on the CC&Rs, which establish the community standards applying to all 78 lots. BEFORE you begin ANY modification that is visible from the exterior of your home or any change to your landscape,

Dear Lot Owners:
After numerous hours and legal reviews, the Architectural Control Committee has now adopted and
published its 6th version of Rules & Regulations for the Estates at River Ranch Homeowner Association.
This document finds its justification in the CC&Rs and By-Laws of this Association, and its necessity in
2004 when, cognizant of the aging of homes and landscape, the ACC researched existing conditions and
articulated standards being generally observed by this community. To do this, they looked at every detail
on all 78 homes and worked tirelessly to translate their documented findings into rules and regulations that
faithfully articulated those standards.
The Architectural Control Committee asks all Lot Owners to do the following:
1. Please take the time to read this document and refer to it at any time there is an issue pertaining to
either the architecture or landscape of your home, whether that issue is a question originating in
your home or through notification by your ACC.
2. Please understand that this document is intended to promote harmony in our community, to protect
and enhance the value of our properties.
Collectively, by maintaining our lots to meet community standards, we can all enjoy our lovely area and the
property values of our homes within this HOA. The Architectural Control Committee’s goal is to support
and uphold these requirements set forth in the CC&Rs that apply equally to all 78 Lot Owners. Your
cooperation is important and appreciated!

4 ESTATES AT RIVER RANCH
1 Purpose
This Rules & Regulations booklet was drafted to further simplify, define, and provide a better understanding
of the content of the governing documents, which documents run with the land and are binding on all
persons who purchase, own, lease, sublease, occupy or otherwise having an interest in a lot, including those
persons’ heirs, executors, administrators, successors, grantees, and assigns. This booklet is the publication
of the Architectural Control Committee and may be changed from time to time.
2 Effective Date
The effective date of this document is September 30, 2018. It replaces all previous publications concerning
architectural matters within the Estates at River Ranch.
3 Architectural Control Committee
The Architectural Control Committee is established by the CC&Rs and derives its authority and mandates
therefrom. The committee is available to owners for clarification of the CC&Rs and/or their application
through this document. The ACC typically executes its responsibilities in the following ways:
1. Conducts an annual property review to identify homes fully compliant and homes with issues
requiring remedial work.
2. Receives requests for property changes from home owners on ACC provided forms. The ACC
reviews the requests and then approves or disapproves based on the CC&Rs and ACC rules.
3. Monitors property conditions throughout the year and may issue interim compliance notifications
as required.
4. Develops and periodically updates a compendium of Rules and Regulations.
5. Maintains a history of each Lot.
6. Continually monitors local, state, and federal regulations and laws.
7. Evaluates properties in escrow to ensure the property is in full compliance with the CC&Rs and the
ACC Rules & Regulations at time of sale.
4 Authority Granted by CC&Rs
When you purchased your home, you agreed to abide by the Covenants, Conditions, and Restrictions
(CC&Rs) of the Estates at River Ranch. The Architectural Control Rules and Regulations are based on
the following sections of the CC&Rs establishing the community standards that apply to all 78 lots.
The following are only intended to be summaries of the provisions in the CC&Rs for the convenience of
the reader. Owners are advised to review each provision as it appears in the CC&Rs. In the event of any
inconsistency between these summaries or these Rules and the CC&Rs, the CC&Rs control.
5ARCHITECTURAL CONTROL RULES AND REGULATIONS
4.1 Article VI: Maintenance by Association
The Association is responsible for maintaining the streets, curbs, canals, landscaping, and irrigation of the
Common Areas. This section also delegates the maintenance responsibilities for each Lot to the individual
Lot Owners, including sidewalks, as applicable.
4.2 Article VII: Maintenance by Lot Owner
Each owner shall be responsible for the upkeep and maintenance of all areas, features, or parts of the Lot and
improvements thereon.
4.3 Article X: Use Restrictions
4.3.1 Section 1 – Use and Occupancy Restrictions
Restricts the use of each lot to single family residences and prohibits the construction of additional
structures on the lot.
4.3.2 Section 5 – Structural Changes
Nothing shall be done on or in any lot or in, on or to any building which would structurally change any
such building except as otherwise provided in the Governing Documents.
4.3.3 Section 6 – Individual Gardening
Requires Lot Owners to keep their landscapes neat, clean, and free from weeds and unsightly growth.
Requires ACC approval for all changes to the landscape.
4.3.4 Section 7 – Exterior Modifications
Except with the approval of the Architectural Control Committee, no change, modification or addition
of any kind whatsoever (including but not limited to painting, decorating, planting, awnings, and
sunshades) shall be made or carried out on the exterior of any residence.
4.3.5 Section 9 – Nuisances
Prohibits Lot Owners from engaging in noxious and offensive activity, creating health hazards, and
using their lots for commercial purposes.
4.3.6 Section 11 – Clothes Drying Facilities
No outside clotheslines will be permitted on any lot.
4.3.7 Section 15 – Walls and Containers
Requires ACC approval for the construction of any wall or fence. Requires perimeter walls on the
individual lots to be painted the same color as the house exteriors. Establishes the ACC’s authority to
determine the color of the perimeter wall along the Tanque Verde Wash.
4.3.8 Section 14 – Utility Lines
Utility lines must be buried up to the walls of the house.

4.3.9 Section 17 – Signs
Restricts the size of real estate signs and prohibits the signs that this Section 17 states are unauthorized,
except to the extent permitted by A.R.S. § 33-1808.
4.4 Article XIII: Architectural Control Committee
4.4.1 Section 4 – Architectural Control Committee Rules
The Architectural Control Committee may, from time to time, adopt, amend and repeal, by unanimous
vote or written consent, rules and regulations. The rules shall interpret and implement the CC&Rs
by setting forth the standards and procedures for Architectural Control Committee review and the
guidelines for architectural design, placement of buildings, landscaping, color schemes, exterior
finishes and materials and similar features which are recommended for use within the Property.
Pursuant to Article XIII, Section 4 of the CC&Rs, the Architectural Control Committee reserves the
right to adopt rules requiring the payment of a processing fee by Owners requesting approval.
5 Welcome Meeting
A Welcome Meeting between the new homeowner(s) and the ACC is required by the Board of Directors to
take place within 30 days following the closing of a house sale. The purpose of this meeting is to provide
the new homeowner(s) with the necessary information to abide by the standards of this community. A
Welcome Packet will be given to the new owner(s) prior to the scheduled meeting to provide an opportunity
to review the contents of the packet and think of questions for the ACC to answer. The packet will contain
copies of the Community Directory, Rules and Regulations manual, issues of the community newsletter,
a House Review form, Exterior Modification Request forms, and other items pertinent to this community.
The new owners will also be given keys to the HOA’s gates that lead to walking paths along the Tanque
Verde Wash and the adjoining neighborhoods. All attendees will sign a document at the end of the meeting
to acknowledge that the meeting took place and the topics of discussion. A copy will be given to the new
owner and another copy will be placed in the official house file of the new owner.
6 House Reviews
The ACC conducts comprehensive house reviews as necessary to examine and document the condition of
lots based upon these Rules and Regulations and the CC&Rs. The document used for this evaluation is
the House Review Worksheet (Appendix A: House Review Worksheet) which provides a checklist for
compliance with community standards. Following a House Review, a Lot Owner is sent a notification
regarding the status of his or her lot. As described in Section 7: Types of Compliance, a status of Full
Compliance or Provisional Compliance require no action from the Lot Owner. In cases of Non-Compliance
with the standards, a notification with items listed and a completion date will require the Lot Owner to

correct the cited items within the time allotted. Once the issues are resolved, a letter of Compliance or
Provisional Compliance will be sent to the Lot Owner. A copy will also be filed in the official house file
for that lot. If issues are not resolved within the specified time, then the ACC will proceed with the non-
compliance process specified in Section 8: Notification of Non-Compliance.
7 Types of Compliance
7.1 Full Compliance
Full compliance indicates that the condition of a Lot complies with all applicable sections of the CC&Rs
and the standards specified in these Rules and Regulations on the date the compliance notice was written.
7.2 Provisional Compliance
Several homes within the complex have single items that do not comply with this document, typically
through no fault of the current owners. In 2011, following legal counsel, these owners were notified that
these items will require correction in one of three formats, i.e. when the item deteriorates sufficiently to
need replacement, prior to closing if the house is sold; or owners can correct the item upon notification.
Provisional compliance indicates that the lot is in full compliance except for the noncompliant item(s).
7.3 Non-compliance
Non-compliance indicates that one or more conditions exist on the Lot that do not comply with the CC&Rs
and/or the standards specified in these Rules and Regulations. The ACC addresses Non-compliance by
following the procedure described in Section 8: Notification of Non-Compliance.
8 Notification of Non-Compliance
1. Lot Owners will be notified by the ACC that their lot is not in compliance. The notice will be in
writing with a specific description of the violation(s) to be resolved and a required completion date.
The notice will be mailed to the Lot Owner via mail service that provides delivery tracking. All
action to obtain compliance will be in accordance with the Planned Communities Act, ARS 33-
1803, et. seq., other applicable Arizona and federal laws, provisions of the CCRs, By-Laws, Articles
of Incorporation and resolutions by the Board of Directors.
2. If the Lot Owner believes the violation is incorrect, the Lot Owner must contact the ACC in writing
within ten (10) days of receipt of the notice. Acceptable methods of contact include mail and e-mail
3. Once the ACC receives notice from the Lot Owner that the violation is in question, the ACC will
schedule a meeting with the Lot Owner in writing via e-mail or mail service that provides delivery
tracking. The meeting will provide the ACC the opportunity to clarify the cited violation for the
Lot Owner. The Lot Owner will have an equal opportunity to state the reasons why the violation is
incorrect and request that the ACC change its decision.

4. If the ACC decides that the violation is correct and must be resolved to uphold the community
standards, the Lot Owner will be notified that the issue must be corrected within ten (10) days
upon receipt of a letter sent by mail service that provides delivery tracking. If the Lot Owner does
not comply with the ACC’s decision and stated completion date, then the ACC will refer the matter
to the Board of Directors.
5. The ACC will provide a written history of the violation to the Board of Directors and ask the Board
to hold an executive session pursuant to ARS Section 33-1804(A)(3). In the executive session,
the Board will vote to impose a fine. Unless a Supplemental Fine Schedule has been adopted for a
specific violation, the Board will follow the General Fine Schedule (please see Appendix B: General
Fine Schedule) when assessing the fine.
6. The Lot Owner will notify the Board in writing when the violation is corrected. The ACC will
review the conditions of the lot for compliance with community standards. The ACC will issue a
letter of compliance to the Lot Owner and notify the Board if the violation has been corrected to the
satisfaction of the ACC.
9 House Sale Process
When a lot goes on sale, the Architectural Control Committee’s role is to ensure that the property is in full
compliance with the CC&Rs and the Rules and Regulations at the time of the sale. To accomplish this,
the ACC reviews the property for a final house review, using the House Review Worksheet (Appendix A:
House Review Worksheet), which addresses the community standards. Once this review is completed, a
copy is sent to the title company, the current lot owner, and to the new owner before closing. If the lot is
found to be in compliance, no action is necessary by either the seller or the buyer. If, however, issues exist
that need to be addressed, then the buyer and the seller must decide who will be responsible for the cited
non-compliant items. The Architectural Control Committee takes no part in this decision. The purpose
of this process is to ensure that the property meets the community’s standards at the time of the sale. This
allows the new lot owner to begin with compliance.
10 What Requires Approval
Before you begin any modification that is visible from the exterior of your home or any change to your
landscape, you MUST obtain approval from your Architectural Control Committee. Prior approval is
required for any and all modifications visible from the exterior of the home, the Lot or any improvements
on the Lot, of any kind whatsoever. Any change in the vegetation installed in the front or visible side yard
other than vegetation which was originally installed by the developer also requires prior approval.

11 Application Approval
All action by the ACC will be by a majority vote. No individual member of the ACC has the authority to
approve or disapprove any plans and no owner has the right to rely on any statements that are made by any
one member of the ACC. All approvals must be in writing and must indicate that the approval was by a
majority of the members of the ACC.
1. The owner must complete an “Architectural Control Committee - Modification Request Form”
(sample enclosed in this booklet and available on the web site or from ACC voting members) and
mail it to Estates at River Ranch HOA, PO Box 32487, Tucson, AZ 85751-2487. Email submissions
of Modification Request Forms are not accepted.
2. If the Architectural Control Committee does not approve or disapprove any application within
30 days after the application has been received, then the Lot Owner may then proceed with the
proposed changes. Any such changes are deemed approved pursuant to Article XIII, Section 7
of the CC&Rs. However, the Lot Owner must substantiate with written documentation that a
Modification Request Form was mailed and delivered via courier tracking (such as a Certified US
Mail receipt) before proceeding with the proposed change(s) to the Lot.
3. Owners are responsible for complying with all local, state and federal rules and regulations. Any
required permits are the responsibility of the Owner. The Architectural Control Committee is not
responsible for any defects in the plans or the construction.
4. Neither the Architectural Control Committee nor any member of the ACC is liable to any Owner,
or to any other party, for any damage that the Owner claims arose as a result of the approval or
disapproval of the plans, drawings, or specifications.

13 Artificial/Synthetic Turf Requirements
1. The description of the Artificial Turf System (material) to be used will include specific information
on the following elements:
a. Validation of lead (Pb) content in yarn fibers not to exceed 300ppm.
b. Type and depth of aggregate base material & site material plans.
c. Definition of soil stabilizing fabric including permeability specifications sheet.
d. Definition of infill materials including specification sheet.
e. Definition of seaming materials and adhesives including specification sheet.
f. Material Safety Data Sheets (MSDS) for “C”, “D”, “E” above.
g. Copy of manufacturer’s warranty for all materials.
h. Workmanship and builder’s warranty statement for workmanship for construction.
2. A description and proposed plan for drainage of the affected area, including materials list and site
plan.
3. A minimum 12” x 12” sample of the exact artificial turf or synthetic grass surface materials to be
used. Substitutions are not permitted without prior approval.
4. Detail for all edge finishes; these must be concrete, steel, or another similar material that will enable
edges to be cut against without any unprotected or exposed synthetic turf material.
5. The minimum requirements for front landscape installation are as follows:
a. Underlayment fabric must be non-woven, highly-permeable soil stabilizing for the soil type
and conditions of the installation. Fabrics must be porous and not impede infiltration of
normal watershed to appropriate drainage solutions required by any other related CC&R of
the property.
b. Minimum 3” – 5” of appropriate compactable aggregate base with subsequent or additional
imported base materials and fabric layers.
c. Acceptable artificial turf surface fibers include: Polyethylene (PE) Poly-propylene (PP), Nylon
(PA) with a minimum six-year (Nylon & PA) and eight year (PE & PP) manufacturer warranty
against UV degradation (fading and discoloration) and the style and color selection must
compliment other adjacent natural lawn and landscaped grass within the community; must
meet or exceed ASTM standards as previously noted.

d. Acceptable backing materials include perforated, vertically draining, latex or polyurethane
coated materials to provide optimum turf bind and maximum permeability. Horizontally
draining backings may not be infilled.
e. Acceptable infill materials will include but are not limited to: recycled rubber crumb, acrylic
coated silica sand, recycled PET beadlets, thermoplastic elastomer coated silica sand, semi-
round silica sand. Sub-angular silica sand may not be used as infill material.
f. Infill materials, type and amount, per square foot, installed, as suggested by the turf
manufacturer or based upon standard industry guidelines.
g. Surfaces must appear seamless and edges (see #4 above) must appear natural and well-groomed.
h. Total surface installation must be water permeable with minimum 25”/Hour Permeability
Rating.
i. All job materials used for surfaces must pass applicable fire retardancy ratings including pill
burn test.
6. All installations must appear natural at all times. Any deviation from a natural look due to improper
installation or lack of maintenance will be a violation.
7. Product improvements are anticipated at any time; the Architectural Control Committee remains
open to review new products and solutions as they become available and may modify these minimum
specifications and guidelines as required or deemed appropriate.
14 CC&Rs Article XIII
Section 1. An Architectural Control Committee (“ACC”) will consist of three members who are
appointed by the Board. Due to changes in State law, the ACC chair must also be an elected Board member.
Section 2. It is the duty of the ACC to consider and act upon all proposals or plans submitted to it, to adopt
Architectural Control Committee Rules, to perform other duties delegated to it by the Board, and to carry
out all other duties imposed upon it under the CC&Rs. The decisions of the ACC in granting or denying
approval of any plans submitted to it is final and binding on all parties.
Section 4. The ACC has the right to adopt, amend and repeal, by a unanimous vote or written consent,
rules and regulations.
The rules contained herein interpret and implement the CC&Rs and set forth the standards and procedures
for the review by the ACC of all plans and specifications and the guidelines for architectural design,
placement and similar landscaping, color schemes, exterior finishes and materials and similar features that
are recommended for use within the Estates at River Ranch.
These rules consider any changes in Arizona or federal laws that supersede the recorded CC&Rs, Bylaws,
and/or Articles of Incorporation.

16 Definitions
The following words are defined to clarify meaning in this document.
1. Change or Modification Visually altering in any way whatsoever.
2. Continuous Unbroken and without interruption. Painting, repairs, and restorations
on your home and lot are required to be “continuous,” meaning that
the painting, repair, and/or restoration blend with existing materials,
colors, and textures and are not visible after completion.
3. Decoration An object/group of objects used to adorn the lot or improvements on
the lot with fashionable/beautiful things, to embellish/enhance.
4. Ground Cover Grass, approved artificial turf, brick, paving stones, crushed granite
or other small landscaping stone (no larger than two (2) inches in
diameter). These ground covers may be augmented by the installation
of river rock. Boulders are only acceptable with prior approval of
the ACC. Installation of artificial turf has additional requirements
provided in Section 13: Artificial/Synthetic Turf Requirements.
5. Repair To restore to original condition.
6. Sign A board, poster, or placard displayed to convey information.
7. Volunteer Plant A plant that naturally appears in an unapproved location in the
landscape from a seedling or from the roots of an existing plant.
8. Lot Owner A Lot Owner is/are the person, people, or legal entity that is/are
named on the title of the property. Representatives of the titled Lot
Owner must provide written documentation that they are authorized
to correspond with the HOA on the Lot Owner’s behalf. This
requirement applies to management companies, trusts, relatives, and
spouses that are not named on the title of the property.

18 Construction, Remodeling, and Landscaping
• Vendors do not know the community’s standards. You, the Lot Owner, are responsible for knowing
the standards. It is the Lot Owner’s responsibility to inform the Vendor about the standards for
parking, clean-up, and noise prior to work being started.
• It is the lot owner’s responsibility and a courtesy to let your neighbors know if you are having work
done that might have a negative impact, such as dust or noise, which your neighbors may experience.
Maintaining positive neighborly relationships is valued in our community.
• Regarding parking, please let your vendors know parking on the sidewalk is prohibited, blocking the
sidewalks is not allowed, and blocking the streets with trucks or equipment is not permitted in this
community.
• Discuss the following issues with your contractor in advance:
– If dumpsters are needed, ask your contractor how long they will be needed and determine exact
placement for them. ACC approval is required in advance for dumpster use and placement.
– Staging: Discuss with your contractor where and how materials will be delivered and stored
until installed. If possible, use your garage for storing materials to ensure security. Any other
choice requires ACC approval.
– Debris: Discuss with your contractor how materials will be cleaned and removed during and
after work is completed. No debris may remain in front of home or curbside overnight.
• Vendors who provide landscaping, pool, paint, and other services may not use streets, washes, or
driveways for clean-up or debris, i.e. backwash of pool, cleaning paint brushes, blowing leaves/debris
to remain in the street, other yards, washes, or canals.
• Vendors’ advertising signs are prohibited on the lot prior to, during, or after work is completed.
19 Amendment Process
From time to time, the ACC may amend these Rules and Regulations by unanimous vote of the Committee.
The amendment(s) will then be mailed to each Lot Owner and will take effect upon mailing.
20 Standards
All front doors, garage doors, and roof tiles must be purchased from the original or alternate sources and
must be maintained and/or restored to the original condition. Please see Section 21: Community Essentials
for more information.
18 ESTATES AT RIVER RANCH
20.1 Antennas and Satellite Dishes
The installation of television antennas and satellite dishes less than one (1) meter in diameter are subject
to the rules and regulations adopted by the Federal Communications Commission (FCC) in 1996 and
thereafter, (referred as the OTARD Rules). All other antennas are restricted by Article X, Section 16 of
the CC&Rs. Satellite dishes more than one (1) meter in diameter are prohibited.
The ACC recommends installation of television antennas and satellite dishes on the side or back of the
home in order to minimize their visual impact. The ACC also requests that owners submit a Modification
Request Form describing the size, type, and location of the antenna or satellite dish so that the Lot’s house
file is updated with current information.
20.2 Awnings/Sunshades
Awnings and sunshades are allowed with Architectural Control Committee approval prior to selection and
installation. Any request to add such a device to the property must contain the size, material, color and
shape of the new addition. A photograph or brochure showing what is requested to be installed is required.
Awnings or sunshades must be properly maintained, i.e. tears or fading will require complete restoration
(replacement) of the item. All items must match in color and appearance at all times.
20.3 Back Yard Improvements
ACC approval is required for changes to any part of the lot, including the back yard. Back yard improvements
that are visible over the perimeter wall(s) require written approval from the affected neighbor(s) in addition
to ACC approval.
20.4 Clothes Lines
Clothes lines are prohibited by Article X, Section 11 of the CC&Rs.
20.5 Decorations
Decorations include chimes, pots, statues, wreaths, plaques, bird houses, bird feeders, etc. Metal sculptures
of plants and animals are permitted with prior approval of the ACC. Decorations by the front door or in
the front landscape are permitted with the prior approval of the ACC. Plastic pots and artificial flowers
and plants are not permitted. Decorations cannot be placed on the house walls facing the street. Holiday
decorations do not require ACC approval and can be placed no earlier than 30 days prior and no later than
30 days after the holiday being observed.
20.6 Driveways
Driveways must be kept clean of stains from vehicle fluids (oil, antifreeze, battery acid, etc).

20.7 Electrical and Utility Lines
Pursuant to Article X, Section 14 of the CC&Rs, all utility and service lines shall be placed and kept
underground up to the walls of the house. Electrical and utility lines on the house must be securely
attached to the walls and/or under the eaves and painted to match the surface to which they are attached.
Rigid metal conduit is not required to be painted.
20.8 Exterior Doors
Front doors must be replaced with the original style and material. The replacement is Chateau Model 4180,
but it does not feature the scrollwork between the panels. This model without scrollwork is approved for
replacement use, and the only local Tucson replacement source is Architectural Traditions. Front doors
must be maintained with a finish that is the same or similar to the original to prevent deterioration and
weathering.
Approved materials for all exterior doors other than front doors are recessed black metal (the original
material for sliding patio doors), fiberglass, wood, and steel. Vinyl is not an approved material for doors.
Replacement of all doors must receive prior written approval of the ACC.
20.9 Fascia
Fascia must be maintained and free from deterioration such as splitting, separating, cracking, rotting, and
mold/mildew. Repair or replacement is required if any of these conditions occur. The fascia color is Navajo
White, DEC 772, obtained from Dunn-Edwards.
20.10 Fireplace Chimneys
Fireplace chimney exteriors, including flashing, must be maintained and match house stucco color.
Chimneys cannot appear discolored (including discoloration from smoke discharge over the winter months),
chipped or cracked.
20.11 Flags
Pursuant to ARS 33-1808, the American flag or an official or replica of a flag of the United States Army,
Navy, Air Force, Marine Corps or Coast Guard is permitted if the flag is displayed in a manner consistent
with the Federal Flag Code. The following additional flags are permitted: the POW/MIA flag; the Arizona
state flag; the “Gadsden Flag” (Don’t Tread on Me) and an Arizona Indian Nation flag. No other flags are
permitted to be visible from the exterior of the home. A homeowner may display a maximum of two (2)
flags at a time.
The ACC has the right to adopt reasonable rules and regulations regarding the placement and manner of
display of the American flag, a military flag, the POW/MIA flag, the Arizona state flag or an Arizona Indian
Nation flag. These rules regulate the location and size of flagpoles but will not prohibit the installation of a
flagpole. Prior ACC approval is required for the installation of any flag poles.

20.12 Garage Doors
Garage doors must be kept closed when not in use. The color of the garage door, trim, and weather stripping
must have a flat finish and match the house stucco. Garage doors that are replaced must be of the original
style, i.e. Wayne Dalton/Colonial Raised Panel Foamcore 9100 or the upgraded 9605.
The garage door may be enhanced with windows selected from the options as follows: For the 9100: Cascade
I, Cathedral I, Sherwood I, Stockton I, Waterton I, Williamsburg I. For the 9605: Sherwood II, Stockton
II, Williamsburg II.
Any replacement garage door must receive prior approval by the ACC to ensure that the replacement door
meets these criteria.
20.13 Garage Door Weather Stripping
The weather stripping around the garage door cannot be dirty, cracked, split, separated, or chipped.
Cleaning, repair, or replacement is required to remedy these conditions. Paint on weather stripping must
have a flat finish and match the house color.
20.14 Garden Hoses
Hoses in the front landscape must be kept coiled when not in use or placed in a hose holder/hose keeper.
Broken hose holder/hose keepers must be replaced or removed. ACC approval is required for the addition of
a hose holder/hose keeper.
20.15 Gates
Wood used for gates must be redwood tongue and groove. The finish must either be the same color as the
house, the color of the house trim, Navajo White DEC 772, an earth tone, or clear wood stain. Gate frames
must be painted flat black. The top of the gate must be equal to and no higher than the height of the gate’s
metal frame. Damaged gates that have split, cracked, broken, and/or separated panels must be restored to
their original condition. Mismatched repairs are not permitted. The gate must be continuous in color after
any repair or replacement. When homes have two gates, the gates must have the same finish and color;
they must match. ACC approval is required when restoring gate(s). Please refer to Section 21: Community
Essentials for more information.
20.16 Grass/Turf (Artificial)
Artificial grass or turf may be installed with prior approval of the Architectural Control Committee.
See Section 13: Artificial/Synthetic Turf Requirements. Approval will be based upon meeting the
requirements outlined in this document. These requirements apply only to artificial grass/turf and not to
any other artificial landscape option.
21ARCHITECTURAL CONTROL RULES AND REGULATIONS
20.17 Gutters and Down Spouts
Continuous gutters are preferred. All must be properly maintained (no dents, cracks, disconnects) and
match as closely as possible the house trim, Navajo White DEC 772. Runoff from gutters must be directed
so as not to negatively impact neighbors’ lots.
20.18 House Numbers
House numbers must not be altered from original construction and must be visible at all times.
20.19 House Steps
House steps must be maintained. They cannot be dirty, cracked, broken, heaving, or discolored. Steps
can be composed of brick, concrete, paving stones, or flagstone. Addition or modification of steps requires
approval from the ACC.
20.20 House Walls
All house walls must be free of discoloration, chipped stucco, cracks, separations, and holes. Perimeter
walls must be continuous in color with the house walls. Any repairs made on the house walls that require
painting must match the current color of the house.
20.21 Irrigation and Electrical Lines
All irrigation and electrical lines located in the landscape must be buried and not visible.
20.22 Landscape Compliance
Pursuant to Article X, Section 6 of the CC&Rs, the yard must be free of weeds and unsightly growth.
All lots must have an approved ground cover. Bare ground is not permitted. Parking on the landscape is
prohibited.
Approved groundcover choices are grass, artificial turf, paving stones, bricks, and decorative rock less than
2” in size. The landscape may be augmented with river rock and boulders. Any change to your existing
ground cover requires prior approval of the ACC and the submission of samples or pictures of the proposed
materials to be used. Installation of artificial turf has additional requirements provided in Section 13.
All trees and shrubbery must be properly pruned so they do not interfere with use of the street or sidewalk.
The landscape must be free from all dead foliage, including annual and perennial plants, tree branches,
and shrubs. Stumps must not be visible after the removal of a tree or plant. Stumps must be removed, if
possible, or cut to below ground level and covered with the existing ground cover.
Dirt from burrowing animals must be removed and covered with the existing ground cover. The ground
cover must be free of leaf litter and other plant debris.
Replacement of a dead plant or tree with a same or similar one does not require approval. However, the
replacement of plants or trees with substantially different types require approval from the ACC. Volunteer
plants must be approved by the ACC or removed from the landscape.

Pursuant to Article X, Section 12 of the CC&Rs, equipment and materials will not be stored in the front
landscape except for temporary staging during remodeling, construction, and/or landscaping and with the
prior approval of the ACC.
Any change to any aspect of the original landscape must have prior written approval of the ACC before work
is done. A diagram of any proposed landscape changes must accompany landscape modification requests.
ACC approval is required for the placement of any outdoor furniture such as benches or chairs.
20.23 Landscape Pots
Pots cannot be broken, split, or deteriorated in any way from their original state. Repair, replacement, or
removal is required for damaged pots. If potted plants die during the summer, replacement may be delayed
until October. Pots must sit level on the surface where they are placed. Artificial plants and plastic, resin,
and/or acrylic pots are not permitted. The addition of pots to the exterior of your lot requires ACC approval.
20.24 Lights, Exterior
Any request to change the exterior lights requires prior written approval of the ACC and must include
the size, material, color and specifics of lighting style. All house lights must match, and there can be no
mixed materials and/or styles. Wrought iron, glass, pottery, or ceramic are the recommended materials for
exterior lights. Plastic or acrylic are not recommended. Exterior lights must be maintained to be clean and
functional. Exterior lights must contain white, off-white, or yellow anti-insect light bulbs, and all bulbs
must match in color. Light bulbs with colors other than white, off-white, or yellow are permitted when
displayed as part of holiday decorations.
20.25 Lights, Landscape
Landscape lights may be installed with the prior written approval of the ACC. Lights must be consistent
in style and materials. Landscape lights must contain white or off-white light bulbs, and all bulbs must
match in color. Landscape lights must be maintained to be upright and securely positioned in the ground.
Deterioration of landscape lights requires repair or replacement.
20.26 Lights, Security
Security lights may be installed with the prior written approval of the ACC. The lights must be directed
in a manner so that they are not obtrusive to the owners of adjacent lots. Security lights must contain white
or off-white light bulbs, and all bulbs must match in color. The ACC recommends that security lights be
placed at the corners of the house roof. Security lights must be maintained and functional.
20.27 Nails/Decoration Holders
Nails/decoration holders are allowed for holiday decorations but must be painted to match the color of the
house/fascia where they are located if being left in place year-round. They cannot protrude to the extent
that they distract from the design and appearance of the house.
23ARCHITECTURAL CONTROL RULES AND REGULATIONS
20.28 Paint
Exterior house paint colors cannot be changed without approval from the Architectural Control Committee.
All trim/fascia is Navajo White DEC 772.
Approved house wall colors are: Adobe South DEC 709, White Sand DEW 336, Cameo DEC 742,
Travertine DEC 738, Demure Beige II DC 26, Sombrero Q 417 T, Navajo White DEC 772, and Sunset
Cove DEC 708.
All paint has a flat finish.
These paint colors are supplied only by Dunn-Edwards Paints, 4320 East Speedway or 7525 East Broadway.
The list/chart in Section 12 is provided as a reference. The Lot Owner has the responsibility to verify the
approved color before painting.
If an owner is not painting the entire house or perimeter walls after repairs are completed, the best way
to match the existing weathered wall color is to use the metal electric box cover. Remove it and take it to
Dunn-Edwards so that their technician can mix a color that will match your existing stucco.
All touch-ups and repairs must be continuous in color with the rest of the house and/or perimeter walls.
This paint can then be used for touch-up and repair until the house is once again painted. In most cases the
electric box cover will match the stucco, but, to be sure, check that it does match before taking it to Dunn-
Edwards for paint to be prepared.
20.29 Perimeter Walls
This standard refers to all perimeter walls visible from the street, canals, and along the Tanque Verde
Wash, if applicable. Perimeter walls cannot be dirty, cracked, split, heaving, chipped, or broken. Repairs
to the walls that require painting must match the current color of the wall. All perimeter walls must be
the same color as the house except for the outside surface of the back walls along the Tanque Verde Wash.
The CC&Rs stipulate that the ACC determines the color of those back walls. The chosen color is Dunn
Edwards Travertine DEC 738.
The walls adjoining a house and/or its exterior walls must be painted the same color as used on the house.
Exterior perimeter walls surrounding the subdivision have a color determined by the ACC.
20.30 Recessed House Foundation
The house foundation cannot be dirty or have missing or cracked stucco. Repairs must match the current
texture and color of the stucco foundation.
20.31 Roof Vent Pipes
Metal furnace and water heater chimneys, sewer vents, fan vents, and dryer vents must not be bent or
crooked. The metal chimneys, vents, and the surrounding flashing must be painted TILE RED (available
at ABC supply Co). This standard does not apply to fireplace chimneys which are addressed in a separate
standard.
24 ESTATES AT RIVER RANCH
20.32 Security Screen Doors
These doors are allowed with the prior written approval of the ACC. Security doors must be kept closed at
all times. When approval for installation is requested, the application must contain the style, pattern, color
and type for the review of the ACC. Recommended colors for security doors are earth tones (brown, beige,
cream, or terra cotta), the house color, or Dunn-Edwards Navajo White.
20.33 Security Window Bars
This type of installation is discouraged as it erroneously conveys to the public that there is a problem with
crime in the community. However, requests for this type of installation will be considered on a case-by-case
basis. Any request for approval must contain installation specifications, including the color, style, size of
bars, material, and a photograph or brochure showing what is requested to be installed.
20.34 Sidewalks
These are the responsibility of the Owner who must attend to repairs and restoration as specified in Articles
VI and VII of the CC&Rs. Sidewalks must be maintained free from holes, deterioration, heaving of 1” or
greater (trip hazard), damage, weeds, grass, or ground cover. Nothing may block the use of the sidewalks,
including vegetation and parked cars.
20.35 Signs
The display of signs that are visible from the exterior of the home are restricted by Article X, Section 17 of
the CC&Rs and any amendments thereto. In the event of any inconsistency between this standard and the
CC&Rs, the CC&Rs control.
One marketing sign for the sale, rent or lease of a home is allowed on each lot, except for signs required by
legal proceedings, security signs and political signs (see below). Additional temporary signs are allowed
as follows: [1] Open house; [2] Unit owner’s for sale; [3] Owner or owner’s agent for lease or rent. (Cf.:
Arizona Statutes 33-1808)
The size of a sign offering a property for sale/rent/lease must conform with an industry standard size sign,
which cannot exceed 18” x 24” and industry standard size sign riders, which cannot exceed 6” x 24”.
Signs identifying contractors, as required by law, may be displayed only during actual remodel construction.
Signs indicating that the lot is protected by a security company are permitted. Political signs, which are
displayed no earlier than 71 days before the day of an election and no later than 3 days after the election, are
also permitted.
The maximum dimension of security company signs are 24” x 24”. The maximum dimension of political
signs is the dimension provided in the Tucson City Code. Only the number of signs allowed by the City of
Tucson is permitted.
If installed in the ground, signs must be upright and properly maintained.
25ARCHITECTURAL CONTROL RULES AND REGULATIONS
20.36 Skylights
Skylight frames and flashing can have their original metal finish or be painted TILE RED (available at
ABC Supply Co). If painted, the paint must be maintained to be free from fading or chipping. If there
are multiple skylights on the house, then they must match in both style and frame color. ACC approval is
required to add or change skylights.
20.37 Solar Energy Devices
Solar Energy Devices are permitted by A.R.S. § 33-1816. However, the ACC may provide recommendations
for the type and placement of such devices. Plans and specifications must be submitted to the ACC showing
the type, location and materials of the devices prior to installation. Non-visible locations are preferred.
20.38 Storage Cabinets
Storage cabinets must not be visible from the street. Placement of storage cabinets in the back yard requires
prior written approval of the ACC. If the storage cabinet is visible from neighbors’ property, written
approval of the affected neighbor(s) is also required prior to installation. Please see Section 20.3: Backyard
Improvements.
20.39 Trees
Trees must be trimmed away from the walls, roof, and fascia of the Lot Owner’s home and neighbors’
homes. Regardless of location on the Owner’s lot, palm trees must be trimmed annually of dead fronds and
flower pods.
The Lot Owner’s landscape and street must be kept free of debris from trees (needles, leaves, acorns, flower
petals, etc.), particularly during seasonal shedding.
20.40 Walls
Nothing can be attached to the exterior of the perimeter walls. Any foliage extending over perimeter walls
must be maintained at all times. Any deviation from this standard is not permitted unless the written
approval of the ACC has been obtained.
20.41 Windows
Where window openings contain panes with plinths (crossbars), these must be maintained as originally
placed. When replacing windows, owner may choose from the following three styles that are already
present throughout the community:
• Window panes that are clear without plinths
• Window panes with plinths
• French window boxes
Frames must be recessed, flat black metal as originally installed by the builder. Vinyl and fiberglass are not
approved materials for windows. ACC approval for replacement of windows is required prior to ordering/
installation.

20.42 Window Coverings
Interior window coverings (blinds, drapes, shutters, etc) that are visible from outside must be maintained
so that they are not discolored, dirty, torn, broken, or misaligned. Only horizontal blinds, vertical
blinds, drapes, curtains, or shutters may be used as window coverings. Damaged or dirty window
coverings must be repaired or replaced.
20.43 Window Screens
Window screens are not mandated, but existing screens must be properly maintained. Screens cannot
be torn and frames cannot be bent. Damaged screens must be repaired, replaced, or removed. Screen
installation (or removal) must match along each elevation (side) of the house. Awnings or rolling
shutters are subject to the prior approval of the ACC.
21 Community Essentials
21.1 Front Entry Doors
The original manufacturer is Simpson. Our doors are Douglas Fir Chateau 4180, raised molding on one
side with optional exterior scrollwork. Architectural Traditions is the single dealer in Tucson that sells
this model of door. The Chateau 4180 is still available and can be ordered. The scrollwork between the
two sets of panels is available with an additional charge. This is the door approved by the ACC when
you need to replace your front entry door.
The Homeowner may choose the door with OR without the decorative scrollwork. Ordering time for
the door is 4-6 weeks. In order to keep your official house file up to date, prior ACC approval is required.

21.2 Garage Doors
Wayne Dalton is the only approved garage door for our community. Yeager, the original manufacturer
of our doors, was purchased by Wayne Dalton. No other manufacturer or installer can match the doors.
The original style is Wayne Dalton Colonial Raised Panel Foamcore model 9100 or the upgraded model
9605. The color of the garage door and its trim and weather stripping must have a matte finish and
match the house color.
The garage door may be enhanced with windows selected from the options as follows:

21.3 Gates
Gates must be REDWOOD, TONGUE AND GROOVE STYLE with a FLAT BLACK METAL
FRAME. TONGUE and GROOVE style means the wood panels or slats fit into each other to create a
solid wood appearance. No space exists between the redwood panels.
The Homeowner has a choice regarding the finish of the gate(s):
1. same color as your house
2. the color of the house trim (Dunn- Edwards Navajo White DEC 772)
3. a wood stain in neutral earth tones.
If your home has two gates, they must match.
The top of the gate must be equal to and no higher than the height of the side metal columns of the
gate’s attaching frame. The metal gate frame is painted a flat black.
The ACC recommends that gates be treated once a year to prevent deterioration. If not treated, the
wood will split, crack, or separate and require repairing or replacing.
ACC approval is required when restoring gate(s).
21.4 Paint and Approved Paint Colors
All paint used must be Dunn-Edwards. The original color names have changed over the years. However,
the ACC maintains a current list. The approved colors for our homes and perimeter walls are:

The approved house trim color is Dunn-Edwards Navajo White DEC 772. Approved house colors per
lot are listed in your Neighborhood Directory and on Page 13 of this Rules and Regulations Booklet. If
you have questions regarding approved paint colors, always feel free to contact the ACC.
The perimeter walls must be painted the same color as the house. If an owner is not painting the entire
house or perimeter wall after repairs have been completed, the best way to match existing weathered/
faded wall color is to use the metal electric box lid if painted. Remove it and take it to Dunn-Edwards
where their technician will mix a color that will match your existing stucco. In most cases, the electric
box cover will match the house color, but, to be sure, check and confirm that it matches before taking it
to Dunn-Edwards for paint to be prepared.
Exterior perimeter walls along the Tanque Verde Wash are all painted Dunn-Edwards Travertine DEC
738 (matte finish) as determined by the ACC per the CC&Rs.
Be sure to tell Dunn-Edwards you are from the Estates at River Ranch as they will give you a discount
on your purchase. They know we require all paint to be Dunn-Edwards, therefore they offer this
discount.
All painting must be continuous in color. If you are painting a section of your house or wall and the
paint matches the current house or wall color, then it will be continuous in color. If however, the new
paint does not match the repaired area’s color, the entire wall must be painted. Paint on a repaired area
must match the current paint color on the wall so as not to call attention to the repair. As our houses
age and repairs are needed, maintaining continuous paint color becomes essential to our youthful
appearance!

21.5 Roof Tiles
The roof tile is West Tile 011114-Mission Blend flashed-S type. The barrel trim is the semi-circular
piece at the ridge.
The original supplier, West Tile, went out of business. None of our tile is available through normal
retail channels. Two separate roofing companies recommended that the boneyard at Ralph Hays
Roofing was our only option for the original tile. Their website is: http://www.ralphhaysroofingaz.

Eagle Tile is a suitable match to our original West Tile. The barrel trim is a close match but the field tiles
are slightly wider. Eagle Tile is currently available from local vendors.

Many residents have had their roofing company carefully remove the roof tiles, complete roofing
repairs, and then replace the original tiles on the roof. If any tiles need to be replaced due to damage, the
ACC recommends taking original tiles from the back of the house to replace the damaged front tiles
and placing “replacement” tiles, substituting with as close a match as possible, on the back of the house.
This will allow the front roof to maintain tile continuity. Any slight mismatch would only be visible
from the back of the house.
21.6 Security Doors
Different types of security doors are available. No specific vendor is required. However, prior to
purchase, ACC approval is required. Before deciding, look at homes in our community for approved
colors and designs. Requests for approval must contain specifications including color, style, size of bars,
types of material, and a picture of what is to be installed.
21.7 Security Window Bars
This type of installation is discouraged as it erroneously conveys a crime problem within the community.
Requests for approval must contain specifications including color, style, size of bars, material, and a
picture of what is to be installed. ACC approval is required prior to purchase.
21.8 Windows
Recessed, black metal framed windows are the standard of this community. The original installer,
Geronimo, is out of business. Therefore, any vendor selected by the Homeowner that can meet the
community window requirements is accepted with prior approval by the ACC.
Windows with plinths (crossbars) must be maintained as originally placed. If the plinths should fall,
they must be repaired or replaced. When replacing windows the Homeowner may choose from the
following three styles that are already present throughout the community:
a. Window panes with plinths
b. Window panes without plinths
c. French window boxes
Window frames must be black metal. ACC approval for replacement of windows is required prior to
ordering/installation. A sample of the frame material and color, plus a diagram showing location of the
window(s) replacement(s) is required with the approval request submitted to the ACC.

Appendix B: General Fine Schedule
THE ESTATES AT RIVER RANCH HOMEOWNERS ASSOCIATION
GENERAL VIOLATION FINE SCHEDULE
Effective November 2017 The following Fine Schedule shall be imposed on members for violation of the Association’s governing documents: FIRST NOTICE: An initial notice of the violation shall be mailed to the Owner requesting compliance within ten (10) days - NO FINE. SECOND NOTICE: If violation still exists ten (10) days after the date of the first notice, a second notice requesting compliance within ten (10) days shall be mailed to the Owner. A $50 fine will be assessed with the second notice and is due immediately. THIRD NOTICE: If violation still exists ten (10) days after the date of the second notice, a third notice requesting compliance within ten (10) days shall be mailed to the Owner. A $100 fine will be assessed with the third notice and is due immediately.
CONTINUING VIOLATIONS: If the violation continues without resolution ten (10) days after the date of the third notice, the Association shall have the right to remedy the violation pursuant to the Declaration, including but not limited to taking legal action, and/or sending the account to an attorney for enforcement. FINES: No fine shall be imposed without first providing a notice of the violation from the Association to the Owner describing the violation and stating that failure to correct the violation within ten (10) days will result in a fine. Another recurrence of the same violation within three (3) months of the original violation shall make the Owner subject to imposition of a fine in accordance with this Fine Schedule. SUPPLEMENTAL FINE SCHEDULES: The Board of Directors may adopt supplemental fine schedules to address specific violations in the community (i.e. parking, rentals, architectural violations, etc.). If a supplemental fine schedule is not adopted, this general fine schedule shall control. INJUNCTIVE RELIEF: If a violation is not cured after the Third Notice, the Board of Directors may request that Association’s attorney file an action seeking Injunctive Relief against the Owner to cure the violation. However, nothing in this Fine Schedule limits the Board of Directors right to seek immediate Injunctive Relief at any time regardless of the presence or absence of notices or fines hereunder, for any violation that the Board of Directors determines in its sole and absolute discretion requires immediate action. BOARD DISCRETION: Notwithstanding the above provisions of the violation schedule, the Board at its sole discretion, may at any time, assess a fine in an amount up to $2,000 for any incident the Board deems to be egregious, dangerous, that may threaten the life, health, safety, or welfare of any person, resident or owner, or that cause detriment or damage to any Association or other Owner’s property. The Board may levy this fine despite any past violation history or lack thereof. The Board of Directors reserves the right to take any action permitted by law or the Declaration, in addition to the above mentioned fine schedule.

on the CC&Rs, which establish the community standards applying to all 78 lots. BEFORE you begin ANY modification that is visible from the exterior of your home or any change to your landscape,
YOU MUST GET APPROVAL from the Architectural Control Committee. This applies to changes on the entire lot and includes the addition of decorations, pots, furniture, etc. to your landscape.
