REGIONAL DIRECTOR GENERAL

I. FUNCTION

Under the direction of the Commissioner:

Manages and controls all CCS regional operations;

participates as a member of the Senior Management

Committee (SMC), to establish corporate policies;

directs and controls the regional operational units

and, through the REO (where applicable) the activities

of the RHQ staff units.

II. RESPONSIBILITIES AND AUTHORITY

The responsibilities and authorities stated below

are subject to those vested in the Commissioner and

the limits decided for their delegation .

A. Activities

1. Policy Development

a) As a member of the SMC, develops the

basic orientation of the Service for

the Commissioner's approval.

b) Formulates and submits to the SMC

and for the Commissioner's approval,

new policy proposals and modifications

to existing ones for national imple-

mentation.'

c) Consults with other RDG's and

Branch Heads to determine impact

on the Service.

d) Provides advice and assistance

to Headquarters functional heads

on proposed changes in light of

the region's specialized knowledge.

e) Develops regional operational

policies, goals, plans and programs

within the framework of corporate

policy.

2. Planning

a) Recommends regional guidelines,

objectives and targets; and, with

regard to SMC approved policies,

directs the development of the

regional implementation plan.

b) Forecasts regional resources needed

to implement policy and program

proposais.

c) In consultation with NHQ functional

staff, contributes to the development

of, and recommends the general program

approach, philosophy, principles,

goals, requirements and guidelines in

line with approved Service policies.

d) Ensures that regional planning

activities are consistent with,

and integrated into, the CCS

Master Plan.

3. Direction

Directs all regional operations and

activities towards the achievement of

objectives, standards, and the resolution

of problems.

4. Control and Evaluation

a) Directs the development of the

regional reporting systems including

necessary control requirements,

procedures, and instructions compatible

with the national systems to ensure

adherence to approved CCS policies,

objectives and plans.

b) Contributes to the establishment of

and directs the implementation of

performance standards, evaluation

criteria and methodology to measure

the efficiency and effectiveness of

CCS policies and programs.

c) Monitors the day-to-day regional

activities of operational units,

informs and consults with the

appropriate NHQ authority on matters

of concern.

d) Monitors the progress of approved

implementation plans, directs

corrective actions, and informs the

Commissioner as the need arises.

e) Ensures that follow-up action on

Inspector General's findings and

those of other audits is properly

carried out.

f) Ensures that resources are properly

utilized for their intended purpose

according to approved government

and CCS policies and plans.

g) Makes recommendations to the

Commissioner to improve the efficiency

and effectiveness of both Service and

'regional policies and programs.

B. Regional Organization

1. Recommends changes in the basic structure and

complement subject to national guidelines and

the review of Branch Heads for functional

changes.

2. Arranges for preparation of new and revised

Management Guides and regional position and

job descriptions within national guidelines.

3 Develops and implements the detailed

regional organization plans.

C. Regional Personnel

1. Selects personnel for positions within the

limits of the approved organization

subject to Central Agency authorities and

CCS delegated authorities. Participates

with NHQ functional heads in the selection

of PHQ staff to Regional Administrator

level within their areas of responsibility.

2. Approves the promotion, demotion and

release of personnel subject to Central

Agency and Service regulations.

3. Participates in the selection of NHQ senior

staff when appropriate.

D. Regional Finance

1. Directs the preparation of and recommends

for approval regional budgets.

2. Submits to functional Branch Heads at NHQ

for review and recommendation those items

of the annual budget related to the

functional area.

3. Administers funds allotted under the

approved regional budget and authorizes

transfer of funds among operational

units and programs within national

guidelines.

4. Approves expenditures from budgetted

funds of operating expenses and capital

expenditures subject to central agency

regulations, budget limitations, and

delegated authority.

III. RELATIONSHIPS

A. Commissioner

Reports to the Commissioner.

B. Deputy Commissioners and Other Senior Officials

Advises and assists them in the fulfillment

of their respective functions and in the

co-ordination of activities among regions

and HQ Branches.

C. Operational Units

Directs and controls their operations and

activities; calls upon them for advice and

assistance; and renders them advice and support.

D. Others

1. Represents the Commissioner and the

Service at National and International

conventions and seminars in the field

of corrections.

2. Normally represents the Commissioner in

his region and acts as the principal

regional spokesman and public relations

officer of the Service.

3. Collaborates with the provincial govern-

ment(s) in the region to share programs

and services, as well as co-ordinate the

planning of adult corrections systems in

the province(s) within' the region.

4. Negotiates contracts with governments,

educational facilities, private agencies

and professionals to provide services to

CCS in the region.

PLANNING CO-ORDINATOR

I. FUNCTION

Under the direction and acting on behalf of the

Regional Director General:*

Assists in the formulation of new policy proposals

and modifications to existing ones; develops regional

procedures for and co-ordinates regional policy develop-

ment and planning processes; ensures regional plans

are compatible with and provides for their inclusion

in the CCS Master Plan; monitors and ensures that

evaluation mechanisms are in place and working effec-

tively; assists, co-ordinates, and monitors progress on

implementation of Parliamentary Sub-Committee recom-

mendations.

II. RESPONSIBILITIES AND AUTHORITY

Provides assistance to regional managers in the

formulation of new policy proposals and modifications

to existing ones.

Assists in the development of and co-ordinates

the regional component of the CCS policy development

and planning systems; ensures their compatibility;

and facilitates the participation of regional staff

and line managers in these processes.

* In Quebec and Ontario Regions this position reports to the RegionalExecutive Officer.

Interprets, analyzes the implications of CCS

policies as they affect regional operations, and

makes recommendations thereon.

Co-ordinates and assists in the conduct of

studies on policy issues identified in the Region.

Co-ordinates and ensures effective implementation

of program planning processes in the region.

Co-ordinates special projects and directs the

• management of selected projects requiring formalized

planning, implementation and evaluation to produce

management accepted solutions to problems identified

by or through the RDG.

Provides policy and planning support and advice

to the RDG and the Regional Management Committee.

Monitors and ensures that evaluation mechanisms

are adequately measuring achievement of objectives and

reports on the effectiveness of evaluation activities

within the Region.

Provides regional co-ordination, input, advice

and assistance on activities of the NHQ Policy and

Planning Branch working closely with components of

that Branch.

Initiates and co-ordinates research projects at the request of the RDG.

Provides advice, assistance and support to the RDG for

of the RHQ Organization, subject to national guidelines and

the review of Branch Heads with respect to functional changes.

Arranges for the preparation of and contributes

to the development of new and revised Management

Guides, and regional position and job descriptions.

Participates in the selection of RFIQ personnel;

invites the participation of NHQ functional heads

in the selection of personnel to the level of Regional

Administrator; reviews and recommends the promotion,

demotion, or release of RHQ personnel subject to

Central Agency and Service regulations.

Co-ordinates the preparation of, reviews and

recommends for approval, the annual regional budget

for incorporation in the Program Forecast.

Consult 's with and obtains the concurrence of

Branch heads for those items of the annual budget

related to the functional area.

Administers RHQ funds allotted under the regional

budget and recommends transfers of funds among programs

within national guidelines and subject to the approval

of the RDG.

Co-ordinates and controls regional staff and

operational support activities and keeps the PDG

informed on those activities.

Serves as acting PDG, at the request of, or in the

absence of the PDG.

managers on all regional personnel activities; implements

and promotes effective regional personnel management

processes within national system guidelines; exercises

professional supervision over field activities and

evaluates the effectiveness of such activities.

II. RESPONSIBILITIES AND AUTHORITY

Develops, recommends and implements regional

procedures, guidelines, objectives and standards within

the framework of approved CCS Personnel policies.

Provides advice to the NHQ functional head on

recommended changes to national policies and systems

in light of the region's specialized knowledge.

Responsible for the efficiency and effectiveness

of regional personnel administration; consistent with

that responsibility, exercises functional authority

subject to the approval of the I= and the RDG to

prescribe standards and procedures, ensure their consistent

application throughout the region, and make recommendations

to improve the personnel system or any component thereof.

Provides personnel services for the Region.

Administers, on behalf of the RDG, the provisions

of the Official Languages Act.

processes within national guidelines; exercises profes-

sional supervision over field activities and evaluates

the effectiveness of such activities.

II. RESPONSIBILITIES AND AUTHORITY

Develops, recommends, and implements regional

guidelines, objectives, procedures, and standards within

the framework of national financial administration systems

and procedures.

Provides advice to the NHQ functional head on

recommended changes to national policies and systems in

light of the region's specialized knowledge.

Responsible for the efficiency and effectiveness

of regional financial administration; consistent with

that responsibility exercises functional authority

subject to the approval of the REID - and RDG to prescribe

standards and procedures, ensure their consistent

application throughout the region, and make recommendations

to improve the financial administration systems or any

component thereof.

I. FUNCTION

Co-ordinates and provides both external and internal

communications activities designed to assist the CCS in

attaining its objectives and in assuring the co-operation

and understanding of both public and staff.

SI. RESPONSIBILITIES AND AUTHORITY

Provides assistance in maintaining good relations

with the general public, interest groups, other government

agencies and the media.

Explains information programs and activities with a

view of increasing senior management understanding and

appreciation of information techniques.

Contributes to the development of regional guide-lines and procedures for internal and external communica-

tions activities.

Provides advice to the NHQ functional head on

recommended changes to national communications policies,

objectives and standards in light of the region's

specialized knowledge.

Co-ordinates and provides Public Affairs activities

in the areas of incident related work, applied media

strategy, press releases, information requests and

applied internal communications.

Serves as a member of the Regional Management

Committee.

I. FUNCTION

Provides functional administration; contributes to

the development and implementation; provides professional

orientation, advice and guidance to staff and line

managers; exercises professional supervision, monitors

and evaluates the effectiveness of Offender Programs in

the areas of case management, community and social

programs, the chaplaincy, and inmate affairs.

II. RESPONSIBILITIES AND AUTHORITY

Within the framework of national policies, contributes

to the development, recommends and implements regional

guidelines, programs, priorities, procedures, objectives

and standards in respect of Offender Programs, including

the following:

- individual and group counselling

- psychological services

- inmate behaviour management

- Living Unit development

- Remission

- residential programs

- visits and correspondence (under review)

- parole case preparation and parole supervision

- physical education and recreation

- arts and crafts

- social and cultural activities

- Life-Skills

- citizen participation and the utilization of

community resources in correctional activities

PEGIONAL MANAGER - EDUCATION AND TRAINING

I. FUNCTION

Under the general direction of the REO:

Provides functional administration, professional

orientation, advice and guidance to staff and line

managers on Education and Training activities; implements

and promotes the Education and Training program to maximize

opportunities for offenders; and monitors field activities.

II. RESPONSIBILITIES AND AUTHORITY

Within the framework of approved CCS Inmate

Employment pôlicies, develops, recommends, and implements

regional procedures, guidelines, objectives and standards

for all Education and Training functions.

Participates in the development of and administers a

system to record the knowledge and skills acquired by

offenders.

Provides advice to the NHQ functional head on

recommended changes to national policies and systems in

light of the region's specialized knowledge.

Responsible for the efficiency and effectiveness

of the regional Education and Training program; consistent

with that responsibility, exercises functional supervision

and ensures the consistent application of related policies,

standards and procedures in the region.

Develops proposals and makes recommendations to

improve the Education and Training program or its related

systems and procedures.

III. RELATIONSHIPS

managers on Industries and Agriculture activities;

implements and promotes the Industries and Agriculture

programs to maximize work opportunities for offenders;

and monitors field activities.

II. RESPONSIBILITIES AND AUTHORITY

Within the framework of approved CCS Inmate

Employment policies, develops, recommends, and implements

regional procedures, guidelines, objectives and standards

for all Industries and Agriculture functions.

Provides advice to the NHQ functional head on

recommended changes to national policies and systems in

light of the region's specialized knowledge.

Responsible for the efficiency and effectiveness

of the regional Industries and Agriculture program;

consistent with that responsibility, exercises functional

supervision and ensures the consistent application of

related policies, standards, and procedures in the region.

Develops proposals and makes recommendations to improve the Industries and Agriculture program or its

related systems and procedures.

Responsible for the direction and control of the

tion of the Canadian Human Rights Act - Part IV.

the framework of approved CCS national policies for

on the security and custody of offenders and or. the

preventive measures required to safeqtard the lives of

staff and inmates and the public; to identify and minimize

security hazards; to protect CCS property and material,

and to ensure the orderly administration of CCS facilities.

II. PESPONSIBILITIES AND AUTHORITY

Recommends, contributes to the development of, and

implements regional operational policies, objectives,

procedures and standards in relation to operational and

preventive security including the following:

- inmate discipline

- control and movement of inmates

safeguarding of information

- security equipment and systems

- deployment of custodial staff and staffing level

- training needs of custodial staff

- analysis and communication of intelligence data

- security of personnel and property in other

than institution

- security clearance of CCS personnel

- conduct of security investigation and surveys

Develops and recommends security and weapons training

for correctional and other staff.

Monitors institutional and facilities design and

Develops, recommends and implements regional

procedures, guidelines, objectives and standards within

the framework of approved CCS Medical and Health Care

policies.

Provides advice to the NHQ functional head on

recommended changes to national policies and systems

in light of the region's specialized knowledge.

Responsible for the professional orientation and

the efficiency and effectiveness of regional medical and

health care services; consistent with that responsibility,

exercises functional authority subject to the approval
