City officials are working on a way toease walking on the new so-called walkingpath of crushed stone that replaces thepaved portion of Summit Circle, the Inde-pendent learned last week.

One option being studied is how to in-

corporate a smaller granular path within aportion of it, using similar material as thepaths on the green roof of the Westmountrecreation centre, according to city Engi-neering director Elisa Gaetano.

This would essentially create a pathwithin the walking path.

Two unopposed councilcandidates to be sworn inthis weekBy Laureen Sweeney

Westmount’s incoming city council nowhas two known councillors expected to besworn in at a time yet to be confirmed atpress time Monday. They are Philip Cutlerin District 2, and Jeff Shamie in District 3.Both were unopposed at the close of can-didate nominations October 6.

After a handful of people gathered atcity hall at the 4:30 pm deadline that day toawait the results that seemed slow in com-

ing, Councillor Victor Drury went into theoffice of the returning officer and emergedto make the announcement.

“We have two acclamations,” he said.It was a departure from the city’s tradi-

tional announcement in the council cham-ber by the returning officer immediately af-ter the deadline.

The future of the 16 other council can-didates is as yet unknown, as is that ofthree mayoral hopefuls.

Team Martire completescycling race around Ireland,raises $250K USBy Martin C. Barry

A long-distance bicycling enthusiastfrom Westmount was part of a two-manteam that placed second in that category inan ultracycling event held in Ireland thispast summer.

Nicholas Martire of Westmount andJean-Pierre Généreux of NDG took part inthe Race Around Ireland, a gruelling 2,214-kilometre trek lasting 108 hours from Au-gust 27 to September 1, a Sunday to a Fri-day. Their Team Aldo (Martire is seniorvice president of Aldo Group Internationalshoes) joined one other team in that cate-gory.

The race is regarded as “one of thetoughest cycling challenges in the world, “

according to the website. The course isknown for its hilly terrain.

Assisted by a six-person crew, Martireand Généreux slept just six hours for theduration of the event.

It was their best finish ever, said Martire,who took part with Généreux in anotherultracycling event, the Race Across Amer-ica, last year. Among the team’s sponsorsthis year was Martin Swiss Cycles on Vic-toria Ave.

Along the way, according to Martire,they raised more than $250,000 US for theTwo Ten Footwear Foundation cancer carefund. Last year they launched the fundwith $200,000. By the end of this sum-mer’s event, the fund contained nearly$500,000, he said. See photo, p. 1.

Look to dog behaviourexperts for solutions

Contrary to an opinion expressed in a re-cent letter to the editor intimating thatwith respect to dangerous dogs, “Geneticsis the culprit, not training, (September 5, p.6), I would like to draw attention to the re-cent statements and recommendations ofthe Quebec coroner’s office. In this report,related to the tragic incident where Chris-tiane Vadnais was killed by a neighbour’sdog, the coroner reviews the facts sur-rounding the case, the scientific evidenceand makes recommendations to preventfuture dog-related fatalities.

Although this incident was the impetusto passing breed specific legislation (BSL)in Montreal (and elsewhere in theprovince), the coroner clearly recom-mended against BSL. He also explainedthat: (1) experts could not formally identifythe dog’s breed, notwithstanding DNAtesting; (2) the dog’s aggressiveness was asa result of mistreatment, physical abuse,neglect and under-socialization by hisowner; (3) had the city of Montreal not ne-glected to apply the existing laws relatingto dangerous dogs when this dog previ-

ously bit two individuals, this death wouldhave likely been prevented.

In recent years, experts in canine genet-ics and veterinary behaviour have de-bunked the myth that dogs of a certainbreed or with certain physical characteris-tics are more aggressive.

As explained by Dr. Irizarry, PhD, an ex-pert in canine genetics: “the anatomicalfeatures associated with dog breeds…arenot involved in encoding the behaviour ofa dog – dogs of all breeds share over 99.99percent of their DNA.”

In Quebec, since 1988, there have beensix human fatalities caused by dogs, five at-tributed to dogs identified as northernbreeds (i.e. huskies/malamutes). Shouldwe be banning huskies and malamutes?Of course not. Rather, we need to focus onputting time and energy into solutions rec-ommended by experts, as they have donein Calgary and Beaconsfield, in order tomake our community safer for all.

cited with the long-awaited plan to con-vert the abandoned section of Summit Cir-cle into an urban park. The road meandersnicely along the embankment, and the cityhas even brought back some of the views.

Unfortunately, I (along with many otherregulars) fastidiously avoid the path as therocks are unpleasant to walk on. More im-portantly, my dog refuses to walk there asthe rocks hurt her paws.

The rocks need to be compacted with avibratory roller in order for the path to bemore comfortable to walk on and for dogsto tolerate the surface. It will also be safer,especially for senior citizens, as it currentlypresents a trip hazard.

What does ‘cost effective’really mean?

Johanna Stosik’s comment about a po-tential future indoor pool leaves me baf-fled. (“Stosik runs in District 7,” October10, p. 1.) She implies that this may or maynot happen, but states unequivocally that“no one wants an increase in taxes” andthat it should be “cost effective.” What ex-actly does that mean for her, cost effec-tive? Also, who is she to decide what all cit-izens of Westmount want and what they

are willing to pay for?If a reasonable increase in municipal

taxes are required in order to finally havean indoor pool that we can use for 12months (and not the measly roughly twomonths we now have with the outdoorpool), I for one would be most willing toaccept that.

It is quite ridiculous that Westmount,one of the richest communities in all ofCanada, is deprived of this type of facility,which exists everywhere throughout thecountry.

I believe a huge planning mistake wasmade in the recent past when the programfor the new Westmount recreation centrewas developed. That quite obviouslyshould have been the time to incorporatethis much needed indoor pool in the over-all facility.

Unfortunately, I get the sense that thisissue is not very important in the forth-coming election. Regardless of the resultsof the election, I truly hope our electedrepresentatives will, at some future date,address this great lack in our community.

Points for a candidateIn the upcoming election, voters should

elect a mayor and council who will buildon past achievements with fresh ideas,modernization and improvements thatwill continue to enhance Westmounters’quality of life.

With three long-serving and experiencedelected officials bowing out (former mayorPeter Trent, and past councillors VictorDrury and Nicole Forbes), whose many ac-complishments are greatly appreciated, itis an opportunity for a younger genera-tion with new ideas to bring a renewedimpetus to our city’s administration.

I have met and listened to MayorChristina Smith several times. It is clearthat she comes to the task with the rightbalance of experience on council (oneterm), private sector accomplishments, anability to juggle the demands of family andpublic service, and an unmatched energyand dedication. She is not fatigued by longyears of serving on council. Intelligent,confident and talented, she has her ownvoice and is willing to take a new look atthings and adjust even long-establishedpractices, where needed, to address citi-zens’ needs.

D’Amico cites career in finance, building;Felcarek calls for open meetings

Joining the race for councillor in District1, Antonio D’Amico hopes his professionalexpertise in two major areas can help ad-dress issues facing those constituents as

well as all residents.The first is more than 25 years as an ac-

countant and tax consultant working inmany capacities including in an advisoryone to the Quebec government, he says. “Ihave the background that will allow me tounderstand the financial and taxation is-sues required to represent my con-stituents.”

The second is his experience in buildingand permit processes.

He has renovated two of his own homesin the district and, having been a licensedcontractor, has been engaged in others, headds. He has also been a board member ofa hotel-condo complex and a propertymanager.

“I understand building codes and permitprocesses, which is of major interest tomy constituents, who happen to live in theonly district in Westmount where 100 per-cent of the built form is made up ofhouses.”

He says his campaign platform is sim-ple.

“Keep District 1 managed by those wholive there and have the necessary skills to

be effective and efficient. As an accountant,I appreciate Westmount’s current soundfiscal management, and wish to keep itthat way.

“I would work very hard to maintain atax freeze in 2018. I would also like to im-plement in the permits department someof the practices and technologies that I useevery day in my tax practice.”

The current situation “is a major irritantfaced by my neighbours and myself whohave gone through the permits process.”

He also lists safety and traffic issues,saying “I want Westmount to continue toflourish to ensure our families continue tothrive and maintain their roots here.”

D’Amico and his wife, Claudia, havechildren attending LCC: Domenico, 14,and Miriam, 10.

D’Amico grew up in St. Laurent, at-tended Vanier College and McGill Univer-sity, and lived in the Bois de Saraguay dis-trict of Cartierville before moving toWestmount in 2013 on Upper Lansdowne.He has degrees from McGill in commerce(1986) and arts (1987), an MBA (1990) and

a graduate diploma in taxation in 2000.

Gabriel Felcarek –District 5

While Gabriel Felcarek at age 20 is nostranger to politics, the upcoming electionis his first opportunity to vote and that iswhat catapulted him into the race withthree other candidates in District 5 on thelast day of nominations.

“I found after reading the platforms, thatI wouldn’t be able to vote for any of thecandidates running in my district,” he said.“So I decided to run myself and hope thatother people in the district would vote forme, too.”

Primarily among his issues, he explains,is opening up debate at the council table.He says he doesn’t believe in council mem-bers arriving at a consensus on various is-sues before the public meeting or holdingcommittee meetings in private.

“I want to debate the issues in public,”he said. “And I don’t want people who doso to be branded as crusaders but to be ac-cepted for expressing their own views andthose of their constituents.”

He is also running on increasing spend-ing for infrastructure, saying “it’s fiscallyresponsible to spend money now ratherthan later.” He’s for building a “long over-due” indoor pool, fully digitalizing regis-tration for building permits and synchro-nizing traffic lights on Sherbrooke.

Felcarek is a first year student in thehonours political science program atMcGill. He has been a board member ofthe federal Liberal riding association sinceApril 2016 and was a delegate at the Que-bec wing’s biennial convention in Mon-treal last May.

Announcing his candidacy October 6,Felcarek told the Independent he doesn’tsupport any incumbents running for anyposition or in any of the districts.

Felcarek grew up in Westmount onGrosvenor before moving three years agoto Roslyn. Describing himself as “a dedi-cated classical pianist,” he is also vice-pres-ident and treasurer of the Orcherstre Phil-harmonique et Choeur des Mélomanes(OPCM). This is a non-profit organizationof more than 100 participating artists.

He plays tennis at the Westmountcourts, usually at King George Park, andhas become a member of the McGill De-bating Union.

Summit path ‘needs to befixed:’ Mayor Smith

She said the crushed stone would allowthe runoff – especially during the springthaw – to permeate naturally and sustain-ably into the ground. It would also pre-vent the pooling of water that would oth-erwise result from falling autumn leaves.

The crushed stone has been generatingcomplaints since the walking path wasopened July 20, including some voiced atthe city council meeting October 2.

“Have you walked on the stones?” askedarchitect Bruce Anderson, who led off thequestions about it. “I can’t walk on them,and my dog can’t walk on them.” He saidthe work seemed “quite shoddy,” was dis-appointing and not up to Westmount qual-ity.

“I do share your concern,” replied MayorChristina Smith, adding “we agree it needsto be fixed.”

City director general Benoit Hurtubisesaid any changes would require approvalfrom Quebec.

Denis Biro of Burton, who followed An-derson to the mic, pointed out that thecurrent surface does not factor in accessi-bility for wheelchairs or strollers. He saida solution had to be found even if the city

had to pay for it.Referring to an original design of the

area, John Fretz of Lansdowne said it hadshown what appeared to be a separate nar-row footpath labelled “secondary pathway”alongside the wider gravelled portion nowin dispute (see illustration March 8, 2016,p. 15).

Councillor Cynthia Lulham explainedthat what he referred to in a drawing wasin fact “a cut” to show a footpath thatwould lead from the top of the new Ridge-wood steps across the main (east-west)walking path and into Summit Woods.

Interestingly at that time when details ofthe project had been announced, the newwalking path had been described as a grav-elled “permeable pathway” (see also March8, 2016, p. 1).

While the asphalt surface of SummitCircle had been replaced by the crushedstone, the roadway remains useable by firetrucks and utility vehicles required foremergencies and servicing infrastructureconduits below the former road.

This stretch of paved road has beenclosed off since 2009, at first experimen-tally, to extend the wooded area and alsoprevent drivers from using it as a “racetrack,” especially at night.

pressed me with her genuine opennessand ability to listen – she does not gliblypretend to have all the answers. She un-derstands that running the city is a collab-orative effort involving citizens, council,and non-elected officials and city employ-ees. Smith believes in harnessing all theseplayers to achieve positive change. Andshe believes strongly in our democraticprocess and the role citizens play in keep-ing their elected officials on their toes.

All candidates say these things, ofcourse, but Christina Smith convinces thatshe really means it.

She represents a style of politician rarein politics today: truly committed to publicservice for the sake of the betterment ofour community, she is unencumbered bythe baggage of self-aggrandizement orbombast one too often encounters inelected officials or wannabees, here athome or south of the border. In Smith wehave someone who is not just paying lipservice to the idea of serving the commongood, she manifestly lives it every day,proving that she is willing to put in thenecessary time and effort to serve her com-munity to the best of her ability.

Being mayor today is practically a full-time job. One need only look beyond our

borders to know that we are fortunate tohave someone of Smith’s calibre seekingthe mayoral office. It’s a tough role, re-quiring a complex set of skills that not ev-eryone possesses or is willing to put at thedisposal of their fellow citizens. That iswhy Christina Smith has won my support.

Dissent is healthy partof a democracy

Regarding the letter “Renegade not thebest mayoral option” by Nicole Forbesorbes (October 3, p. 25), the point of [for-mer councillor] Forbes’ character assassi-nation of mayoral candidate Patrick Martinis that he is a “renegade.” While I’m ig-noring here the impropriety of using a lo-cal newspaper to launch into an adhominem attack on a candidate, the use ofthe term “renegade” (with its connotationsof disloyalty and betrayal) is strongly sug-gestive of a mindset that brooks no dis-sension.

Doesn’t the right to dissent continue tobe vital to a living democracy? I would alsoquestion the authority by which NicoleForbes concludes so very confidently thatCandidate Martin possesses neither the“specific talents” nor the “appropriate placein our society” to take on the role of mayor

of Westmount. Such a mean-spirited tonefrom a [once] serving city councillor is se-riously disappointing.

Bring it on, a differentpoint of view

Concerning the letter of outgoing citycouncillor Nicole Forbes, (October 3, p.25), it is unfortunate that the Indie chose tosupport* the mean-spirited slagging of citycouncillor Patrick Martin. Forbes’ biggestobjection seems to be that he is not inlock-step with the rest of the council.Speaking as a citizen, it is more than ac-ceptable for a council member to bring adifferent point of view to an issue and de-fend it. In fact, it’s an important part of thedemocratic process.

The council could use a breath of freshair, and I wish Councillor Martin the bestof luck in his run for mayor.

I’m writing in response to [former] coun-cillor Nicole Forbes’ remarks in her letterto the Indie of October 3 (p. 25). In it shecharacterizes fellow councillor PatrickMartin as unsuitable for the office ofmayor, employing derogatory terms suchas “renegade” and “one-man, self-ap-pointed opposition to his council col-leagues.”

It is regrettable to see a public officialemploying the sort of gratuitous adhominem attacks that were such an unfor-tunate feature of the debate over the West-mount recreation centre (WRC) a few yearsago. It’s quite one thing for candidates vy-ing for office to slag one another with at-tacks – unfortunately that comes with theterritory when one offers oneself as a can-didate. But it is quite another thing for a“non combatant” to publically denigrate acolleague [of over 10 years] without offer-ing a single specific instance of his ob-structionism on a given issue.

It should be remembered that Council-lor Martin, as a highly qualified engineer,played an important role in supervisingthe construction of the WRC. This ishardly consistent with an inability to work

Lights at Greene not safeOnce again the traffic lights are set to

two-way, red-flashing mode at the inter-section of Greene Ave. and de Maison-neuve. This misconceived aid to trafficflow was cancelled in late 2015 for the verygood reasons of pedestrian safety.

For some inexplicable reason, the trafficcommission of the city has decided to rein-troduce this extremely hazardous form oflighting at an intersection largely used byseniors, many of whom are not strongwalkers or who have reduced mobility. Inaddition, it is used by children going to var-ious elementary and secondary schools inthe area.

When is the city going to take seriouslythe safety of pedestrians? We already livein terror of cyclists going through stopsigns, red lights and pedestrian crossinglights. This is not to forget its avowed pol-icy of walkability for the area.

As I recounted previously, a long-timeresident said of the two-way red-flashinglights: “This is a death waiting to happen.”

I sincerely hope that the new councilwill put a break on the rash of transport“improvements” that the old council ap-proved without careful study.

I cite the latest step to replace parkingpermits with new technology. How cantwo video licence plate recognition cam-eras (purchased without tender) be capableof covering all the streets of the city wherepermits are required for parking? Howwill that equipment verify parking in the li-brary parking lot if the vehicles reverseinto the parking slots?

This foolish policy follows on from newbicycle rental projects and a bicycle path onCôte St. Antoine that is not only used in-frequently, but does not allow for cars toanticipate turns at intersections, as is the

case in the rest of Montreal.I am sorry to see that the councillor who

introduces all these schemes ran uncon-tested.

Candidates should reallybe from their owndistrict

Be a responsible citizen and vote in theupcoming municipal election. These arethe people who will be empowered to rep-resent you and your neighbours’ interestsfor the next four years. The needs andwants of one district do not necessarily re-flect those of another.

In order to be considered for election,candidates should live in the district theywish to represent. Candidates whoparachute in from another district to avoidgoing up against the incumbent in theirown district should not be considered.They cannot fully appreciate the nuancesand nuisances of living in a district otherthan their own.

Traffic problems differ radically fromdistrict to district. Example: The four sec-onds of green light on Lansdowne south-bound at St. Catherine may mean nothingto a councillor from District 2 but for res-idents of District 5, whoneed to use the intersec- continued on p. 13

Among the flood of letters you pub-lished recently was a reference to “Trent’sgang.” (See letter October 10, p. 17.) Havethese people forgotten so quickly that with-out [former mayor Peter] Trent’s supposed“gang,” Westmount would not be free ofdebt, have frozen taxes for two straight

years and have built the Westmount recre-ation centre? Most importantly, withoutPeter Trent, Westmount would still be partof the city of Montreal!

Advance polls should notbe on weekend

On [October 13,] I received my “West-mount Vote 2017 Notice of Entry” and was,to put it mildly, annoyed to read that theadvance poll is on Sunday, October 29, ex-actly a week earlier than the November 5polling day. I called the chief electoral offi-cer of Quebec’s office to enquire why theadvance poll was not on a different day ofthe week and was told, effectively, that thishas always been the case.

I had not realized that polling day has al-ways been on a Sunday, probably becauseuntil this year it hadn’t clashed with a long-standing business commitment, but I’mprepared to accept this. But surely I cannotbe the only person for whom a weekendadvance poll presents a problem (and I’mnot referring to those fortunate enough toescape the city every weekend for a coun-try retreat). My business frequently takesme out of town on weekends; this is howI earn my living. It enables me to pay mytaxes, and, I would have hoped, allows meto choose my civic representatives whosesalaries I pay. As things presently stand,this year I shall have no say in who getselected.
