Introduction: Why Here and Why Now?

The junction of Purbrook Way and Hulbert Road, known as Asda Roundabout, is a key junction for east-west
traffic in Havant and for access to the A3(M). The junction is currently congested and combined with anticipated
levels of local housing and employment development there is expected to be increased traffic delays.
To address the problem the County Council has identified an improvement scheme
and successfully bid to the Department for Transport for a ‘pinch point’ grant to fund
improvements. The grant is only available until end of March 2015.
Earlier public consultations identified local concerns about the improvements and the purpose of
this consultation is to show how these concerns have been incorporated into the scheme design.

The primary objectives of the scheme are to:
• reduce delays
• improve traffic capacity at the roundabout
• accommodate future traffic growth.
The proposed scheme also aims to improve road safety and facilities for
pedestrians, cyclists and bus users. It includes measures at the junction
of Park House Farm Way and Purbrook Way, which will be improved to
slow traffic and improve access for all road users.
The local area is important for wildlife and the scheme
includes substantial landscaping, with improvements to
help wildlife and support biodiversity.

The Asda roundabout is on the major east-west link
between Purbrook, Leigh Park and Havant, which aims to
provide a safe and effective link using off-road paths and
quiet roads to join together major destinations, including
colleges, retail and transport hubs.
A comprehensive and
legible cycle and
walking network is a
key part of the Havant's
'Active Travel Strategy'.

Hibernacula
• The scheme requires the use of land to the northeast of the roundabout. It is a
Site of Importance for Nature Conservation (SINC) that has been identified as
suitable for dormice.
• We are working with Portsmouth City Council, the landowner, who have pledged
the land required for the road scheme, to implement wildlife habitat mitigation
measures suitable for dormice, bats, reptiles and ground nesting birds.
• Surveys to establish whether dormice are present are
ongoing. If dormice are found, then the works will
require a licence from Natural England.
• The land required for the scheme has been identified
as having low to medium archaeological interest. Work
to assess and record any discoveries that might be
present are planned and will be carried out during the
works on an ongoing basis

• The vegetation clearance work has been largely completed.
• Utility diversion work has started and will be completed over the
summer.
• Main works are expected to start in October for approximately 13
months. A precise programme of works will be available when the
contractor has been appointed.
What Happens Next?
• The roundabout will remain operational throughout the works, although
some off-peak restrictions and night working may be required, while
observing the noise restrictions of the Local Environmental Health Officer.
• Liaison with the Highways Agency will ensure the motorway is unaffected
• Local highway improvement and utility works will be coordinated to
reduce any multiple disruptions during the main works.
