III. Position Profile

The Area Coordinator is responsible for the implementation of ACTED’s global mandate in the East ofSri Lanka, which covers Trincomalee, Batticaloa and Mullaitivu, and for the scope of activitiesdeveloped within this mandate.The Area Coordinator will be under the direct supervision of the Country Coordinator and will bereporting to him/her.

The responsibilities of the Area Coordinator are to:

1. Ensure ACTED Representation in the area of activity

• Assist when needed the Country Coordinator in donor meetings at provincial level andcommunicate relevant information to the Country Coordinator in terms of security, ongoingprogrammes, sectoral needs in the area of intervention;

• Participate in inter-NGO / UN Coordination meetings, and any other relevant inter-governmentalinstitution in the area of intervention;

• Lead the production of progress reports to the local authorities as requested in the proper formatand ensure the timeliness and accuracy of information provided, as well ensuring confidentialityof sensitive information;

• Direct coordination with other agencies present in the area when needed.

More generally, the Area Coordinator is expected to contribute to the positive image and overallcredibility of the organisation, notably through the application of ACTED’s mandate, ethics, valuesand stand-point with regard to other actors.

2. Contribute to the development of a general intervention strategy and to support itsimplementation in the area of intervention.

• Analyse the context (opportunities and risks) and develop strategic plans, in consultation with theCountry Coordinator and programme managers;

• Define an operational strategy organisation for finances and HR in the area of intervention andensure that ACTED procedures are respected;

• Oversee and contribute to drafting of projects in the areas of intervention and budgetdevelopment;

• In collaboration with the AME unit in the area of intervention, act as focal point for theconsolidation and analysis of humanitarian assessments, and the realisation of exploratory fieldmissions beyond the areas of interventions;

• Supervise Programme and Project Managers of the area of intervention in projectimplementation in line with the global intervention strategy;

• Prepare and follow country programme work plans for the area of intervention

• Ensure global coordination and complementarity amongst programmes and projects within thearea of intervention;

• Act as the focal point in terms of accountability towards the local authorities, the targetedcommunities and the Country Coordinator regarding the outcomes and impacts of projects andprogrammes;

• Lead fund-raising and negotiations with Donors in the area of intervention.

• Plan and supervise the development of narrative and financial reports;

• Ensure adherence to FLAT procedures;

• Facilitate the role and functions of the national FLAT audit officer within the base;

More generally, communicate systematically to the Country Coordinator the development of the area

strategy and its implementation.

3. Oversee staff and security

• Guide and direct the staff of the area of intervention;

• Update when needed and oversee the implementation of ACTED Sri Lanka’s internal capacitybuilding plan;

• Ensure a positive working environment and good team dynamics (solve out potential conflicts);

• Follow recruitment procedures: plan recruitment needs in advance; draft ToRs for openvacancies;

• In the absence of a Security Officer for the country of intervention, monitor the local securitysituation and inform the Country Coordinator of developments through formal and informalcontacts (as per the security guidelines);

Ensure that security procedures are respected by the whole staff in the area of intervention;• Is accountable towards the Country Coordinator for the respect of security procedures as defined

in the security guidelines;

IV. Qualifications:

Qualified candidates must have:

• From 2 to 4 years of professional experience in humanitarian and/or developmentorganisations at a programme coordination position (including at least 1 year of notableexperience in complex emergency / security context);

• Relevant experience in project cycle management in development / emergency context

• Aptitude to creatively mainstream the involvement of all stakeholders in a common projectwith a focus on strengthening institutional capacities whenever possible;

• Aptitude for training, mentoring and transferring technical informations in a clear andappropriate manner;

• Knowledge of donor practices and programme proposal processes;

Excellent communication and drafting skills in English required;• Commitment to gender equity, ability to work in both development and emergency contexts

(including security), passion for development an absolute requirement;

• Must be able to work independently as well as being a strong team player;

• Dynamic nature, cross-cultural sensitivity and flexibility required;

• Ability to operate Microsoft Word, Excel, Power Point required, preferably with a relevantexperience in using MS Project;

V. Conditions:

- Salary defined by the ACTED salary grid; educational level, expertise, hardship, security, andperformance are considered for pay bonus- Additional monthly living allowance- Free food and lodging provided at the organisation’s guesthouse/or housing allowance(depending on contract length and country of assignment)- Transportation costs covered, including additional return ticket + luggage allowance- Provision of medical, life, and repatriation insurance + retirement package
