1. INTRODUCTION 1.1 A type 3 survey of the premises was carried out at the request of Mr. Lennie

Shepherd of Kinsler & Partners, 214 Marton Road, Middlesbrough. TS4 2ET. The survey and all sampling was carried out in accordance with the requirements of the HSE document ‘Surveying, sampling and assessment of asbestos containing material’ MDHS-100. All areas of the premises were surveyed on 10-12th April 2006 for materials suspected of containing asbestos.

1.2 The scope of the survey was to consider and report on;

a. The type, condition and extent of asbestos containing materials (ACMs) in the building in all reasonably accessible areas.

b. Provide recommendations to ensure that areas of concern are made safe

and that all ACMs are managed safely.

c. To assess the risk from the ACMs and to derive risk ratings.

1.3 All areas of the premises were surveyed. These are; a. All of the external areas of the building. b. All of the internal areas of the building.

All areas from which samples were taken are shown in the site plans in Appendix D.

1.4 The following areas were excluded from the survey;

No areas were excluded from the survey.

1.5 Specific exclusions relating to the surveying; 1.5.1 No inspection was carried out of flues, chutes, ducts, lift shafts, voids and any

similar enclosed areas, the access to which would necessitate the use of specialist equipment or tools, or which would have caused damage to decoration, fixtures, fittings or the structure of the building. We are therefore unable to report on the presence of asbestos in these areas, and accept no responsibility for the presence of asbestos in these areas.

1.5.2 No inspection of live electrical or mechanical plant or similar requiring the

attendance of a specialist engineer was carried out. 1.5.3 No inspection of any area requiring specialist access equipment other than

stepladders was carried out. 1.5.4 No report has been made on any concealed spaces, which may exist within the

fabric of the building where the extent and presence of these is not evident due to inaccessibility or insufficient knowledge of the structure of the building at the time of the survey.

1.6 Specific exclusions relating to sampling; 1.6.1 Samples have not been taken where the act of sampling would endanger the

surveyor or affect the functional integrity of the item concerned e.g. fuses within electrical boxes, fire doors, gaskets, glazing and power plant.

1.6.2 Samples have not been taken where prohibited by the client. 1.6.3 Samples have been taken from all materials which, upon initial visual inspection,

appeared to contain asbestos with the exception of some items of mastic, resin or rubber, which contain asbestos where the quantity of those materials and the content of asbestos within the material is insignificant in terms of risk to health and safety.

1.6.4 Materials have been referred to as Asbestos Insulation Board or Asbestos Cement

based on their asbestos content and visual appearance alone. Density checks have not been carried out unless otherwise stated.

1.7 Caveat This report is based on a non-destructive survey of an unfamiliar site. Every effort

was made to locate the presence of all ACMs within the areas included in the survey. It is recognised that construction techniques often create inaccessible void spaces, which without destructive sampling techniques being employed, would not be accessed during this survey. It must therefore be presumed that ACMs other than those located within the survey may exist within the building.

It was not possible both in terms of time and cost to sample each and every panel,

tile or material of similar type. Where these exist, only a percentage of similar type materials were sampled, on the assumption that other like materials were of an identical composition. It is therefore possible that some other materials of apparently identical composition may vary and as such could contain asbestos not detected in the samples taken.

For the reasons set out above, we cannot give assurances that all asbestos

containing materials have been located and as such we recommend that further sampling be undertaken should these areas become accessible during the course of any future refurbishment or demolition works.

2. DETAILED SITE DESCRIPTION The External Area of the Building and Site The building is situated on the main street in Morpeth. The High Street facade is finished in a white tiled material giving and art-deco look to the property. There are black painted window frames. A few shops are based at ground level and there are two entrances one to the inner arcade and one to Back Riggs shopping centre. Following a full inspection of all external areas around the building and site a number of samples were taken as follows: -

- Sample 749.12 was taken from the 30 cm x 30 cm tiles to the roof area walkway of Sanderson House (coverage is 68 tiles approximately). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.13 was taken from the mineral felt to the flat roof above the fire escape (coverage is 5 metres x 3 metres square). The sample showed that no asbestos was detected.

- Sample 749.14 was taken from the bitumen mineral felt to the flat roof over the Back Riggs Arcade (coverage is 37 metres x 22 metres square). The sample showed that no asbestos was detected.

- Sample 749.15 was taken from the bitumen mineral felt to the roof of the flat roof next to Back Riggs and Sanderson House (coverage is 16 metres x 8 metres square). The sample showed that no asbestos was detected.

- Sample 749.16 was taken from the sky light cover to the flat roof next to Back Riggs and Sanderson Arcade (coverage is 2.5 metres x 1 metre square). The sample showed that no asbestos was detected.

- Sample 749.17 was taken from the corrugated cement sheets to the Sanderson Arcade Roof (coverage is 24 metres x 12 metres square). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.18 was taken from the corrugated cement sheets to the Sanderson Arcade Roof (coverage is 41 metres x 12 metres square). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.19 was taken from the cement boards to the eaves on the roof of the Ladbrokes building (coverage is 14 metres both ends, all along the top of the brick work). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.20 was taken from the grey mastic around the windows on the first floor of the Ladbrokes building (coverage is around the windows). The sample showed that no asbestos was detected.

- Sample 749.21 was taken from the roof felt under the clay tiles on the canopy above the walk way of the Ladbrokes building (coverage is throughout the tiled roofs of the walkway). The sample showed that no asbestos was detected.

- Sample 749.22 was taken from the cement corrugated sheets and fascia on the roof of number 7A (coverage is 21 metres x 7 metres). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.45 was taken from the roofing felt to the void above the canopy walkways (coverage is throughout). The sample showed that no asbestos was detected.

- Sample 749.52 was taken from the mastic to the brick work expansion joint at the rear of the bus station (coverage is 3.5 metres high). The sample showed that no asbestos was detected.

- Sample 749.53 was taken from the mastic around the windows of the bus station (coverage is around the building). The sample showed that no asbestos was detected.

- Sample 749.54 was taken from the cement chimney flue cowling to the bus station roof area (coverage is 1 metre high x 50 cm diameter). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.55 was taken from the bitumen mineral roof felt to the roof area of the bus station (coverage is throughout the roof area). The sample showed that no asbestos was detected.

- Sample 749.56 was taken from the cement board to the eaves to the canopy next to the Home Bakery (coverage is along the top of the brick work - 7 metres long). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.57 was taken from the black mastic joint on the arches to the canopy next to the Home Bakers (coverage is throughout the archways). The sample showed that no asbestos was detected.

- Sample 749.70 was taken from the cement boards to the eaves at the top of the brickwork at the end of the canopy next to the Comrades Club (coverage is along the top of the brick work - 7 metres in length). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

The Internal Area of the Building Internally the building has a variety of different units used predominantly as retail premises. There are also offices and utility rooms in the building. A full and detailed account of areas around the interior of the building with accompanying photographs can be found at Appendix C and Appendix D of this report. Following a full inspection of all internal areas, the following samples were taken: -

- Sample 749.01 was taken from the boards above the grids and shops (coverage is throughout the roof area). The sample showed that no asbestos was detected.

- Sample 749.02 was taken from the bitumen roof felt in the loft area of Sanderson House (coverage is throughout the roof). The sample showed that no asbestos was detected.

- Sample 749.03 was taken from the broken pipe in the outer wall of the male toilets on the first floor of Sanderson House (coverage is 10 cm diameter x 30 cm long). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.04 was taken from the grey boarding inside the electric cupboard on the first floor of Sanderson House (coverage is 2 metres high x 1 metre wide). The sample showed that no asbestos was detected.

- Sample 749.05 was taken from the sink pad in the kitchen on the first floor of Sanderson House (coverage is 2 pads to the bowl and drainer). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.06 was taken from the inner skin boards to the boiler housing in the female toilets in Sanderson House (coverage is 3 metres x 4 metres square). The sample showed that no asbestos was detected.

- Sample 749.07 was taken from the outer skin boards to the boiler housing in the female toilets in Sanderson House (coverage is 3 metres x 3 metres square). The sample showed that no asbestos was detected.

- Sample 749.08 was taken from the partition wall in office 1 on the first floor of Sanderson House (coverage is 3 metres x 3 metres square). The sample showed that no asbestos was detected.

- Sample 749.09 was taken from the panel to the door of office 1 on the first floor of Sanderson House (coverage is 4 metres to both sides). The sample showed that no asbestos was detected.

- Sample 749.10 was taken from the roof felt in the loft above office 1 on the first floor of Sanderson House (coverage is throughout the roof area). The sample showed that no asbestos was detected.

- Sample 749.11 was taken from the vinyl floor covering in office 2 on the first floor of Sanderson House (coverage is 3 metres x 3 metres). The sample showed that no asbestos was detected.

- Sample 749.23 was taken from the notice board to Block 7A at the bottom of the stairs (coverage is 2 metres x 1 metre). The sample showed that no asbestos was detected.

- Sample 749.24 was taken from the wide profile cement sheets to the loft area of Block 7A (coverage is 7 metres x 21 metres). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.25 was taken from the sink pad in the coffee den on the first floor of Block 7A (coverage is 1 pad). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.26 was taken from the ceiling tiles in Unit 2 of Back Riggs (coverage is 10 metres x 11 metres square). The sample showed that no asbestos was detected.

- Sample 749.27 was taken from the vinyl floor covering in Jacaranda Flower Shop in Unit 8 (coverage is 7 metres x 5 metres). The sample showed that no asbestos was detected.

- Sample 749.28 was taken from the decorative coating to the ceiling in Jacaranda in Unit 8 (coverage is 10 metres x 5 metres). The sample showed that no asbestos was detected.

- Sample 749.29 was taken from the decorative coating to the walls and ceiling in the Wool Shop in Unit 3 (coverage is throughout the walls and ceiling). The sample showed that no asbestos was detected.

- Sample 749.30 was taken from the decorative coating to the ceiling in the Card Shop in Unit 4 (coverage is 10 metres x 9 metres). The sample showed that no asbestos was detected.

- Sample 749.31 was taken from the boarding to the wall above the ceilings in Unit 1 - Sue Ryder - Back Riggs staff area (coverage is 12 metres x 26 metres square x 9 cm high). The sample indicated a presence of Amosite - Medium (15-50%) and Chrysotile - Trace (<2%) in this area.

- Sample 749.32 was taken from the bitumen under the sinks in the Orchid Room Café in Unit 5 (coverage is 2 metres). The sample showed that no asbestos was detected.

- Sample 749.33 was taken from the ceiling boards to Unit 9 store to the left hand side of the shop (coverage is 8 metres x 3 metres). The sample showed that no asbestos was detected.

- Sample 749.34 was taken from the black painted ceiling material to the ceiling of the main shop in Unit 9 (coverage is 5 metres x 19 metres). The sample showed that no asbestos was detected.

- Sample 749.35 was taken from the covering to the RSJs in the ceiling void in Ladbrokes in Unit 4A (coverage is throughout the ceiling void covering the RSJs). The sample showed that no asbestos was detected.

- Sample 749.36 was taken from the sink pad in the ground floor tea room in Ladbrokes in Unit 4A (coverage is 2 pads). The sample showed that no asbestos was detected.

- Sample 749.37 was taken from the insulation boards in the ceiling void in Ladbrokes on the first floor (coverage is throughout the roof void area). The sample showed that no asbestos was detected.

- Sample 749.38 was taken from the roofing felt in the roof area of Ladbrokes (coverage is throughout the roof area - 28 metres x 16 metres). The sample showed that no asbestos was detected.

- Sample 749.39 was taken from the screeding above the ceiling void in the Health Store (coverage is throughout the ceiling void area). The sample showed that no asbestos was detected.

- Sample 749.40 was taken from the blue vinyl floor tiles in the Health Store to the right hand side of the ground floor cupboard under the stairs (coverage is 2 metres). The sample showed that no asbestos was detected.

- Sample 749.41 was taken from the rough texture ceiling tiles on the right hand side first floor of the health store (coverage is 13 metres x 8 metres). The sample showed that no asbestos was detected.

- Sample 749.42 was taken from the artex in unit 5 Orchid Room Café (coverage is around the windows). The sample showed that no asbestos was detected.

- Sample 749.43 was taken from the sink pads in the Stait Photography kitchen area (coverage is 2 pads). The sample showed that no asbestos was detected.

- Sample 749.44 was taken from the beige vinyl floor tiles in the Stait Photography kitchen and toilets (coverage is 16 metres). The sample showed that no asbestos was detected.

- Sample 749.46 was taken from the cement sheet to the ceiling void in the Home Bakery rear office (coverage is 1 metre x 10 cm). The sample showed that no asbestos was detected.

- Sample 749.47 was taken from the cement screed in the ceiling void of the Home Bakery rear office (coverage is throughout). The sample showed that no asbestos was detected.

- Sample 749.48 was taken from the brown vinyl floor tiles in the Home Bakery rear office (coverage is throughout). The sample showed that no asbestos was detected.

- Sample 749.49 was taken from the yellow vinyl floor tiles in the Home Bakery dining area (coverage is throughout). The sample showed that no asbestos was detected.

- Sample 749.50 was taken from the green vinyl floor tiles in the Home Bakery dining area (coverage is throughout). The sample showed that no asbestos was detected.

- Sample 749.51 was taken from the sink pad in the kitchen area of John Gerrards Hairdressers (coverage is 1 pad). The sample showed that no asbestos was detected.

- Sample 749.58 was taken from the artex ceiling in the Bus Depot canteen (coverage is 8 metres x 14 metres and into kitchen). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.59 was taken from the sink pads in the Bus Depot kitchen (coverage is 2 pads). The sample showed that no asbestos was detected.

- Sample 749.60 was taken from the ceiling tiles in the Bus Depot female WC (coverage is 12 tiles in the male toilets and 12 tiles in the female toilets). The sample showed that no asbestos was detected.

- Sample 749.61 was taken from the flue pipe to the burner in the female toilets in the Bus Depot (coverage is 6 cm diameter x 1 metre and through the roof). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.62 was taken from the wall covering in the male toilets in the Bus Depot (coverage is throughout the toilet walls). The sample showed that no asbestos was detected.

- Sample 749.63 was taken from the black lining to the insulation in the Mobility Shop reception area (coverage is throughout the insulation). The sample showed that no asbestos was detected.

- Sample 749.64 was taken from the artex ceiling in the Mobility Shop Bus Station Committee Room (coverage is 8 metres x 6 metres throughout the general office and lobby). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.65 was taken from the sink pad in the Mobility Shop kitchen (coverage is 1 pad). The sample showed that no asbestos was detected.

- Sample 749.66 was taken from the artex ceiling in the Mobility Shop lobby (coverage is 2 metres square). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.67 was taken from the pipe insulation in the Mobility Shop plant room (coverage is 16 metres in length approximately). The sample showed that no asbestos was detected.

- Sample 749.68 was taken from the ceiling boards in the Mobility Shop plant room (coverage is 5 metres x 2 metres). The sample showed that no asbestos was detected.

- Sample 749.69 was taken from the cement flue pipe to the boiler in the Mobility Shop plant room (coverage is 2 metres x 50 cm diameter showing). The sample indicated a presence of Chrysotile - Low (2-15%) in this area.

- Sample 749.71 was taken from the beige vinyl floor tiles under the doorway and in the electric cupboard and bin cupboard in the ground floor entrance to the upper floor of the Inland Revenue (coverage is 27 tiles approximately (and also in the first floor cupboard - 12 tiles)). The sample showed that no asbestos was detected.

- Sample 749.72 was taken from the bitumen wrap in the electric cupboard to the stairs (coverage is 20 cm showing). The sample showed that no asbestos was detected.

- Sample 749.73 was taken from the sink pads in the kitchen of the Inland Revenue on the first floor (coverage is 2 pads). The sample showed that no asbestos was detected.

- Sample 749.74 was taken from the beige vinyl floor tiles in the kitchen and the toilets of the Inland Revenue on the first floor (coverage is 3 metres x 3 metres in the kitchen and through the male and female toilets). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.75 was taken from the board next to the sinks in the Inland Revenue male toilets (coverage is 1 metre square). The sample indicated a presence of Amosite - Medium (15-50%) in this area.

- Sample 749.76 was taken from the seal around the glass on the fire doors in the first floor corridor of the Inland Revenue (coverage is around the glass panels). The sample indicated a presence of Amosite - Medium (15-50%) in this area.

- Sample 749.77 was taken from the sink pads in the large kitchen on the first floor of the Inland Revenue (coverage is 2 pads). The sample showed that no asbestos was detected.

- Sample 749.78 was taken from the beige vinyl floor tiles in the First Aid Room on the first floor of the Inland Revenue (coverage is 5 metres x 4 metres here and possibly throughout the building). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.79 was taken from the brown vinyl floor tiles in the back staircase opposite the WCs in the Inland Revenue (coverage is throughout). The sample indicated a presence of Chrysotile - Trace (<2%) in this area.

- Sample 749.80 was taken from the sink pads in the back kitchen area on the ground floor of the Inland Revenue (coverage is 2 pads). The sample showed that no asbestos was detected.

- Sample 749.81 was taken from the ceiling void cement render in the back kitchen of the Inland Revenue on the ground Floor (coverage is throughout the steel work). The sample showed that no asbestos was detected

Overall All areas of the building were examined. From the 81 samples taken around the property, 23 tested positive for asbestos. Recommendations are given in the comment section of each positive item. See page 10 onwards.

4. RECOMMENDATIONS 4.1 The recommendations detailed in the register in Appendix A are based on each

item’s potential for releasing fibres as described in the Health and Safety Executive guideline MDHS 100.

4.2 A quantifiable assessment of the risk of fibre release has been made by using an

algorithm which takes into account all factors relevant to the item and the normal activities of the building occupants. Recommendation will then normally involve removal, encapsulation or management as described below;

a. Removal of items vulnerable to damage or in such poor condition that

removal is the only practical option, or where refurbishment or demolition work is planned whereby the work will affect the asbestos materials present and render removal necessary.

b. Enclosure or encapsulation where the material is in poor condition or is

vulnerable to damage.

c. Management of the asbestos material present by labelling, registering and periodic inspection as necessary.

4.2.1 Definition of terms;

i. Enclosure Provision of a physical barrier to provide mechanical protection of the material to prevent it being disturbed or damaged.

ii. Encapsulation Provision of paint type coating to create a continuous

seal to the surface of the material and thereby prevent fibre release.

iii. Labelling Fixing of labels to the surface of the material to warn of

the hazard iv. Registering Entering the details, including type, location and extent in a register which is bought to the attention of all persons who might plan or undertake works in the building. v. Periodic inspection Inspection of the material at defined intervals to check that its condition hasn’t deteriorated to require enclosure, encapsulation or removal. vi. Repair Addition of a seal to the material to prevent the further deterioration of the material. Carried out in conjunction with labelling. vii. Removal Complete removal of a material in compliance with CAWR 1998. viii. Manage in place A policy of regular inspections to ensure that the ACM

is maintained in good condition.

5. METHOD OF RISK ASSESSMENT

The material risk (M) rating system follows the algorithms detailed in MDHS-100 to build up a material risk assessment score. The score is based on;

6. SAMPLING & ANALYTICAL TECHNIQUES

Bulk samples of suspect asbestos containing material were extracted to determine the nature and extent of the material, and the results of their laboratory analysis are given in Appendix E. Bulk sampling was carried out in accordance with documented in-house methods and HSE guidance note MDHS 100 entitled “Surveying, sampling and assessment of asbestos-containing materials” (July 2001). At the discretion of the surveyor, where instances of asbestos containing material appeared to be extensive, only representative samples were taken for analysis. Samples were collected in self-sealed bags and, where appropriate, an adhesive label has been affixed which bears the sample number for cross-reference with this report. The sample point has then been safely sealed to reduce the risk of airborne asbestos fibre release. Please note that the presence of a label does not necessarily indicate that asbestos has been detected.

Bulk sample analysis was carried out in accordance with documented in-house methods, based upon HSE Guidance Note MDHS 77, under our UKAS accreditation No. 0612.

The three most commonly used types of asbestos are:

CHRYSOTILE - White. AMOSITE - Brown. CROCIDOLITE - Blue.

NAD - No Asbestos Detected. Or NADIS – No Asbestos Detected In

7. ASBESTOS SURVEY DEFINITION

Asbestos surveying nationwide (surveys) are carried out in accordance with the requirements of MDHS 100 “Surveying, sampling and assessment of asbestos-containing materials” (July 2001).

This survey was carried out under the heading TYPE 3, the requirements of which are as follows:

Type I – Presumptive Survey

The purpose of this survey is to locate the presence, nature and extent of any suspect ACM’s in the building, including an assessment of their condition. No samples have been taken to verify the presence of asbestos and as such a material has to be presumed to be asbestos unless there is sufficient evidence to suggest that it is not. The following reasoned arguments are used to suggest that a material does not contain asbestos:

Non-asbestos substitute materials were specified in the original construction or subsequent refurbishments.

The product was very unlikely to contain asbestos or have asbestos added (e.g. wallpaper, plasterboard, etc.

Post 1985 construction for Amphibole (i.e. Amosite & Crocidolite) containing asbestos.

Post 1999 construction for Serpentine (Chrysotile) products. Where materials have the visible appearance of asbestos or are KNOWN to have been manufactured using asbestos, they have been marked as Strong Presumption.

NOTE - A Type I presumptive survey will inevitably result in non-asbestos containing materials being presumed to be asbestos and we accept no liability for the additional costs and duty incurred in managing this presumption.

Type II – Sampling Survey

The purpose and procedure adopted in this survey are the same as for a TYPE 1 with the exception that representative samples are collected and analysed for the presence of asbestos. If a sampled material has been found to contain asbestos then other similar homogeneous materials may have been strongly presumed to also contain asbestos. A strategy has been established to keep to a minimum the number of bulk samples taken for analysis, which therefore minimizes the potential risk arising from excessive sampling and keeps the cost of the survey to a minimum. The strategy employed is a combination of visual inspection and sampling of bulk materials.

During the survey, where a material was suspected to contain asbestos, a bulk sample was taken for analysis. In areas where there were substantial quantities of visually uniform materials present, a smaller number of representative samples were taken. Visually similar materials in the same area must, therefore, be assumed to contain asbestos.

Where the survey reports a material as NON-ASBESTOS by visual inspection but with no analysis of samples (e.g. recently re-lagged pipe work) then the client should exercise caution in interpreting the results. It is IMPORTANT to stress that in such circumstances there may be residues of asbestos trapped under the newly applied lagging particularly from removal operations carried out in the past. It is not usually practicable to detect such residues until major disturbances of the material takes place within the scope of a destructive survey and therefore Central asbestos surveys cannot accept liability for the future detection of such residues within this survey.

If the client undertakes major alterations in a specific area where it may be possible that residual asbestos may be found, then it is recommended that further investigation of the specific area be carried out before the start of work. Where there are large numbers of identical items distributed throughout the site (e.g. asbestos flash pads in fuse boxes) a single sample will be taken for analysis and the client must assume that identical items will have the same composition as the one specified.

Type III – Intrusive Survey

This type of survey is to establish and describe ALL ACM’s in the building as far as is reasonably practicable and may involve destructive inspection techniques. The volume of asbestos materials will be established but no assessment of condition will be made other than to highlight areas of significant damage or debris.

On all types of survey, where "NO ACCESS" is used, it indicates that the area specified was not accessible at the time of the survey. The client must be aware of the possibility that there may be asbestos materials in the area. In this situation a recommendation is made to further inspect these areas once they become accessible. Only those areas defined within the specification and report are covered within this survey. Those areas not identified should be considered as not accessed for the purpose of this survey.

8. SPECIFIC NOTES

General

Once asbestos materials have been identified it is essential that appropriate management and remedial measures be introduced. In general, asbestos materials that are in good condition should not be disturbed. Their location should be recorded and their existence made known to contractors, staff and others who may be affected. Warning labels advising of the presence of asbestos may be appropriate together with periodic condition inspections.

For materials in poor condition remedial action (encapsulation or removal) may be required. Access to areas containing asbestos in poor condition may need to be restricted until remedial measures have been completed.

Any person undertaking work within the building should be informed of the presence of asbestos. This briefing also applies to any other person associated with the site, including staff, sub contractors and others.

All the asbestos removal works should be carried out by a contractor licensed to work with asbestos (under the Asbestos (Licensing) Regulations 1983) and in accordance with the control of Asbestos at Work Regulations 2002, and the associated Approved Codes of Practice.
