRM is mentioned on both the asset forms and drawings. All packages that will be submitted are summarized in Table 1-1 and were agreed upon at the packaging meeting with the SSORP team on April 5th, 2018. It is intended for these packages to be referenced by others in the future during final design and construction phases.

Per direction of the SSORP team, Package 2, developed by Stantec and Bain Medina Bain (BMB), contains all assigned assets that are larger than 36 inches in diameter. Package 2 is a high priority package since the assets have the capacity to carry significant flow, and therefore are likely to be critical

to the performance of the distribution system. Appendix A of this TM contains the drawings, quantities, asset forms, and recommended CRM for the Package 2 assets. Sheet G-1 in Appendix A provides an overview map of where the assets are located.

2 Assumptions Assumptions, agreed upon by the SSORP team, for pavement repair, point repairs, manhole rehabilitation, and bypass pumping were applied to maintain a consistent design approach for all of the packages. The scope and package deliverables were discussed amongst the BPCs and the SSORP team at Workshop #3, on October 19th, 2017. Revisions to quantity assumptions were discussed amongst the BPCs and the SSORP team at the April 23rd, 2018 Condition Workshop, and accepted by the SSORP team on April 30th, 2018.

2.1 Pavement Repair Pavement repair was calculated for assets located in a street or parking lot, but not for assets located in an alley, sidewalk, or driveway. The Pavement Condition Index (PCI) of the road was referenced for open cut assets. Pavement repair quantities were developed based on the following criteria:

CIPP o Diameter <24”; No pavement repair required, regardless of PCI o Diameter >24”; Trench repair for 5 percent of asset length, regardless of PCI

Pipe burst and Slipline o Trench repair for 10 percent of asset length, regardless of PCI

Open Cut o PCI > 86; Full pavement repair (curb to curb) for length of asset with mill & overlay o PCI < 86, no PCI data or parking lot; Full pavement repair (with 10’ width) for length of

asset Point Repair

o Full pavement repair (20’ length x 10’ width) o Note: No pavement repair is required if there is evidence that the point repair is not

under pavement Monitor

o No pavement repair required, regardless of PCI

2.2 Point Repairs The need for point repairs was identified based on PACP defect codes, which are summarized in Table 2-1. The point repairs shown on the drawings are the defects shapefile, which was created through Infomaster by referencing the PACP codes provided by SAWS. The number of point repairs shown on the asset forms were identified by the BPC while viewing the CCTV footage. Consequently, the point repairs shown on the drawing may not correspond with the number of point repairs on the asset forms.

2.3 Manholes Manhole repairs were identified by the type of CRM recommended for each asset. If the recommended CRM was replace (open-cut), it was assumed that both manholes, the upstream and downstream, would be replaced with new manholes. If the recommended CRM was CIPP (for SD assets), pipe burst, or slipline, it was assumed that the upstream and downstream manholes would be rehabilitated. If the recommended CRM was CIPP (for LD assets), it was assumed that the upstream and downstream manholes would be reconstructed.

2.4 Bypass Pumping Bypass pumping set-ups (configurations that remove water from an asset being rehabilitated), were calculated for each drawing in the package. It was assumed that one bypass pumping set-up was required for assets of the same group (base or additional) linked together in series. If an additional asset was located in series with base assets, it was assumed that another bypass pumping set-up would be required. Asset forms were populated with bypass pumping data, including suction manhole, discharge manhole, and bypass length. If assets were linked together in series, the asset form for the upstream asset was populated with the data, while the downstream assets referenced the asset form of the upstream asset. The bypass length included the length of the upstream asset and downstream asset of the asset/s being rehabilitated. If multiple assets tied into the upstream manhole of the asset being rehabilitated, the length of those assets were calculated in the bypass length. If an asset had a downstream connection into assets in series being rehabilitated, it was assumed that no bypass pumping was required for that asset.

3 Quantities For each asset, rehabilitation quantities were calculated based on the recommended CRM, including associated pavement repair, manholes, and bypass pumping. Traffic management was not included at this phase. Quantities were summarized into Base Quantity Tables and Additional Quantity Tables, based on whether the asset was grouped as a base asset or additional asset by the SSORP team. Therefore by separating the quantities, fees could be estimated for assets that will be rehabilitated by 2023 per the CD and for assets that will be included if funds allow. Quantities for assets in Package 2 are summarized in Table 3-1 and Table 3-2. The bid items utilized include the following:

550: Trench excavation safety protection (LF) – Used when CRM is replace. (Note: Trench excavation safety protection was not calculated for other instances where it may be needed, such as point repairs.)

857: FRP Sanitary sewer line (LF) – Used when CRM is replace 866: Sewer main television inspection (LF) – Used for all CRMs 901.1: Rehabilitation of sanitary sewer by cured-in-place pipe (LF) – Used when CRM is CIPP 1100: Sliplining sanitary sewers (LF) – Used when CRM is slipline 1103: Point repairs (EA) – Used when CRM has point repair

Costs for CCTV pre- and post- construction are to reference the linear footage for Bid Item 866. Pre-construction costs are to include pre-cleaning.

3.1 Pavement Repair Pavement repair was not required for assets in Package 2 due to their location.

3.2 Manholes The quantities for manholes in Package 2 were calculated based on the assumptions stated in Section 2.3 and are summarized in Table 3-1 and Table 3-2. The bid items utilized for manhole quantities include the following:

853: Fiber-reinforced sanitary sewer manhole (tee base) (EA) – Used for LD assets when CRM is replace

853: Fiber-reinforced sanitary sewer manhole (extra depth) (VF) – Used for LD assets when CRM is replace

3.3 Bypass Pumping Bypass pumping set-ups for Package 2 were determined based on the assumptions stated in Section 2.4 and are summarized in Table 3-1 and Table 3.2. The bid item utilized for bypass pumping is 864: Bypass pumping set-up (EA). Peak and average day flows (MGD) are provided for each asset on the asset forms in Appendix A. Flows for assets 12 inches and larger were taken from the 2014 Alternatives Analysis Base Model (provided by SAWS). If the asset was not included in the model, or if the asset had a diameter smaller than 12 inches, then flow data was calculated using the Manning’s equation, assuming full pipe flow.

4 Desktop Studies For every asset, desktop studies were performed to identify construction access, right-of-way requirements, and permitting requirements. During the 10% phase, in-depth site factors were gathered for assets with a diameter larger than 36” with a proposed CRM involving significant excavation. These in-depth site factors included identifying the presence of jurisdictional water and wetlands, threatened and endangered species, karst zones, critical habitats, environmental factors, hazardous sites, archeological/historical sites, geomorphology issues, geotechnical issues, and conflicts with existing utilities. During the 30% phase, desktop studies were performed for newly assigned assets. In addition, in-depth site factors were gathered for all assets with a proposed CRM involving significant excavation. Findings from the desktop studies are contained within the asset forms in Appendix A.

5 Windshield Surveys Windshield surveys were only required for large diameter assets. Three new large diameter assets were assigned during the 30% phase; one asset, CompKey 1000621, is included in this package. The windshield survey is included in Appendix B of the Condition Design Development Report. All other windshield surveys were performed during the 10% phase.

6 Drawings and Asset Forms Drawings in plan view and asset forms were created for each asset to document the information collected during the 10% phase, as well as construction quantities calculated during the 30% phase. Profile sheets were created for assets 12 inches and larger, with a proposed CRM involving significant excavation. Drawings include the following information for each asset:

Basin: West or East Basin identification Land Use: Indicates whether the land is used for residential, commercial, or agricultural

purposes or is vacant. Bypass Pumping Flow Data: Asset flow data (in MGD), which will need to be bypassed. Street Repair Data: Indicates the amount of street repair that is anticipated to be required. Reason Selected for 30%: Explains why the asset was selected for 30% design by the SSORP

team. Original Assigned Asset (Y/N): Indicates if the asset was originally assigned in the 10%

packages.

asset. Temporary and Permanent Easements: Easements required for the asset; easement volume

information references the Bexar County Deed Records.

Profiles were generated in MicroStation for assets 24 inches and larger. Profiles were generated from the model for assets with a diameter of 12 inches through 21 inches. If the asset was not in the model, a profile was not generated. The profiles created in MicroStation show the asset with stationing and the existing grade, below a plan view drawing with aerial imagery.

7 Summary Package 2 includes assets that are larger than 36 inches in diameter. It is a high priority package for rehabilitation as it includes assets that have the capacity to carry significant flow, and are therefore likely to be critical to the performance of the distribution system. These assets are summarized in Table 7-1 by CRM and diameter and are to be rehabilitated or replaced using trenchless and open-cut methods under the SAWS Consent Decree program. Base assets will be rehabilitated by 2023 per the CD; additional assets will be included for rehabilitation if funds allow. The package, which includes asset forms and drawings, presents information on constructability factors collected during the 10% phase and 30% phase, as well as construction quantities calculated during the 30% phase. It is intended to be referenced by others in the future during final design and construction phases.
