Having started as a Faculty Member of IIT Delhi, he went on to Head of a Research Development and System Integration Group for sensitive and challenging defence projects within the Department of Electronics, Government of India (GOI), Arindam served GOI for three decades, successfully implementing Modernisation and Performance Enhancement Strategies including diffusion of Technology. Upon completion of these assignments for defence, internal security, education and export promotion sectors in India, he opted for voluntary retirement in December 2000 as the Chief Executive Officer of the National Computer Education Accreditation and Examinations Agency (DOEACC). Arindam also contributed to projects of Educational Consultants India in Institutional development of the Ansals institute of Technology, Haryana and the Mata Vaishno Devi Institute of Technology, Jammu. Arindam Bose was invited to serve the Government of Botswana (January 2001 to January 2007), contributing to the National ICT Policy, Legislative reforms for ICT, National ICT Infrastructure Development, E Government and ICT Outsourcing industry, including a comprehensive Monitoring and Evaluation programme to track the progress on these activities. As the Strategy Advisor to Botswana, he was instrumental in Botswana winning the hosting of the second World IT Forum (WITFOR 2005) Conference a first for an African Nation. After retirement in January 2007, Arindam Bose is working on challenging assignments in the area of Monitoring and Evaluation at Project, Programme and National Branding to promote Foreign Investment in ICT Outsourcing, Human Resource Management Strategies, Performance Management, Security Risk Profiling, Transparency and Access to Justice and ICT Strategies for Government Departments, International Agencies and Blue Chip Public Companies He has just successfully completed an assignment as the Commonwealth Expert, Ministry of Justice Cameroon, in mobilising support of International Development Partners to bring “Access to Justice for all in Cameroon (2012)”. A few similar projects are running. Since January 2007 Arindam Bose successfully completed similar projects; the significant ones being the E Government Strategy, Office of President and Performance Enhancement and Modernisation of the Registration, Insolvency and Trusteeship Agency, Ministry of Justice, Tanzania for Tanzania (2007), ICT Strategy for the Botswana Unified Revenue Services (2007). He was the team leader to research (2008), deliver the key note address and conduct the Commonwealth Business Council – Cyber Media India first “Africa Outsource Summit” in March 2009 in London, his key note address was the presentation of a Monitoring and Evaluation report comparing the brand image of fifteen African Nations as ICT Outsourcing and Investment Destinations. He was the Advisor Internal Security, Tata Consultancy Services India (2009-2010). Arindam Bose had authored several invited papers, key note addresses and lectures. Commonwealth Expert Key Tasks: The Commonwealth Secretariat, at the request of the Ministry of Justice of Cameroon (MOJ), invited Mr. Arindam Bose, to interface between the Ministry of Justice and Development Partners and finalise the proposal to enhance transparency and efficient delivery of justice in Cameroon through information Technology systems. This would be followed by the Multi Donor conference; meeting the deadline of 30

th June 2012.

Achievements: Successful completion was acknowledged by the Minister of Justice Cameroon at the Conference on 28th June 2012 where MOJ Cameroon took over the ownership of the strategy developed by the Commonwealth Experts team to achieve “Access to Justice for all in Cameroon – using the benefits of ICT”. The Cameroon multi disciplinary team, announced in the minister’s speech also took over the execution of the action plan towards the quest for development partners to achieve this noble cause.
