The Arizona State Wildfire Qualification Review Committee (Committee) is composed of Local Fire Depaiiment/District representatives from across the State of Arizona and of Arizona State Forestry Division personnel. This policy is established not only to clarify which NWCG Wildland and Prescribed Firefighter positions require review by the Committee but also to supplement the PMS 310-1 Wildland Fire Qualification Manual in establishing the minimum criteria required for certification as an Arizona State Foreshy Division employee or as personnel operating within a Cooperative Fire Rate Agreement (Cooperators) with the Arizona State Foreshy Division.

Prescribed and Wildland Firefighter Positions Reviewed by the Committee

The Committee reviews training files for Arizona State Foreshy Division personnel and for personnel from Cooperator agencies. The positions that are reviewed are those that have potential to supervise personnel from agencies other than their own; as well as a few positions that have a wide range of safety factors or influence even though they are not generally supervisory positions. For all positions that require review by the Committee, approval must be obtained to be qualified as a trainee; prior to initiating the task book.

Positions Not Reviewed by the Committee

Both the Arizona State Forestry District Manager and the Fire Chief from the Cooperative Fi.re Department/District have the authority to initiate, certify and approve qualifications for positions that are not reviewed by the Committee (the District Manager and Fire Chief may also identify designee's who can initiate, ce11ify and approve these qualifications). They are required, however, to adhere to the same criteria that are outlined in the PMS 310-1 and in this SOG 804 document. It is the local unit's responsibility to maintain training records for all of their wildland firefighters who do not have qualifications that are reviewed by the Committee.

Submitting a Request for Review to the Committee

When a candidate wishes to pursue a qualification that requires review by the conunittee, all of the suppo11ing documentation for that position must be submitted to the Arizona State Training Specialist who will present the documentation to the Committee for their review. When submitting a request for review by the Committee, the applicant must include a Committee Request Checklist. The Committee Request Checklists are posted on the Arizona Fire Chiefs Association website: www.wildfireaz.com and the Arizona State Foreshy website: https://azsf. az.gov/fi re/training/gualifications The documentation may either be compiled and submitted via email to the [email protected] or the documentation can be attached to the person's records in IQS. If the documentation is attached in IQS the Committee Request Checklist must still be completed (it can simply be noted on the checklist that the documentation is attached in IQS) and emailed to azaredcards@azsfgov for the request to be added to the meeting agenda.

Once a person's file has been reviewed and approved by the Committee for any qualification, their Wildland Qualification Card (Red Card) will be issued by the State of Arizona. For Qualification Cards issued by the State of Arizona the documentation for ALL qualifications, whether they are reviewed by the committee or not, must be submitted to the Arizona State Forestty Training Specialist in order for the qualifications to be included on the state issued Red Card and for the qualification to be entered in ROSS. The training file that is reviewed by the Committee is the official record. Arizona State Forestty will maintain the official training record for firefighters who have qualifications that are reviewed by the Committee and who receive their red card from Arizona State Forestry. It is expected that the local unit will maintain duplicate training records for their wildland firefighters who have qualifications that are reviewed by the committee. It is also expected that each firefighter maintain their training records.

After a request to initiate a new taskbook has been approved by the Qualification Review Committee, the Home Agency is authorized to issue the new taskbook. Once the new position taskbook has been issued, a copy of the cover sheet must be submitted to the Arizona Training Specialist. When the Cover sheet is received the new trainee position will be added to the IQS records and to ROSS. A new Red Card will be issued with the updated qualifications.

Supplemental Requirements in this Policy

The Arizona State Wildfire Qualifications Review Committee believes an evaluation of an individual's experience since the beginning of their career in wildland fire management, such as the number, variety and complexity of assignments, and diversity of training evaluators, is very impo1tant in determining whether an individual is fully prepared for wild land positions.

This policy is a supplement to the PMS 310-1 and should be referenced as such. It outlines specific supplemental criteria for several positions in the Wildland Fire Qualification System. The requirements included in this policy (SOG 804) provide the minimum standards required for the Committee to consider a request for certification. The Committee will make a recommendation of their findings to the Arizona State Forestly Fire Management Officer (FMO). The Arizona State Forestry Division FMO is the final authority regarding which qualifications will be included in IQS/ROSS and on the State issued Wildland Qualification Cards (Red Cards).

The Committee will adhere to the requirements in the PMS 310-1 and the Federal Wild land Fire Qualifications Supplement to NWCG 310-1 (Supplement) for all positions not included in this policy. Arizona State Forestty will follow the USFS Agency-Specific Requirements in the Supplement with the exception of the ATVO position; which will require the A TV Safety Institute Rider Course or Equivalent with re-evaluation every 3 years. The 3 year re-evaluation will go into effect with this 2015 version of the SOG 804. All previously submitted ATV Safety Institute Rider Course Cards or Equivalent will be given historical recognition at that time and will be required to complete the re-evaluation in 3 years' time.
