    Wage increases are unlikely as jobs are

    proving attractive enough to unemployWAGE rises of any substantial nature areunlikely in the next 12 months as the major-ity of employers report they are having littleproblem hiring the staff they need, accordingto the latest CIPD Labour Market Outlooksurvey.

    The survey, with more than 1,000 employers,revealed that only 15 per cent of job vacan-cies are proving difficult to fill, meaningfirms will not be forced to boost pay to attractrecruits.

    There are exceptions to this, with sectorssuch as construction and utilities, financeand retail still struggling to fill roles due toskills shortages, but overall median basic payis predicted to rise by just two per cent in theyear to September 2016.

    LMO results showed that the number of applicants per vacancy has remained steadyduring the past year. Employers say theyreceive an average of 25 applications for eachlow-skilled role, 15 for medium-skilled rolesand eight for highly skilled roles.

    This suggests that most businesses areseeing a steady flow of suitable candidates,despite unemployment falling to a seven-yearlow in October and despite a slight year onyear increase (from 44 per cent to 49 per cent)in the proportion of employers with hard-to-fill vacancies. The majority of employers saidthey respond to the problem of difficult-to-fill roles by up-skilling existing staff (48 per

    cent), followed by hiring more apprentices (27per cent), recruiting migrant workers (23 percent) and raising starting salaries for hard-to-fill positions (22 per cent).

    Gerwyn Davies, labour market analystat the CIPD, said: “It seems that warningsabout the UK facing a skills shortage crisisunderstate the ability of many employersto ease their recruitment problems. Manyemployers have heeded previous warnings of a tightening jobs market by providing more job opportunities for young people, includingthrough apprenticeships, while up-skillingthe existing workforce. At the same time, oth-ers are using migrant workers to strengthentheir defence against a tightening labourmarket.”

    He said that this “flexibility in the UKlabour market” was likely to restrain anysignificant wage inflation over the next 12months.

    Davies said: “This is despite the introduc-tion of the national living wage in April2016, which may have a big impact on overallwage bills for some organisations in certainsectors, but negligible impact on overall wageinflation.”

    Skills shortages are still an issue for certainrecruiters with the largest proportion of hard-to-fill vacancies in the manufacturingand production sector (24 per cent), whichincludes industries such as construction

    and utilities, and private sector services (24per cent), which covers industries such asfinance and retail.

    Davies said: “In some areas though, skillsshortages do remain more acute. Employ-ers that are struggling to fill vacanciesshould think about how they can up-skill theworkforce. On-the-job learning, mentoringschemes and apprenticeships are cost effec-tive ways in which both new blood and newskills can be injected into the workforce.”
