We had an informative District Business Meeting. It was great to see all of our friends. We
hope that everyone learned something no matter how small it might have been, there was a lot
of information available. We hope to help not only chapter directors, but any officer or member
just to have fun. We appreciate each and every one of you for attending and for being a
member of Arkansas District. You help make the district fun, there are so many great ideas in
this district. Please keep the ideas and fun flowing. We also appreciate the interest in people
wanting to take the online OCP. Thank you!!! Just send me an email about wanting to take it
and I will send you the link and password, then send me another email when you have finished
and submitted it. This way we can keep up with who has taken it so that we can make sure to
get your certificate and pin.
We were very surprised and honored to be presented the Senior District Director Award. We
learned that our team can keep secrets well. Seems they knew about this and didn't even give
us the slightest hint.
We hope that some of you were able to enjoy the warmer weather we had this month. Didn't
even seem like winter for a few days. Riding season will be here soon. The calendar on the
district web page is full of upcoming fun events. If your event isn't already on the calendar pick
a date and send an email to Bill Shryock.
We also want to thank all the chapters for being willing to help with the 40 to Phoenix event
Sunday April 12th in Conway. We collected a couple of checks today, everyone else just drop it
in the mail and we should have them all by the time we get prices on the meat. If anyone is
interested in a 40 to Phoenix T- shirt be sure to send Roy an email with your shirt size so he
can get you a price. Roy will need the money for them before he orders them.
The district is in charge of off bike games at the region convention April 16 - 18th because
everyone has so much fun at the Arkansas convention. So now we will be picking some of the
great ideas we have to take to Marshall in April. We may be asking some of you for some of
your game supplies. We will also be needing chapters to man these games and we will have
registration on Saturday April 18th from 8 - 12:30 and security on Friday April 17th from 12:30 -
5 pm. As soon as you know if you or your chapter will be attending the region convention
please let us know so we can get some help with running these areas. We look forward to
seeing you all soon for some FUN!!!!

We would like to congratulate our Arkansas District Directors, Johnny and Mildred on there recent award. Jack Wagner, Region H Director presented them with Senior District Director Patches at the Arkansas Paperwork meeting. It was good to see so many people in Morrilton for the paperwork meeting. I hope everyone was able to ask questions, get answers, and gain information. It is once again time to start sending in your traveler miles. All miles traveled to chapter meetings, day rallies and the Arkansas District Rally can be counted, even if you travel on 4 wheels! Miles are calculated from your home chapter to the city center of the chapter you visit. If you need more information always feel free to call me or send an email. If you have a change in your chapter meeting place or time please send that information to our webmaster Bill Shryock, and the newsletter editor. If it has been a while since you looked at the Arkansas Website I think you will be surprised at the enormous amount of information available. What a great Arkansas District Business meeting we
had on January 24th. It was great to see all those that serve the
GWRRA members in Arkansas. Thanks go to Allen Holloway and
UACCM for helping us with providing a location for the Meeting. A
lot of great information was disseminated to your officers and specifically to the Chapter
Educators. First, I would like to express my appreciation to your Chapter Educators in
Arkansas. They are doing a great job being a voice for Rider Safety and helping each of you
to become safer riders and co-riders. Hopefully you are supporting their efforts. Please let
them know if you would like to participate in any rider education activities and seminars.
The amount of interest will help them be able to coordinate seminars or courses that can be
provided. Your Chapter Educators will have information about the seminars. You can also
look on the argwrra.org website for more information.
We are working on providing another Rider Education Weekend. Many things must come
together in order to put one together. One is that I need to know how much interest there is
to have a one weekend event. The calendar is becoming full of GWRRA activities and
events. So I am limited on the weekends available. Please communicate to your Chapter
Educator with your interest.
Again, Thanks to the chapter officers that was present at the business meeting. It was a
great time of business but also fun.

Another year has come and gone and we hope that everybody had a good year.
This month was the paper work meeting in Morrilton. Vicki and I went over the duties of the
Chapter MEC’s. The main duties of the chapter MEC’s is retention of members and the
ARL for each month. This is important for the health of the chapters. When they get the
monthly ARL they contact the new members and the prospective members. They are the
ones to see that everyone signs the chapter gatherings sign in sheets. They can help the
chapter director with the selection of the chapter couple. They greet visitors to the
chapters. This is just some of the duties of the chapter MEC.
This year the district has asked that all of the chapter help with the 40 to Phoenix cookout.
The date of the cookout is April, 12th. The cookout will be at the Days Inn in Conway. At the
Paper Work meeting Johnny asked all chapters to bring things to help with the cookout. A
list went around for chapters to fill out what they can bring. Some of the items are things
such as side dishes, desserts, aluminum pans and foil, tables and chairs. This list will be
sent to the chapters and the members can get together to see what they can bring.

2014 is in the past, and we are beginning 2015, it’s time for us to begin
preparing our resume for the Region Couple of the Year. There have been
many trips and adventures in the past 8 months. We have been visiting the
different chapter meetings and day conventions. It will be an honor to
represent Arkansas in the upcoming Region H Couple of the Year selection.
The Couple of the Year selection is an honor for a couple, regardless of the
level of selection whether it is chapter, district, region, or international.
As the District Couple of the Year, we would like to see the Arkansas
District well represented in Marshall, Texas. We have always had a lot of fun
at Marshall and expect to have fun this year! We will also be going to the
Arkansas District Convention in May. This was a great convention last year
and we want to make it better this year. Let's all go and see who will be
selected this year’s District and Region H Couple of the Year.

Mea Culpa
I'd like to set the record straight. In last month's article, I talked about Chapter officer positions only
taking a few minutes per month in addition to the Chapter gathering. I heard from a few folks who
thought I was minimizing the importance of those positions. Believe me, that was not my intent. If
Chapters are thought of as the body of our Association, Chapter Officers are the brain. Without the
brain directing the various bodily functions, the body will die. Without Officers to provide direction for
various Chapter activities, the Chapter must close. The point I was attempting to make is that being a
Chapter Officer is not a difficult, time consuming, job with a lot of requirements. Yes, there are some
responsibilities associated with being an Officer. While they are important and must be done, they do
not take a lot of time to accomplish – in many cases, only a few minutes when done on a monthly
basis. How long does it take the Treasurer to make the 50/50 deposit and balance the check book
each month? How long does it take the MEC to make their contacts and welcome new Members to the
Chapter, then drop one email to the District MEC with the results? There are nearly two years worth of
Rider Education newsletter articles already written for the Educator to include in the newsletter. How
long does it take for the Educator to fill out the N.6 Chapter activity report and email it to District?
Becoming an officer may not be for everyone, but too often it is viewed as something to be avoided at
all costs. Every one of us has made some type of negative comment regarding Officer positions.
Instead of offering thanks and congratulations for accepting the position, its condolences, sucker, or
I'm sorry you had to do this. Did you get the engineer's hat when you were railroaded into this? I've
been (insert position) and I ain't doing it again. What about comments regarding how much time the
position takes? I don't know how Bill was able to do this since he still has a job. If you were a Member,
especially a newer Member, overhearing any of the above, how interested would you be in taking on
an Officer role? Sometimes we can be our own worst enemies. The reality is that Officers are
supposed to have FUN too. That's not to say its always roses and candy – there can be difficult
situations that must be dealt with once in a while. But those are the exception, not the rule. Taking an
active role in your Chapter should be a very rewarding experience. After all, being an Officer really
boils down to doing two things: 1) provide opportunities for the Members to do what they enjoy most
and 2) ensuring the Chapter continues to exist into the future. While each of those can contain a lot of
elements, if you are accomplishing each of those two major goals, you are fully benefiting not only your
Chapter, but GWRRA as a whole.
Don't forget to register for the upcoming conventions, and remember that attending all five District
events plus Region H gives you a chance to win free registrations to all of them in 2016! I look forward
to seeing you!
The weather is giving us a few nice days here and there, so take the opportunity to get out and ride like
your life depends on it!

The Last Resort
If you are taking the time to read By the Book, this article will probably sound like preaching to the choir. However, we have had some Chapter Directors announce that they were going to close their Chapter – frequently without involving the District Director or anyone else in advance. Chapter closure is not the Chapter Director's decision to make. There have been times when it seemed evident a Chapter would close, only to see it continue to not only survive, but to begin to thrive when the District became involved and some changes were implemented. It is imperative that the District team be involved before any announcement of Chapter closure is made.
Considering Chapter closure is a serious situation for GWRRA and its Members. Chapters are the very heartbeat of our Association. All Chapter closures can usually be prevented if the following proactive steps are taken. This checklist is to help Officers considering the closure of an established Chapter. Officers involved in the closure of a Chapter should carefully review and consider all of the following questions and suggestions. It is imperative for the benefit of the participating Members that all resources are utilized to keep the Chapter active.
1. Has the reason for closing the Chapter been explained to all Chapter participants? It is important that they are aware of the situation and the reason the health of the Chapter is in jeopardy. Chapter participants can offer valuable suggestions and possible solutions to the problem.
2. Have all Chapter participants been involved in attempting to save the Chapter? Many times a problem-solving meeting or series of meetings of concerned Chapter participants can yield viable solutions to save the Chapter.
3. Have alternatives to closure been discussed with all Chapter Participants? They need to have a clear picture of the reason for closure and the alternatives that are available to keep the Chapter active.
4. Have key individuals within the Chapter been contacted for their input? Key individuals may have ideas or solutions that may not be expressed unless contacted directly for their input.

5. Has the Chapter Director explored all alternatives within the Chapter to keep the Chapter active? Do not leave any stone unturned. It is very easy when frustrated with a problem to give in. All alternatives must be considered for the good of the participants. 6. Has the Chapter Director involved the District Director? The District Director can many times lend support and offer additional ideas, suggestions or alternatives. 7. Has the District Director contacted and discussed the closure with any of the Chapter Participants? Many times, direct contact from the District Director can carry more weight and solve some problems that were unable to be solved at a local level. 8. Has the District Director met with Chapter participants in an attempt to avert the Chapter closure? At times, this might be advisable to allow the interested Chapter Participants an opportunity to work directly with the District Director to solve the problem. 9. Has the Region Director been consulted regarding the possible Chapter closure? Here again, the Region Director, with his/her experience, might be able to offer additional ideas, suggestions or alternatives not previously thought of at District level and below. Have all alternatives to closure been exhausted? The Chapter should not be closed until all alternatives have been exhausted. No alternative should be left untried just because we feel it probably wouldn’t be successful. If your Chapter is struggling, or if you hear of a Chapter talking about closing, please contact your District Director immediately. REMEMBER: Chapter participation is an important and invaluable benefit of GWRRA Membership. It is through Chapter participation that the GWRRA Member truly develops “FRIENDS FOR FUN, SAFETY AND KNOWLEDGE.” Jack Wagner Region H Trainer

Catch the “H Train” The Region H rally planning is well under way and I
promise it will be a good one. Marshall is steeped in
railroading history going back into the 1800's. The
welcome party Thursday evening will be at the Texas and
Pacific Railroad terminal which was built in 1912 and is
still used for passenger rail service today. You can't think about early railroading without thinking about the hobo –so
we're going to have the Hobo Hop street dance Friday
evening complete with a hobo costume contest. That will
be just prior to the announcement of the 2015-2016
Region Couple of the Year. Friday wraps up with the light
parade. There will be the usual complement of seminars
and a trike rider class along with all of the normal
craziness and fun times associated with a Region H event.

FUN with many memories for all of us. We appreciate all your efforts to make our

Region & District Directors,
We are Charles and Marion Dudley, the North Carolina District Marketing Directors. Some of you may
have heard already that our 32nd Annual Wings Over The Smokies®” Convention/Rally, has changed
to July 9-11, 2015 and yes, we are returning to where it all started in 1984 in Cherokee, NC.
Cherokee is North Carolina's premier motorcycle vacation destination. Are you still undecided about
your summer plans? Make “Wings Over The Smokies®” your summer vacation destination for 2015.
Our District Directors, Bob "Goose" and Dorothy Richards, have offered a challenge for all the
Regions & Districts excluding Region N and the Districts in Region N. The challenge is to see which
Region & District has the most registered attendees at our rally in July. By registered, we mean both
full registrations and day passes. The Region & District that has the most will be awarded $500
(Region $500 & District $500) at our closing ceremonies on Saturday, July 11, 2015. Congratulations
to the 2014 winners Region A and the Florida District.
We are asking you to challenge the members within your Region/District by sending out this email to
all your Chapter Directors asking them to send it out to their members. The registration process is
simple: go to the NC District webpage www.gwrranc.org, click on “Wings OverThe Smokies” in the
upper left corner and view the registration information. It is downloadable, printable, and pdf fillable.
Payments may be made by check and mailed or by PayPal. See attached registration form.
The information for our 2015 rally is also available in Wing World Magazine in the Exhaust and Events
section. We want to encourage you to make your group lodging reservations early since this is the
busy time of the year.
Cherokee is in the middle of the Great Smoky Mountains and our rally site is only 1 mile from the
southern entrance to the Blue Ridge Parkway. Besides riding Deals Gap famously known as "The Tail
Of The Dragon" (318 curves in 11 miles) Cherohala Skyway, Cades Cove, and Clingmans Dome
there are amazing and beautiful roads all over the area. Within a short ride there are places such as
Pigeon Forge, Gatlinburg, and Dollywood; also, in Cherokee we have a Harrah’s Casino; just down
the road is the world famous Wheels Through Time Museum in Maggie Valley.
Some of you may remember when our “Wings Over The Smokies®” Rally consistently had over
10,000 in attendance. Prior to our return to Cherokee in 2014, our last year in Cherokee (1994) we
had more than 13,500 registered folks. Yes, that year we were larger than Wing Ding. While we may
never see numbers like that again, we believe that we can once again become the premier GWRRA
District Rally in the country. We believe folks came to our “Wings Over The Smokies®” rally back then
because we gave them what they wanted – absolutely gorgeous riding and the camaraderie of our
Gold Wing family.
Marion and I, along with our District Directors, would like to personally thank all the Regions, Districts
and Chapters across the country for their support of our rally in the past. Our 2014 rally drew nearly
3,100 motorcyclist and we invite you to come back to Cherokee July 9-11 and ride the Great Smoky
Mountains with your GWRRA NC family.
If all the beautiful mountain riding is not enough to entice you to attend our rally then just picture
yourself as the winner of one of our two Grand Prizes: a 2015 40th Anniversary, Special Edition
Honda Gold Wing and a 2015 Bushtec GL Quantum Trailer - you need not be present to win. The
drawing is at closing ceremonies on Saturday, July 11th
