IntroductionIn 2003, the Arvada City Council adopted the Ralston Fields Urban Renewal Plan. The goal of this 25-year plan is to enhance, redevelop and revitalize the properties that lie within the district, including the dated shopping centers referred to as the Triangle Area.

The Triangle Area consists of the three shopping centers located in the vicinity of 58th Avenue and Independence Street. The centers were built in the 1960’s and over time have become tired and run down.

In 2008, AURA convened a group of homeown-ers, business and property owners, and other stake-holders from the Triangle Area and formed a cit-izen’s advisory committee. The Triangle Advisory Committee met over 9 months and worked with architects, developers, traffic engineers and plan-ners to develop a new vision that acknowledges the evolving nature of the market for the redevelop-ment of the three shopping centers that comprise the Triangle Area.

The Advisory Committee determined that the Triangle Area could support three types of land uses - traditional commercial, mixed-use and multi-family housing. Due to the endless variations of how the Triangle Area could be redeveloped, the Design Guidelines represent a critical piece in ensuring that the community’s vision is realized.

In 2010, the Arvada City staff and various con-sultants met over a period of 4 months in order to ensure close coordination, integration and

consistency between four parallel, interrelated proj-ects. These projects include Triangle Area Design Guidelines, Ralston Corridor Plan, Garrison Bridge Replacement and Floodplain Modification as well as Ralston Central Park Plan.

The Triangle Area Design Guidelines were created to help explain the vision for the redevelopment of the Triangle Area. The guidelines should be used as a tool to guide future developers in achieving the community’s goal for this area.

Area of Application of the GuidelinesThe Design Guidelines apply to all new develop-ment in the Triangle Area. The Triangle Area is the part of the Ralston Fields Urban Renewal Plan which provides an overall planning and implementa-tion guide for properties within the urban renewal boundaries.

The area included in the Design Guidelines are the Triangle retail shopping centers between Kipling Parkway and Garrison Street in the vicinity of 58th Avenue and Independence Street in Arvada, shown in Figure 1.

The Design Guidelines

The Design Guidelines will guide developers and architects through the process of creating a pedestrian-friendly, visually cohesive and economically viable village center. The purpose of the guidelines is to guide the physical development of the Triangle Area by:

HISTORY AND CONTEXT OF THE TRIANGLE AREA

The Triangle Area has been a retail and service center for Arvada for many years. The area is a group of three small shopping centers consisting of aging retail stock that continues to serve the surrounding community. K-Mart, Safeway and King Soopers anchor the group of centers, with smaller in-line and free-stand-ing retail stores and auto-oriented service establishments along 58th Avenue. Remnants of the old Ralston Road that swung to the northwest still remain. Overall, the image of this area is faded and less than desirable. The area is sur-rounded by neighborhoods with good housing stock and an aging population, creating opportunities over the next several years for younger families to locate here, near services and activities that they need.

TRIANGLE AREA CONCEPT

The transformation of the Triangle Area relies on the vertical and horizontal integration of residential, office, retail and community uses. This mix of uses will create an exciting, pedestrian-friendly, safe and comfortable place that people will choose to live, work and visit again and again.

The concept for the Triangle Area includes a compact village center of pedes-trian-oriented shopping mixed with multifamily residential units. A mix of resi-dential, retail, entertainment and office uses in the Triangle Area will activate the existing retail area and surrounding neighborhoods. Through the conversion of some retail property to residential development opportunities the Triangle can be woven into the neighborhood and additional market for the retail can be created.

People of all ages will be found in the Triangle Area moving about in a richly landscaped environment of pedestrian sidewalks. In the core area, street level storefronts will be occupied by retail establishments, including clothing, gifts, galleries, housewares and furnishings. Restaurants, entertainment and activity centers will enliven this mix of pedestrian-oriented activities.

With more people living in the area, streets will remain active into the evening, creating a vital, thriving mixed-use village neighborhood.

PUBLIC FRAMEWORK PRINCIPLES

The Triangle Area should be organized around an Urban Framework based on principles of integration, efficiency, scale and street level comfort. Streets, pedestrian ways, neighborhood connections and open space should be closely fit within the Triangle Area making a distinctive identifiable focal point of the surrounding neighborhoods.

�������� ���������������������������������������� ��������������������������������������� ����'���������� ����������������������������-fic, enhancing the visual character and encouraging development of key opportunity sites. First and foremost the public framework should support a pedestrian-oriented environment connecting the parcels on the north and south of 58th Avenue, creating a walkable pedestrian-oriented core which also accommodates slow-moving vehicle traffic. A gridded network of public and private streets should be employed to break up the existing large block structure and provide the opportunity for pedestrian connections. At the center of the Interior East-West Drive and Main Cross Drive is a cen-tral open space and plaza accommodating kiosks, public art, outdoor dining and special events.

The vehicular circulation system transitions community-wide arterial streets, including 58th Avenue, Kipling Parkway, and Independence Street to a grid circulation (including the extension of Garrison Street from 58th Avenue to 57th Avenue) . This grid of circulation and drives establishes the pri-mary organizing framework for development at Triangle Area and is designed to accomplish the following objectives:

� ��Provide well distributed and convenient access points to adjoining arterial streets and neighborhoods.� ��Establish a clear and understandable network that enhances way-finding.� ��Establish a parcel network that can flexibly accommodate a variety of development scenarios. ��������$���������������*��������������

Gateways should be established at key points along 58th Avenue, Kipling Parkway, Ralston Road and Independence Street defining immediate entrances into Triangle Area. They should incorporate design elements that convey the theme for downtown and fit within a hierarchy of way-finding elements (signs and landscaping). Multiple secondary access opportunities exist along 58th Avenue and in existing neighborhoods.

Interior East-West Drive The Interior East-West Drive is designed to provide automobile access to parking lots within an attractive landscaped corridor. It is designed to aid in way-finding through parking lots and provide safe and attractive pedestrian ways through large parking areas. It consists of two travel lanes and detached sidewalks with tree lawns separating them from traffic.

Main Cross DriveThe Main Cross Drive is designed to promote pedestrian activity and comfort within an attractively landscaped corridor associated with a mix of retail activi-ties and at the same time serve as an automobile access to parking lots. It also provides pedestrian amenities such as benches, lighting, bicycle racks, and other elements.

Interior Circulation DriveThe interior circulation drives cross 58th Avenue and the extension of W 57th Place. These streets are designed to aid in way-finding through parking lots as well as provide safe and attractive pedestrian ways through large parking areas.

DEVELOPMENT PROGRAM The Triangle Area objectives can be met by arranging land uses in a number of different ways. However, each type of use has some preferred range of locations, based on town center visibility, access and compatibility with other uses. (Refer to Figure 3. Development Program Locations)

Triangle Area Land Uses

Large and Medium Format Retail and Commercial—Location best along both sides of 58th Avenue behind the surface parking areas. +�� ����������������������������'������ ������� �������������������������;�������������� ������������Land uses including commercial, residen-tial and mixed-use may be substituted for one another as long as overall land use mix is maintained and the design of buildings and public realm are in conformance with the design guidelines.

Pad Retail—58th Avenue is the most visible location for pad sites. These may also be used to frame views and entries into the development from 58th Avenue.

In-Line Retail—Retail sites can be located at any point along both sides of 58th Avenue, Interior East-West Drive and Main Cross Drive across 58th Avenue. They play an important role in stimulating walking between stores. They form the active storefronts needed to create walkable places for pedestrians.

Residential—Generally on the east side of Independence Street either north or south of 58th Avenue. A critical mass of residential density should be provided so that supporting open space can be developed. Some residential can be developed to the south of Arvada Meridian Senior Housing.

Office—Location best along north of 58th Avenue between Independence Street and Garrison Street, close to the retail concentration in order to facilitate walking connections.

Entertainment—Preferred location along 58th Avenue, the Interior East-West Drive or south of extension of W 57th Place.

Open Space and Parks—Adjacent major open spaces and parks are Ralston Central Park located at the northeast intersection of 58th Avenue and Garrison Street and the Van Bibber storm drainage, south of 58th Avenue. Smaller-scale open space opportunities are available along Interior East-West Drive and adjacent to the Main Cross Drive.

ILLUSTRATIVE CONCEPT PLANS

The following concept plans illustrate four different approaches to the creation of a walkable, mixed-use village center in the Triangle Area based on the land use plan created by the Triangle Advisory Committee. The following list of shared design principles were applied to all schemes to a lesser or greater extent:

1. Addressing 58th Avenue as a primary street frontage lining the street with retail and mixed-use buildings.

2. Setting up the Interior East-West Drive to the north of 58th Avenue Road to serve as an attractively landscaped parking access aisle that looks and feels like a street.

3. Establishing Main Cross Drive across 58th Avenue which is anchored by a large format store located to the south of 58th Avenue and the Arvada Meridian Senior Housing to the north.

4. Providing development flexibility by setting up a fine-grained circulation grid.

5. Maximizing retail development in a walkable environment consisting of large, medium, small in-line and pad retail stores.

7. Creating an attractive entry point at the intersection of the Interior East-West Drive and Garrison Street for the mixed-use neighborhood located to the west of the Park.

8. Providing a pedestrian-oriented east-west walking path connecting from the residential neighborhood located to the south-east part of the site to the entry plaza of the large format store located to the west.

9. Establishing entry markers in the form of an archway or column at important intersections and defining immediate gateways to the area.

10. Promoting safe and attractively landscaped pedestrian ways through large parking areas.

ORGANIZATION OF DESIGN GUIDELINES

The Design guidelines are organized into eight key components for a pedestrian friendly, visually cohesive and economically viable village center. Each of these components is broken down into several review categories that are defined by two components: Intent Statements and Guidelines. Each of the eight components is supported and explained in further detail by a few sentences which help the user understand the purpose and goal of that key component.

Intent statements establish for the goals and conditions that the design review criteria has been created to achieve. They also serve to provide ���������������������� ����� �������������'�����������������������������

1. WALKABLE STREETS AND STREETSCAPE

The purpose of this section is to create streets and streetscapes that are integral components of the over-all design, creating character and an amenity for shoppers and residents. The network of interconnecting streets will accommodate pedestrians, bicyclist and automobile traffic while connecting with the existing urban fabric of Arvada. Streets should be designed as the main public spaces of the development, as an attractive and safe way to get around for pedestrians, bicyclists and automobiles. The aim is to achieve an urban movement framework and public realm which is convenient, safe and attractive. Buildings are the edges of these public spaces, defining “urban rooms” rather than objects adrift in open space. The street and streetscape is a place of rest, relaxation, work, entertainment, and recreation.

Active Commercial Street Frontages

Intent To create interactive urban streets lined with accessible, attractive uses characterized by an active, pedestrian-oriented environment. Sidewalks will be the principal place of pedestrian movement and casual social interaction. A crucial aspect of a successful building is its ability to make a posi-tive contribution to the public realm - to face the street, to “animate” it with its activities and uses and make sure that the adjacent space is posi-tively used.

Guidelines 1. Ground floors of buildings on 58th Avenue and partially along the Main Cross Drive and the Interior East-West Drive should contain

active public uses such as retail or entertainment uses that offer interest and amenities adjacent to the pedestrian environment. 2. Large format retail stores should also provide active uses such as outdoor cafes and benches. 2. Blank walls, office space and other non-active uses at street level on main pedestrian ways should be avoided on the shopping street in

the Triangle Area, especially on 58th Avenue. 3. Street level uses should be oriented toward the street with direct access from sidewalks. Secondary entries off rear or side parking areas are also encouraged. 4. Street level entries to businesses directly from the sidewalk rather than up or down steps should be emphasized to improve the access and convenience of the pedestrian environment. 5. A variety of architectural expressions and access to the street-level business should be provided. 6. Street level glazing shall allow pedestrians to look into first floor uses. Dark glass or highly reflective glass that blocks visual access to the interior is strongly discouraged. 7. Building and store front lighting should be used to activate the street and pedestrian environment during nighttime hours.

Sidewalk DesignIntentTo design sidewalks that are the main public spaces of the Triangle Area, scaled to the pedestrian and active public uses. The sidewalk design should promote a walkable, interconnected community through safe, convenient pedestrian ways along all streets within all development sites.

Guidelines 1. Sidewalks should be considered in a broad context. They should be a means of circulation that strengthen the Triangle Area as well as connect to neighborhoods, serving all significant pedestrian travel routes. 2. Sidewalks should enhance pedestrian safety and comfort by providing clearly defined routes throughout the Triangle Area including

convenient and visible crosswalks. 3. Sidewalks should connect to primary building entries as well as to parks, open space, trail networks and public facilities. 4. Sidewalks should be constructed along both sides of all streets. 5. Sidewalk design should establish a sense of hierarchy in pedestrian routes.

6. Large format retail stores should provide safe and attractive sidewalks. These sidewalks are encouraged to be associated with plaza areas ��������������������������������������������������������������'������� ��������������������

7. A tree lawn should be located between all sidewalks and residential streets in the residential blocks. 8. Decorative paving should be used strategically, to express a visual theme for the Triangle Area. Decorative paving should denote

special areas, such as intersections and pedestrian crossings, street furniture areas and public plazas.

Final streetscape design typically will be the duty of the master developer. However, coordination between several developers should result in a streetscape design strategy creating a pleasant village experience and an identifying village character.

Vehicle Access from Streets

IntentTo create vehicle access that safely and conveniently meets the needs of the users and businesses of the Triangle Area, while contributing to the pedestrian-oriented character of the area. The access pattern facilitates the flow of people in and through the Triangle Area, whether in vehicles or on foot.

Guidelines 1. The location of vehicle access from streets should minimize breaks in the pedestrian environment along 58th Avenue while allowing

visibility to the stores located behind surface parking areas. This will encourage a safe and comfortable passage for pedestrians. 2. Curb cuts should be minimized where active building frontages occur. This can be achieved by coordinating access needs. Curb cuts should occur mid-block if at all.

3. To maximize pedestrian safety and calm the speed of entering traffic, access drives should be designed at a minimum width. 4. Access to sites should be aligned with other access or secondary streets to facilitate traffic flows.

2. A NETWORK OF OPEN SPACES AND PEDESTRIAN WAYS

The network of open space and pedestrian ways is comprised of a hierarchy of streets, plazas, Ralston Central Park and the easement of the Van Bibber Storm Drainage. These spaces should be integrated to connect the Triangle Area, Lutz and Stenger Sports Complex, greater Ralston Fields area, and the sur-rounding neighborhoods. An integrated and varied network of open space and pedestrian ways adds rich-ness and charm to the Triangle Area. A network of small and large open spaces can organize and coordi-nate development patterns and add value and amenity to the surrounding development.

Community gardens have gained in popularity over the past decade. They provide fresh produce and encourage neighborhood involvement while building a sense of community and connection to the envi-ronment. The Triangle Area contains a successful community garden. This garden should be maintained in its current location or relocated within or nearby the Triangle area in the adjacent neighborhood.

Van Bibber and Ralston Creeks

Running through the Ralston Fields Urban Renewal Area is the Van Bibber Creek, which is channelized as a flood control project. The project cre-ated landscaped side slopes within a right-of-way along the creek, eventually running into the Ralston Creek east of the Urban Renewal Area through an underground culvert. Along the path of Ralston Creek is the Ralston Creek Primary Off-Street Trail in the City of Arvada Parks, Trails and Open Space Plan. This trail, having regional connections, will be maintained through the area to connect at either end with the regional trail system.

Allowable Surface Development

Within the right-of-way south of 58th Avenue, a section is built which included some landscaping within the right-of-way. The drainage facilities continue across 58th Avenue in a pair of underground conduits. The conduits cut across the site on the way to daylight at Ralston Creek.

On the easement over the drainage conduits north of 58th Avenue, streets, parking and landscaping are permitted. Buildings or other permanent structures are not permitted.

Neighborhood Buffers and Pedestrian Connections

IntentTo create well-designed edges, transitions and interconnections between different land uses. These can be open spaces, drainage corridors, streets, side-walks and/or trails that provide visual separations between different uses or densities.

Guidelines 1. Rear lot lines, alleys, open space or streets should separate significant shifts in uses and scale of development. 2. To promote consistent street character and scale, similar-sized lots or buildings should face each other across local streets.

Gathering Spaces / Open Space

IntentThe objective of gathering spaces and open space is to utilize well-planned open spaces as organizing elements and focal points of development.

Guidelines 1. Gathering space and open space should be used to enhance the value and amenity of surrounding development by offering a rich and varied aesthetic environment. 2. Gathering space and open space should be publicly accessible and located to attract a variety of users. 3. Plazas should be perceived by the passerby as an extension of public space with at least two sides exposed to a public right-of-way.

4. To encourage public use, gathering spaces should be divided into subspaces to provide a comfortable scale. Large open spaces devoid of planting, street furniture, or people can be intimidating.

5. A range of weather conditions (wind, rain, snow, summer heat) should be considered and planned for in the design of gathering space and open space.

6. Location of open space should be chosen for its adjacency to public streets, its centrality to residential neighborhoods, or as the center of public activity in commercial areas.

7. Encourage Urban Agriculture that is open and accessible to the community.

Green spacesParks and gardens – areas of green space designed specifically for public access and enjoyment, combining landscape and horticultural elements with facilities for the public. Parks and Gardens are characterized by soft surfaces and suited for either active or passive events. Parks and gardens should be centrally located to residential neighborhoods.

Green corridors – green space occurring in association with linear features, such as regional trail connections, roads and watercourses. Green corri-dors are characterized by a their linear nature, typically they are made up of soft surfaces with pedestrian paths constructed of stone or mulch. Green corridors generally extend for long distances and connect regional destinations. The connection of the Van Bibber Drainage Easement, Lutz and Stenger Sports Complex and Ralston Creek Trail should take on these properties.

Civic spaces – focal spaces, often linked to buildings or monuments which act as a meeting place and/or a venue for a range of city events and cel-ebrations. Civic spaces are typically defined by a greater percentage of hardscape and pedestrian amenities. Civic Spaces should be publicly accessible and inviting, have direct access from and be open to public streets. A variety of seating options including moveable chairs should be included in the design.

Pedestrianized movement areas – areas of pedestrian priority that provide something more than a standard roadside pavement (either by virtue of size or features). Includes pedestrianized streets and precincts. Pedestrian movement areas are characterized by improved paving options such as pav-ers and stamped or patterned concrete. Pedestrian ways connecting from residential neighborhood to interior grid streets are included in this category.

Residential neighborhoods are a fundamental and important land use of the Triangle Area. An attractive and safe neighborhood will contribute to the success of the development. Site development is the horizontal development of each parcel, exclusive of the public rights of way. It includes the hardscape (paved areas), softscape (plantings of all types), driveways, walks and other ele-ments that combine with the buildings to create a total development.

5. A LIVELY COMMERCIAL, RETAIL AND RESTAURANT DISTRICT A rich, compact mix of retail, residential and office space brings life and activity to the Triangle Area both day and night with shops, services and amenities within easy walking distance. Active street frontage is the objective, whereby development positively integrates with streets. The compact nature of mixed-use devel-opment gives pedestrians access to a large range of goods and services, encouraging them to leave their cars at home, or to park once while they shop in the area.

6. VILLAGE SCALE BUILDINGS

Use traditional proportions to create buildings that have an intimate village scale that people on foot can relate to. Modern buildings can be built to this model, by breaking them down into smaller-sized elements and linking them together. Guidelines 1. Building corners at street intersections should be enhanced through special corner treatments such as towers, special roof shapes and taller building sections. 2. Mitigate large-scale building masses by providing a variety of roof lines and building facade articulation. 3. Human-scaled architectural features are particularly important in areas where pedestrian activity is encouraged. A higher level of visual interest should occur near entries, pedestrian areas and streets. 4. Balconies and terraces should be incorporated into vertical and horizontal shifts in building massing where possible.

5. When new development is larger in height and mass than the existing context, building mass should be varied through changes in wall plane and building height to moderate scale between developments.

6. Long, uninterrupted wall surfaces should be broken down into shorter segments of wall with offsets creating shadow lines and a more articulated building elevation.

8. INTEGRATED LAND USES

Integrated or mixed land uses create a critical mass and sense of place by affording the community a wider range of goods, services, and experiences at one location and activating the district with a variety of activi-ties as various times. Such a mix of land uses increases the attractiveness of the area. A multi-use devel-opment, which includes a mixture of uses on the same site as well as a mixture of uses within the same building, is encouraged.

LEED Certification

Leadership in Energy and Environmental Design (LEED) is a program of the U.S. Green Building Council. It is a rating system intended as a tool for creating a transformation in the building industry. It addresses sustainable building practices in sustainable architecture, efficient building technolo-gies and systems, and environmentally sound construction practices. It is used by those who seek to implement green building projects. LEED is the most widely used and accepted system for evaluating and certifying green building projects. Credits toward various levels of certification can be earned through application of a variety of design and specifications and construction strategies.
