Analysis of “KELPA”

KANSAS ENGLISH LANGUAGE PROFICIENCY ASSESSMENT (KELPA)

WHAT IS KELPA?

It is a Language Assessment to measure English Proficiency.

It is part of the assessment program of the Kansas State Board of education and mandated by the Kansas State Legislature.

It produces data to capture trends across the state related to ESL students.

It is the instrument employed by the state to measure progress in meeting the Annual Measurable Achievement Objectives (AMAOS) for Title III.

And the data is utilized to base decisions correlated to instructional design for ESL/ELL students.

WHAT “TRIGGERS” A KELPA?WHO IS TESTED?

HOW ARE STUDENT IDENTIFIED FOR TESTING

At enrollment, a home language survey (HLS) is filled out by parents.

If on HLS the parents indicate the presences of a language other than English at home a KELPA or a KELPA-P is triggered.

Students who have not scored “Fluent” on the KELPA

Students new to the district who do not score “Fluent” on KELPA-P

A parent can waive language instructional support and programming for their child, however, based on Federal mandates the child must be tested, if the parents have indicated on HLS a language other than English at home.

WHEN IS KELPA ADMINISTERED?

KELPA is a yearly Assessment offered spring to spring (Feb. 6 – Apr. 29, 2011)

The KELPA – P is given to students for placement of students during the regular year.

The test has been designed by grade bands:

K – 1, 2 – 3, 4 – 5, 6 – 8,9 – 12

The KELPA is administered by using paper pencil forms only.

ADMINISTRATION OF TEST

K – 1 all components individually administered

2 – 12 Listening, Reading, and Writing are Group administered

K – 12 Speaking individually administered

Listening items are on audio CD for grades 2 – 12

Total time for Test: 2 hrs

If a student cannot answer three question in a row, testing in that domain may be stopped

You must, however, begin each domain

TEST EXAMINERS

Examiners must be English Proficient

Examiners must receive prior training

They must read manual for test they will administer

KELPA AN ASSESSMENT OF KNOWLEDGE

In their book Assessing Student Outcomes (1993), Marzano, Pickering, and McTighe, describe two distinct types of Knowledge:

Procedural Knowledge: Can be thought of as skills and strategies. Algorithms which are procedures or steps that must executed in a set order. (Doing three-column addition is a skill)

Declarative Knowledge: is information and can be ordered somewhat hierarchically according to its generality. At the bottom of the hierarchy are facts about specific persons, places, things, and events; at the top are concepts and generalizations. “John Kennedy was assassinated on November 22, 1963” is a fact. The statement “People holding high political office put their lives in jeopardy” is a generalization. The phrase “political assassination” is a concept.
