Project Description: The project is the location of a proposed utility easement for a telecommunications facility to be located on Sun and Sand Drive in rural Lawrence County, Illinois just south of U.S. Highway 50. Topography: The project area is located on an outwash terrace on the west side of the Robeson Hills landform. Soils: Soils mapped as occurring within the project area are Drury silt loam, 2 to 4 percent slopes; Tice silty clay loam, frequently flooded; and Sawmill silty clay loam, occasionally flooded (Natural Resource Conservation Service 2013a). Drainage: Wabash River. Land Use/Ground Cover (Include % Visibility): The project area includes agricultural fields featuring soybeans with 30 percent surface visibility and a grassy roadside drainage ditch. Survey Limitations: None.

Page 3 CONTINUATION SECTION Comments The Public Service Archaeology & Architecture Program of the University of Illinois at Urbana-Champaign was contacted by Ms. Victoria Kunz of Bradburne, Briller, & Johnson, LLC to conduct a Phase I archaeological reconnaissance of a proposed alternative utility easement for a telecommunications facility located on Sun and Sand Drive in rural Lawrence County, Illinois (Figure 1). The project area covers approximately 1.23 hectares (3.04 acres) for the proposed alternative utility easement. Project investigations included standard background research, field survey, and preparation of this report. A review of the National Historic Landmarks (NHL), the National Register of Historic Places (NRHP), the Historic Architectural and Archaeology Resources Geographic Information System (HAARGIS), the Illinois Historic Preservation Agency’s Review and Compliance Determinations of Eligibility List, and the Illinois Historic Preservation Agency’s National Register Positive Preliminary Opinion List, found no eligible or potentially eligible structures within the direct impact area. A review of the electronic site files maintained by the Illinois State Museum found that the project area has not been reported as surveyed. There are no previously reported sites in the project area. An examination of historical documents in the Illinois Public Domain Land Tract Sales database indicates purchases of portions of the project area by Lewis R. Tolles on 11 and 17 March 1852 and by Andrew White on 19 June 1851. The 1862 United States General Land Office (USGLO) survey plat (Figure 2) for Township 3 North, Range 10 West depicts that the project area was covered in timber without enclosures or improvements (USGLO 1862). Subsequent historic maps (Figures 2 and 3) indicate no structures in the project area (Rockford Map Publishers 1951; Standard Map Company 1909; United States Geological Survey 1946; 1980; W.R. Brink and Company 1875). The historic records suggest that the project area has been used primarily for rural pursuits since Euro-American settlement of the area. Field investigations of the 1.23 hectares (3.04 acres) project area were undertaken on 04 October 2013. Previous investigations for the Lawrenceville 4 telecommunications facility utilized an easement from Sun and Sand Drive (Walz 2013). This project extended the potential easement from Sun and Sand Drive west and south to Illinois Route 33 in rural Lawrence County, Illinois. The project area is 5 meters wide and 2,460 meters long and follows a portion of Sun and Sand Drive as well as a portion of the artifically channelized Allison Ditch No. 3 (Figure 4). Field conditions in the project area consisted primarily (98 percent) of agricultural fields featuring mature soybeans and 30 percent surface visibility and a small area of grass-covered drainage ditch between a corn field and Sun and Sand Drive. The area was investigated generally follows the edges of planted fields and was examined by pedestrian reconnaissance. No structures are present within the project area and no archaeological materials were located. Overall, the project area would have been historically wet and frequently flooded and has been drained to allow farming today. The investigations undertaken for the proposed utility easement project area were designed to identify cultural resources and to determine, if possible, resource eligibility for listing on the National Register of Historic Places (NRHP), the criteria for which are described in 36CFR60. The investigations of the 1.23 hectares (3.04 acres) project area found no evidence for structures or archaeological sites resulting in a finding of No Historic Properties. Based on this finding, it is recommended that the project be cleared for cultural resource concerns.
