History of ARTBA

Established in 1902 at the Cadillac Hotel in New York City, ARTBA is the oldest and most

respected national transportation construction-related association.

Headquartered today in Washington, D.C., just blocks from the White House, ARTBA's

mission is simple: We are a federation whose primary goal is to aggressively

grow and protect transportation infrastructure investment to meet the public

and business demand for safe and efficient travel.

In support of this mission, ARTBA also provides programs and services designed to give

its 5,000+ public and private sector members a global competitive edge.

Highway Trust Fund

Established in 1956, transit added in 1982

Funded by Highway Users

Federal gas tax and diesel tax haven’t been adjusted since 1993.

Congress has patched shortfalls with General Fund transfers since 2008.

Federal Highway Trust Fund has no balance to spend down.

Current federal investment levels for highway and transit programs are outpacing HTF revenues.

Federal funds, on average, provide 52% of annual state DOT capital outlays for highway & bridge project

CBO – FY 2014 end-of-year balance will only be $1 billion

Choices:

– Drastic investment cuts (threatening hundreds of thousands of jobs)

– More general fund infusions

– New revenues

April 10 – A bipartisan team of Senate transportation leaders released their collective

priorities for reauthorization

– Passing a long-term bill, as opposed to a short-term patch;

– Maintaining the formulas for existing core programs;

– Promoting fiscal responsibility by keeping current levels of funding, plus inflation;

– Focusing on policies that expand opportunities for rural areas; and

– Continuing our efforts to leverage local resources to accelerate the construction

of transportation projects, create jobs, and spur economic growth.

Bridge Preservation Action Team

Last summer, our Bridge Preservation Action Team (BPAT) in Washington, D.C., had all day Hill meetings with staff from the House T&I Committee and Senate Environment & Public Works Committee.

The productive sessions included information on what bridge preservation is, why it is important, and what the BPAT would like to see in future policy.
