AGS President Carolyn Earle Billingsley has spent the Summer in Europe, so the President's Page is missing. She did submit an article that is most interesting, and it may encourage all of us to check the law books from time to time for family informa­tion.

Arkansas Genealogical Society will hold it's 30th Anniversary Genealogical Extravaganza and Book Fair on October 30-31, 1992, at the Holiday Inn -Airport, 1-440, Little Rock, AR (across from the Airport). Friday evening, October 30, will feature genealogical classes/lectures and book fair. Satur­day, October 31 , will be an all day lecture and book fair. Caveat Emptor

A news release sent by J. Carlyle Parker, Chair, Genealogy Committee of the History Section of the Reference and Adult Services Division of the American Library Association, 2116 N. Denair Ave., Turlock, CA 95360, indicates a series of family newsletters being published by The Family News Network, 250 Coolidge St., Midvale, UT 64047; or at 3129 S. Dayton Ct., Denver, CO 60231; or at 1161 S. Parker Rd. #102, Denver, CO; and some using mailing permits from Greenwood Village, CO; or Englewood, CO, at $7.00 per year, eight and a half by eleven inches, stapled in one corner, con­taining about 12 pages, half of which are so general they could apply to any family. A family name is inserted here and there to appear to relate to a specific family. The only specific relation to one family is a brief quote referenced to Eldon [sic] Smith's New Dictionary of American Family Names (Harper and Row, 1973). Elsdon Coles Smith was an authority on American names. One issue con­tained an unauthorized duplicated map from a Harvard University Press 1960 publication. One surname used is Vandeventer, i.e. Vandeventers Since The Civil War; Who's Who in the Vandeventer [or other family name]. Mr.Parker quotes a genea­logist's letter to the publisher: "I am interested in learning more about my family, not a 'generic' newsletter telling how to do genealogy."

Excerpts From The 1881 Acts Qf Arkansas

Genealogists are always seeking new research sources and knowledgeable researchers know there is no end to the possible sources one can use in genealogy. The Acts of Arkansas are a source that few genealogists use.

The Arkansas General Assembly has created a lot of data over the past couple of centuries. and. although much of that data is pretty much devoid of interest. the General Assembly occasionally addressed issues of interest to genealogists. Conveniently. the acts were printed after each session and are generally accessible to the geneal­ogist. Some large libraries in Arkansas have a set of these acts, and the Supreme Court Library in Little Rock. Arkansas is an excellent place to examine the entire set. (Genealogists In other states should be able to locate the acts for their state in a large library or legal library in that state.)

Even the entries not specHically genealogical in nature can be 01 use to the genealogist. For exam­ple, one can find the acts revising or creating county boundary lines, setting lorth the laws per­taining to marriage or taxes lor each time period, and acts and resolutions of general interest that add to your cultural knowledge of the times.

I purchased the Arkansas volume for 1881 a few years ago at a used beak sale. (Full citation: Acts and Resolutions of the General Assembly of the State of Arkansas, Passed at the Session held at the Capitol. k! the City of L1t1le Rock. Ark .. com­mencing on the 100h day 01 January 1881. and ending on the 19th day 01 March 1881 (Litlle Rock: Mitchell & Bettis, State Printers, 1881.)] In the inter­ests of exciting interest among genealogists not familiar with this source, I have extracted a few of the interesting entries from this one volume. Each volume has items of similar interest.

Concurrent Resolution Declaring the Proper Pronunciation of the name of the State.

Preamble. Whereas. Confusion of practice has arlsen In

the pronunciation of the name of our State; and It is deemed Important that the true pronunciation should be determined for use in oral official pro­ceedings.

And Whereas. The matter has been thor­oughly investigated by the State Historical Society. and the Eclectic Society of Little Rock. which have agreed upon the correct pronunciation. as derived from history, and the early usage of the American immigrants.

Be It theretore resolved by both houses of the General Assembly, That the only true pronun­ciation of the name of the State. in the opinion of this body. Is that received by the French from the native Indians, and committed to writing in the French word representing the sound: and that it should be pronounced in three syllables. with the final "s" silent, the "a" in each syllable with the Italian sound, and the accent on the first and last sylla­bles-being the pronunciation formerly. universally. and now still most commonly used; and that the pronunciation with the accent on the second sylla­ble with the sound of "a" in man, and the sounding of the terminal "s," is an innovation, to be discour­aged.

Whereas, Jane Lewis, of Conway county, died In the year 1880, leaving no heirs;

And Whereas, For several years before her death she declared her intention to will all her property to her step-son, Charles Lewis, and her step-daughter, Rachel W. Hervey, as a reward for their fidelity and dutHul behavior;

And Whereas, The said Jane Lewis was prevented, by her sudden and unexpected death, from making a will; and therefore,

Be it enacted by the General Assembly of the State of Arkansas:

Section 1. That all the property and estate of the said Jane Lewis, which belonged to her at the time of her death, both real and personal, and the proceeds thereof, be vested absolutely in Charles Lewis and Rachel W. Hervey, of Pope county,

Sec. 2, That the administrator of the said Jane Lewis, after the payment of the debts probat­ed against her estate, and the expenses and costs of administration, be and he is hereby required to deliver said estate to Charles Lewis and Rachel W. Hervey, of Pope county, and take the receipts of the said Charles Lewis and Rachel W. Hervey, which shall be taken as valid and sufficient vouch­ers In the settlement of said estate.

Sec. 3. That this act take effect and be in force from and after its passage.

An Act to Appropriate the sum of Five Hundred Dollars to pay for the expenses of the last sickness and burial and marking of the grave of Hon. John S. Williams, Senator from the 5th Senatorial District.

Washington county, departed this life, in the service of the State; And whereas, It was his request to have his remains interred at the State capital. if he

should die in the State's service; And whereas, It is but just for the State to pay the expenses attending the tast sickness of her servants, in active dis­charge of their duty, and to decently inter them; therefore,

Be tt enacted by the General Assembly of the State of Arkansas:

That the sum of five hundred dollars, be appropriated out of any money in the treasury, not otherwise appropriated, for the purpose of defraying the expenses of the last ill­ness, burial and marking the grave of the Hon. John S. Williams, of the county of Washington, Senator from the 5th Senatorial District; and that Hon. Jacob Frolich, Secretary of State, Is hereby authorized to draw and disburse the said sum of money for the said purpose.

Sec. 2. That this act shall take effect from and after its passage,

Cravens, J. P. Mitchell, Jno. C. Hill, William W, Floyd, Robert R. Mourland, William Allen, Wm. R, Rogers, H. M. Jackson, Jno. F. Hill, R. D. Pennington, A. M. McKennon, Wm. Whittle and H, W. West, as his securities thereon; and,

Whereas, On the 12th day of March, 1880, he had collected several thousand dollars of the revenue of said county and State, and had placed one thousand dollars 01 the same in the fire-proof

McConnell, sheriff as aforesaid, which said money belonged at the time to the sinking fund of the State of Arkan­sas: therefore,

Section 1. That the said E. T. McConnell, sheriff as aforesaid, and his securttles [sureties], be and they are hereby relieved from the payment to the Treasurer of the State of Arkansas the said sum of one thousand dollars.

Whereas, On the night of the fourth of April, 1880, the safe of Lewis Amls, as Treasurer of Dallas county, Arkansas, was blown open by burglars, and the sum of one thousand and ninety-seven dollars in State scrip, belonging to the school fund of Dallas county, was stolen therefrom,

And Whereas, The original package contain­ing said State scrip has been recovered by said Lewis Amis, in such a defaced and mutilated condi­tion as to render it unfit for circulation;

And Whereas, Said paCkage, in Its defaced and mutilated condition, has been surrendered to the Treasurer of the State; therefore,

Be tt enacted by the General Assembly Of the State of Arkansas:

Section 1. That the Treasurer of the Slate of Arkansas is hereby authorized and directed to re­issue to Lewis Amis, as Treasurer of Dallas county, the sum of one thousand and ninety-seven dollars, for the beneftt of the school fund of Dallas county.

Section 2. That this act take effect and be in force from and after its passage.

An Act to Change the Boundary Line between Marion and Baxter counties.

Section 1 Changes line between counties. 2 Conflicting laws repealed; act in force

from passage.

Be it enacted by the General Assembly of the State of Arkansas:

Section 1. That the boundary line between Marion and Baxter counties, be, and the same are hereby changed, and that all that territory em­braced in section one, township seventeen north, of range fourteen west, be detached from Marion county, and attached to Baxter county, and become and form a part of the territory of said Baxter county.

Sec, 2. That all laws or parts of laws, in conflict with this act, be repealed, and this act take effect and be in force from and after its passage,

The following was found in the papers of John Wesley Evatt family in Waldron and is now in the possession of the submitter. It Is written in ink on blue lined paper with a white paper seal affixed and embossed.

The Christian Church at Porteau [Poteau?] sends Christian salutation, Greeting:

---------------------Sylvania Cemetery

Sylvania Cemetery is located in NW 1/4 Section, Township 4? N, Range 9 West, in Lonoke County, Arkan­sas. It is six miles east of Cabot on Hwy 321 adjacent to the Sylvania Presbyterian Church.

Research into this cemetery reveals the richness of early Arkansas history with birth dates on tombstones dating from the 1770s. Founders are noted for the Sylvania Presbyterian Church, the second oldest Pres­byterian church In Arkansas.

Many of the older tombstones are deteriorated or have been destroyed. Some of the Information on the following lists has been taken from the gravestones, while other Information has been given by family members or secured from Bible records.

This list is divided into two parts: an alphabetical listing to facilitate finding the name of the person; then a listing that has been organized according to location and row In the cemetery. Note the map on the follow­ing page to clarify cemetery sections A, B, C and D.

Obttuary - August 5, 1920: (Burled in Sand Hili Cemetery, Prairie Co.)

One of the saddest stories we have ever had to relate Is the one which occurred east of Des Arc last Sunday evening when Mr. Will Crutcher, one of Prairie County's best farmers, drowned himself and four of his small children In CoIotche Bay. The children, two boys and two girls, ages 2, 4, 7, and 9, wee drowned at their father's hand. He then buried himself into the water. His wne and two older children were at church when the tragedy occurred. The father and his children were burled together In the family burial grounds In lhat vicinity. Mr. Crutcher had been in ill health, It was reported, and concerned about what would happen to his children at his death.

Chartes Cooper H. Snider and his wife, Matilda Osteen Snider, left their home in Effingham, Illinois, some time between 1856 and 1858 to travel west in hopes of getting a land grant. The cost of farm land in illinois was too expensive. Snider had a friend, Michael Robertson, who had gone west to Kansas. So Snider decided to visit Robertson to learn more about Kansas farm land.

Kansas (from 1854-1861) was the scene of a bitter struggle to determine whether the terrnory should enter the union as a slave or free state. Numerous instances of lawlessness occurred. Men were attacked, beaten, and some were killed, often for no reason except their view on slavery.

The leader of one pro-slavery band was Charles A. Hamilton, a nalive of Georgia who came to Kansas as a border ruffian to make the territory a slave slate. On May 19, 1858, some 30 men under Hamilton's leadership crossed into Kansas, arriving at Trading Post about 9:00 a.m gofng from house to house taking men prisoner. Among the eleven men taken were Michael Robertson and Charles Snider. They were forced into a ravine where they were lined up and shot Five men were killed, in­cluding Snider's friend Robertson. Snider was one of the five injured, and one man was not hurt but feigned death until the ruffians rode away. Hamil­ton's men rode back across the Kansas-Missouri border. Only one of Hamilton's men was caught and hanged for this crime, His name was William Griffith of Sates County, MissourI.

The victims of the Marais Des Cynges Massacre became martyrs and the incident made people all over the country more aware of the inveltabilfty of war. The State would be called "bleed ing Kansas."

Chartes Snider recovered Irom his wounds and went back to Illinois. later he and his lamilly moved to Arkansas by wagon, steamboat, and train. They settled north of Cart isle in Prairie Coun­ty,

Charles Snider died in 1 B96 and Matilda in 1887. They are buried in the Center Point Cemetery near Hazen, AR. They had ten children. Three of them died very young, and the others are listed here.

At the site of the Marais Des Cynes Massacre (Trading Post Kansas) a memorial park was built and there is a large monument in honor of the viclims of the masacre. Also a museum is nearby showing the relationship between this incident and John Brown's involvement in the pre-war struggle.

On May 19, 1990, the Massacre was re-enacted and a memorial service was held to honor the victims and their families. Descendants of each of the eleven families was recognized and asked to speak.

A FIRE! !

Destruction Unprecedented! Four Houses Destroyed and a Loss of $62,640

A most destructive fire occurred at this place this morning. The fire alarm was sounded at 4:30, and all rushed to the scene 01 action. It was found to be the store 01 E. W. Clapp & Co. The fire soon communicated to Cowan & Co, and from that to Taylor & Hickerson. The fire then communicated to the InstHute building occupied by Mrs. Maxwell, milliner, the Guard printing office, the Masonic, Off­Fellows and Knights of Honor Lodges, and by Simon Adler. The Institute building, being of brick, was the last to catCh, although next to Clapp & Co's. every effort was made to save the Institute building, but water seemed to have no effect upon the raging demon. The flames lit up the whole earth, and scattered destruction in its wake. The south side of Main street was at one time in immin­ent danger. Attention was next directed to H. C. Smith's. It was only by almost super-human efforts the building was saved from the lIame. As soon as the floors had burned out in the Institute building the east wall fell in, crushing in the side room of H. C. Smith·s.

Here we have the saddest and most heart-rending part to tell. Messrs. C. L Gorsuch, . Jo. Price, Ed. Maxfield, Dick Kinman, Tom Joblin and a negro man were in the room when the wall fell on il. Mr. Gorsuch was

and killed instantly!. John Joblin was knocked insensible and is now lying at the point of death. while the rest were badly hurt. Mr. Gorsuch must have been dead nearly an hour before it was dis­covered.

His death sent a thrill of sorrow into the heart of every one. He was one of our best and most substantial citizens. His loss is irreparable.

Wycough & Long. building occupied by Cowan & Co, $1500; insured in Phoenix for $500. Taylor & Hickerson, stock and building, $7200 (a good portion of the stock saved); insured in Phoenix for $3800; T. R. Taylor. dwelling. $800; no insurance. Masonic Lodge $500; Odd-Fellows Lodge $500; Knights of Honor, loss small. Simon Adler. stock and building, $32,000; a good portion of the stock was saved; insured In SI. Louis and New York companies for $10,000. H. C. Smith, loss about $2500; insured in the Phoenix $1000. Aetna $4500. Guard office $1000; no insurance. Mrs. Maxwell, about $40. John McDowell, household furniture, about $300.

Everybody worked like Trojans, and it is only due to this that more of the town was not burned.

The funeral of Mr. C. L Gorsuch will take place tomorrow morning at 10 o'clock.

over 46,000 people who filed claims, detailed abstracts of application including verbatim transcriptions of affidavits by the applicants, their families and friends. The claims resulted from a 1904 million dollar judgment won by the Eastern Chrokees against the U. S. because of its violations of the treaties of 1835·36 and 1845. Since most of the applicants were descendants, who had to prove their descent, the quantity of genealogical data in these volumes is impres· sive.
