The amount is changing from $0.58672 in 2012 to $0.56673 for 2013. This figure represents a change of approximately .02 cents or $19.99/year on a home valued at $100,000. The formula for figuring this can be found on the city’s website. The sales tax revenues are expected to grow making up the difference allowing the City Council and the Mayor to move forward with the reducon. It is the hope of the council that they can connue reducing the rate over the next 5 years. The Council also voted to purchase a Paperless Court System from Tyler Technologies in the amount of $25,086. An ordinance was approved amending the Designaon of School Zones for WoodCreek Elementary and WoodCreek Junior High Schools on Kingsland Blvd and WoodCreek Bend Lane. An ordinance was approved for adding the classificaon of Fire Department Baalion Chief. Several industry standard building codes were also approved at the meeng. The city brought its codes up to Industry Standards for Electrical, Plumbing, Energy and The Naonal Fire Prevenon Associaon. These updates are scheduled to begin January 1st. A Hotel Occupancy Tax Grant Applicaon was approved for Katy High School Choir Associaon for their 2014 Masterworks Concert, scheduled for April 25-26, 2014. The event will be held at First Bapst Church Katy. The Katy Sip N Stroll, which took place on Saturday, September 21 st ,was an incredible evening. Everyone was worried whether or not it would be able to take place after the severe storms on Friday night. Weather reports indicated that we had a 60% chance of rain on Saturday. Ginger Hopper of Cinco Charities stated that she had many people calling her on Saturday morning and asking if the event was going to take place. She told them that it would and it turned out to be a beautiful sunny day for the event. A huge thank you goes out to all the sponsors, restaurants, vendors, volunteers, staff members, production crew and committee members without whose assistance this event could not have taken place. The Katy Sip N Stroll also wishes to extend a thank you to Cinco Charities and The Ballard House for the opportunity to help raise funds for those who need it most. Attendees visited over 20 wine tasting stations, restaurant samplings from Villagio’s tenants, specialty brews and lots of engaging displays by local vendors to the backdrop of live music. They brought in the best wine, beer and food. Last year’s event drew over 1,000 guests. Kroger, the Presenting Sponsor, once again brought local team members with an amazing display of food selections, water, wine sampling and gift bags for the first 1,000 guests. Villagio restaurants offered guests an array of samples sure to please. Don’t miss next year’s event. Sip N Stroll Brings Out the Sun at Villagio The rains of Friday, September 20th could not put a damper on the activities of the Houston Veterans Affairs sponsored Stand Down at Emancipation Park in Houston. As is the practice each year, the Gulf Coast District Elks lodges participate by supplying and serving meals to all the homeless Veterans who come to the park for the event as well as volunteers there to help. Approximately 300- 350 people were served a noon meal. Some of the services offered to homeless Veterans on this day included medical exams, job advice, gifts of backpacks or other supplies, legal advice and of course, a bar be que lunch and sack lunches to take away for later provided by area Elks. Elks from three of the area lodges were present on Friday to serve the food and provide an encouraging smile to those who greatly needed it. Clear Lake, Houston and Katy Elks lodges were represented at the Stand Down. Prior preparation of the meat and purchasing of supplies needed was handled by members of the Houston Elks Lodge with their Auxiliary preparing sandwiches for the sack lunches. The motto: “Elks Care – Elks Share” was quite apparent. Although this day may help some of the immediate needs of those Veterans who need us most, for many it can become the beginning of the road to independence and self-support through a number of the services provided on this important day each year. Some assistance is available for rent, employment and job finding in addition to the above mentioned medical and legal assistance. He participated in two of scouting’s high adventure camps, Philmont Scout Ranch and Sea Base. He also attended summer camps in Oklahoma, Missouri and California during his time in scouting. For his Eagle Service Project, Zach coordinated and led an environmental project designed to create awareness of the impact of pouring hazardous waste down storm drains. Zach is the son of Chris and Jo Walker. He is the grandson of Leonard and Bennie Walker, of Victoria; Fredline Pagel, of Victoria, and the late Dudley Pagel. Katy City Council Updates

September 23, 2013

• The Katy City Council approved the new 2013-2014 Budget which included a property tax decrease. The amount is changing from $0.58672 in 2012 to $0.56673 for 2013. This figure represents a change of approximately .02 cents or $19.99/year on a home valued at $100,000. The formula for figuring this can be found on the city’s website. The sales tax revenues are expected to grow making up the difference allowing the City Council and the Mayor to move forward with the reduction. 4th Annual Fulshear Scarecrow Festival Returns To Cross Creek Ranch

The 4th Annual Fulshear Scarecrow Festival, with its collection of creative, full-size scarecrows, kid-friendly games, live music, an adult Grape Stomp and more, will return to the master-planned community of Cross Creek Ranch on Saturday, October 19 from 11 a.m. – 4 p.m.

The highlight of the festival is the collection of scarecrows created by local teams, each of which are judged for creativity and originality by those in attendance with the winning team earning a $1,000 cash prize. Second and third-place finishers will receive $500 and $250 respectively.

To enter the scarecrow contest, go to www.crosscreektexas.com and click on the 4th Annual Fulshear Scarecrow Festival box. Plus, Cross Creek Ranch will present each scarecrow team with $100 to cover the cost of materials.

Kids will enjoy face painting, a costume parade and pumpkin decorating. Parents can get in on the fun with the festival’s Grape Stomp competition which pits eight teams of five adults against each other in three rounds of competition. The team with the fastest feet will earn $500.

Visitors to the Texas Renaissance Festival, held weekends and Thanksgiving Friday beginning Oct. 12 through Dec. 1, will immerse themselves in a kingdom filled with folklore, artisans, entertainment, feasting and jousting. Located just outside of Houston, in Todd Mission, Texas, the country’s largest and most acclaimed Renaissance Festival takes guests back in time to interact with royal courts, pirates, fairies, musicians and even barbarians.

The Texas Renaissance Festival is an interactive theme park that embraces different eras, including the 16th century and beyond. The 55-acre theater houses live entertainment, food, fun and professional actors who engage with Festival guests through live performances and improvisational activities.

The Festival’s fairy-tale-like land is filled with unique entertainment and products of the Renaissance age, offering a sense of magical old-world flair to all. More than 400 actors make up the performance company who intermingle with guests daily as well as perform scheduled acts. Artists such as candle makers, blacksmiths and

glass blowers demonstrate their unique crafts throughout the weekend.

Hundreds of artisans and merchants sell everything from costumes and art to children’s toys and musical instruments. The Grande March Parade takes place at noon each day of the Festival featuring each kingdom’s royal courts. A fireworks show starts at dusk each evening as a ceremonious close to the day’s festivities. Human-powered rides and games of skill draw children of all ages to the Festival. Costume contests are not the only challenges that take place each weekend; hungry stomachs are also tested in daily food eating competitions.

Children are treated as royalty on Nov. 5 and Nov. 6 when the Festival holds it’s annual School Days, an educational and entertaining opportunity for students, teachers and chaperons to enjoy age-appropriate shows and activities. All home schooled public and private school students and educators will have the opportunity to “step into history” by learning courtly dances, the ancient art of falconry and the history of arms and armor.

"Prisoners" avoids revealing much about its geography; filmed in Georgia and set in Pennsylvania, this smallish town could be any in America where people hunt deer in cold weather and watch the Lions play on Thanksgiving, and as such, the movie derives much of its power from its often pedestrian sets. Perhaps its most moving comes in a painfully ordinary meeting room inside the police station, where Gyllenhaal must flip a series of photos of bloodied clothes for Jackman to identify. The room could hardly be more plain, and nothing is there to prepare the father for the task at hand, making it a damn effective choice of environs.

At two-and-a-half hours, "Prisoners" has time to pursue real answers to the questions it poses. It also has time to indulge in couple of twists that seem too indulgent by half. The tension between Jackman and Gyllenhaal, who are driving at perpendicular purposes for a seemingly common goal, works well. Unlike "Zodiac," though, which was based on real police work and journalism, worlds in which dead ends are often just that, "Prisoners" contrives to connect every stray plot

element, every shard of luck and guesswork. This is the domain of clunky TV cop serials more than gritty crime thrillers, and it's where, for all its skill, "Prisoners" misses greatness. The people it puts at the heart of an Amber Alert death race feel real, and you can believe them. The flaw, at the bottom of everything, is that oh-so-impressive mouse trap. Build one too fancy, and we mice start to eye it with suspicion.

"Prisoners," an entertaining if not always satisfying thriller, pits its protagonists against one another like two scorpions in a jelly jar. Hugh Jackman plays a religious carpenter whose young daughter and a friend go missing on Thanksgiving. Enter Jake Gyllenhaal, a solitary, self-possessed cop whose only lead, initially, is a beat-up RV that'd been seen around the families' neighborhood. The driver of the RV turns out to be a soft-minded weirdo named Alex, played with a spooky vacancy by Paul Dano.

"Prisoners" outdoes most of its crime-and-consequence cinematic cousins by rotating the dynamic between the cop and the bereaved father by a quarter-turn. Convinced of Alex's guilt and furious at the cops' unwillingness to see the same, Jackman turns vigilante, darkly. Meanwhile Gyllenhaal — a convincing investigator in a role that rhymes with his turn in "Zodiac" — has to worry about the father while running down other leads. As the days flip past, the chance of finding the girls wanes, and both men turn to more extreme measures to ferret out information.

The first hour or so of "Prisoners" gives you the quite enjoyable stress of realizing you're in a story richly conceived and executed. The screenplay is by Aaron Guzikowski, who also wrote the mostly fun 2012 "Contraband," and until the story takes some turns that make you wonder just how intricate the local abduction-and-molestation scene could possibly be, he builds a fantastic little mouse trap, fraught with moral squish.

The powerful Katy Tiger offense was scoring at will on the Mayde Creek Rams. Then the rain that fell intermittently through the first half really came down at halftime. When the lightning started streaking across the sky, the teams decided to stay in the field house and wait it out. After about a 2 hour weather delay, with no one in the stadium the game was declared a complete game. One could say that this wasn’t a good night for the Rams.

Mayde Creek won the coin toss and decided to kickoff. Katy took the ball and on 5 carries by Rodney Anderson had the ball on Mayde Creeks’ 12 yard line. Porter finished off the drive running in the ball for the Tigers’ first of 6 touchdowns in the half.

Anderson finished the first half with 2 touchdowns and 158 yards. Kyle Porter carried for 6 times for 80 yards and 2 touchdowns.

The combination of Mayde Creek quarterback, Jacob Griese and Kevin Burnette moved the ball from their 25 to their 49 where the Rams were forced to punt.

The Tigers second score began from their 8 yard line. On runs by Rodney Anderson the Tigers moved the ball to the Ram 36 yard line. This time Kiley Huddleston connected on a 36 yard pass to Porter for the second score of the evening.

Huddleston completed 4 of 8 for 76 yards and 2 touchdowns.

This is pretty much how it went in the abbreviated game. Mayde Creek’s offense was stopped and Katy scored. Katy finished the half with 19 first downs to 2 for Mayde Creek; 353 total yards to 35 for Mayde Creek.

Tigers Win Over Rams in Rain Shortened Game

Both Strake Jesuit and Taylor wanted this game bad. Both were 0-3 coming into the game, and as an added incentive it was the first game of district play. A win in this game was like redemption for the 3 losses already experienced. Both teams’ game plan seemed similar…a lot of passing with a ground game mixed in to keep the opposing team’s defense honest.

Mustang running back, Dane Myers scored first after an 11 play drive in the first quarter that started at the Taylor 27. Barden Bortka converted the PAT and the score was 7-0.

At 4:37 in the quarter the Crusaders of Strake put together their own 12 play drive. The combination of Colby Chapman’s passing to Christian McStrawick and runs by Blaise Bucey moved the ball all the way to the Mustang 8, only to stall out.

In the second quarter both teams scored twice. Bucey scored from the Mustang 7, then again from the 5. The Mustang’s scores were more spectacular—a 51 yard run by Dane Meyers and then with only 1:47 left to half time, a touchdown strike from Clay Holgorsen to Ryan Mundt. “I got open and we connected throughout the game,” said Mundt. PATs were made on the four touchdowns.

Third quarters are always exciting in high school football. The teams make adjustments and catch their breath. After Taylor couldn’t move the ball and punted, the Crusaders moved the ball on five plays to the Mustang 15. Chapman took the snap and fired a strike to Christian McStravick for a touchdown. Point after and this was a tied ball game. On the kickoff to Taylor, outside linebacker Cullen Gillaspia who plays on special teams, fielded the ball and took off for the Crusader end zone, going 95 yards for the TD. “I’ve never done that before,” said a laughing Gillaspia in the post game interview. “I just ran as fast as I could and didn’t get caught. I could not have done that without the blocking from my teammates.”

Strake added another TD on a 15 yard pass from Chapman to McStrawick to keep the game a TD apart. The Mustangs added a field goal late in the quarter insuring that Strake would have to score twice to beat Taylor.

“We had a real positive attitude through this past week,” said Mustang Head Coach, Flint Risien. “I felt very good about our chances tonight. I’m really proud of our kids for continuing to believe in themselves, continuing to grow each and every week, to be positive,

take responsibility for their mistakes, and finally break through and get the win. We put a complete ball game together tonight. When the momentum swung to Strake we got back in rhythm and pulled the momentum back to our side and were able to close it out at the end. These first three ball games have been more about things we haven’t done as opposed to the other team really beating us. They understand exactly what they need to do to get the wins.”

Taylor Gets First Win of Season

Archery-only deer season opens Saturday, Sept. 28 and runs through Nov. 1. The general firearms season begins Nov. 2. The special youth-only deer seasons are Oct. 26-27 and Jan. 6-19. “Statewide population trends remain stable and hunters should expect good numbers of deer year in and year out,” says Alan Cain, TPWD whitetail deer program leader. “I would predict the statewide deer population to be close to or slightly above the long-term average and hover around that 3.6 million deer mark for 2013.

“One factor hunters should keep in mind is the good carryover of deer from the 2012 season as harvest was down resulting from heavy acorn and mast crops in several regions of the state,” Cain notes. “For hunters this translates into plenty of opportunities to harvest a deer.”

Though the deer population numbers are expected to be good this year, Cain predicts the recent September rains that resulted in a flush of green vegetation may cause bow hunters to rethink their early season hunting strategies as deer may spend less time visiting feeders. A well-traveled game trail may be more productive than hunting at the deer feeder.

Dry conditions in 2011 resulted in a significant decline in fawn production, down

to 29 percent for the statewide estimate, a 24 percent departure from the long term average. Fawn crops bounced back in 2012 at 47 percent and Cain anticipates survey results will show a higher fawn crop this year. In fact, Cain is hearing reports from landowners as well as TPWD biologists of fawn production in the 60 to 80 percent range in the Hill Country and similar reports of good fawn production in other areas of the state.

For hunters fawn crops may not be as meaningful since harvest is generally focused on older age class deer, but remember those fawns this year translate into your adult deer several years into the future.

Another aspect of typical hunting season forecast is the prediction of antler quality and how many big bucks are out there across the landscape. “As far as antler quality goes, rainfall plays a key role by influencing the native habitat and forage, ultimately affecting the quality of nutrition a buck receives in order to grow antlers,” Cain explains. “In dry years we typically see a decline in overall antler quality and increases in wet years much related to nutrition.”

Some managers provide supplemental feed to buffer against nutritional impact resulting from drought. However, research in South Texas has shown that native habitat is crucial to deer nutrition even when supplemental feed is provided. So maintaining quality native habitat on your property is important.

Cain has received from landowners around the state, bucks look to be in good body condition, antlers are in great shape and they are expecting a much better season than the last two years.”

While areas like South Texas are known for producing exceptional bucks, most anywhere in the state is capable of producing good bucks every year. In fact in 2012, two archery hunters were lucky enough to connect on a couple of large non-typical bucks scoring about 250 Boone and Crockett. Both bucks were wild, free-ranging deer taken on low-fenced properties, one in North Texas and the other in Southeast Texas.

In antler-restriction counties, 59 percent of bucks checked during TPWD surveys were 3 ½ or older, a dramatic improvement in age structure when those older age class bucks represented only 30-35 percent of the harvest before antler restrictions were implemented.

“This shift towards harvesting older bucks in the Pineywoods, Post Oak Savannah, and Cross Timbers and Prairies regions is a direct result of the antler-restriction regulation,” Cain says. “That harvest strategy has been very effective at allowing many more bucks to reach maturity. We have received many positive reports from landowners and hunters in those regions who are excited about the number and quality of bucks they are observing on their properties.”

Overall, the 2013 season is expected to be a good one with great opportunities to harvest a deer.

The Katy Area Chamber of Commerce is proud to announce that Stan and Patsy Stanley will serve as the Grand Marshal for the 33rd Annual Rice Harvest Festival. The Parade will take place through the Downtown Katy streets on Saturday, October 5, 2013 beginning promptly at 10:00 a.m. A complete map of the Parade Route is available online at http://riceharvestfestival.org/Events/Parade.aspx. “It is an honor to recognize Stan and Patsy Stanley as our Grand Marshal of the festival’s parade,” said Ann Hodge, President/CEO of the Katy Area Chamber of Commerce. “Stan and Patsy are exceptional leaders in our community and continue to give their time and energy to so many projects of importance.

Stan and Patsy are an outstanding selection to serve as our Grand Marshal for this year’s Katy Rice Harvest Festival. This is our opportunity to thank them for their

years of service to our community.”Patsy has degrees and certifications in Physical Education,

English, Counseling and Supervision. She is a retired educator with Katy ISD and is very active in the Katy Area Retired Educators Association. Following retirement, Patsy has been in leadership with Community Bible Study and previous to CBS, she attended Bible Study Fellowship. As a member of St. Peter's United Methodist Church, she is a Lay Leader and on the Church Council. Continuing in the area of physical education, she leads the Senior Exercise program at St. Peter's UMC.

As an officer in the Katy Area Retired Educators and volunteering at Stanley Elementary, Patsy remains involved in her chosen field of education."

Stan and Patsy have three daughters (Reesa, Michelle and Rhonda) and four beautiful grandchildren who give them incredible joy and happiness.

Stan serves as President of Stanley Signature Products and has earned the respect of business and community leaders throughout the Katy and Houston area. Stan and Patsy were one of three founding families of the Holy Covenant United Methodist Church in Katy and have been members of St. Peter’s United Methodist Church for the past 15 years.

Stan has served and currently continues to serve on countless Boards such as Tradition Bank, Katy Area Economic Development Council, Katy Area Chamber of Commerce, American Heart Association, Katy ISD Partners in Education, Houston Community College and the Palm Villas Homeowners Association. Stan was recognized by the Katy Area Chamber of Commerce as the Citizen of the Year in 2002.

Stan was honored to have the 32nd Katy ISD elementary school named in his honor in August 2009. Stan and Patsy

are both very active at Stanley Elementary and enjoy the time they have to spend with the students. Stan was selected as an Honorary Life Member of the Texas Congress of PTA’s in 2010. He has served on several Katy ISD Bond Committees and has continuously demonstrated his passion for giving back to our Katy ISD students. Of special note, Stan was named as the Statewide Recipient of the Heroes for Children Award in 2006 by the Texas State Board of Education.

One of Stan’s passions is the Boy Scouts of America and he has continued to make a remarkable difference in the lives of so many young men. Stan’s service to the Boy Scouts of America is extremely impressive and includes numerous positions such as the Council Commissioner for the Sam Houston Area Council from 2007 to 2012, Chair of the 2014 “ A Century of Service Celebration” for the Sam Houston Area Council, and District Commissioner – Mustang District, Scoutmaster – Troop 209. Stan’s legacy to scouting spans over 57 years as both a youth and adult. Stan was proudly awarded his Eagle Scout on December 4, 1958 and Vigil Honor Member – Order of the Arrow - 1959.

Since its inception in 1981, the Katy Area Rice Harvest Festival has grown into a two-day celebration which features over 325 vendors and over 50,000 attendees. Attendees of this annual family-friendly event can enjoy festival’s carnival rides and games, craft and food booths, and food and photography competitions. Additionally, over the years, musical entertainment has become one biggest draws of the festival. Featuring past up and comers including the Dixie Chicks and Clint Black, the Katy Rice Harvest Festival continues to be a venue through which to showcase local talent.
