Dear Prospective Student,

What an exciting time lies ahead for you! Your decision is one of the most important decisions in life as it will not only determine your further education and career, but will also influence your personal development and growth as an individual. Thank you for your interest in joining the Arusha Technical College. More popularly known as ATC, the College is a coeducational post-secondary tertiary education Institution operating under the jurisdiction of the Ministry of Education and Vocational Training.

As you go through the Prospectus you will find information that best describe the College. The ATC staff are student centered, carrier focused and committed to student success. Our hands-on (competence based) philosophy distinguishes ATC from many other technical institutions in Tanzania and the East African region.

This Prospectus also provides comprehensive information on the academic programmes currently being offered at ATC and those that are in pipeline. It is intended to serve as a guide to prospective and ongoing students in planning their study programmes as it provides an exhaustive list of all the programmes as well as the respective entry and graduation requirements.

The College aspires to become one of the prime contributors of experts in most demanded fields of engineering, science & technology and Education. With a view of realization of its aspirations, the College has introduced eight (8) new programmes since academic year 2009/10 training the total number of programmes offered to be fourteen (14). In so doing the College supports the growth and development of economy in the East African Region and beyond.

ATC has planned to introduce two new Campuses in the near future, namely the Oljoro Campus to handle irrigated agriculture training and the Kikuletwa Campus

which will concentrate on hydropower energy training and production. The current campus will remain as the Main Campus.

It is our goal to offer students’ knowledge and skills to successfully enter the world of work particularly engineering and service industries as professionals who will make a difference in everything they do whether as employees, self-employed or employers. Remember that always ‘Skills make the Difference!’. Thus when thinking about the future and technical education, you should think about ATC!

CHAPTER 1

INTRODUCTION TO ARUSHA TECHNICAL COLLEGE

1.1 Arusha Technical College in Brief

The College was established in 1978 jointly by the Governments of the United Republic of Tanzania and Germany also known as FRG-Federal Republic of Germany “West Germany”, under the name of the Technical College Arusha (TCA). The College is located at the Central Business District of the Arusha City which is the Northern Tanzania’s centre of agriculture, commerce, trade and tourism. Arusha City is also the Head Quarter of the East Africa Community and is the central point in Africa between Cape Town and Cairo. It is surrounded by famous mountains such as Mount Kilimanjaro and Mount Meru. In addition, it is the door to the world’s great wildlife refuges including Ngorongoro Crater, Serengeti and Tarangire. All these make the location of the College an ideal place for studying.

Part of the responsibilities of ATC at the time of its inception was to train technicians for three years to the level of the Full Technician Certificate (FTC) in the fields of Automotive Engineering, Civil Engineering, Electrical Engineering, Transport Engineering and Mechanical Engineering. In March 2007, the name changed to the Arusha Technical College (ATC) through the Arusha Technical College Establishment Order No. 78 as enabled by the NACTE Act No. 9 of 1997.

This Establishment Order granted autonomy and elevated the status of the College to a higher tertiary education institution. Following elevation of the status of the College to a higher tertiary education institution and grant of autonomy, the College introduced award of the Ordinary Diploma in the above mentioned programmes and introduced more Ordinary Diploma and Certificate awards in various professions namely: Electronics and Telecommunications Engineering; Civil and Irrigation Engineering, Auto electric and Electronics Engineering, Laboratory Sciences and Technology, Lapidary & Jewelry Technology , Computer Science and Information Technology. Moreover, the College also introduced Bachelor’s degree programme in Civil and irrigation engineering.

The College is planning to introduce new programmes namely; Bachelor of Engineering in Electrical Engineering, Bachelor of Laboratory Science and Technology and Bachelor of Engineering in Mechatronics. Others are Diploma programmes in Clinical laboratory science technology, Multimedia technology and Heavy Duty Equipment Technology. The College is also planning to establish Diploma in Science with Education.

Legally the College is registered (REG/EOS/004) and accredited by the National Council for Technical Education (NACTE) to train technicians and engineers (NTAs 4-8). The College is also registered by Vocational Education Training Authority (VETA) to train artisans (NVAs 1-3). Currently, the College is undergoing both administrative and Academic transformations to match with its new structure, roles and functions. The expectations and aspirations of Tanzanians towards ATC are very high as expressed in the National Technical Education and Training Policy of 1996, National Higher Education Policy of 1999 and Tanzania Development Vision 2025 of 1999. The ultimate goal is to transform ATC to a centre of excellence that provides a national and international high-level human resource through exemplary competence based Technical Education and Training. ATC boasts an established reputation as an institution that is widely acclaimed by industry for producing work-ready, competent graduates who can meet the demands of the employers. ATC takes pride in the high employability of her graduates and the appreciations expressed by employers for the excellent quality and relevance of her academic programmes and so ATC seeks to continuously to upgrade support to her students. This Prospectus therefore, describes the main features of the ATC in line with the customers’ and stakeholders’ interest. It provides an Outline of academic programmes. It gives important information on the basic requirements, procedures and regulations to be met for one to get admission and graduate at the College, course programmes, course duration and other necessary information.

1.2 Mode of Functioning

ATC is governed by a Governing consisting of a chairman and ten (10) other members. The Chief Executive of the College is the Rector who is also Secretary of the Governing Board. The Rector is assisted by the Deputy Rector Academics, Research and Consultancy (DR-ARC) and the Deputy Rector Planning, Administration and Finance (DR-PAF), as indicated in Figure 1.1

1.3 Organization of the Prospectus

The prospectus opens up with a message from the rector which gives an overview of the aspirations of the College. This is followed by vision and mission statements including core values and a brief description of the College administration.

Chapter 1 of the prospectus gives introductory information of the College including a brief history of the College, mode of function, legal status and organization structure. An outline of the currently offered programmes by the College and plans towards the realization of the mission of the College with respect to training are presented in Chapter 2.

Information on admission requirements, entrance routes to ATC programmes and the corresponding fees are given in Chapters 3 and 4. Chapter 5 presents Examination Regulations which detail the course of action to be taken on all matters related to examinations conducted by the College for programmes leading to the awards of the Ordinary Diploma and the Bachelor of Engineering (NTAs 4-8 levels).

Chapter 6 gives the structure of academic programmes, mode of training and assessment. Profiles of academic departments including list of academic staff and course modules for academic programmes offered by respective departments are given in Chapter 7. Further, profiles of academic related departments/units are presented in Chapter 8. The contents of the Prospectus as highlighted above are complemented with some additional general information pertaining to the ATC accommodation and catering services available to students, academic calendar and Establishment Order which are given in Chapters 9 - 11.IN

CHAPTER 2

ACADEMIC PROGRAMMES OFFERED BY THE COLLEGE

The College provides competence based education training with comprehensive range of programmes delivered on full and part time (evening class) modes. The programmes are mainly classified into NVAs programmes for VETA registered programmes and NTAs programmes for NACTE accredited programmes.

2. 1 National Vocational Awards (NVAs) Programmes

The College through its Continuing Education Departments offers the following NVAs programmes:

a) Auto mechanics

b) Auto electric Engineering

c) Electrical Installation

d) Plumbing and pipe fitting

e) Block work and Masonry

f) Welding and fabrication and

g) Fitter and turner

These are three year programmes in which student has an opportunity to exist in each level. These programmes prepare student to become artisan with skills which enabling graduates to be employed of self-employed.

2.2 National Technical Awards (NTAs) Programmes

2.2.1 Basic Technician and Technician Certificate programmes (NTA 5)

The Basic Technician and Technician Certificate awards are part of the Ordinary Diploma awards. Students who wish to exit or fail to attain an Ordinary Diploma but have successfully fulfilled the requirements for awards of Basic Technician Certificate (NTA 4) or Technician Certificate (NTA 5) shall be awarded the awards qualified for. Currently the College offers the following Basic Technician Certificates programmes:

2.2.3 Higher Diploma (NTA 7)

Higher Diploma awards are part of the Bachelor’s degree awards. Students who wish to exit or fail to attain Bachelor’s Degree but have successfully fulfilled the requirements for the awards of a Higher Diploma shall be awarded the Higher Diploma.

2.2.4 Bachelor Degrees in Engineering (NTA 8)

The Bachelor of Engineering (B.Eng.) in Civil and Irrigation Engineering is a six semester course covered in three academic years.

2.3 Planned programmes

In the next three years, the College is planning to introduce new programmes for both Degree and Diploma levels. These will be Bachelor of Engineering in Electrical Engineering, Bachelor of Laboratory Science and Technology and bachelor of Engineering in Mechatronics. Others are Diploma in Clinical laboratory science technology, Multimedia technology and Heavy duty equipment technology. The College is also planning to establish Diploma in Science with Education.

CHAPTER 3

ADMISSION REQUREMENTS

3.1 Admission to Bachelor’s Degree Programmes

ATC currently offers a Degree programme in Civil and irrigation Engineering.

3.1.1 Admission requirements to Civil and Irrigation Engineering programme

Applicants must be holders of Ordinary Diploma (NTA level 6) in Civil Engineering OR Civil and Irrigation Engineering OR Transportation/highway Engineering OR Water Supply and Sanitation OR irrigation Engineering all with at least GPA of 2.7 and four passes at O level of which one must be mathematics or holders of Full Technician Certificate (FTC) in Civil Engineering OR Transportation/Highway Engineering OR Water Resources Engineering all with at least average of C grade (3 points) and four passes at O level of which one must be mathematics.

Admission to this programme took place between April and August in each academic year as advertised by NACTE and TCU through Central Admission System (CAS).

3.2 Admission to ATC for Diploma Programmes

Candidates may join the Ordinary Diploma (NTA LEVEL 4-6) programmes offered by ATC through two routes namely Prime Minister’s Office Ministry of Regional Administration and Local Government (PMORALG) selection direct entry scheme and the ATC advertisement entry scheme.

3.2.1 PMORAL selection direct entry scheme

In This entry scheme students are selected by the Prime Minister’s Office Ministry of Regional Administration and Local Government (PMORALG).Eligible students through this route are students who have freshly completed and passed their examinations at Ordinary level secondary school. Selected students through this route are eligible for any of the ATC diploma programme.

3.2.2 ATC Advertisement Entry Scheme3.2.2.1 Direct Entry Scheme

a) Courses Offered The scheme provides an opportunity to successful applicants to join the

College in a three-year courses leading to Ordinary Diploma (OD) in one of the following programmes: Laboratory Sciences and Technology; or Computer Science; or Information Technology; or Auto-electric & Electronics Engineering; or Automotive Engineering; or Civil Engineering; or Civil & Irrigation Engineering; or Electrical Engineering; or Electronics & Telecommunication Engineering; or Mechanical Engineering; or Transportation Engineering; or Electrical and Biomedical Engineering.

b) Entry Requirements i) Applicants must have a good Certificate of Secondary Education (CSEE)

with a minimum pass of “C” grade in Physics or Engineering Science, Mathematics and Chemistry or English. Applicants of Laboratory Sciences & Technology and Electrical and Biomedical Engineering programme must have passed Chemistry and Biology in addition to the above requirements

ii) Or holders of Certificate of Secondary Education Examination (CSEE) with passes in all subjects listed above including a minimum pass of C grade in two (2) subjects, plus relevant work experience and employer’s recommendation.

iii) For applicants aspiring to pursue diploma in Computer Science or Information Technology, must be holders of Certificate of Secondary Education Examination (CSEE) with minimum pass of grade C in any three subjects excluding Religious, Nutrition, and Needle work subjects Or be Holders of Basic Technician Certificate in Computer Science or Information Technology from any recognized Institution.

Pre-entry/Access is a bridging course for candidates aspiring to join Ordinary Diploma course in the fields of: Laboratory Sciences and Technology; Computer Science; Information Technology; Auto-electric & Electronics Engineering; Automotive Engineering; Civil Engineering; Civil & Irrigation Engineering, Electrical Engineering, Electronics & Telecommunication Engineering; Mechanical Engineering; or Transportation Engineering; or Electrical and Biomedical Engineering. It is an eight (8) week programme held at ATC between May and July every year

b) Entry Requirements

Applicants must be holders of Certificate of Secondary Education Examination (CSEE) with minimum pass of D grade in three (3) of the following subjects: Physics/ Engineering Science, Mathematics, and Biology or Chemistry or any other related technical subject.

3.2.2.3 NVA Bridging Courses

This is a ten-week special programme for applicants with NVA (National Vocational Awards) or equivalent qualification aspiring to join NTA programmes. Successful candidate is admitted to NTA Level 4 or NTA Level 5 subject to the qualification of the applicant.

a) Courses Offered Successful candidates in NVA BRIDGING COURSES will be admitted to NTA

3.4.2 Basic Technician Certificate in Information Technology (IT)This is a one year course leading to an award of NTA 4 (Basic Technician Certificate).

3.4.2.1 Entry RequirementsApplicants must be:

i) Holders of Certificates of Secondary School Education (CSSE) with minimum of “D” grade in any four subjects except Religious, Nutrition, and Needle work subjects

ii) Or holders of Certificates of Secondary School Education (CSSE) with prior learning experience from informal sector.

Candidates may be admitted into Basic Technician Certificate of IT after sitting for and passing eight-week pre entry course.

3.5 Admission to ATC NVAs ProgrammesApplicants must be Form Four leavers

3.6 Other Important Information Related to Admission

3.6.1 Compliance with the Admission statusStudents who have been selected but cannot register at the College for any reason cannot defer the admission to the next academic year. Such students need to apply afresh.

3.6.2 RegistrationAll candidates selected for ATC programmes are required to register within the first two weeks of the academic year after having paid prescribed fees Specifically, the deadline for registration of first year students is two weeks from the first day of the orientation week, while for continuing students it is the Friday of the second week after the beginning of the First Semester session. A student who fails to register within the Specified time will lose his/her student status and be discontinued from studies.

3.6.2.1 Documents needed during registration

a) Joining Instructions sent to him/her

b) A duly filled acceptance form to abide by the College Rules and Regulations

c) A duly filled medical examination form

d) All the original receipts/pay in slips of the money paid to the College through the Bank

e) Six passport sizes coloured photograph taken within six months

f) All foreign students are required to apply for residence permit from their nearest Tanzania Embassy or High Commission before they depart for Tanzania. They should make sure that their certificates are verified by NACTE/TCU

3.6.3 College RegulationsUpon admission, all new students must obtain and read thoroughly the following regulations documents:

(a) Conditions for Government sponsorship (in case of government sponsored students)

(b) Students General Welfare, Conduct and Disciplinary Regulations

(c) Examination Regulations

(d) The Constitution of the Students Organization of the Arusha Technical

College (SOATECO)

(e) Industrial Practical Training (IPT) Regulations and guidelines

(f) Library Regulations and

(g) Any other regulations issued by the College from time to time.

3.6.4 Conditions for reporting at the College

Any student who fails to report at the College on the prescribed date but reports not later than seven days from the date of reporting and without showing any reasonable cause for the failure to do so, shall be given a written warning from the Registrar. Any student who fails to report at the College within fourteen (14) days from the prescribed date shall lose his/her admission status.

3.6.5 Postponement of Studies Students who have postponed studies will be required to report at the College at the corresponding time/date and semester similar to that one she/he left. No student is allowed to postpone studies after commencement of an academic year

except under special circumstances. Permission to postpone studies is considered after producing satisfactory evidence for the reasons of postponement and written approval from the sponsor.

3.6.6 Change of NamesNo change of names by students is entertained during the course of study at the College. Names appearing on the original academic certificates shall be used.

3.6.7 Change of Programme

No student is allowed to change a programme except in very exceptional circumstances. In the latter case, no student is allowed to change a programme later than the Friday of the second week after the beginning of the first semester session of the first year.

3.6.8. Conditions for Re-admission

Students shall be allowed to be away from studies for a maximum of two academic years if they are to be allowed for re-admission to the same year of studies where they left. Students discontinued from studies on academic grounds may be readmitted to a different programme in the next academic year or in the same programme after a lapse of two years.

Students discontinued from studies on disciplinary grounds are barred from re-admission to any programme at the College.

3.6.9 Loss of Sponsorship for Government sponsored student

Students discontinued from studies will be deregistered and consequently lose sponsorship if government sponsored.

3.6.10 Transfer from other Institutions

Students seeking transfer from other Institutions to ATC would only be considered if they meet admission conditions approved by the ATC Governing Board.

CHAPTER 4

FEES AND OTHER FINANCIAL REQUIREMENTS

4.1 General Information

Apart from Tuition and Examination Fees, each student is required to pay for the following:

4.1.1 Registration Fee

All selected candidates will be required to register annually and pay a registration fee of TZS 3,000/= only per year.

4.1.2 Caution Money

Each student is required to pay TZS. 10,000/= as Caution Money. The money shall be refunded upon completion of the course if he/she was not involved in any loss or damage of the College’s properties. Where losses/damage exceed TZS 10,000/=, the student shall be asked to pay the difference.

4.1.3 Identity Card

Each student is required to come with six recently taken passport size photographs and TZS. 10,000/= for the cost of Identity Card. This amount is paid once. Replacement for a lost Identity Card shall be done after obtaining a loss report from Police Station and payment of TZS. 10,000/=

4.1.4 Membership to the ATC Library

Every ATC registered student must be a member of the ATC Library. Membership subscription fees for every student is TZS 5,000/= each year.

4.1.5 Driving courseThis is an optional course offered to any interested ATC student at a fee of TZS 220,000/=

4.1.6 Membership to the ATC Students’ OrganizationEvery ATC registered student is a member of the ATC Students Organization (SOATECO). Membership subscription fee for every student is TZS 10,000/= each year.

4.1.7 Students Relief Fund

Every ATC registered student is required to pay a total of TZS 5,000/= as a contribution towards students relief fund.

4.1.8 Medical Insurance

Every ATC registered student is required to have medical/health insurance cover or pay TZS 50,400/= for health insurance to the National Health Insurance Scheme. Evidence of payment of health insurance cover is required before registration.

4.1.9 Accommodation in ATC Hostels

Accommodation to the ATC Hostels is a privilege. Government Sponsored Ordinary Diploma (NTA level 4-6) Students with accommodation in the College’s hostels are required to bring with them: cups, spoons, forks, bed sheets, pillows, and blankets. The College has mattresses, which are hired at TZS 5,000/= only, per academic year. A corresponding bed is hired at TZS 2,000/= only.

4.1.10 Evidence of Sponsorship

All privately sponsored students are required to produce verifiable evidence of sponsorship from the respective sponsors/ organizations/parents/guardians during registration process.

4.2 Specific Information on Students Sponsorship

Students pursuing Ordinary Diploma (NTA level 4-6) programmes may join the College under Government sponsorship or as privately sponsored candidates. Students pursuing Bachelor of Engineering are advised to apply for a loan from the Higher Education Students Loan Board (HESLB) or third party.

The fee structure for Government and Private sponsored students pursuing Ordinary Diploma (NTA level 4-6) programmes is as shown in Tables 4.1 and 4.2 respectively. Table 4.3 indicates costs that are paid directly to students by Government and /or sponsors/parents for the students to attend Industrial Practical Training (IPT).

4.3 Payment of Tuition and other fees to the College

Sponsors are required to pay full tuition and other fees payable directly to the College before the respective students are registered and start studies. All fees and other payments payable to the College should be paid through the Tanzania Postal Bank (TPB), Account Name: ATC Students Collection Account, Account No: 0260000398. Original Bank pay in slips should be presented before registration. Fees once paid will not be refunded. In special cases where payment by installment is allowed, no student is registered for the final examination at the end of the semester or awarded a certificate by the College unless he/she has fully paid the relevant dues.

CHAPTER 5

GENERAL EXAMINATION REGULATIONS

5.1 Introduction

Progression of students from one NTA level to the next level; the general fate of students and the conduct of examinations are guided by approved College Examination Regulations. Students are required to sit for examinations according to the College Examination Regulations. These regulations shall apply to the accredited programmes leading to the awards of NTA levels 4, 5, 6, 7 and 8 with effect from academic year 2010/2011.

5.2 Definitions

“Candidate” means any person registered for College examination.

“College” means Arusha Technical College.

“Continuous Assessment (CA)” means any form of evaluation made during the cause of the academic years such as classroom test, homework, project and field attachment which contributes to the final score in examinations.

“Cumulative Grade Point Average (GPA)” means the summation of grade points of all credit modules divided by the total number of credit hours taken by a student beginning from his/her admission till the last examination held.

“Examination” means class test, assignments, project work, mid semester examination, supplementary examination and end of semester examination.

“Examiner” means any person appointed to conduct examinations.

“Instructor” means teacher, tutor, lecturer or professor.

Make-up test” means any test given to a student after failing regular test in a particular module.

“Module” means any independent package of learning related to an academic programme studied by a student for a fixed number of hours during a semester that can be credited towards the final award at any given level.

“Programme” means the totality of modules offered towards the award of certificates.

“Re-do” means to repeat the modules including Continuous Assessment and End of Semester Examination.

“Semester” means an academic period in which one set of course modules in each discipline is offered and examined.

“Student” means any person admitted for any course of study conducted by the College.

“Special Examination” means an examination administered to candidates who failed to do a specified number of modules during regular examinations by reason of illness or other special circumstances.

“Supplementary Examination” means an examination administered to candidates who failed to obtain a pass in the specified number of modules during regular examinations.

5.3 Statutory Examination Power

The Arusha Technical College (ATC) is empowered to make regulations governing the conduct of examinations through Arusha Technical College Establishment Order of 2007 in Government Notice No. 78.

5.4 Primacy of College Examination Regulations

The College Examination Regulations take precedence over any other regulations including those of external or professional bodies unless variation is specifically permitted by the ATC Governing Board.

5.5 Cognizance of Examination Regulations

By registering as ATC student, every student is deemed to be cognizant of and to have agreed to abide by the examination rules set out in these regulations.

5.6 Examination Regulations

5.6.1 Eligibility for Examination

(a) No candidate shall be eligible for any examination unless he/she has

(i) Paid to the College of all required or prescribed fees.

(ii) Done Registration into a programme of study or module.

(iii) has successful completed prescribed Continuous Assessments (CAs)

(iv) /ndertaken and completed the module by attendance of at least 80%

(b) Students sitting for supplementary examinations, special examinations may register for any number of modules on offer during each semester and in accordance with applicable prescribed conditions.

5.6.2 Assessment of a Candidate

Unless it is specifically stated in the module description, the assessment of a candidate shall be as follows:

(a) Continuous Assessment, which may include: assignments, homework,

practical/laboratory work and tests shall carry a weight of 40%.

(b) The end of semester examinations shall carry a weight of 60%.

5.6.3 Conditions for Passing a Module

The final assessment mark for each student in a module shall be determined on the scale of 0 to 100%. Grades will comply with the College Grading System (Table 7.1). Unless it is specifically stated in the module description, the assessment shall be as follows

(a) For NTA Level 4 and 5, the pass mark for each module shall be 50%. That is a candidate should score at least 20 marks out of 40 marks in continuous assessment and 30 marks out of 60 marks in the end of semester examination.

(b) For NTA level 6, the pass mark for each module shall be 45%. That is a candidate should score at least 18 marks out of 40 marks in continuous assessment and 27 marks out of 60 marks in the end of semester examination.

(c) For NTA level 7 and 8, the pass mark for each module shall be 40%. That is a candidate should score at least 16 marks out of 40 marks in continuous assessment and 24 marks out of 60 marks in the end of semester examination.

(d) In consultation with the module Instructor, a candidate who fails in the continuous assessment of any module, shall be allowed to do one make-up test or assignment to improve his/her performance. All make-up tests shall be done before the commencement of the end of semester examinations.

(e) A candidate who fails in the continuous assessment shall be deemed to have failed the module and will be barred from sitting for end of semester examination. A candidate who is barred shall be given an F grade for the respective module and shall be required to re-do the

(f) Module when next offered. A candidate who is required to re-do the module shall have to do both Continuous Assessment and End of Semester

(g) A candidate who fails the end of semester examination shall be deemed to have failed the module and shall sit for supplementary examination.

5.6.4 Absence from Examination

(a) A candidate who absents oneself (unauthorized absence) from any Examination without compelling reasons shall be discontinued from studies.

(b) A candidate who goes out of the examination room, without authority or permission of the invigilator shall be discontinued from studies.

(c) A candidate allowed to be absent (authorized absence) from the end of semester examinations shall be awarded an incomplete grade abbreviated ‘I’ and shall have to sit for special examination(s) when next offered.

(d) A candidate who fails to submit assignment(s) given without compelling reasons shall be considered to have attempted such assignment(s) and shall be awarded a zero mark.

(e) A candidate, who, being ill or otherwise incapacitated, decides to sit for end of semester examinations shall be responsible for the results.

5.6.5 Approval of Examination Results

The approval of results shall be as follows:

(a) Continuous Assessment results shall be approved by the Departmental Academic Committee.

(b) The end of semester examinations results shall be provisionally approved by the College Academic Committee.

(c) The final results shall be approved by the College Governing Board.

5.6.6 Publication of Examination Results

(a) The results of candidates in every examination shall be published provisionally by the Registrar soon after their consideration by the College Academic Committee.

(b) The final results of candidates in every examination shall be published by Registrar after the College Governing Board has confirmed them.

(c) The published results will indicate the registration number, grades obtained by the candidate in each module and GPA.

(d) The answer booklets shall be maintained for a period of at least one year from the date of publication of final results and shall thereafter be disposed of in the manner as may be determined by the College Academic Committee.

(e) It is the responsibility of the candidates to maintain awareness of academic performance including examination results and examination dates.

5.6.7 Conditions for supplementing

(a) A candidate who fails in one or more modules and having passed at least 60% of total modules shall be allowed to do supplementary examination for the failed modules provided the overall Grade Point Average (GPA) is not less than 2.0.

(b) Supplementary examinations shall be conducted within such time after the date of declaration of the overall semester results as the College Academic Committee may determine.

(c) A candidate, who sits for his/her semester/special examinations at the time of supplementary examinations as his/her first sitting, shall sit for his/her supplementary examinations in the next semester examination session.

(d) Where a candidate has passed by virtue of supplementary examinations, he/she shall be awarded a pass grade C.

5.6.8 Conditions for Special Examinations

(a) Special examinations may be granted to students who, by reason of illness or other special circumstances, have been unable to sit or complete an examination. Satisfactory evidence of such illness or circumstances must be produced and approved by the College Academic Committee.

(b) A candidate who appears for special examinations under this regulation shall be treated as sitting for the examinations for the first time.

(c) Special examinations shall be conducted at a time coincident with supplementary examinations or any date as determined by the College Academic Committee.

5.6.9 Repeating an Academic Year (NTA Level)

There shall be no repetition of an academic year or NTA Level.

5.6.10 Conditions for Discontinuation

(a) A candidate who fails to pass at least 60% of total modules at the end of the academic year and gets a GPA less than 2.0 shall be discontinued from studies.

(b) A candidate who fails more than three (3) modules in supplementary examinations shall be discontinued from studies.

(c) A student who fails the supplementary examination of the redo modules shall be discontinued from studies.

(d) Any candidate caught cheating in any way including plagiarism during any examination shall be discontinued from the College (cf 6.16).

(e) Absence from any examination without compelling reasons communicated before commencement of the examination shall lead to discontinuation.

(f) Entering in the examination room with any un-authorized material shall lead to discontinuation (cf 6.15, 6.16).

5.6.11 Conditions for Readmission

(a) A candidate who has been discontinued on academic grounds shall not be readmitted until after two years and the year to be readmitted, shall be determined by the College Academic Committee.

(b) Readmission shall be determined by completion of qualifying test/interview or any other procedure as will be determined from time to time. However, this privilege shall not apply to students discontinued on non-academic matters.

5.6.12 Academic Appeals

(a) All the appeals concerning Continuous Assessments shall be forwarded to the Head of Department (HOD) and shall be settled by the Departmental Academic Committee one week before the commencement of end of semester examinations.

(b) As soon as the College Academic Committee releases the end of semester examination results, any candidate who has valid ground for appeal shall lodge his/her appeal with the Rector within twenty one (21) days counted from the day of release of provisional results.

(c) Appeals shall be on valid grounds, in written form (Appendix1), and accompanied by relevant documented substantive evidence.

(d) Each appellant must pay a non-refundable prescribed fee for each module he/she is appealing in order for his/her appeal to be processed.

(e) Upon receiving such an appeal the Rector may seek advice from the Deputy Rector Academics, Research and Consultancy as it may deem appropriate and make a recommendation, which shall be tabled at the next meeting of the College Academic Committee.

(f) The Principal may, if in his opinion there is a prima facie case, appoint an Appeals Sub-Committee to hear the appeal and make a recommendation that shall be tabled at the next meeting of the College Academic Committee.

(g) Any candidate aggrieved by the decision of the College Academic Committee may appeal to the Chairperson of the Governing Board.

(h) The decision of the Governing Board shall be final. The decision will be communicated to the concerned individual candidate through the Rector.

(i) No mass action by students shall be entertained in academic matters.

5.6.13 Postponement of Studies

(a) A student may be allowed to postpone studies for reasons of proven continued illness supported by a doctor’s medical certificate, or for any other reason, which in the opinion of the College Academic Committee is strong enough to prevent one from pursuing studies effectively.

(b) The maximum period for a student to postpone studies is two academic years except that at the expiry of the first academic year a student must seek for a second postponement afresh.

(c) Upon readmission the student shall have to pay the current College fees

5.6.14 Examination Irregularities

Any act of verbal communication and/or gesturing, having and/ or using any un- authorized material, exchanging answer scripts, causing disturbance in/near any examination room, going out of the examination room without permission, involving

oneself in leakage of examinations, plagiarism and any other act in the course of the examinations which contravenes the provisions of these regulations, altering information in marked scripts, shall constitute cheating and will be an irregularity for the purpose of these regulations.

5.6.15 Examination Room Rules

(a) Candidates should make sure that they have been issued with examination numbers before examinations commence.

(b) All candidates must display their identity cards on the top of the desk throughout the examination period.

(c) Candidates must acquaint themselves with the sitting arrangement for their respective examination in advance.

(d) Candidates should be in the examination room 15 minutes before the commencement of the examination.

(e) No candidate shall be permitted to enter the examination room after the elapse of 30 minutes from the commencement of the examination and no candidate shall be permitted to leave the examination room until 30 minutes have expired. Once a candidate has submitted his/her answer script and has left the examination room, he/she shall not be allowed to re-enter the examination room.

(f) No candidate shall be allowed to leave the examination room15 minutes before the end of the Examination duration.

(g) Mobile phones, programmable calculators, handbags, coats and any un-authorized material shall not be allowed in the examination room.

(h) During examination, candidates shall not be allowed to make any form of verbal or non-verbal communication.

(i) Candidates shall not be allowed to write anything on the question paper but are permitted to do rough work on the last pages of the answer script on understanding that this is crossed through at the end of the examination.

(j) Candidates shall not be allowed to make any kind of disturbance in the examination room.

(k) Drinking, Eating or Smoking shall not be allowed in the examination room.

(l) Candidates shall obey all instructions given by the Supervisor/ Invigilator.

(k) Drinking, Eating or Smoking shall not be allowed in the examination

5.6.16 Disciplinary Action

(a) An invigilator(s) finding a candidate cheating shall inform him/ her of the irregularity and submit written report to the Registrar (Appendix 2).

(b) Refusal by a candidate to sign a written report form shall mean admission of guilty of an examination irregularity.

(c) In all cases of examination irregularities, the candidate shall be allowed to continue with the examination while his/her case is being pursued.

(d) Any candidate who has been found guilty of an examination irregularity shall receive a disqualification grade abbreviated ‘Q’ and shall be discontinued from the program of study forth with and can never be readmitted.

5.7.3 Academic Audit Unit for NTA Levels 4-8 Programmes

Academic Audit Unit for programmes leading to the awards of NTA levels 4-8 shall be one academic year.5.7.4 progression and Awards

(a) A candidate who satisfies the examiners by attaining the pass mark in all modules in an academic year shall:

(i) In the case of years other than the final year, be eligible to proceed to the following year of study (or subsequent level).

(ii) In the case of NTA Level 8, be eligible for the award of Bachelor of Engineering; NTA level 7, be eligible for the award of Higher Diploma, NTA Level 6, be eligible for the award of Ordinary Diploma; NTA Level 5 be eligible for the award of Technician Certificate and NTA Level 4, be eligible for the award of Basic Technician Certificate.

(iii) Higher Diploma, Technician Certificate and Basic Technician Certificate shall be awarded to a student who exits at the corresponding level only.

(b) Candidate is only eligible for the award if he/she has

(i) Passed the continuous assessment has satisfactory attendance of 80% of the course period

(ii) Completed laboratory work, passed industrial practical training, project, completed set essays and other written work and performed

satisfactorily in end of semester examinations.

(c) NTA 7 students may be allowed to carry over the failed first year modules while doing their second year (Semesters III and IV). The maximum number of modules to be carried over shall be three (3).

(d) The award for carry over module(s) in 7.4(c) shall be the actual grade(s) obtained by a candidate.

(e) A student who fails in the supplementary examination for NTA level 4 to 8 of a given module may re-do the failed module only once when next offered.

5.7.5 Computation of the Cumulative Grade Point Average (GPA)

The computation of the cumulative Grade Point Average (GPA) shall be based on the following formula:

CHAPTER 6

STRUCTURE OF ACADEMIC PROGRAMMES

6.1 Overall Structure

Each programme has modules that spread over two semesters. Each academic year has two semesters. The first semester consists of 17 weeks and the second semester consists of 17 weeks for classroom activities and 10 weeks for Industrial practical training. Therefore the whole programme has a total of 44 weeks of study for the fulltime attendance mode.

6.2 Curriculum Overview

6.2.1 Fundamental Modules

They provide a range of basic skills, knowledge and principle appropriate for a graduate in all the fields of engineering as well as for the underpinning and effective study of the main theme of the programme. They also provide a viable foundation for further studies and lifelong learning.

6.2.2 Core Modules

Modules associated with the core studies provide the development of the main theme of the programme. They broadly represent the main areas of activity in the respective disciplines, and the in-depth treatment of them will enable graduate to rapidly become effective technicians or engineers in the industries associated with the discipline. These modules are taught with fundamental ones so as to enable students gain an appreciation of the nature and complexities of real engineering systems. In order to achieve an integration of these modules there will be considerable use of mode of integration of laboratory, workshops, fields, lectures and assignment work. In addition, case studies will be used in the module

6.2.3 Elective Module

Elective modules provide an opportunity for in depth study in specific subjects to level not possible in the core modules and thereby present a greater intellectual challenge. Also they give students the ability to work within a multidisciplinary team/task.

6.3 Mode of Training

The two major parts of training, the theoretical and practical parts carry almost the same weight. The former part is conducted in the college class rooms while the latter is carried out in the college workshops and in industries during visits. At the end of each academic year, students attend Industrial Practical Training (IPT) for ten (10) weeks. The main purpose of the industrial practical training is to give the students a chance to apply what she/he has learnt at the college in industry and to make him/her appreciate the real world working environment which he/she will experience after completing his/her studies.

6.4 Examinations and assessment

a) Examinations include continuous assessment (tests, assignments, seminars presentations, practical or any other form of assessment specified in the study guide issued at the beginning of Semester) and end of Semester Examinations including practical where appropriate.

b) There shall be a written and, where the course demands, a practical examination during each end of semester for a course taught.

Automotive Department in Brief

The department offers Ordinary Diploma in Automotive Engineering and Auto Electric and Electronics Engineering under the National Technical Award (NTA) framework covering levels 4-6. These awards are competence based and designed to testify that the holders possess the requisite skills and knowledge necessary to flexibly apply competences in the automotive service, maintenance, repairs and other relevant occupational sectors.

It is anticipated that the department shall bring in a new program – Heavy Duty Equipment Technology (HDET) engineering in the academic year 2015/16 and thereafter contribute in preparing highly qualified and skilled technical human resource at the category of technicians to serve the growing mining and construction sectors in the country and region at large.

The Automotive department has established Automotive Advisory Committee which shall put together potential stakeholders from the Automotive industry working with the ATC and provide them a platform to advise the department on how to fill prevailing gaps between what is delivered by the programs and the emerging technologies in the industry and which are relevant to the markets where the graduates we are preparing are going to work.

The Automotive department supported by the College Management and external partners is in the process of establishing e-learning for automotive technology modules on the condition that the students will be ready to pay some agreed fees and during pilot period shall remain optional to students. This is an opportunity for us to teach and learn the latest developments in automotive technology by using interactive animations and simulations to enable students learn faster, retain more and come up and meet latest technologies.

Academic year 2014_2015 is the second year of implementation of the ATC reviewed curricula in the department; this means that levels 4 and 5 shall be in this implementation of the curricula.

The department is wishing all the best to our students and let them remember that today’s life in auto industry maintenance and repairs is full of things and to stay ahead we need to achieve on many fronts by practicing multi-tasking using the departmental motto that “Deeds and Not Words” in all of the activities they are going to undertake.

7.2 Civil Engineering Department

This is one of the oldest and giant Departments in the College. It was established in 1978. It offers various programmes leading to both Diploma and Bachelor’s degree awards. In order to keep abreast with global technological changes, training in the Department ensures that learners possess the necessary competences in the world of work. Apart from the training activities, the Department offers consultancy in the buildings and civil works whenever needed. Applied research is another core function of the Department.

Civil Engineering Students in Practical Session off Class Hours

While the Civil Engineering Programme was introduced in the Department in 1978, in the Academic year 2010/11 the Department introduced a new undergraduate programme of Civil and Irrigation Engineering. A year later the Department introduced a similar programme of Civil and Irrigation Engineering at Diploma level. The civil and irrigation engineering programme is a multi-sector programme, which is designed to train graduates who will serve both irrigation (agricultural) sector and construction industry.

The Department has competent staff and well-equipped laboratories/workshops and classrooms which enabling the smooth running of the training as stipulated in the curricula. The Department also uses outsourced experts in areas which skills are not available in the Department to ensure that students are getting what they deserve.

In implementing the Civil and Irrigation Engineering Programme, the Department works closely with Japanese advisors dispatched by the government of Japan through its International Cooperation Agency (JICA) as part of cooperation between the Governments of Tanzania and Japan. The College has constructed a new building in its effort to increase students enrolment and acquire state of art laboratories and equipment for civil and irrigation engineering programmes.

7.3 Transportation Engineering Department

The Transportation Engineering encompasses a wide range of knowledge covering the planning, design, construction and management of Transportation facilities. The graduate is expected to supervise construction work such as roads, bridges, track laying, docks and harbors. Also the graduate is expected to carry out tests on soils and road materials to determine their suitability for road works. The graduate should be able to undertake survey for road works, bridges and railway projects. The programme aims on providing skills and knowledge that are vital to employers and other stakeholders, to entice self-realization and skill that enable graduates to be self-employed.

Transportation Engineering Students in Practical Session at soil and bitumen laboratoryBesides the training the department provides consultancy on testing construction materials to the community around the region. 7.4 Electrical Engineering Department

The Electrical Engineering Department was established in 1978 with electrical engineering being the sole discipline enrolling students for a three-year full technician certificate (FTC) course. This programme existed up to May 2004. As from July 2005 to date the Department started implementing market driven, modular, and competence based education and training (CBET) system replacing former knowledge based FTC system. CBET, which is a three-year course focusing mainly on learning outcomes that demonstrate competencies in knowledge and practical skills that are career or task oriented, leads graduates to National Technical Awards (NTAs) namely NTA Level 4 (Basic Technician Certificate), NTA Level 5 (Technician Certificate) and NTA level 6 (Ordinary Diploma) for first, second and third year respectively. A student is promoted from one level to another after successful attainment of the requisite GPA and Grades.

Electrical and Biomedical Engineering Students in Practical Session. Behind them is Mr. Dan-iel Schuster Biomedical Engineer from America Biomedical Technology Aid (BETA)

In 2007 the Department introduced another discipline, namely Electronics and Telecommunication engineering hence boosting the enrolment of students in Electrical Engineering Department.

In academic year 2013/2014 the Department introduced a third discipline on Electrical and Biomedical Engineering. The objective of this programme is to train highly qualified technicians in this field, who will be capable of diagnosing, calibrating

and repairing the sophisticated biomedical and electrical equipment in hospitals, medical clinics and any health facility. Currently due to this lack of highly qualified technicians in biomedical engineering the percentage of defective equipment (which are repairable) in most national hospitals and various health facilities scattered all over the country stands at 80%.

In academic year 2015/2016 the Department will launch a bachelor’s degree in Electrical Engineering.

The Department has adequate human and physical resources to run its programmes. These include well equipped laboratories, workshops, classrooms, 28 academic staff and 4 supporting staff.

7.5 Mechanical Engineering Department

The Department offers training in Mechanical Engineering programme leading to Ordinary Diploma (NTA Level 6 Certificate) in Mechanical Engineering. Upon successful completion of the training, the graduate is equipped with skills and knowledge to be able to repair and maintain machines and equipment in industries. The students will also be able to do some design and manufacture spare parts and machines in a modern workshop and perform supervisory and managerial works.

The Department also offers training in Lapidary and jewellery technology leading to Basic Technician awards. This programme is intended for a person who will work in the lapidary and jewellery workshops or apply entrepreneurship skills in the profession in the related business carriers and meet the current challenges of socio-economic development. The programme is highly demanded and it addresses national needs as articulated in various Government policies.

The department offers also short courses in: Industrial Automation, PLC; Welding and metal fabrication; Fitter mechanics; Mechanical drafting & Design using Design application software (AUTOCAD); Air conditioning, heating and refrigeration; Pneumatics and hydraulics technology; Boiler maintenance and servicing; Foundry, forging; and Gemstone Cutting and Sorting.

7.6 General Studies Department

Introduction

Initially the General Studies Department (GS) was purely a supporting department to the Engineering fields offered at Arusha Technical College but today apart from offering cross-cutting courses, it is also a full fleged department recognized by NACTE. The GS Department now offers a three-year program leading to Ordinary Diploma in Laboratory Sciences and Technology. The three years cover courses for Basic Technician Certificate in Laboratory Sciences and Technology (NTA Level 4), Technician Certificate in Laboratory Sciences and Technology (NTA Level 5), and Ordinary Diploma in Laboratory Sciences and Technology (NTA Level 6).

The GS produces laboratory technicians who are well equipped to work in the secondary schools laboratories as well as in industries.

As a supporting department, the GS offers subjects that are cross-cutting and fundamental to engineering. The cross-cutting modules offered by the GS Department include: Advanced Mathematics, Physical Sciences, Communication Skills, and Entrepreneurship & Development Studies.

The Department also utilizes its well-equipped science laboratories to provide consultancy services to the community in the area of science practical lessons to the neighboring secondary schools.

The Department’s goal for the next 5 years is to establish new programs that are required by the market. Currently the Department is developing a curriculum for a new program for Diploma of Science with Education which aims at producing science and technical teachers that will teach in the secondary schools with science and technical specializations. In the academic year 2014/15, we anticipate to establish a Bachelor’s degree course in Laboratory Sciences and Technology.

The General Studies Department currently has 19 qualified teaching staff and 3 Laboratory Technicians; furthermore it is looking forward to employing about 20 more staff in the academic year 2014/15.

Note that while NTA Level 4 and 5 of the academic year 2014/15 will use the re-viewed curricula, NTA level 6 will continue with the old one as we phase it out. The following are the contents of the reviewed Curriculum:

7.7 Information and Communication Technology Department

Welcome to ATC’s Information and Communication Technology Department. Our courses of study offer to a community of learners a sound foundation of knowledge and problem-solving skills in ICT that can lead to valuable career certificates, diplomas and lifelong learning.

Our outstanding instructors have committed to provide the most current courses and programs in IT field. Under National Technical Award framework which is overseen by National Council for Technical Education (NACTE), we provide Ordinary Diploma (NTA 4 - 6) in Computer Science (CS) and Information Technology (IT). In the Academic Year 2014-2015, ICT Department will start offering One-Year Basic Technician Certificate Programme. This has a purpose of helping young Tanzanian students, who did not qualify for a three-Year Diploma programme, to get opportunity to acquire IT skills which will help them to cope with the market demand in ICT and in the future to continue with higher education. We also provide short courses in Computer Basics, Internet, Office Applications, Graphics & Multimedia and Graphic Design. Apart from teaching, ICT Department is also committed in conducting research and consultancy services in the ATC campus and to the community in general. three-year Diploma Programme in Multimedia Technology. This Programme will give Young Tanzanians skills for developing and authoring Multimedia contents, such as Video, Audio and Pictures for different applications in websites, mobile devices, and other technological devices that support the integration of different media contents.

By constantly updating our curricula, Information and Communication Technology remains on the cutting edge of new technologies and industry trends, which means that our students keep pace with the changing IT field and attain the skills that are most valued in the workplace. The curricula used in the Department are modular in structure; competences based and meet the challenges of current technological developments. The competence based education and training (CBET) emphasizes on learning outcomes, with knowledge and practical skills required for a particular task at a workplace. These curricula are approved and developed under the National Council for Technical Education (NACTE) Standards.

The Department has adequate resources to run its programmes, which include well equipped Computer labs, all networked, Internet connectivity and classrooms, 7 teaching staff and 2 technical supporting staff.

The Department is also responsible for teaching students from all other departments who are having computer related modules, such as basic computer application, computer technology and networking.

PROFILE OF ACADEMIC RELATED DEPARTMENT/SECTION/UNIT

8.1 Continuing Education Department

8.1.1 Overview of the Department

The Department of Continuing Education offers part-time courses in Engineering, Science and Technology. It is also responsible for NVA Programmes whereby Primary school leavers as well as secondary school leavers have an opportunity to be trained as artisan under VETA mandate within a duration ranging from one to four years. Once completed NVA programmes, it is possible for the successful student to progress further to NTA programmes.

The Department is led by Head department assisted by Deputy Head of department. The have responsibility of coordinating all activities in the department. The department has no permanent staff but entirely depend on outsourced staff from within the College or other institutions.

8.1.2 Courses Offered by the Continuing Education Department

Courses that are offered are divided into two major groups namely the National Vocation Award (NVA) and Professional & Tailor-Made Courses

8.1.2.1 NVA Courses

The National Vocational Award (NVA) courses include automotive mechanics, Block work and masonry, electrical installation, motor rewinding, air conditioning and refrigeration, computer maintenance, radio and TV servicing, welding and fabrication, and fitter and turner.

8.1.2.2 Professional and Tailor-Made Courses

Professional or tailor-made courses which are run on short term basis include, computer application programs, auto electrics circuit wiring, maintenance and repair, auto electronics maintenance and repair, AutoCAD, diesel engine maintenance and repair, automotive body maintenance and repair, motor rewinding, design of welding machines, maintenance and repair of air conditioners and refrigerators, Computer maintenance and repair, radio and TV servicing, construction management, irrigation scheme management, welding and fabrication techniques, and fitter and turner.

8.2 Industrial Practical Training section (IPT)

As a requirement every student studying for an ordinary diploma in Engineering/Sciences or Bachelor’s degree in Engineering has to undergo Industrial Practical Training (IPT) for duration of ten weeks. The training is aimed at giving students exposure to the profession in the real world of work as well as provide them with opportunities to correlate their theoretical understanding and the reality of the profession.

8.2.1 Objectives of Industrial Practical Training

The main objective of IPT is to promote the development of appropriate technology that meets national, regional and international needs through skills and practical-oriented training, research and consultancy. Specific objectives for IPT are to:

(a) Expose students to the work and its environment related to their profession

(b) Provide opportunities for students to acquire working experience in an industry/organization related to their field of study

(c) Assist the students to practise lifelong learning when they return to the College

(d) Train students to interact and communicate effectively at every level in the working situation

(e) Train students to write technical reports after they have undergone the IPT

(f) Develop group work camaraderie

(g) Appreciate and internalize professional ethics

The library and study centre offers facilities for studying, preparation for assignments, tests, examinations and research. These services include books in all technical fields, magazines, newspapers, newsletters and journals.

The library may be accessible to all teaching staff, all registered students, administrative staff members and other employees of the College. All people allowed to use the library are required to abide with the library regulations. All books may be borrowed with the exception of works of reference and special materials in demand.

8.4 Research Education and Documentation (READ) unit

Introduction

ATC emphasizes both staff and students to use its facilities to do both applied and basic engineering and scientific researches in partnership with the public and private sector so as to contribute to improvement of techno- socio-economic development. In 1999, the College established Research, Education, Academic and Documentation (READ) unit to coordinate and promote excellence in academic and applied engineering and scientific research.

8.4.1 Objectives of the READ Unit

The specific objectives of READ unit are to:

(a) Carry out technical education related research activities to enable the college achieve academic and professional excellence

(b) Undertake applied research to generate technical information on priority technology problems of the country and channel the information to policy makers, planners, industry and other end- users

(c) Promote appraises, monitor and evaluate the development of science and technology in Tanzania

(d) Conduct training on research methods and techniques to staff, students, individuals, industries, government and none government agency

(e) Promote and facilitate engineering and Scientific Research within Arusha Technical College

(f) Promote the efficient exchange of information and experiences within the fields of science and technology by organizing local and regional conferences and seminars,

CHAPTER 9

GENERAL INFORMATION

9.1 Accommodations

Currently the College has a limited number of rooms in its three hostels of which two are for male and the third is for female students capable of accommodating 348, 260 and 200 students respectively.

Provision of accommodation p l a c e is a privilege. Currently, Campus accommodation is obtained upon application by fulltime B.Eng. students who are required to pay a prescribed accommodation fee. As for OD students, campus accommodation is a privilege provided to the Government sponsored students. This privilege can be withdrawn in the event of the breach of the College Hostel accommodation regulations.

Students accommodated at the College hostels must observe rules and regulations applicable to the College’s hostels. These include, but not limited to, the strict requirement for all students to vacate their rooms and hand- over their room keys to the Warden/Matron during vacation and Industrial Practical Training periods as well as not to cook in hostels.

9.2 Cafeteria Service

The College has a cafeteria, which has a sitting capacity of approximately500 people at a time. Services provided by the cafeteria include meals for students and other customers holding seminars or meetings within the College premises. In compliance with the policy of public private-partnership, the College has subcontracted cafeteria services to a Private Service provider for effective and efficient operation.

9.3 Recreation services

Various recreational facilities within the College premises provide opportunity for sports and games for the students. This aims at contributing to social development of students. Such services include TV, video show and sports. There is a broad range of sports including football, basketball, volleyball, netball, and athletics to mention a few.

9.5 Gender Management Unit

Gender Management Unit (GMU) is a unit which deals with solving problems related to gender imbalance in education and training at ATC. The task force, in collaboration with ATC management, plans and implements various programs for improving enrolment of female students in engineering courses. The establishment of GMU at ATC is an important strategy for bridging the ever-growing gap in technical education between men and women at the College and the society at large. GMU also undertakes the task of promoting capacity building for female staff at the College through seminars, workshops and other related courses.

9.6 Rental Services

ATC possesses a variety of renting facilities, which are available for use at reasonable charges. It is an ideal location in the city centre makes it possible for excellent use and access of these facilities for interested users. ATC hostels and the Dining Hall may be available when students are out during vacations.

PART I: PRELIMINARYPROVISIONS

Citation 1. This Order may be cited as the National Council for Technical Education (Arusha Technical College) Establishment Order, 2007.

Interpretation 2. In this order unless the context otherwise requires:- “academic staff” means teaching staff employed by the

College; “Act” means the National Council for Technical

Education Act; “Bursar” means the Bursar of the College appointed

under paragraph 16 and 17. “Chairman” means the chairman of the Governing

Board; “College” means the Arusha Technical College; “former college” means the Technical College Arusha

as existing before the commencement of this order; “Governing Board” means the Governing Board of the

College established under paragraph 7; “member” in relation to the Governing Board means

member of the Governing Board; “Minister” means the Minister responsible for Higher

Education, Science and Technology. “Principal” means the Principal of the College appointed

under paragraph 10. “Vice Principal Academic” means the Vice Principal of

the College appointed under paragraph 12 and 13; “Vice Principal Administration” means the Vice Principal

of the College appointed under paragraph 14 and 15;

PART II: ESTABLISHMENT OF THE COLLEGE

Power of the College 3. (1) There is hereby ‘established a college to be known as

Arusha Technical College. (2) The College shall be a body corporate and shall (a) have perpetual succession and common seal; (b) in its corporate name be capable of suing and being

sued; (c) be capable of entering into contracts; (d) have powers to lend or borrow any sums of money

which it may require for its purposes; (e) be capable of purchasing or otherwise acquiring, and

alienating or disposing of any movable or immovable property, and

(f) have powers to perform all other acts the things which are necessary for the proper performance of its functions or which may be performed under this order.

Functions of the College 4. (1) The core functions of the College shall be (a) to provide facilities for study and training in the

principles, procedures and techniques of (i) Electrical and electronic engineering; (ii) Mechanical and automotive engineering; (iii) Computer engineering’; (iv) Electronics and telecommunication engineering; (v) Laboratory science and technology; (vi) Leather technology; (vii) Civil and transportation engineering; (viii) Information technology and management; (ix) Electromechanial engineering;

(2) Other functions of the College shall be: (a) to conduct examinations and grant awards of the College as

approved by the National Council for Technical Education; (b) to arrange for publication and general dissemination of material

produced in connection with the work and activities of the College;

(c) to engage in self-reliance activities for effective financing and promotion of entrepreneurship;

(d) to establish and foster closer association with research institution and other institutions of the higher education and promote international cooperation with similar institutions; and

(e) to sponsor, arrange or provide facilities for conferences, workshop and seminar

(3) To do all such acts and things and enter into all such contracts and transactions as are in the opinion of the Governing Board expedient or necessary for the proper and efficient discharge of the functions of the College.

Departments 5 (1) The College shall consist of such departments as the Governing Board may, with the approval of the Minister3, establish.

(2) Academic departments established under subparagraph (1) may include:

(a) Mechanical and Automotive Engineering; (b) Electrical and Electronic Engineering;

(c) Computer Engineering (d) General Studies (e) Business Studies and Management (f) Information Technology and Management; (g) Electronics and Telecommunications Engineering (h) Food science and Technology; (i) Laboratory Science and Technology (j) Leather Technology (k) Mechatronics; (l) Civil and Transportation Engineering; (m) Such other related departments as the college

may from time to time determine. (3) The College may, for the purpose of extending its

services, establish branches, campuses and centres, as may be required.

Vesting of the properties 6. (1) All the assets and liabilities of the former college shall

with effect from the date of commencement of this order be vested in the College.

(2) The College shall be granted right of occupancy over the sites previously occupied by the former college or other places upon such terms and conditions as the President may approve.

Establishment of the Governing Board

PART III: THE GOVERNING BOARD OF THE COLLEGE

7. There shall be a Governing Board of the College which shall consist of:-(a) a Chairman who shall be appointed by the President

on the advice of the Minister; and(b) not more than ten other members who shall be

appointed by the Minister.Members of the Governing Board 8. (1) Members of the Governing Board appointed under

paragraph 7 may include (a) one member incharge of technical education in

(a) Mechanical and Automotive Engineering; (b) Electrical and Electronic Engineering;

(c) Computer Engineering (d) General Studies (e) Business Studies and Management (f) Information Technology and Management; (g) Electronics and Telecommunications Engineering (h) Food science and Technology; (i) Laboratory Science and Technology (j) Leather Technology (k) Mechatronics; (l) Civil and Transportation Engineering; (m) Such other related departments as the college

may from time to time determine. (3) The College may, for the purpose of extending its

services, establish branches, campuses and centres, as may be required.

Vesting of the properties 6. (1) All the assets and liabilities of the former college shall

with effect from the date of commencement of this order be vested in the College.

(2) The College shall be granted right of occupancy over the sites previously occupied by the former college or other places upon such terms and conditions as the President may approve.

Establishment of the Governing Board

PART III: THE GOVERNING BOARD OF THE COLLEGE

7. There shall be a Governing Board of the College which shall consist of:-(a) a Chairman who shall be appointed by the President

on the advice of the Minister; and(b) not more than ten other members who shall be

appointed by the Minister.Members of the Governing Board 8. (1) Members of the Governing Board appointed under

paragraph 7 may include (a) one member incharge of technical education in

the Ministry responsible for higher education science and technology;

(b) one member from the academic staff of the college;(c) one member from the student body at the college(d) one member from the government ministries and /or

institutions;(e) one member from the Parliament of the United

Republic of Tanzania(f) one member from public technical institutions;(g) one member from the industries;(h) one member from the appropriate science and

technology professional bodies;(i) one member from universities;(j) one member from a relevant non governmental

organization;(1) The Minister shall in appointing members under

subparagraph (1) ensure that women form at least one third of the total membership of the Governing Board;

(2) The provisions of the schedule shall have effect as to the tenure of office of members, termination of their appointment, the proceedings of the Governing Board and other matters in relation to the Governing Board and its members.

(3) The Minister may from time to time by notice published in the Gazette, amend, vary alter or replace any part or all of the provisions of the Schedule.

Powers and duties of the Governing Board 9. The duties of the Governing Board shall be

(a) to govern and to oversee the management of the College

(b) to administer both movable and immovable properties of the College

(c) to administer the funds and other assets of the College

(d) to signify the acts of the college by using the common seal;

(e) to receive grants, gifts, donations or other moneys on

behalf of the college;(f) to establish board committees whose composition

and function shall be provided for in regulation;(g) to provide for the welfare of the students and the

staff of the College(h) to formulate policies of the College(i) to set fees of the college.(j) to establish such other board committees as the

Governing Board may, from time to time decide; and (k) to do all such acts as may be provided for in this order

or as may in the opinion of the Governing Board be necessary or expedient for the proper discharge of it functions.

PART IV: ADMINISTRATION OF THE COLLEGE

The Principal 10. (1) There shall be a principal of the College who shall

administrative matters of the college;(b) act as the Principal where the Principal is unable


Tenure of Office for the Vice Principal Administration 15. The Vice Principal Administration shall hold office for

four years renewed (or re-appointed once, subject to good performance

Bursar 16. The Governing Board may on such terms and conditions as it may determine, appoint the Bursar who shall be the chief advisor to the Principal on all finance matters of the College.

Tenure of Office for the Bursar 17. The Bursar shall hold office for four years renewable

(or re-appointed) once, subject to good performance.Other staff 18. The Governing Board may, on such terms and conditions

as it may deem necessary appoint such number of academic and non-academic staff of the College.

Delegation of powers 19. Notwithstanding the provisions of paragraph

10,11,12,13,14,15,16 and 17, the Governing Board may subject to such conditions and restrictions as it may impose, delegate to any person or body of persons the power of appointment of any members or category of academic staff or other staff of the College.

Disciplinary proceedings against students 20. The Governing Board shall have powers to make by

laws governing discipline and disciplinary proceedings against students of the College.

PART V: FINANCIAL PROVISIONS

Funds of the College 21. The funds and resources of the College shall consist of-

(a) such sums of money as may be appropriated by Parliament for the purposes of the College.

(b) all fees and other charges payable under this Order;

(c) any sums which may be payable to the College by way of donations, gifts, grants, loans or bequests from any source within or outside the United Republic;

(d) may sums accruing from the college’s investments(e) any sums which the College may after consultation

with the Minister for finance borrow for the purposes of the College and

(f) any sum which may in any manner become payable to or be vested in the College as a result or in the course of discharging its functions under this order.

Annual budget estimates 22. (1) Within three months after the closure of the financial

year the Bursar shall prepare or cause to be prepared for the approval of the Governing Board, annual estimates of the revenue and expenditure of the College for the ensuring financial year.

(2) The Governing Board shall consider and approve subject to such modifications and amendments as it may consider appropriate, the estimates prepared in accordance with subsection (1).

(3) The annual budget estimates shall contain provisions, for all the estimated expenditure during the ensuring financial year and in particular;(a) for the payment for salaries, allowances and other

charges in respect of the staff and the Governing Board;

(b) for the payment of construction improvement, maintenance and replacement of any building or other immovable property of the College and

(c) for the creation of such reserve funds to meet future contingent liabilities as the Governing Board may think fit.

(4) No expenditure shall be incurred for the purposes of the College except in accordance with the provisions of the annual budget estimates or any supplementary estimates approved by the Governing Board.

(5) The Governing Board shall, upon passing any annual or supplementary budget, submit the budget to the Minister for approval.

(6) The Minister may, upon receipt of the annual budget or any supplementary budget disapprove or approve subject to such amendments as he may deem fit.

Re-allocation of funds 23. The Governing Board may, from the amount of

expenditure provided for in any budget in respect of any item transfer a sum not exceeding thirty million shilling to any other item contained in such budget.

Power to invest 24. The Governing Board with the approval of the Minister

shall have power to invest the funds of the College in such investments as it may think fit or may place such funds on deposit at such banks as it may determine.

Account and audit 25. (1) The Governing Board shall cause to be provided and

kept proper books of accounts and records with respect to the receipt and expenditure of money and other financial transactions of the College, and shall cause to be made out for every financial year financial statements showing the details of the income and expenditure of

the College and all its asserts and liabilities. (2) Within three months after the close of each financial year

the accounts including t4he balance sheet of the College in respect of that financial year, shall be submitted to and audited by the auditor as may be appointed by the Governing Board.

(3) Every such audited balance sheet shall be placed before a meeting of the Governing Board and, if adopted by the Governing Board shall be endorsed with a certificate that it has been so adopted.

(4) detidua neeb evah egelloC eht fo stnuocca eht sa noos sAand in any case not later than six months after the close of the financial year, the Governing Board shall submit to the Minister a copy of the audited statement of accounts together with a copy of the report made by the auditor on the statement of accounts.

Financial report to be laid before the National Assembly 26. The Minister shall as soon as practicable after receiving

the report lay before the National Assembly a report containing:(a) a copy of the audited accounts of the College(b) a copy of the audit report if any; and (c) a copy of the report regarding the activities of the

College in the preceding financial year

PART VI: MISCELLANEOUS PROVISIONS

Fees and allowance 27. The Minister may, by directions under his hand, prescribe

the fees and allowances payable to the Members of the Governing Board.

Minister may give directions 28. The Minister may in consultation with the Chairman;

give to the Governing Board directions of the general or specific character which directions shall be consistent with the purposes and provisions of this order, as to

Protection of members 29. No matter of thing done by any member of the Governing

Board or officer of the College shall, if done bonafide in the execution of the functions conferred upon such member or officer by this Order render such member or officer personally liable for such matter or thing.

Transitional provisions 30. The College shall carry out and continue the functions

of the former College in accordance with the provisions of this order and all the students who immediately before the date of commencement of this Order were the Students of the former College shall, as from the date of commencement of this order become students of the College but shall continue with programmes for which they were enrolled until the end of their courses.

Employees of the former College 31. The Governing Board shall formulate the manner or

procedure in which deal with the employees of the former College.

Regulations 32. (1) The Governing Board may, with the approval of the Minister, make regulations fro the better carrying out of the purposes of this order, and without prejudice to the generality of this paragraph may make regulations;

(a) Prescribing awards which may be conferred or granted by the College

(b) prescribing the conditions which may be satisfied before the grant of any award;

(c) Prescribing the manner in which awards may be granted; (d) Regulating the conduct of examination; (e) Prescribing instruction courses to be provided by the

College (f) Fixing the duration and number of academic terms; (g) Prescribing grant and scholarship and studentship and

revocation of any grant; (h) Fixing fees and other charges for the services rendered

by the College

(i) Prescribing terms and conditions of services; appointment, salary and retirement benefits of the members of the College.

(j) Governing discipline and disciplinary proceedings against the staff of the College and the students of the College and

(k) Prescribing anything which may be prescribed under this order.

(2) Notwithstanding subparagraph (1) the Governing Board )a( hpargarapbus rednu sdrawa eht gnibircserp ni llahs

consult the National Council for Technical Education for the purpose of validation and approval of the awards.

(3) Regulations mad under this paragraph shall be published in the Gazette.

PROVISION RELATING TO THE GOVERNING BOARD

Tenure of appointment 1. - (1) A member shall, unless he sooner dies, resigns or is

removed from the office, hold office for a period of three years and shall be eligible for re-appointment.

(2) Notwithstanding subparagraph (1) a member may resign at any time by giving notice in writing to the appointing authority and from the date specified in the notice or if no date is so specified in the notice, from the date of the receipt of the notice by the appointing authority, he shall cease to be a member.

(3) A person who is a member by virtue of his holding some other office shall cease to be a member upon his ceasing to hold the office by virtue of which he is a member.

Temporary member 2. Where any member other than a Chairman is by reason

of illness infirmity or absence from the United Republic of Tanzania or is unable to attend any meeting of the Governing Board. The appointing authority may appoint a temporary member in his place and such temporary member shall cease to hold office on the resumption of office of the substantive member.

Vice Chairman 3. The Governing Board shall elect one of its members to

be the Vice-Chairman.Power of Chairman 4. (1) The Chairman shall preside at all meetings of the

Governing Board and the Vice-Chairman shall, where at any meeting the Chairman is absent preside.

(2) In the absence of both the Chairman and the Vice-Chairman at any meeting of the Governing Board, the members present may, from amongst their number elect a temporary Chairman who shall preside at the meeting.

Meetings 5.- (1) Subject to any general or specific direction of the Minister the Governing Board shall meet not less than four times during every financial year and at such additional times as may be fixed by the Chairman or if the absent from the United Republic or unable for any sufficient cause to act, after consulting the members, the Vice-Chairman.

(2) The Chairman or in his absence from the United Republic, the Vice Chairman, may upon application in writing by at least five members, convene a special meeting of the Governing Board at any time.

(3) The Secretary of the Governing Board shall give to each member fourteen days notice of the time and place of every meeting of the Governing Board.

Procedure 6. (1) One half of the total number of members shall form a quorum for a meeting of the Governing Board.

(2) At any meeting of the Governing Board a decision of the majority of the members present and voting shall be deemed to be a decision of the Governing Board and in the event of an equality of votes the person presiding over the meeting shall have a casting vote in addition to his deliberative vote.

(3) The Governing Board may act notwithstanding any vacancy in its membership.

Decision by circulations of papers 7. Notwithstanding the foregoing provisions of this

schedule decisions may, on matters of urgency, be made

by the Governing Board without a meeting, by circulation of papers among the members and the expression in writing of the views of the majority of the members provided that five members may be entitled to require that any such decision be deferred and the subject matter be considered at a meeting of the Governing Board.

Minutes of meeting 8. Minutes in proper form of each meeting of the

Governing Board shall be kekpt and shall be confined by the Governing Board at the next meeting and signed by the Chairman of the Meeting.

Official Seal of the college 9. (1) The Seal of the College shall be of such shape, size and

form as the Governing Board may determine. (2) The Seal shall be authenticated by the signature of the

Principal or any officer of the College as the Principal may nominate in that behalf.

Execution of document 10. All regulations, appointments, instruments or documents

made issued or executed by or on behalf of the College by the Governing Board shall be sealed with the official seal of the College and shall be signed by the Principal or other officer of the College authorized in that behalf by the Principal.

Proceedings not to be invalidated by irregularity 11. No act or proceeding of the Governing Board shall

be invalid by reason of any defect or irregularity in the appointment of any member or by reason that any person who is purported bonafide to act as a member at the time of the act or proceeding was in fact disqualified or not entitled to act as a member.

Absence from meetings 12. The Governing Board shall, where any member is absent

from three consecutive meetings without sufficient cause, advise the appointing authority of the act and the appointing authority may terminate the appointment of the member and appoint another member in his/her place.

Vice Chairman 3. The Governing Board shall elect one of its members to

be the Vice-Chairman.Power of Chairman 4. (1) The Chairman shall preside at all meetings of the

Governing Board and the Vice-Chairman shall, where at any meeting the Chairman is absent preside.

(2) In the absence of both the Chairman and the Vice-Chairman at any meeting of the Governing Board, the members present may, from amongst their number elect a temporary Chairman who shall preside at the meeting.

Meetings 5.- (1) Subject to any general or specific direction of the Minister the Governing Board shall meet not less than four times during every financial year and at such additional times as may be fixed by the Chairman or if the absent from the United Republic or unable for any sufficient cause to act, after consulting the members, the Vice-Chairman.

(2) The Chairman or in his absence from the United Republic, the Vice Chairman, may upon application in writing by at least five members, convene a special meeting of the Governing Board at any time.

(3) The Secretary of the Governing Board shall give to each member fourteen days notice of the time and place of every meeting of the Governing Board.

Procedure 6. (1) One half of the total number of members shall form a quorum for a meeting of the Governing Board.

(2) At any meeting of the Governing Board a decision of the majority of the members present and voting shall be deemed to be a decision of the Governing Board and in the event of an equality of votes the person presiding over the meeting shall have a casting vote in addition to his deliberative vote.

(3) The Governing Board may act notwithstanding any vacancy in its membership.

Decision by circulations of papers 7. Notwithstanding the foregoing provisions of this

schedule decisions may, on matters of urgency, be made

by the Governing Board without a meeting, by circulation of papers among the members and the expression in writing of the views of the majority of the members provided that five members may be entitled to require that any such decision be deferred and the subject matter be considered at a meeting of the Governing Board.

Minutes of meeting 8. Minutes in proper form of each meeting of the

Governing Board shall be kekpt and shall be confined by the Governing Board at the next meeting and signed by the Chairman of the Meeting.

Official Seal of the college 9. (1) The Seal of the College shall be of such shape, size and

form as the Governing Board may determine. (2) The Seal shall be authenticated by the signature of the

Principal or any officer of the College as the Principal may nominate in that behalf.

Execution of document 10. All regulations, appointments, instruments or documents

made issued or executed by or on behalf of the College by the Governing Board shall be sealed with the official seal of the College and shall be signed by the Principal or other officer of the College authorized in that behalf by the Principal.

Proceedings not to be invalidated by irregularity 11. No act or proceeding of the Governing Board shall

be invalid by reason of any defect or irregularity in the appointment of any member or by reason that any person who is purported bonafide to act as a member at the time of the act or proceeding was in fact disqualified or not entitled to act as a member.

Absence from meetings 12. The Governing Board shall, where any member is absent

from three consecutive meetings without sufficient cause, advise the appointing authority of the act and the appointing authority may terminate the appointment of the member and appoint another member in his/her place.
