Asia is prone to many natural disasters, with frequent earthquakes, floods, cyclones, disease outbreaks and droughts. Emergency response systems can become overwhelmed and healthcare facilities are often unable to cope. • The Program for Enhancement of Emergency Response (PEER) is an Asia-regional program, initiated in 1998 by the United States Agency for International Development (USAID) Office of U.S Foreign Disaster Assistance (OFDA). • PEER aims to enhance local, national and regional disaster preparedness, to build the response capacities of vulnerable countries in Asia. • PEER works to institutionalize sustainable disaster preparedness training programs and emergency response systems. • PEER is in the 3rd implementation phase, which runs from 2009-2014, with supplemental support from American Red Cross (ARC). • PEER components include Hospital Preparedness for Emergencies (HOPE) and Community Action for Disaster Response (CADRE). • The Asian Disaster Preparedness Center (ADPC) is leading the implementation of HOPE and CADRE, in partnership with the National Disaster Management Organizations in ten countries in Asia, with support from Red Cross National Societies, Emergency Medical Services, Ministries and NGOs.
