Aswelookbackonthelasttwelvemonths,sufficeittosaythatDepartmentsofTransportationacrossthecountryhaveseenquiteafewchangescometheirway.Someofthesechangeshavebeen for thebetter,andothershave resulted in seriouschallengestoourindustry. InArkansas,wehaveexperiencedchangesintheDepart-ment’sfundingsources.Happily,theyarechangesforthebetter.InApriloflastyear,Arkansas’legislatorsheldaspecialsessionatthestatecapitolatwhichtimetheyvotedtoraisethestatesev-erancetaxonnaturalgasinordertofundroadimprovements.Thepriorseverancetaxbroughtthestateapproximately$600,000annually.Itisprojectedthatthenewtaxratewillraisethatfiguresubstantiallyandprovidemillionsofdollarsinfundingforroadrepairsoverthecomingyears.ThisrepresentsaninvestmentinArkansas’highwaysandwillproviderevenuetomakeimprovementsineveryareaofthestate.WecommendGovernorBeebeandthelegislaturefortheirhardworkonthisissue. AnotherpositivechangewearegoingtofeelistheeffectoftheAmericanRecoveryandReinvestmentActof2009.Thiseconomicstimuluspackagewassigned into lawonFebruary17th.Aportionofthepackageisscheduledtobespentonimprovingthenation’sinfrastructure.Thattranslatesintonewconstructiononroadsandbridgesacrossthecountry.InArkansas,weexpecttoreceiveapproximately$352millionforourhighways.Nofewerthan245roadprojectsrepresentingeverycornerofthestatestandreadyforconstructiontobegin. TheadditionalfundingforArkansasandtherestofthenationcouldn’thavecomeatabettertime.Risingoilpricesexperiencedthispastsummerandfallresultedinchangesinconstructioncosts.HigheroilpricesresultedinhigherasphaltpricesforDepartmentsofTransportationacrossthecountry.Thechallenge,aswenowseeit,istodetermineawaytoanswertheneedsonourroadsystemswhiledealingwiththeserisingconstructioncosts.Addtothatachangeinourdrivinghabits.Becauseofthehighergaspricesexperiencedoverthepastmonths,motoristshavechangedtheirhabitsandarenowdrivingfewermiles.AccordingtotheU.S.DepartmentofTransportation, travelonall roadsandstreetsdroppedbyapproximately fourpercent forMarchof2008ascomparedtoMarchof2007.Thatisthesharpestyear-over-yeardeclineforasinglemonthsincetheU.S.DepartmentofTransportationbeganestimatingroadtrafficin1942.InArkansas,oursituationwasalittlebetter.Duringthatsametimeperiod,travelonallroadsinArkansaswasupalmost1%fromtheyearbefore. Consideringthesechangesandthechallengesthatlieahead,I’mproudoftheaccomplish-mentswehavemadeandamconfidentthatinthefuture,wewillcontinuetoprovidethebestservicepossibletomotoristsacrossthestate. Inthisissue,wesayfarewelltoourfriendandformerCommissionChairmanJonathanBarnettashistermexpires.Histenyearsofservicehavebeeninvaluableandwewillmisshim.Wewishhimsuccessinhisfutureendeavors.Atthesametime,wewelcomeDickTrammelofRogers,Arkansas,totheCommissionandlookforwardtoworkingwithhimontransportationissuesthatlieahead.WealsotaketimetorecognizestaffmemberswhohavereceivedspecialrecognitionfortheirhardworkfromorganizationsoutsidetheDepartment.ThosecommendationscomefromtheCaddoNationandtheAmericanRoadandTransportationBuildersAssociationandwecongratulateourstaffonthisspecialrecognition.

Rogers Businessman is New Commissioner DickTrammel,ofRogers,hasbeenappointedbyGovernorMikeBeebetoserveaten-yeartermontheArkansasHighwayCommission.TrammelreplacesJonathanBarnett,whosetermendedinJanuary. AresidentofRogers,TrammelcurrentlyservesasExecutiveVicePresident,memberof theBoardofDirectorsandBoardSecretaryofArvestBankinRogers.HeisalsoafoundingmemberofNorthwestArkansasCommunityCollege.HewaschairmanoftheArkansasHigherEducationCoordinatingBoard,apositionhegaveupwhenhewassworninasCommissioner. “Dick Trammel is somebodywhocaresaboutArkansas,”statedGovernorBeebe. “I don’t knowanyoneperson in sucha hugearea likenorthwestArkansas,anareaof50,000peopleormore,whoisasuniversallyreveredasDickTrammel,”Beebesaid. Trammelmoved toRogers in 1975 fromhis hometownofPocahontas.HegraduatedfromtheUniversityofArkansas.Hewas sworn inon January 12th in Bentonville. His termwill runthroughJanuaryof2019.

JonathanBarnett’sserviceontheArkansasStateHighwayCommissionendedinJanuaryofthisyear.HewasappointedtoserveontheCommissionbyGovernorMikeHuckabeeonJanu-ary1,1999.AnativeandcurrentresidentofSiloamSprings,heisaself-employedbuildingcontractor.Hiscompany,JonathanBarnett Enterprises, specializes incommercialand residentialconstruction. Barnett recently visitedwith Public Information SpecialistDavidNillestoreflectonhisroleasaHighwayCommissionerandtheaccomplishmentsoftheCommissionandDepartmentoverthepasttenyears.

Nilles: As you look back on your ten years of service on the Commission, was it what you expected that it would be when you began your term?

Commissioner Barnett: It’sprobablybeenwhatIexpectedittobeandthensome.Youdon’treallyknowwhattoanticipatehavingneverbeenthereanddonethat.Ihadn’tbeenexposedtotheHighwayandTransportationDepartmentinanywaypreviously.IknewsomeoftheDepartmentemployeesbutthatwastheextentofit.IthinkwhatsurprisedmethemostwastheprofessionalismofthepeopleattheDepartmentaswellastheintegrityandqual-ityoftheindividualsonstaff.Ididn’treallyexpectthatforsomereasonorother.IhadneverworkedwithastateagencyandIdidn’trealizethereweresomanygoodpeopleintheDepart-ment.Iwasverypleasantlysurprisedinthatrespect.

Nilles: What would you say are some of the highlights of your term on the Commission?

Commissioner Barnett: WhenIcameontotheCommissionin1999,theInterstateRehabilitationProgramwasjustgettingunderway.ItwentthroughtheLegislatureforanincreaseinthegastaxandthedieseltaxtohelppayforthebonds.Obviously,atalmostabilliondollarstheprogramwasahighlight…that’sabigdeal.IrememberaskingBobWalters,theChiefEngineeratthattime,iftheDepartmentcouldhandlesomethinglikethat.Iaskedifwecoulddesigntheroadwaysandhaveallofthisworkdonewithinfiveyears.Bobsaidhehadahighlevelofconfidencethat,yes;wecoulddoit,accomplishitinatimelywayandhaveagoodqualityInterstatesystem.IfeltassuredaftertalkingtoBobandIknewthattheHighwayDepartmentwasontopofit.WewereabletorebuildalmosthalfofArkansas’Interstatesystem,sothatwasahighlight. IthinkpeoplecametoseethattheHighwayandTransportationDepartmentcandogreatthingswhengiventhefinancialassistancetogetthejobdone.IthinkthatthedevelopmentoftheDepartment’sPartnershipProgramwasalsoahighlight.Wewereabletomakeworkingagreementswithnumerouscities,especiallyintheThirdDistrict.Wewereabletotakeprojectsthatmaynothavebeenfundedquitesosoon,andmovedthemupandgotthemcompleted.WedidagoodnumberofprojectsinnorthwestArkansasthathelpedour communitiesandhada tremendouseconomic impact.Theycreatedjobsandallowedustogetjobsdonesoonerthan

expected.ThatwassomethingthatIwasinvolvedinearlyonandtheideasforpartneringturnedoutvery,verywell.Ithinkithassetastrongprecedentforthefutureasawaytogetprojectsdonemorequicklywithsomefinancialhelpbecausethereneverseemstobeenoughmoneytogeteverythingdone.So,Iwasreallyproudofthat.AnotherthingIwasproudof,andthatIconsideredtobeahighlight,hadtodowithtollroadsinArkansas.IwasinvolvedingettinglegislationdraftedandthroughtheLegislaturethatwouldallowtheHighwayandTransportationDepartmenttobeinposi-tiontoconsiderfutureprojectsastollroads.IwasverymuchapartofgettingthataccomplishedandIfeellikethatwasspecialtoseethatgetapproved.IwasinvolvedwiththeDesignBuildlegislationaswellandIwouldconsiderthatahighlight.WearealsobeginningtoseesomepositiveresultsfromtheRegionalMobilityAuthoritylegisla-tionandIthinkthatwewillseebenefitsfromthatinourfutureefforts.Thosearesomeofthethingsthatcometomind.I’msuretherearemanymorethatmaybeonthelistbutthosecometomindimmediately.

thatIseethingsmorerealisticallytoday.Projectstaketime.Youhavetoconsidertheenvironmentalprocess,thedesignprocess,thepublichearingsandpurchasingright-of-waybeforeconstruc-tionbegins.And,youmusthavethemoneyforthoseprojectsinplace.Unfortunately,itseemsthereisnevereverenoughfunding–notevenclose.

Nilles: You are moving to another chapter in your life – that of being a state representative. You have served on the Commis-sion with two former legislators, John Lipton and Cliff Hoofman. Both came to the Commission after long tenures in the General Assembly. Have they offered you any advice as you make the transition to the legislature?

Commissioner Barnett: Theyhave. I think that’s very interest-inghowthat’sallcomeabout.TheycamefromthelegislativeprocessintotheHighwayCommissionandIamactuallygoingfromtheHighwayCommissionintothelegislativeprocess.IthinkthatIhaveanedgeontheminthesensethatIhavebeenabletospendtenyearslearninghowastateagency,theHighwayandTransportationDepartment,operatesandsoIthinkIhaveabetterperspective…atleastoninfrastructureissuesandtrans-portationissuesandhowtogoabouthandlingsomeofthose.Butyes,they’vebothvisitedwithmeaboutthelegislatureandadvisedme.They’vemadefunofmealittlebitandsaid,youknow,beforeyouwereaskingformoneyandnowyoumayvoteagainsttaxincreasesandthelike.Lookingatmyfutureinthelegislature,Ihopetosharewithmyfellowlegislatorstheprocessforconstructingnewroadways.Theymaynotunderstandtheprocessandthefactthatprojectstakeagreatdealoftimeandadequatefunding.TheDepartmentwantstoimproveourroadwaysasmuchastheydo.Ihopetosharethefactthatittakesresourcestodoso.

Nilles: Have there been any projects not completed that you would have liked to have seen done in your term?

Commissioner Barnett: Absolutely.Therearealwaysgoingtobesomeofthose.There’salwayssomethingelsethatyouwanttoaccomplish.TheBellaVistaBypasscomestomind.Ifeltlikethatwouldhaveprobablybeenunderwaybynowand,youknow,thathasn’thappenedjustyet.We’vehadsomeproblemsthereandoneofthoseisthatcostshaveincreased.Also,thefeasibil-itystudydidn’tturnoutquiteaswehadplannedsotherewasashortageoffundsanditjusthasn’ttakenplaceyet.Iwouldhavelikedtohaveseenthatfartheralong.IalsowouldliketobefartheralongontheSpringdaleBypass,Interstate49andInterstate69.Highway412alsocomestomind.Lookingback,IknowmorenowthanIdidwhenIbegan.Ithink

Something that Imayadd to that is Iactually ran for theHouseofRepresentativeswhenIwas25yearsofageandthatwas29yearsago.Iwasdefeatedintheprimary.I justbarelygotbeat,butIstilllost.Itwasearlyinmylife,IwasjuststartingmyfamilysoyouknowIwasblessedthat I lostbecause Iwasabletofocusonmyfamily,makingalivinganddevelopingmyfuture.Ilearnedatremendousamountofpatience.Overtheyears,IhaverecruitedalotofgoodpeopletorunfortheHouseandSenateandotherpublicofficesincludingMikeHuckabee,whobecameourGovernor.ThatisoneofthereasonswhyI’mheretoday.

Nilles: Ten years can be considered a long time to serve on the Commission but highway improvement projects, like you said, take a long time to develop and plan. After serving a full ten-year term, do you feel that ten years is about the right amount of time to serve or should a term be longer or shorter?

Commissioner Barnett: Ithinkit’sabouttherightamountoftime.IwouldhateforaCommissionertohavetoservefeweryearsbecauseIdon’tthinktheywouldbethateffective.Theywouldn’thaveachancetogettheirarmsaroundit,especiallyspecificprojects.Ifyouareanoutsiderlookingin,it’sprobablyhardtounderstandwhythetermsaretenyears.Buttoconceivearoad

projectandseeitthroughtoitscompletionisalengthyprocess.Somepeoplemaynotunderstanditbecausetheyhaveneverwalkedinthoseshoes.Ithinktenyearsisjustagoodtenure. Ten yearsworksbecause it createsmore stabilityat theDepartmentandwiththeCommission.WhenyouareworkingwiththelegislatureandtheGovernor,youneedtohavepeoplewithknowledgeandexperience.Youbenefitfromservingwithpeoplewhohavebeendowntheroadbeforeduringtheirterm.Iwouldn’tadvocatechangingitonewayoranotherbecauseIthinkit’sjustaboutright.

Nilles: In ten years you have had the opportunity to get to know many AHTD employees. What’s been your impression of them and the responsibilities that they have?

Commissioner Barnett: Thequalityofthepeopleandthepro-fessionalismcometomind.Isaidsomethingabouttheprofes-sionalismearlier. Thepeoplewhoworkat theHighwayandTransportationDepartmentarelikealltherestofus.Theyarehardworkinganddiligent.TherearealotofreallyfineindividualsthatcometogetherfrommanydifferentpathsandIhavefoundthattheyhavegood,strongcorevaluessimilartomine.Thatstrikesmeasbeingverybeneficial.IfallstateagenciesoperatedaswellastheStateHighwayandTransportationDepartment,Ithinkwewouldbeverywelloff.NowIdon’thaveexperiencewithotheragencies,justthisone,butiftheyalloperatethisefficientlywecanbeproudofourstategovernmentandwecancertainlybeproudofourHighwayandTransportationDepartment. Nilles: As you have learned, being a Highway Commissioner can be very time consuming. How has serving on the Commission affected your personal life?

Commissioner Barnett: MostpeoplewhogetappointedtotheHighwayCommissionareolder,butafewofuswereappointedearlyinlife.Iwasinmyearly40s.Iwaswellintotheproductiveyearsofmyadultlifewhenappointed.Iseemedtobeinfairlygoodshapefinanciallyandthedevelopmentofmyfamilyhadprogressed,soIcoulddevotequiteabitoftimetobeingaHigh-wayCommissioner. Obviously,asaCommissioner, youcandevoteasmuchtimeasyourwantoraslittletimeasyouwanttotheCommission.Somehavealmostservedfulltime.Ididn’ttakethefulltimeroute,but,thelearningcurveishighandittakesalongtimetograspalltheinformationthatyouneed.Yougettothepointwhereyouarecomfortable.IthinkthatIhadmyhouseinorderwellenoughbeforethefactthatIwasabletocomeinandspendanadequateamountoftimelearning,asquicklyaspossible,thefunctionsoftheDepartmentandwasabletoworkittothebestofmyability.IthinkthatIspenttherightamountoftimetomorethanadequatelydothejob.

Nilles: As for serving on the Commission, if you had the opportu-nity, would you serve again?

Commissioner Barnett: YouknowIwould.I’vesaidbeingontheHighwayCommissioniskindoflikejuryduty,Ithinkmorepeopleshouldhavetheopportunitytodoit.Iftheydid,theywouldbet-terunderstandtheprocessandunderstandhowitworks.Ithinktheywouldbemuchmoretolerantofthejobwefaceandwouldappreciatethesystemevenmoreso.Ithinktheywouldlearntobemorereceptivetoanincreaseinourresources.I’dliketoseemorepeoplebeinvolvedintheworkingofstategovernment.IknowIwoulddoitagain.Ithasbeenaveryposi-tiveexperienceforme.EventhoughImaynotbewalkingawaywithadegree…youknow,eitheranengineeringdegreeoradegreeintransportation,IfeelthatIhavespentenoughstudytimelearninghowitallcomestogether.Idon’tknowifI’mquiteasgoodasanengineeryet,probablyneverwillbe,butIfeellikeI’vegotsometypeofdegreeintransportation.

Nilles: Do you have any areas that we haven’t discussed that you would like to share?

Commissioner Barnett: Letme just say that it’s beena realprivilege to serveon thisCommission. I’veenjoyedbeinganadvocateforthepeopleofnorthwestArkansasandservingthecitizensofArkansas.I’vedonemybesttohelpmovethetrans-

portationinfrastructuresystemofourstateforward.IthasbeenanhonorandprivilegeandIwillalwaysbeblessedbythatandblessedbytherelationshipsandcontactsthatIhavemade.Iamabetterpersonbecauseofit,andforthatIamverythankfulandgrateful.

Department Visitors Interested in Transportation Careers

TheCentralOffice of theAHTDwas the destination ofnumerousgroupsofstudentsinterestedinlearningmoreaboutcareersintransportationthissummer. ApproximatelytwentydelegatesfromArkansasBoysStatewereour guests on June 6th. Followinganoverviewof theDepartmentbyPublicAffairsSpecialistDavidNilles,thegrouptookatouroftheMaterialsLabwithChrisWald,BituminousEngineer.Duringthetour,thedelegateslearnedabouttestsonsoilstrengths,effectsoftrafficonasphaltandconcretecompressionlimits. BoysStateisasix-dayprogramofexperienceandeducationforhighschooljuniors.Theexperiencegainedbyparticipatingintheprogramcanbeinvaluabletostudentsintheirsenioryearinschoolandinchoosingacareer.EachboyissponsoredbyaLegionPostorbysomeotherpatriotic,civic,fraternalorreligiousorganizationfortheweek-longprogram. StudentsfromtheNationalSummerTransportationInstitutevisited theDepartment on June 23rd to learnaboutbridgeconstruction.SeventeenhighschoolstudentsspentthemorningwithJoeyParker,PhillipTerryandHollyThomas,alloftheBridgeDivision, learning about types of bridges, bridgematerialsandbridge strength. Thatwas followedwithabridgedesigncompetitionamongthestudentsusingcomputermodels. TheTransportationInstituteisafour-weekintroductiontoallmodesoftransportation. Students intheninththroughtwelfthgradescanapplyfortheprogramthroughtheir localschools.TheprogramisoneofseveraleducationalinitiativesoftheU.S.DepartmentofTransportation’sFederalHighwayAdministration.Sinceitbegan,theInstitutehasreachedmorethantwomillionyouthacrossthecountry. “Itisalwaysapleasuretoopenourdoorstoyoungpeopleand to sharewhatwedoonaday-to-daybasis hereat theDepartment,”statedAHTDDirectorDanFlowers. “Theinsightthesestudentsgainisinvaluableastheyconsidertheirupcomingcareers.” OnJuly24thand25th,AHTD interns fromacross thestategatheredforatwo-dayEngineeringStudentInternOrientationattheCentralOffice.Twenty-fiveparticipantslearnedmoreaboutthedailyoperationsoftheAHTDandemploymentopportunitieswiththeDepartment.Thisyear’sorientationfeaturedaspecialpresentationbyMikeCaulfield,ProjectEngineerwithHNTB,ontheconstructionofthenewHighway82MississippiRiverBridgeinLakeVillage.Ontheseconddayoforientation,internsvisitedtheMaterials Laband toured theRoadwayDesign,Programs&Contracts, Bridge,ConstructionandPlanning&ResearchDivisions.Attendeesalsoheardanintern’sperspectivefromJeffMaze,anEngineeringstudentinternwithResidentEngineerOffice43inFayetteville.

Aglimpse toward thenewHighway82bridgecurrentlyunderconstructionovertheMississippiRivernear LakeVillagenotonly reveals two impressivetowerpiersinthedistancebutagreatdealofcon-structionactivityaswell. Workonthebridgebeganinthesummerof2001.Constructionismovingrightalongandwhencom-pleted,itwillbethelongestcable-stayedbridgeontheMississippiRiverandthethirdlongestintheUnitedStates. Thebridge’smainspanissignificantlycompleted.AttentionhasnowturnedtotheapproachestothebridgecomingfromtheMississippiandArkansassides.FortheMississippiside,thetotallengthoftheprojectis8,475feet including6,535feetofbridge. FortheArkansasside,thetotallengthofprojectwillbe7,504feetincluding4,660feetofbridge. Crews have reachedcompletiononmost oftheworkontheMississippiapproach.OntheArkan-sas side,progress is beingmadewithcompletionexpectedinthespringorsummer.Crewsareworkingontheconcretebridgedeck,thelastmajorcompo-nentoftheapproach. suitedtohandlecurrentandfuturetrafficvolumes,”statedDan Flowers, AHTDDirector. “Below thebridge,travelforbargetrafficontheMississippiwillbesaferaswellbecausethistypeofbridgedesignrequiresfewerpiersinthewater.Theycanalsobespacedfartherapart.” ThecurrentbridgecrossingtheMississippiwasconstructed in1940. Thenewbridgeisbeingbuilt ina straight sectionof thewaterway2,800feetdownriver. Acontracttostripe,signandlaythefinaldrivingsurfaceisscheduledtobelettocontractinlate2009.Afterwards,motorists in south-eastArkansaswillbeable totraveloverwhatisboundtobecome one of the most prominent landmarks inthisareaofthestate.

Caddo Nation Praises Work of John Miller

JohnMiller, Section Head ofArcheology in the EnvironmentalDivision,hasreceivedanawardfromtheCaddoNation. Presentation of the award toMillerandFederalHighwayAdminis-tration(FHWA)EnvironmentalCoor-dinatorRandalLooneywasmadeatthe50thAnnualCaddoConferenceheldinMarchofthisyearinNatchi-toches,Louisiana. The award recognizesMillerandLooneyfortheireffortstoworkdirectlywiththeCaddoNationwhenitcomestonewconstructionprojectsand theoverall goalofpreservingthehistoryoftheCaddo. Department Receives Environmental Award TheDepartmentwas the recipientofa2008GlobeAwardfor Environmental Excellence from the American Road &TransportationBuildersAssociation TransportationDevelopmentFoundation(ARTBA-TDF)thispastsummer. HighwayandbridgeimprovementprojectsacrossthecountrywererecognizedMay20thfortheircontributionstoenvironmentalprotection andmitigation during ARTBA-TDF’s ninth annual“GlobeAwards”event,heldinWashington,D.C.,aspartoftheassociation’sFederalIssuesProgram. Establishedby theARTBA BoardofDirectors in 1998, the“GlobeAwards”recognizeprivate-sectorfirmsandpublic-sectortransportationagenciesthatdoanoutstandingjobinprotectingand/orenhancingthenaturalenvironmentintheplanning,designandconstructionofU.S.transportationinfrastructureprojects. TheAHTD,alongwithcontractorGilbertCentralCorporation,wererecognizedinthe“Highways”categoryandreceivedsecondplaceforaprojectthataddedpassinglanestoHighway65intheBuffaloRiverareaofnorthArkansas.

Theprojectconstructednearly threemilesofpassing lanesthroughBuffaloNationalRiverparklandnearHarrison.Theworkincludedaspecificemphasisonprotectinglandscapefeaturesusingnativeandregionally-appropriaterockandstonematerialsandprovidingextensive stormwater runoff control sites. TheDepartmentalsousednative treespecies for landscaping thatintegratedwithexisting forestlands. Theprojectwasagoodexampleofblendinghighwayconstructionwithenvironmentalreservationprograms. An independentpanel of federal agencyenvironmentalspecialists reviewedall of the nominations and selected thewinners. TheGlobeAwardsprogram is a Foundationproject thatcomplementsARTBA’s “Pride in TransportationConstruction”campaign to focus public attention on themany positivecontributions thetransportationconstruction industryhasmadetotheU.S.economyandqualityoflife.

Highway 18Monette/Manila TheDepartmentheldDesignPublicHearingsonMay19,2008,attheAmericanLegionBuildinginMonetteandonMay20,2008,attheManilaMunicipalAirporttoshareplansforimprovementstoHighway18. TheproposedimprovementscallforwideningHighway18fromtwo to five lanesextending from the St. Francis River toHighway181. InattendancefromtheAHTDwerestaffmembersfromRoadwayDesign,RightofWay,Environmental,aswellasDistrictofficials.

Springdale Northern BypassSpringdale DesignPublicHearingswereheldinSpringdaleonJune3,2008,attheWillisD.ShawElementarySchoolandonJune4,2008,atTheJonesCenterforFamiliestodiscussplansfortheproposedSpringdaleNorthernBypass. Thoseinattendancesawplansthatcallforbuildingafourlane,dividedhighwayonnewlocationonthenorthsideoftown. A total of 475 people attended includingAHTD staff fromRoadwayDesign, PublicAffairs, RightofWay, EnvironmentalandDistrictofficials.

Highway 62Garfield LocalresidentsgatheredatGarfieldFirstBaptistChurchonJune12,2008,foraLocationandDesignPublicHearingtohearaboutplansforimprovementstoHighway62inBentonCounty. Theproposedplans call forwideningapproximately elevenmilesofHighway62tofivelanesextendingfromAvocaeastwardtoGateway. StafffromRoadwayDesign,RightofWayandEnvironmental,plusDistrictofficials,wereinattendanceatthemeeting.

Highway 162Alma Approximately 65peopleattendedaDesign PublicHearingon June 17, 2008, at AlmaHighway School to discuss plans forimprovementstoHighway162inthearea. ProposedimprovementswouldconstructasectionofHighway162asatwo-lanehighwayonnewlocationontheeastsideofAlma. InattendancefromtheDepartmentwererepresentativesoftheRoadwayDesign,RightofWayandEnvironmentalDivisionsaswellasDistrictofficials.

Work Zone Safety Awareness Attracts Crowd in N. Everyoneisresponsibleforworkzonesafety.Engineersandplannersareresponsibleformakingsureworkzonesaredesignedandmanagedproperly;driversandpedestriansareresponsibleforbeingalertandobeyingthetrafficlaws;thepoliceandcourtshavetheresponsibilitytoenforcethetrafficlaws.

New Interstate 40 Interchange Dedicated in Conway TornadoesweretouchingdowntothenorthasaratherlargecrowdgatheredforaquickdedicationofthenewInterstate40InterchangeinConwayonMay2nd.AHTDDirectorDanFlow-ersjoinedConwayMayorTabTownsellandotherlocalelectedofficialstocutaribbonandofficiallyopenthenewinterchange.TheceremonycoincidedwithConway’sannualToadSuckDazeFestivaland thenew interchangewasabig factor ingettingthousandsofvisitorsinandoutofConwaythatweekend. The interchangewasbuilt in twophases –agradingandstructurescontractwithMcGeorgeContractingofPineBluff,and,abaseandsurfacingcontractwiththeRogersGroupofNashville,Tennessee. The$9.1millioninterchangeislocatedone-halfmilewestoftheexistingHighway25partialinterchange.Thenewinterchangefeaturesthreestraightrampsandoneloopramp.Rightofwayhasbeenpurchased to replace the loop rampwitha straightrampwhenfutureimprovementsaremadetoHighway25,northofthesite.

New Railroad Overpass Opens in Maumelle TheopeningofthenewHighway100RailroadOverpassinMaumelleattractedalargelocalcrowdonMay16thtowitnesstheofficialcuttingoftheprojectribbon.AHTDDirectorDanFlow-ersandCommissionerCarlRosenbaumjoinedMaumelleMayorMikeWatson,localelectedofficialsandathrongofothersfromthecommunity,topraisethesafetyofthenewoverpass. The$7.4millionprojectwas let in2005 toSouthernPaversofPineBluff. Thenew structureeliminatedatgradecrossingsonHighway100andreplacedthemwithamile-long,four-laneoverpasswithsidewalksandbicyclelanes.TheprojectalsoaddedatrafficsignalatthesouthernendofthebridgeatRollingOaksDrive. Approximately15,000vehiclesandtwentytrainspassthroughtheareaeachdayatthisnorthMaumellelocation. Thereare2,700at-graderailroadcrossingsinArkansas.Justover30percentofthosecrossingshaveactivewarnings,suchaslightsandarms.Theothersonlyhavewarningsigns.TheAHTDallo-catesabout$3.5millioninfederalmoneyeachyeartoupgradingrailroadcrossings. Ofcourse,buildingarailroadoverpasssuchastheoneonHighway100inMaumelleistheonlywaytocompletelyeliminaterailroadhazards.

Ribbon Cutting Ceremony Notes Completion of Flippin Bypass ArkansasHighwayCommissionChairmanJonathanBarnettandAHTDDirectorDanFlowersjoinedwithlocalofficialsonMay29thtonotethecompletionoftheHighway412FlippinBypass.The$11millionproject,beguninApril2004,createdathree-mile,five-laneroadwayonnewlocationjustsouthofFlippin. Builtintwophases,theoriginalcontractwithDumeyCon-tractingofBenton,Missouri,wasforthegradingandstructuresportionoftheproject.InApril2007,thefinalphaseforbaseandsurfacingwaslettoTwinLakeQuarriesofMountainHome. CommissionerBarnettnotedthatthisproject is justoneofmanyconstructionjobsonHighway412thathavebeencom-pleted,areunderwayorarescheduledalongthismajoreast-westnortherncorridorthatconnectsOklahoma(atSiloamSprings)toMissouri(justeastofParagould). Duringthepasttenyears,over$250millioninprojectshavebeencompleted,over$110millioninprojectsareunderconstruc-tionandanother$60millionareprogrammedforimprovementstoHighway412.

Cpl.WillisappearedshortlyandtookustoLove’sTruckStopnearby.Wegotafuelcanandsomegasandreturned.Afteraddingthefuel,thecarstillwouldnotcrankwecalledawrecker. Cpl.WillisthentookustoArkadelphia.Alongtheway,wenoticedamanpushinghistruckdownanoff-ramp.Willissaid,“Lookslikethisisadayforrunningoutofgas.”Sureenough,hewasoutofgas.Willisusedhiscartopushthemanandhistrucktogetgas.Hisactionsthatdaytellusheisdedicatednotonlytoenforcingtrafficlaws,butinshowingconcernforhisfellowman. IhavehadtheprivilegetomeetKennyRileyseveraltimesthiswinterduetoiceandsnowstorms.IhavecontactedyourDepartmentforareasneedingextraattentionwithsaltorsand.Ihaveneverbeendisappointedwiththeresponsetimeorthejobthatwasbeingdone. Iknowlettersofcomplaintcomefarmoreoftenthanlettersofpraise.IwantedtoexpressmygratitudeforthejobbeingdonebyyourDepartmentinthiscounty.OnbehalfofmyselfandthetroopersIworkwith,weappreciatethecontinuingsupportandcooperation!
