Concept of Work

This Career Group provides career tracks for architects and engineers that applyarchitectural or engineering principles and practices to specializedarchitecture/engineering or management disciplines. Employees perform responsibilitiesranging from entry-level engineers to executive level managers. Licensure may berequired as specified in accordance with the Code of Virginia, Title 54.1.

Roles Comprising This Group

These roles describe the collective characteristics of the work performed by employees inthe Architecture and Engineering Services Career Group. The roles define the typicalcareer paths for architects or engineers who pursue careers in specialty areas, such as

Civil, Mechanical, Electrical, Rehabilitation, Structural, Transportation, Traffic, Materials,Environmental and Safety, and others. See list of various specialty areas listed in the Architectural/Engineering Descriptors.

Although all of these occupations are related, each warrants a separate career track.Each of these career paths requires different knowledge, skills, and abilities and may notnaturally lead to the other for career progression. However, a role for each of theseoccupations represents different levels of work, or career progression. Career paths mayexist within a single role, extend to other roles in this Career Group, or to roles in other occupationally related Career Groups.

These roles are distinguished based upon the Compensable Factors of Complexity,Results, and Accountability and are used for position classification. These factors should

These two roles provide a dual career track for architects and engineers.

The Architect/Engineer I role provides career tracks for architects or engineers whoseexpertise levels range from trainee to advanced level. Responsibilities include applyingarchitecture/engineering principles and practices to projects of varying complexity inspecialty areas. Specialty areas include those requiring knowledge of civil, environmental,

structural, mechanical, electrical, transportation, traffic, safety, materials, or rehabilitationengineering and architecture.

Architect/Engineer I

COMPLEXITY Applies a broad and thorough knowledge of engineering or architectural principles, mathematics,physical and applied sciences, properties of materials,and fundamentals of design.Plans, designs and coordinates engineering projects of

varying types and complexity.Drafts, designs, details and modifies engineering plans.Reviews materials prepared by privatearchitects/engineers for compliance with codes andpolicies to maximize the efficiency of each project. Applies knowledge of departmental programs, policiesand applicable state and federal regulations sufficient toimplement such and to represent such to publicofficials, the general public and the private sector. Applies knowledge of principles of project management

to administer projects/activities.Uses concepts and principles of negotiation to achieveprogram/project objectives. Advises internal and external contacts on engineeringor architectural design, development and agencystandards and projects. Applies knowledge of project scoping process andvalue engineering. The Architecture/Engineering Manager I role provides career tracks for managers whomanage various administrative, budgetary, planning, scheduling and technical activitiesrelated to multiple complex architectural/engineering projects or programs and the staff performing related functions. These functions draw upon knowledge of specialty

engineering; capital outlay or other construction projects, transportation, water andwastewater projects or programs and health and safety related operations.

Architecture/Engineering Manager I

COMPLEXITY Manages activities ranging from a unit, program or geographical area of an agency with multiple projects toensure deadlines and budgets are met.Resolves conflicting project issues. Applies knowledge of specialty areas to oversight of

complex projects. Applies knowledge of departmental programs, policiesand applicable state and federal regulations sufficient to





implement such and to represent such to publicofficials, public and the private sector. Applies knowledge of fiscal resource managementsufficient to administer resources and operations. Applies concepts and principles of human resourcemanagement techniques to administer an operationalprogram.Responsible for procurement of professional consultingservices, non-professional services and constructionservices related to project completion.Licensure as specified by the Code of Virginia.

The Architect/Engineer II role provides career tracks for architects or engineers who serveas an expert or first line supervisor. Duties include evaluating the plans and specifications





for capital outlay projects prepared by other architects and engineers; or for applyingrelated engineering principles and practices to complex, extensive and diversifiedengineering projects in specialty areas.

Architect/Engineer II

COMPLEXITY Provides technical advice at an expert level for aspecialty architectural/engineering program or multi-specialty programs.Serves as the statewide or district- wide resource for aspecialty-architectural/engineering program. Applies thorough knowledge of principles, practices andprocedures of architecture/engineering to complex,difficult and/or unique assignments.Provides significant input into the development of policies and procedures related to specialty area. Assesses manpower needs to provide estimates of staffing for projects and programs.Conducts negotiations with a variety of parties onprojects. Applies knowledge of quality control for review of projects. Applies knowledge of research methods.Prepares, evaluates, and effects project planing,engineering, and construction schedules to advanceprojects within timeframes.Develops and/or reviews requests for design

exceptions. Applies knowledge of development of narrative andstatistical technical reports.May require licensure as specified by the Code of Virginia.

The Architecture/Engineering Manager II role provides career tracks for managers whomanage, coordinate, and direct the activities of one or more specialized transportation or environmental engineering or health and safety related program operations in their assigned geographic or divisional area. This role also provides career tracks for managers who manage staff and resources related to the procurement, design,construction or renovation of capital projects or non-capital outlay for an entire agency’sconstruction and maintenance reserve programs. This includes budgetary, planning,scheduling, public relations, human resource functions, and technical activities related to

a broad range of engineering, administrative and other projects or programs.

Architecture/Engineering Manager II

COMPLEXITY Performs work of unusual difficulty in managing,through subordinate supervisors, all programs,operations, and staff in assigned area. Applies knowledge of budget management, humanresource management and strategic planning in leadingdefined program or geographic area.

Interprets highly technical specialized regulations.Monitors and evaluates activities and projects to ensurework is in compliance with state, federal, and agencypolicies and procedures. Applies knowledge of engineering or other specialtyarea and/or business practices to resolve complex or political issues.Establishes policies, guidelines and practices for engineering programs on an agency wide, statewide or geographic area basis.

The Architecture/Engineering Manager III role provides career tracks for managers whodirect the transportation engineering, construction, maintenance, administrative and other operations and programs of a defined geographic transportation district. This roleprovides career tracks for managers who serve as an assistant to the Commissioner for Transportation and direct the operations of divisions and/or districts in areas such asadministration, planning and operations. In addition, this role provides career tracks for

executive level of Engineering and Buildings, and Facilities Management managers for the Commonwealth and for managers of an agency’s design and construction projects

Architecture/Engineering Manager III

COMPLEXITY Performs work of unusual difficulty in the executivelevel management of all major functions in assigned

area.Directs, through subordinate administrators, allprograms, operations, and staff in assigned area.Reviews the assessment of the effectiveness andefficiency of area operations to maximize the use of financial and human resources while completing qualityprojects within established time frames and financialconstraints.Reviews the area’s accomplishments toward agencyobjectives in order to determine operational

effectiveness. Assigns the planning and implementation of new or revised programs and operational policies andprocedures. Applies comprehensive knowledge of functional area tooversight of management.Serves on statewide and/or nationwide state, federaland local government committees and task forcesrepresenting the agency.Responds to high level legislative, local government,citizen, consultant and others concerns to ensure

Directs areas such as location anddesign, structure and bridge, right of way and utilities, materials and transportationconstruction. Employees interface with state and federal officials and executives onagency issues and with the Commonwealth Transportation Board.

Architecture/Engineering Manager IV

ENGINEERING DESCRIPTORS

Chemical: Responsibilities include the design of chemical plant equipment and deviseprocesses for manufacturing chemicals and products, such as gasoline, synthetic rubber,plastics, and cements by applying principles and technology of chemistry, physics, andengineering.

Civil: Responsibilities include performing engineering duties in planning, designing, andoverseeing construction and maintenance of buildings, structures, and facilities, such as roads,

airports, bridges, harbors, power plants, water and sewage systems and waste disposal.

Electrical: Responsibilities include the design and review of electrical plans andspecifications and directing the installation, renovation, and maintenance of moderatelycomplex electrical systems and devices. Work activities include independently reviewingelectrical plans for new buildings and renovation work to ensure conformance withapplicable codes and regulations.

Environmental: Responsibilities include designing, planning, or performing engineering

duties in the avoidance, minimization, and mitigation of environmental hazards utilizingvarious engineering disciplines. Work may include waste treatment, site remediation or pollution control techniques, and the avoidance or minimization of adverse environmentalimpacts.

Materials: Responsibilities include the evaluation of engineering techniques, proceduresand criteria in relation to materials.
