No. HLB 514/2006/26: In supersession of the AssamMedical Coll~ges (Regulation of admission to Post GraduateCourses) Rules, 2004, except as respects the things done orommitted to be done before such supersession, the Governorof Assam is hereby pleased to make the following rules,namely:-

1. SHORT TITLE, COMMENENCEMENT ANDAPPLICATION-(1) These rules may be called the Assam Medical Colleges(Regulation of Admission to Post-Graduate Courses) Rules,2006.

..(2) They shall be deemed to have come into force on thedate ·of their publication in the Official Gazette. rules andshall also cover the academic session from 2007 in respectof admission to Post-Graduate Courses.

(3) They shall apply to all the seats available in all thethree Medical College~ of Assam in all disciplines for thePost-Graduate Degree and Diploma courses.

2. DEFINITION-

In these rules unless the context otherwise requires,

(i) "Board" means a Selection Board constituted undefmle 7;- -

(ii) "Commission" means Assam Public ServiceCommission;

(iv) "Entrance Examinati~n" means a competitiveexamination conducted among the candidates by theGauhati University or any other competent authority as maybe decided by the Government from time to ti~e foradmission to the Post-Graduate Degree/Diploma coursesof the Medical Colleges of Assam;

(v) "Government" means the Government of Assam;- .

(vi) "Post.:Graduate Courses" means ,Post-GraduateDegree or Diploma courses of the Medical Colleges of tAssam as approved by the Medical Council of India;

(vii' 'OBCIMOBC' means Oth~rBackward Classes and -IMore Other Backward Classes as ,notified by theGovernment by an order which is in force on the date ofadvertisement calling applications for admission to Post-Gradua,te Courses;

(viii) "Schedule Castes" means Sche~uled Castes asnotified by the President of India by order which is in forceon the date of -advertisement calling applications foradmission to Post-Gradu~te Courses;

(ix) "Scheduled Tribes" ineans Scheduled Tribes notifiedby the President of India by order which is in force on thedate of advertisement calling applications for admission toPost-Graduate Courses.

(1) NUMBER OF SEATS:- On the date of commencementof these rules, the number of total seats in the Post-GraduateCourses in different disciplines and their break up are shownin Appendix-I.

Provided that the number of such seats shall bedetermined by the Government from time to time with theapprovaI of the Medical Council of India. The total numberof such seats shall be notified before 'counselling foradrirission into the Po~t Graduate Courses.

(a) The Post-Graduate Degree,Courses shall be 3 years andthat of the Post-Graduat.~ Diploma Courses shall be 2 yearsfrom the date of their r~spective admission.

(b) The 1st year of the Degree and Diploma Courses shallbe utilized for practical training as Junior Residents andcontinuation of a candidate after one year in the P.G. Coursesshall depend on his, satisfactory performance as JuniorResident.

4. QUOTAIRESERVATION Of SEATS-

The following QuotalReservation of seats shall beapplicable in respect of admission to the Post GraduateCourses:-

(1) All India Quota Seats: 50% of the total seats as referredto in rule 3 shall be reserved for the candidatesrecommended by the Government of India selected on the

basis of All India Entrance Examination in each session(Details of these seats, subject, number, college etc. areshown in Appendix-I).

(2) N.E.C. Quota Seats: One seat in Degree and one seatin Diploma course shall be reserved for the candidates forNorth Eastern States except Assam in each session. Thecandidates from North Eastern States except Assam shallhave to appear in the Entrance Examination conducted byGauhati University or any other cvmpetent authority as maybe decided by the Government from time to time and theselection shall be made amongst them in order of merit inthe Entrance Examination. Secretary, North Eastern Council(N.E.C.) shall recommend the candidates in the applicationform and issue certificate in this regard.

(3) Teachers Quota seats: (i) Five seats in Degree Coursesshall be reserved for the teachers belonging to the threeMedical Colleges of Assam in each session in the subjectsof ANATOMY, PHYSIOLOGY, BIOCHEMISTRY,PHARMACOLOGY, MICROBIOLOGY, SPM ANDFORENSIC :MEDICINE from the session 2007 onwards.However for the teachers who have joined service after APSCregularisation prior to the commencement of these roles shallbe eligible for making application for allotment of teachersquota seats in the subjects where they are already working.

(ii) For the purpose of allotment of the teachers quotaseats the Joint Director of Medical Education, Assam-cum-Member Secretary of Selection Board shall inviteapplications from the teachers belonging to the threeMedical Colleges of Assam through their respectivePrincipals before starting the selection process for the

-session. The selection of the candidates from theapplications for the seats reserved under this Quota shallbe made by a Selection Board consisting of the threePrincipals of the three Medical' Colleges of Assam asMember and Director of Medical Education, Assam as theChairman and the Joint Director of Medical Education,Assam as Member Secretary, on the basis of seniority-cum-merit. The interse seniotity of the candidates shall bedetermined as per APSC nomination and Govt. rule in thisregard. The interse-merit of the candidates under this quotashall be judged on the basis of percentage of marks obtainedin all the three MBBS Examinations and in case of equalmarks, marks of Final MBBS shall be considered for intersemerit and incase of equal marks of Final MBBS marks ofSecond MBBS shall be considered.

(iii) A teacher once admitted in a seat under TeachersQuota in a particular session in a particular subject mustcomplete the course and in no circumstances he/she shallbe eligible to apply again in a different session in any subjectunder teachers quota.

(iv) The teacher applying for seats under this quota shallexecute a registered Bond for Rs.I0.00 lakhs in the formatas Appendix-II indicating that on completion of the PostGraduate Courses he/she shall be bound to serve the StateGovernment for at least ten years.

(v) The teachers shall be eligible to apply only in thesubject where they are working and for which they havebeen selected by APSe. Further teachers working insuperspeciality departments shall only be able to apply forseats in the broad speciality (Medicineand Surgery) towhich

their subject is alli~d.

(vi) Only one seat in a subject shall be allowed in eachsession for teachers quota.

(4) State Health Services Quota Seats:

(i) 16 (sixteen) seats (six in Degree and 10Diploma )shall be reserved in each session for the doctorsappointed in the State Health Services on the regular basison the recommendation of the Commission and who havecompl~ted five years or more service in runil areas. Theallotment of seats have been shown in Appendix -I

(ii) The Selection of the candidates under this quota shallbe made on the basis of their merit amongst them in theEntrance Examination conducted for this purpose.Howeverthey shall be eligible to compete for other seats as per theirmerit position.

(iii) The doctors applying for seats under this quota shallhave to submit the application form through their respectivecontrolling officer i.c. DHS/DHS(FW)/Jt. DHS with acertificate issued by the Controlling Officer. The term ruralarea shall denote an area which is not a notified urban / townarea and shall be situated at a minimum distance of 5 kmfrom such notified urban ~rea and to<wnarea and five km~yond the nearest point of national hi~way. .

(iv) There shall be no reservation of any kirid among seatsunder the State a~althService quota Merit in the EntranceExamination shall be the only criteria for selection for thisquota. .

(v) The doctors applying for seats under the State Health

Service Quota shall execute a Registered Bond for Rs. 10.00lakhs (Rupees Ten lakhs) in the format as Appendix-IIindicating that on completion of the Post Graduate courseshe/she shall be bound to serve the State Government for atleast 10 years.

(5) Reservation for Scheduled Castes, Scheduled Tribes andOBC&MOBC: Following percentage of the seats availableshall be reserved for Scheduled Castes, Scheduled Tribesand OBCIMOBC candidates in each session:-

(i) S.C. - 7%(ii) S.T(P) - 10%(iii) ST(H) - 5%(iv) OBCIMOBC - 15%(details shown on appendix I)

(6) Pool: (i) The following number of seats shall be poolseats to be rotated between different candidates in everysession by the Selection Board serially (details in Appendix-I) and shall be filled up according to merit.

5.ENTRANCEEXAMINATIONANDPREPARATIONOFMERIT LIST-

(A) APPLICATION -

(i) . The candidates shall have to apply in the prescribedform duly filled as per instructions given in the form andsubmit the same to the Principals ofMedical Collegesof theState.

(il) All applicants shall have to giveAttested copiesof thefollowingdocuments along with their application forms.

1. Admit card of HSLC & HSSLC examinations2. All marksheets3. Internship completion certificate4. Permanent Registration certificate of StateMedical Council I Medical Council of Indias. Caste certificate6. Permanaent Resident Certificate of Assamwherever applicable.

(B)PHOTOGRAPH -

(i) Each candidate shall submit a coloured digitalpassport sized photograph I coloured standard photograph

(il) 4 copies of photograph have to be submitted of which1 copy shall be pasted in the form ( not stapled), 1 copy inthe admit card and 2 copiesshall be spare. The spare copiesshaD be sealed in a transparent envelope, which shall bestapled to the fonn.

(ill) The 4 copies of the photographs submitted shall bethe same. 10

(iv)- The photograph should show the name of thecandidate as wellas date of photograph taken or on a placardheld by the candidate in front of the chest.

(v). Mixture of different photographs or submission ofBlack and White photographs shall not be acceptable andsuch act may make the form liable to be rejected.

5 (C) ADMIT CARD-

(i) The format 'Ofthe admit card given along with theform shall be fIlled up by the candidates in his/her ownhandwriting.

(ii) The admit card filled up by the candidate shall bescanned along with the photograph and two copies shall bemade. One copy shall be given to the candidate and one copyshall be sent to the cenC.erwhere the candidate shall appearin the exam for verifiaition at the center. The origin3I shallremain with the form.

(ill) The forms and admit cards shall be numbered andboth shall bear the same number.

(iv) SIGNATURE: The candidate shall affIX only fullsignature in the form and admit card and shall have to writehis n~e in capital letter also. The signatures should beuniform in all connected documents of EntranceExaminations.

(v) PHYSICAL MARKS: In the admit card, under the placefor photograph there shall be space for listing two identifiablephysical marks such as scars, moles etc which would help inestablishing the identity of the candidates.

The candidate shall list ,the two identifying physicalmarks in the space provided in the admit card and also inthe form.

(vi) The candidate $all have to sign on hislher copy ofadmit card in the examination hall i>efore the invigilatorduring the exam. During entry to the examination hall thestudent has to sign on the centre copy of the admit card.

This card shaD have water mark." .The candidate must bring candidate's copy of admit

card to counselling without fail.

5 (D) EXAMINATION-

(i) . An Entrim~ Ei~ation shall be conducted for thepuipose' of ~l(:Jniis'slonto tbe"Post-Grnduate Courses in .theMedical Colleges of Assam by the Gauhati University orany other competentauthofity-as may, be decided by theGovernment from time to time.

··l(ii) AIl,candidates except those selected for All IndiaQuota seats and TeaGhers Quota seats, shall have to appearin it.

(iii) The Examination shall be conducted in Quwa:hati onsuch date and in such venue/venues as may be decided bythe Gauhmi University ot any o~er competent authorityentruSted by the; Govemtnent to.'conduet the examinationas per provision of Medical Council of ID.diaguide lines.

(iv) There shall be one single paper of 3~ hour durationgiving weightage as under: (The figures ~ithin bracket

shows the tentative number of questions in each subjects)

(a) Basis Sciences (Anatomy-IO, Physiology-IO, Bio-chemistry-IS, Pharmacology-IS, SPM-I5 & ForensicMedicine-IO) - 25%

(b) (Pathology-30, Microbiology-20, Radiology-I5,Genetics-5, Immunology-5)- 25%

(c) (Medicine-45, Surgery-3D, Obst. & Gynae-20,Paediatrics-20, Ophthalmology-I 5, E.N.T. & Orthopaedics-2Q) -:-50%

(v) There shall be total 300 questions with I mark foreach question. The question shall be multiple choice,objecti ve type and shall carry I mark for correct answer. Incase of there being more than one correct answer in a-multiple choice question the I mark shall be divided intoequal fraction for each correct answer. The question papershall indicate clearly the marking in respect of questionshaving more than one answer. There shall be no negativemarking for wrong answer and unanswered question. Thereshall be multiple sets (minimum 5 sets) for each questionpaper, each set containing same 300 questions in differentsequence.

(vi) A candidate shall have to secure at least 50% marksin case of general candidates and 40% in case of SC, STep),ST(H) & OBC/MOBC respectively in the EntranceExamination to be eligible for admission to the PostGraduate Courses.This shall also be applicable forcandidates under State Health Service quota i.e. 50 % marksfor general candidates and 40 % marks for ReservedCategories.

(vii) A Central committee shall be constituted to overseethe conduct of examination. The committee shall consist of

1. Officer in charge of the organization entrusted toconduct theexamination.

3. Principal of Gauhati Medical College

(viii) Examination venue shall be at Guwahati and shallbe at a Government premise or at an institution wheresec~~ty can be maintained. The district civil and police.administration are also to be involved.

(ix) Center Examination Committee - There shall be acenter committee and it shall be constituted with addition ofa representative of district civil administration and facultyof university or medical colleges.The committee shall overseeverification of admit card in the center.

(x) All candidates shall be present at the examinationcenter two hours before time along with their c:opyof admitcard.

(xi) In the center their admit cards shall be compared withthe admit card available at the center and after verification,the candidates shall be allowed entry to the hall proper. Thecandidate shall have to aff'lX his signature again in the AdmitCard copy kept in the centre.

(xii) A slip with room no. and seat no. shall be given tothem.

(xiii) Nomobile phones or any other electronic items shallbe allowed inside the hall. Presence of such items shall makethe candidate liable for disqualification.

(xiv) The candidate shall also affix his/her signature on thecopy of the admit card supplied to the candidate before theinvigilator in the examination.

(xv) After the examination is over, the answer scripts shallimmediately be placed in sealed packet and shall be kept forsafe keeping on the day afte~ the exams are over, the sealedpackets shall be transported under escort to a predesignatedstrong room.

-5(E) SCRIPT EVALUATION-

(i) Script evaluation shall be done ,by computerizedoptical method(ii) Ideally the script evaluation by the above methodshould be done in a government set up or in a reputedInstitution or any other suitable agency - where total securitycan be maintained.(ill) The Central committee constituted by the Govt ofAssam (as per clause 5 (D)vii) to supervise the procedure

~ shall also be responsible for results, but two new membersmay be brought in at this stage to facilitate computer work.They shall be -1. Computer expert from lIT / Govt. of Assam - Dept. ofITlUniversity Dept. of Computer Science.2. Expert from evaluation agency - wherever necessry.

S.(F) MERIT LIST-

(i) The Gauhati University or the authority appointedby the Government from tim~ to time for the purpose ofcondu~ting the Entrance Examination shall after examiningthe candidates prepare a merit list on the basis of total marksobtained in the Entrance Examination by the candidates indescending order and taking into consideration the otherprovisions under this rule as hereinafter provided.

(ii) The merit list shall be the basis of selection fordifferent categories of seats for Post-Graduate Courses.

(iii) In the event of two or more candidates securing equalmarks in the Entrance Examination, the merit amongst themshall be decided on the basis of percentage of marksobtained by each of them in all the three MBBSexaminations.

Provided that in the event two or more candidatessecuring equal percentage of marks in the three MBBSexaminations, their interse merit shall be decided on thebasis of the percentage of marks obtained by them in theFinal MBBS examination. If it further talleys then marksof Se¢ond MBBS Examination shall be cOfl&idered.

S.(G) DECLA:-RATION OF RESULTS THROUGHWEBSITE-

i) Once the results are finalized, first they shall bedeclared through website. A website shall be designed and .errected for this purpose.

copies shall be printed and released.

For appearing in the entrance examination, acandidate must -

(i) be a citizen of India.

(ii) be a permanent resident of Assam and must furnisha certificate to this effect.

(iii) have MBBS degree from a Medical College of Assam/University of the State of Assam recognized by the MedicalCouncil of India.

(iv) have permanent registration with State MedicalCouncil or Medical Council of India,- and he has not beenundergoing a Post-Graduate Degree/Diploma course in anyMedical Colleges at the time of application and who shallsubmit an undertaking in this regard.However candidateswho is unable to submit Permanent Registration Certificateat the time of application shall also be eligible but he I shemust submit the same at the time of counseling.

(v) the provision of Permanent Resident Certificate shallnot be applicable to the wifelhusbandlsons/daughters of theemployees of the Government of Assam and· studentsadmitted under 15% all India quota seats in MBBS in theMedical Colleges of Assam.

(1) Constitution of Selection Board: There shall be aSelection Board for the purpose of selection of candidates

for admission into the Post-Graduate Courses under theserules consisting of the following:-

(a) Director of Medical Education, Assam,Chairman

(b) Principal, Assam Medical College, Dibrugarh-Member

(c) Principal, Gauhati Medical College, Guwahati-Member -

(d) Principal, Silchar Medical College, Silchar -Member

(e) Director of Health Services, Assam - Member(f) Controller of Examination, (DME office)

Member(g) -Joint Director of Medical Education, Assam-

Member ~ecretary.

(2) Counselling:

(a) Selection to fIll up the seats other than the AllIndiaQuota and Teachers Quota seats shall be made by holdinga counseling on the date and place notified by the Chairmanof the Board.

(b) Candidates whose names-appear in the merit list shallbe called in the counseling serially before the Board in orderof merit to produce original documents/testimonials forverification by the Selection Board.

(c) The Board on being satisfied with documents andcertificates so produced by the candidates shall seek theirchoice of subject/college.

(d) A candidate shall be allotted a seat in the-subject and inthe college of his / her choice by the Board in accordancewith hislher position in,the merit list .

.Provided that the Board may not allow the choicegiven by any candidate for reasons to pe recorded in writingin the minutes of the Selection Board.

(e)' A candidate belonging to SC/ST(P)/ST(H) and OBC/MOBC can opt for General open seats in any subject/collegeif such a seat is available according to their position in themerit lis~or they may opt for any reserved seat of their owncategory that is available.

([) Conversion formula in case of candidate belonging tothe reserved category opting for a reserved seat in generalmerit position.

If a candidate belonging to ST{P),ST{H),SCand OBC/ MOBC reserved categories opt for a reserved seat fromGeneral merit position in a subject and collegeof their choice,the said seat shall be considered to be dereserved and shallbe brought to the General category to accommodate thecandidates.

After doing so, a general seat in the same subject shallbe brought under reservation in the same category to whichthe candidate belongs.

If a sea~ in the same subject is not available, then aseat in the subject in the broad stream of medical specialities/ subjects or surgical specialities / subjects to which theoriginal seat belonged shall be so reserved.

H no such Seat is available even in the broad Medicalor Surgical Specialities, then the Board may decide to reserveany subject in any college.

This formula is adopted to keep the total number ofseats belonging to a particular J;CServedcategory constantas per the judgement of Honourable Gauhati High Court inW.P.(C) NO. 1431/97.

(g) In case of doubtful cases the Selection Board shall referthe cases to the competent authority or to the State ForensicLaboratory.

(3) The candidate shall be physically present in thecounseling.

(4) The candidates shall show the following originaldocuments during admission:-

(a) HSLC Admit CardlHSLC Pass Certificate.

(b) Mark sheets of HSSLC (10+2) and all MBBSExaminations.

(c) Internship Completion Certificate.

(d) Permanent Residency Certificate.

(e) Caste Certificate

(f) Permanent Registration Certificate of StateMedical Council! Medical Council of India.

Provided that the wifelhusbandlsons and daughtersof the employees of Govt. of Assam as referred to in rule6( v) shall produce a certificate from the concerneddepartmental authority to the effect that he/she is the

husband/wife or son/daughter of the employee of theparticular category. Further, the candidates who have passedthe MBBS course in Assam under 15% All India quotashall produce a certificate from the respective Principal tothat effect.

(5) If a candidate is absent in the counseling the Boardshall not allow any seat to himlher.

(6) The candidate shall sign on the acceptance slip statingthe subject/college in the Post Graduate Courses allottedto him expressing his acceptance or non-acceptance of thesame and deliver itto the Member Secretary of the Board.

(7) .Each category of candidates shall be called forcounseling in the following order:-

(1) General or open (unreserved), (2) N.E.C. Quota, (3).Reserved Quota, (4) State Health Servi~es Quota.

(8) All the selected candidates shall take spot admissionin the day of counseling.

(9) No second counseling shall ordinarily be held.

(10) The can~dates shall be required to deposite an amountofRs. 250/- (Rupees two hundred fifty) only as counsellingfees in cash to the Director of Medical Education, Assam,at the time of counselling. The Director of Medical .Education, Assam shall utilise the amount so collected ascounselling fees. j.n con~uct of A.dmission procedures,provided be shall be required to submit the expenditurestatement alongwith utilisation certificate to theGovernment for approval.

a) . The candidates must take admission on the stipulateddate, otherwise their allotment shall be cancelled.

b) . . During admission each candidate inclnding AllIndia quota candidates have to deposit the followingdocUments in original. The documents shall remain iri thesafe cust04y of the:Principal till the completion of the courseand shall be retufned to the candidate only after obtaining·HostellMesslLibrary clearance certificate at the completionof the course. -

c) Certificate to be deposited at the time of admissionin original.

(i) HSLC Admit CardIHSLC Pass Certificate(ii) Mark sheets of.HSSLC (10+2) and all MBBSExaminations.(iii) Internship Completion Certificate.(iv) Permanent Registration Certificate of StateMedical Council or Medical Council of India.(v) Permanent Residency Certificate (whereverapplicable).(vi) Caste Certificate issued by the competentauthority.

d) If a candidate including All India quota candidatesresigns from a: particular course at any time and theresignation is accepted ~n fulfillment of the provision ofthese rules, the' certificates may be returned to thecandidates. The provisions of Rule 9 (1) and 9 (2) and 9 (3)shall also be ap.plicable to them.

(e) If the certificates are required by the candidate forappearing in an interview for employment, the same can begiven to himJher on application with copy of the call letterof the interview only in the last six months beforecorr pletion of the particular Degree / Diploma course. Theoriginal must be returned to the Principal on return frominterview.

9. RESIGNATION FROM A SESSION/SURRENDERINGOFASEAT-

In case a candidate including an All India Quota Candidateresigns from a particular session after admission and he/she applies for allotment of seats in subsequent batch, he/she shall

(1) return the stipend if already drawn to the Principalof the College.

(2) pay a penalty of·Rs. 25,000/- (Rupees twenty fivethousand only) by way of Bank Draft payable to the Directorof Medical Education, Assam at S.B.!. Guwahati, DispurBranch.

(3) be eligible to get back the original certificatedeposited with the Principal only on the fulfillment of theprovision of sub-rule (1) and (2) above.

Under no circumstances a candidate once selectedand admitted for a particular Degree/Diploma course at aparticular College in a particular subject shall betransferred to another course or another college or another

(i) The Government shall dispose of all appeal if any,received from any candidate aggrieved by the decision ofthe Board within seven days from the date of its receipt.

(ii) Any candidate aggrieved by the decision of the Boardmay prefer appeal before the·Govemment within two daysof the communication of the Board's decision to him.

(iii) Such appeals shall be addressed to the commissionerand Secretary to the Govt, of Assam, Health & Familywelfare Department, Dispur, Guwahati-6.

12.BOND- .After being selected the candidates (under Sub-rule

(3) and (4) of rule (4) shall execute a duly registered bondon a non-judicial stamp paper of the value of Rs. 10.00(Ten) only in the form as appended in Appendix-II forbinding himselflherself to serve under the Govemment of . .Assam for a period of 10 (Ten) years on completion of thePost Graduate Course and in breach thereof to pay a sumof Iriaximum of Rs. 10,00,0001- (Rupees ten lakhs) only tothe Government as compensation and deliver the same tothe Government and the candidates other than thecandidates under Sub-rule (3) and (4) ofrule-4, they shallalso ~xecute and furnish a dully registered bond on the non-judicial stamp paper of the same value and in respect of theamount tiS stated herein above provided their services arerequired by the Government.

a) Every candidate shall apply in the prescribed formto be issued by Gauhati University or any other competentauthority under these rules on payment of such sum asmay be notified in the advertisement given for the purpose.

b) Application 111ustbe filled up by the candidate inhislher own handwriting and shall be accompanied by allnecessary certificates, documents and fees as may beprescribed in the rules I advertisement. Incomplete'application form in any respect shall be rejected and nocommunication in this regard shall be entertained. TheAuthority/Institute shall not be responsible for any delayin the receipt or loss of application in postal transit and nocorrespondence in this regard, shall be entertained. Anydocument/certificate which is.found to be false orfabricated at any stage shall make the application liable torejection and admission if given on basis of suchdocuments/certificates shall 'be liable to be cancelledwithout any refund of any fee, etc. paid in this regard andcriminal proceedings shall be drawn against suchcandidate.

c) No candidate shall after taking admission into a Post-Graduate course be allowed to practice or take up a job-part time or otherwise till the completion of the course.

d) Every candidate shall have to pass the Final Post-Graduate examination in maximum three attempts.

(i) The students undergoing Post Graduate Coursesexcept the students from Teachers Quota and State Health

Service quota and others who have-received salary fromtheir respective appointment authorities shall be paid astipend as may be fixed by the Government from time totime.

(ii) The stipend will be paid subject to availability offund only.

(iii) Students rt?ceiving/stipendlscholarship from othersources are not entitled for above stipend.

(iv) Sttidents continuously absent in the course withoutany information for 3 months from the date ofcommencement of the classes shall forfeit the seat.

Notwithstanding anything contained in these Rules,the Govt. shall have the power to take any action, notinconsistent with the provisions of these rules, as may benecessary to remove any difficulty for which no expressprovision exists in these rules.

16. SCHEDULE OF SUBMISSION OF PROTOCOLS,THESIS AND EXAMINATION-

(1) Protocol: The candidate pursuing the Post GraduateCourse shall work as a full tiTne regular Junior Residentduring the fust year and submit 2 copies of the Protocol(subject of thesis) and synopsis by 6 months after approvalby the Department faculty to the Principal for onwardtransaction to the University.
