On behalf of the Federation of Arab Engineers and the Organizing Committee of the 27th Arab Engineering Conference, I am pleased to invite you to participate in this prestigious event, whether through provision of technical papers or merely attending the conference.

The geography of Arab world stretches between two continents, covering a very large area, with varying nature including deserts, seas, rivers and mountains. Such variety may make the implementation of transport projects a difficult and challenging task for engineers to plan and design them. However, provision of different types of transport that make them easily accessible for all, is a strategic target. The basics of communication between the Arab countries could be achieved through availability of transport network that combines all the available means of transport.

Chairman’s Message

The Federation of Arab Engineers was incorporated by representatives of Engineers syndicates of Egypt, Iraq, Syria, Lebanon, Jordan and Kuwait in Damascus on 28/04/1963, and launched its activities with the 8th Arab Engineering Conference held in Cairo during the period from 08-12/05/1963. Currently it includes eighteen engineering entities from 18 Arab countries.

The federation’s includes five specialized entities: Arab Engineering Consultants Enterprises and Offices, Architects Committee, Arab Committee for Engineers Qualification and Accreditation, Committee for Expatriate Arab Engineers, and Committee for Engineering Arbitration. Moreover, the federation’s structure includes seven permanent committees: Engineering Education Committee, Telecommunication

Federation of Arab Engineers

& IT Committee, Energy Committee, Water Resources Committee, Environment Committee, Constructions and Building Committee, Arab Women Engineers Committee, in addition to Palestine and National Cases Committee.

Currently, Mr. Dheya Tawfiqi is the President of Federation of the Arab Engineers and Dr. Adel Al Hadeethy as the Secretary General. The headquarters is based in Cairo, Egypt but the meetings and events are held in various countries of the members.

Federation’s entities achieved their tasks extracted from the federation’s objectives through convening conferences, forums, workshops, and implementation of many projects. The latest projects completed is issuing the rules of registration and classification of Arab consultancy engineering companies and offices during the year 2011 and the system of vocational qualification and accreditation of Arab engineers during the year 2012.

The FAE holds Arab Engineering Conference every three years and this represents its major event which represents the conclusion of the earlier three different conferences and seminars held to cover the same subject.

Therefore, transportation is considered one of the most important infrastructure works that need to be developed and configured in the Arab World where the role of the Arab engineer materializes in more visible and clear manner. However, if there is a need to draw a strategy, the strategies for implementation of transport projects must be included in the strategic plans of each country alone but this plan must ultimately be developed to a unified Arab transportation network.

We are pleased to welcome the Arab engineers in the 27th Arab Engineering Conference held in the Kingdom of Bahrain. It is a gathering for all Arab engineers, from east to west. It is considered a conclusion of those seminars which have already been organized by the Federation of Arab Engineers including the Maritime Transport in Sudan seminar, Road Transport Conference held in the Republic of Egypt and Airport Arabia Conference held in the Kingdom of Bahrain.

I am pleased to extend my deepest gratitude and appreciation to His Royal Highness Prince Khalifa bin Salman Al Khalifa, Prime Minister of the Kingdom of Bahrain, for his patronage of this conference that will be hosted by Bahrain Society of Engineers (BSE).

For the second time since its inception in 1972, the Bahrain Society of Engineers will host the most important Arab Engineering event, The Arab Engineering Conference, this time the twenty-seventh edition, entitled “Transportation in the Arab world and the Prospects for its Development and

Integration between Arab Countries” which will be held during the period 29 till 30 March 2016, followed by meeting of FAE high council on March 31st 2016.

It is anticipated that the conference results and recommendations will enforce the Transport Sector in the Arab World. This conference will continue to be a platform for meeting Arab experts, from different countries; to exchange ideas and share experiences and understand the challenges facing the Transport sector and provide necessary remedies and solutions.

Message

Weeks after its inception, BSE joined the Federation of Arab Engineers FAE, then World Federation of Engineering Organizations WFEO, these memberships helped enhancing both BSE and the profession status’s . On the other hand, the active participation of its representatives gained respect and appreciation from All.

As part of the preparatory efforts for the 27th Arab Engineering Conference, BSE hosted “Airport Arabia” Conference, prior to that Sudan Engineers Syndicate hosted Seminar on “Land Transport”, while the Egyptian Engineers Syndicate will host the “Marine Transport” Seminar in September 2015.

The Bahrain Society of Engineers has been preparing to host this Conference through the various preparatory committees, which began its work in a race against time and each team will compete to provide the best.

We welcome our Arab colleagues in their home country, Kingdom of Bahrain, and call on All Arab engineering organizations to participate actively in the activities of this forthcoming Conference, either submitting scientific papers on its three themes or to take part in the exhibition that will be organized in parallel with the Conference, and mainly, attending this important and major event.

Bahrain Society of Engineers (BSE) was founded in 1972 as a professional voluntary non-profit organization and a well known body for engineering professionals all over GCC. BSE aims for excellence activities in organizing conferences, exhibitions and professional trainings and to promote the code of conduct and ethics among its members. It maintains close links with the government and academic leading universities.

The total registered BSE member stands now at 1742 from all categories, disciplines and nationalities including Bahrainis, Arab and foreign members. BSE has given an intensive attention to raising the professional awareness among its members. Additionally, BSE contributes actively in encouraging students to enroll in engineering disciplines through awarding grants to support students while studying.

Transport is the movement of people and goods from one location to another. It is important because it enables trade between persons, which is essential for the development of civilizations. This conference will focus on Land, Water and Air Transport and Airports. The 27th Arab Engineering Conference is largest and most comprehensive engineering event in the Arab World. This event will promote the development and dissemination of innovative solutions and best practices that will be needed to meet Transport needs in the Arab world. It provides a forum to discuss and showcase major transport projects and accomplishments in the entire Arab World. Transport sector in the Arab world faces major challenges, especially during this period of sharp decrease in oil prices. This conference will provide a unique venue for transport professionals to interact, share and exchange experience of transport development, operation and maintenance and technology usage. The conference will consist of two main components: Conference sessions and a technical exhibition. The technical program will consist of plenary and technical sessions featuring innovation and best practices in the areas of the listed topics in the brochure. The technology and commercial exhibition will be held in parallel with the conference showcasing the best companies active in the Arab World.

1 Enhancing the role of Arab engineering in planning, implementation and evaluating infrastructure projects in the field of transportation.

2 Studying the means which ensure that transportation projects will have priorities in the budgets maintained for development projects in the Arab World.

3 Identifying engineering parameters for the construction of transportation projects and attempting to adopt homogeneous and compatible criterion that ensure easy integration of such projects.

4 Exchange of expertise between Arab engineers, universities and scientific research centers.

Objectives

The Bahrain Society of Engineers in collaboration with the Federation of Arab Engineers will organize the 27th Arab Engineering Conference in Bahrain under the theme:

“Transportation in the Arab World and the Prospects for its Development and Integration between Arab Countries” During the period 29 - 31st March 2016 at the The Diplomat Radisson Blu Hotel Residence & Spa, Kingdom of Bahrain. The Conference includes hosting the Supreme Council of Federation of Arab Engineers on 31st March 2016.

This theme was selected due to its importance in creating an on-going integrated Arab economic development on the light of the globalization challenges facing the Arab World.

The Federation of Arab Engineers has always given this topic due consideration because of the role it plays in promoting real economic and human development. It is aware that there is no development without the completion of infrastructure projects according to highly sophisticated parameters for the sake of achieving compatible and expected integration.

A Technical exhibition will be held in conjunction with the technical sessions within the conference venue. The exhibition is intended to provide an opportunity for companies, consulting and research organisations to display and demonstrate their activities and services. Interested organisations are encouraged to participate in the exhibition.

The exhibition stands are 3m wide and 2m deep with 2.4m height. Stand fittings will consist of a system stand, two fluorescentlights,fasciaboardinEnglish,oneelectricalpowerpoint and sufficient tables and chairs. In addition each exhibitor can avail the following benefits:

1) Exhibitors names will be published in the conference website

2) Exhibitors profile and logo will be included in the Conference Guide.

A Sponsor/Exhibitor may cancel their participation in the Conference by giving Conference Organizers notice in writing. If Organizers receives notice of cancellation by December 28th, 2015 or before the issue of last conference brochure, there will be only 20% of the sponsorship/Exhibition fee as cancellation charges.

If notice of cancellation is received after the issue of last conference brochure or January 28th, 2016 the Sponsor / Exhibitor shall be obligated and agrees to pay a cancellation charge of 50% of the total sponsorship / Exhibition fee. If notice of cancellation is received after February 28th, 2016, the entire sponsorship / Exhibition fee is due as cancellation charges. In the event of cancellation, Organizers has the full right to use the space for its own convenience, including selling the space to another exhibitor, without rebate or allowance to the cancelled exhibitor. سيعقد املعرض الفين بالتزامن مع اجللسات الفنية يف مكان انعقاد املؤمتر. ويهدف هذا املعرض إىل إتاحة الفرصة أمام الشركات واملؤسسات اإلستشارية والبحثية واملنتجة ملواد اإلنشاء لعرض وإظهار أنشطتها وخدماتها. وتشجع اللجنة املنظمة مجيع املؤسسات املهتمة على املشاركة يف املعرض.

يتكون جناح املعرض مبقاس عرضه 3 مرت، و بعمق 2 مرت وارتفاعه 2,4 فلورسنت، ومصباحي للمنصة، نظام من اجلناح تركيبات وتتألف مرت. ولوحة واجهة باللغة اإلجنليزية ونقطة طاقة كهربائية واحدة و أعداد كافية من الطاوالت واملقاعد. وباإلضافة إىل ذلك ميكن للعارض اإلستفادة من املزايا

مالحظة 2:جيوز للشركة الراعية أو العارضة إلغاء مشاركتها يف املؤمتر بإشعار خطي اىل منظمي املؤمتر. ويف حال إستلم منظمو املؤمتر إشعار اإللغاء حبلول 28 ديسمرب 2015 أو قبل صدور كتيب املؤمتر األخري، سيتم إقتطاع نسبة 20% فقط مقابل رسوم إلغاء

الرعاية / املعرض. أما اذا مت استالم إشعار اإللغاء بعد صدور كتيب املؤمتر األخري أو بتاريخ 28 يناير 2016، فسوف يكون الراعي / العارض ُملزما بدفع رسوم اإللغاء بنسبة 50 % من جمموع رسوم الرعاية / املعرض. وإذا مت إستالم إشعار اإللغاء بعد تاريخ 28 فرباير 2016 فسوف تكون كل رسوم الرعاية / املعرض مستحقة كرسوم إلغاء. ويف حالة اإللغاء سوف يكون للمنظمني كل احلق يف استخدام مساحة العرض حسبما يرونه مناسبا، ويشمل ذلك بيع املساحة إىل عارض آخر دون خصم أو دفع عالوة اىل العارض الذي قام بإلغاء املساحة. وال تتحمل مجعية املهندسني البحرينية أية مسؤولية عن تضمني اسم أو وصف للعارض امللغي يف الربامج واألخبار الصحفية

والدعاية أو غريها من املواد.


سيتناول املؤمتر ثالثة حماور أساسية وهي أنظمة النقل الربي واملائي واجلوي. وسيتم تناول املوضوعات التالية من خالل احملاور الثالثة:

ندعو اخلرباء واملختصني لتقديم أوراق العمل املرتبطة بأحد حماور املؤمتر الرئيسية لعرضها يف املؤمتر. وجيب تقديم ملخص يتألف من حوالي 400 كلمة قبل املوعد النهائي لتسليم امللخصات كما هو مبني يف اجلدول، علما بأنه سوف يتم نشر أوراق العمل يف كتيب سيتم توزيعه على املشاركني يف املؤمتر، ولن يكون هناك أي مطبوعات أخرى بعد انتهاء املؤمتر. وترجو اللجنة املنظمة والفنية من مجيع املتحدثني املعنيني تقديم أوراق العمل الكاملة والنهائية حبلول التواريخ النهائية احملددة. ويف حال مل يتم إستالمها قبل التواريخ النهائية

تعزيز دور املهندس العربي يف التخطيط ملشاريع البنية التحتية يف جمال النقل وتنفيذها وتقييمها. .1دراسة الوسائل اليت تضمن األولوية ملشاريع النقل يف امليزانيات املخصصة ملشاريع التطوير يف العامل العربي. .2

حتديد املعايري اهلندسية لتشييد مشاريع النقل والسعي إلعتماد معيار متجانس ومتوافق يضمن التكامل السهل ملثل هذه املشاريع. .3تبادل اخلربات بني املهندسني العرب واجلامعات ومراكز البحث العلمي. .4

سوف تقوم مجعية املهندسني البحرينية و إحتاد املهندسني العرب بتنظيم املؤمتر اهلندسي العربي السابع والعشرين يف مملكة البحرين حتت شعار: »واقع النقل يف الوطن العربي وآفاق تطوره وتكامله بني الدول العربية« وذلك خالل الفرتة من 29-31 مارس 2016، هذا وستعقد اجتماعات اجمللس األعلى الحتاد املهندسني العرب بتاريخ 31 مارس 201٦ بفندق الدبلومات راديسون بلو يف مملكة البحرين. وقد مت إختيار هذا املوضوع ألهميته يف خلق

تنمية إقتصادية متكاملة يف العامل العربي يف ظل حتديات العوملة اليت يواجهها.

للدور الذي يلعبه يف تعزيز اإلقتصاد والتنمية البشرية احلقيقية، لقد دأب احتاد املهندسني العرب دائماً على اعطاء هذا املوضوع اإلهتمام الالزم نظراً انطالقا من ادراكه بأنه ليس هناك تنمية من غري إجناز مشاريع البنية التحتية ومن ضمنها النقل جبميع انواعه وفقاً ألرقى املعايري املتقدمة من أجل حتقيق

النقل هو حركة نقل األشخاص والبضائع من مكان إىل آخر، وهو أمر هام من أجل متكني ممارسة التجارة بني الدول وداخل الدول نفسها وأمراً ضرورياً لتطور احلضارات. وسوف يركز هذا املؤمتر على النقل الربي واملائي واجلوي واملطارات. واجلدير بالذكر إن املؤمتر اهلندسي العربي السابع والعشرون هو أكرب وأمشل حدث هندسي يف العامل العربي، حيث يساهم يف تعزيز عملية تطوير ونشر احللول املبتكرة وأفضل املمارسات املطلوبة لتلبية احتياجات النقل يف العامل العربي. انه عبارة عن منتدى ملناقشة كربيات مشاريع النقل واإلجنازات احملققة يف العامل العربي بأكمله، حيث يواجه قطاع النقل يف العامل

العربي حتديات كبرية خصوصاً خالل هذه الفرتة اليت تشهد اخنفاضا حادا يف أسعار النفط.يوفر هذا املؤمتر فرصة فريدة للمختصني يف قطاع النقل من أجل التفاعل واملشاركة يف األفكار وتبادل اخلربات لتطوير وسائل النقل باستخدام التكنولوجيا وتشغيلها وصيانتها. وسيتألف املؤمتر من مكونني أساسيني: جلسات املؤمتر واملعرض الفين. وسيتألف الربنامج الفين من اجللسات العامة والتقنيات اليت تعرض أفضل االبتكارات واملمارسات يف جماالت املوضوعات املدرجة يف الكتيب. ومبوازاة هذا املؤمتر، سوف ينظم املعرض التقين والتجاري الذي سوف

مقدمة وخلفية حول موضوع املؤمتر


يسرنا أن نتقدم خبالص الشكر والتقدير اىل صاحب السمو امللكي األمري خليفة بن سلمان آل خليفة رئيس الوزراء يف مملكة البحرين على تفضله برعاية أعمال هذا املؤمتر اهلام الذي تستضيفه مملكة البحرين ومجعية املهندسني

البحرينية للمرة الثانية منذ تأسيس اجلمعية يف العام 1972م. مرة أخرى تستضيف مجعية املهندسني البحرينية هذا احلدث األهم واألبرز هندسيا على الصعيد العربي، أال وهو املؤمتر اهلندسي العربي يف نسخته السابعة والعشرون حتت عنوان »واقع النقل يف الوطن العربي وآفاق تطوره وتكامله بني الدول العربية«، وذلك خالل الفرتة من 29 إىل 30 مارس 2016، ويعقبه اجتماع اجمللس األعلى

الحتاد املهندسني العرب يف 31 مارس 2016.إن اآلمال والتطلعات معقودة يف أن خيرج هذا املؤمتر بنتائج وتوصيات تعزز من واقع قطاع النقل يف الدول العربية، وأن يكون كما تعودنا دائًما فرصة للتالقي والتقارب بني املهندسني العرب وتبادل اخلربات والتجارب والوقوف على

التحديات اليت تواجه دولنا العربية على صعيد النقل ووضع احللول والتصورات الالزمة هلا.

لقد كان دأب مجعية املهندسني البحرينية منذ تأسيسها االخنراط يف املؤسسات املهنية العربية والعاملية، اميانا منها بدور هذه اهليئات يف تعزيز مكانة اجلمعية واملهنة على خمتلف األصعدة، ومل تكن عضوية اجلمعية يف اهليئات العربية والدولية اال حمل تقدير وإعجاب اجلميع. فقد كان للمهندس البحريين

دورا بارزا يف تفعيل وجتديد النشاط يف اهليئات اليت يتشرف بعضويتها ولنا يف ذلك أمثلة حية كثرية.لقد استضافت اجلمعية الندوة التحضريية الثانية واليت كانت حول املطارات العربية وسبق لنقابة املهندسني السودانية استضافة ندوة النقل الربي بينما ستقوم

نقابة املهندسني املصرية باستضافة ندوة النقل املائي يف سبتمرب 2015، وبذلك يكتمل عقد ندوات املؤمتر العربي اهلندسي السابع والعشرين التحضريية.وتستعد مجعية املهندسني البحرينية الستضافة هذا املؤمتر من خالل اللجان التحضريية املختلفة اليت بدأت عملها وهي يف سباق مع الزمن وكل فريق

يتنافس لتقديم األفضل.نرحب باألشقاء العرب يف وطنهم الثاني مملكة البحرين، وندعو مجيع اهليئات العربية اهلندسية اىل املشاركة الفاعلة يف أعمال املؤمتر سواء باألوراق العلمية

يف حماوره الثالثة أو املشاركة باحلضور.

مجعية مهنية تطوعية تعنى بشئون قطاع املهندسني يف البحرين وترعى مصاحلهم وتسعى لتطوير قدراتهم من خالل براجمها الفنية واالجتماعية. تأسست مجعية املهندسني البحرينية بعد إشهارها يف اجلريدة الرمسية بتاريخ 1 يوليو

عام 1972.وتتضمن أهداف اجلمعية املساهمة يف تطوير النهضة الصناعية و العمرانية يف البحرين، وتنظيم قواعد مهنة اهلندسة و رفع مستواها بالتعاون مع اجلهات األخرى املختصة، باإلضافة إىل التعبري عن املصاحل واحلقوق املهنية ألعضائها، وتوطيد الصالت و توثيق التعاون العلمي والفين بني املهندسني سواٌء يف البحرين أو الدول العربية والعاملية، فضاًل

عن القيام باألحباث اهلندسية العلمية و العملية وتشجيعها عن طريق النشر.يبلغ عدد األعضاء املسجلني يف اجلمعية حوالي 1742 من خمتلف الفئات والتخصصات واجلنسيات البحرينية والعربية واألجنبية، وقد أولت مجعية

املهندسني اهتماماً بالغاً بنشر الوعي املهين بني األعضاء وحتديث معلوماتهم مبا يستجد من أمور.افتتحت مجعية املهندسني البحرينية مركز التدريب لتنظيم دورات وورش عمل حول العديد من املواضيع اهلامة يف جمال اهلندسة و األمور املتعلقة باألمور الفنية واإلدارية وتطوير املوارد البشرية، وقد مت الرتخيص له رمسياً من قبل وزارة العمل مبملكة البحرين منذ عام 2003 . وقد مت تزويد املركز بأحدث

األجهزة املتقدمة والضرورية لتسهيل عملية التعلم و التكيف مع أحدث التقنيات املعلوماتية.

إن جغرافية الوطن العربي اليت متتد بني قارتني تغطي مساحة شاسعة جداً وتتنوع فيها طبيعتها من صحاري وحبار وأنهر وجبال، ومن شأن هذا التنوع أن جيعل من تنفيذ مشاريع املواصالت أمراً صعباً وحتدياً للمهندسني لتخطيطها وتصميمها، باإلضافة إىل ذلك فإن توفري خمتلف أنواع املواصالت لكي تكون يف متناول اليد أمر اسرتاتيجي، ومن

أساسيات التواصل بني الدول العربية والتنقل أن تتوافر شبكة مواصالت حتتوي على كل وسائل النقل.لذا فإن املواصالت تعترب من أهم أعمال البنية التحتية اليت جيب العمل على تطويرها وتهيئتها يف الوطن العربي حيث يأتي دور املهندس العربي هنا جلياً وواضحاً. وإن كانت هناك حاجة لرسم أية إسرتاتيجية فإن اسرتاتيجيات تنفيذ مشاريع املواصالت جيب أن تندرج ضمن اخلطط اإلسرتاتيجية لكل دولة على حدة على أن ترتقي يف احملصلة

النهائية إىل شبكة مواصالت عربية موحدة.

مت تأسيس إحتاد املهندسني العرب يف دمشق يف 28 ابريل 1963 من قبل ممثلي نقابات املهندسني من مصر والعراق وسوريا ولبنان واألردن والكويت. وأطلق فعالياته يف اجتماع املهندسني العرب الثامن الذي انعقد يف القاهرة خالل

الفرتة من 8-12 مايو 1963 ويتضمن حالياً مثاني عشرة من اهليئات اهلندسية من مثاني عشر دولة عربية.وهيئة العربية االستشارية اهلندسة ومؤسسات مكاتب هيئة وهي: متخصصة هيئات مخس اإلحتاد ويشمل املعماريني العرب واهليئة العربية لتأهيل وتصنيف املهندسني وهيئة املهندسني العرب املغرتبني و اهليئة العربية للتحكيم اهلندسي. كما يشتمل هيكل اإلحتاد على سبع جلان دائمة وهي: جلنة التعليم اهلندسي وجلنة تقنية االتصاالت واملعلومات وجلنة الطاقة وجلنة املوارد املائية وجلنة البيئة وجلنة اإلنشاءات والتشييد وجلنة املهندسات

العربيات باإلضافة إىل جلنة فلسطني والقضايا الوطنية. يشغل السيد ضياء توفيقي حالياً منصب رئيس إحتاد املهندسني العرب، فيما يشغل الدكتور عادل احلديثي منصب األمني العام لإلحتاد. ويقع مقر إحتاد املهندسني العرب يف القاهرة جبمهورية مصر العربية ولكن يتم عقد االجتماعات

والفعاليات يف خمتلف البلدان األعضاء.

ويسعدنا أن نرحب باإلخوة املهندسني العرب يف املؤمتر اهلندسي العربي 27 يف مملكة البحرين، فهذا املؤمتر يعد جتمعاً لكل املهندسني العرب من املشرق إىل املغرب باعتباره خامتة للندوات اليت سبق تنظيمها من قبل احتاد املهندسني العرب، واملتمثلة يف ندوة النقل البحري يف السودان وندوة النقل الربي يف

مجهورية مصر العربية ومؤمتر املطارات العربية يف مملكة البحرين.فأهال وسهاًل بكم متمنياً للجميع مؤمتراً ناجحاً وموفقاً.

وقد استطاعت اهليئات اهلندسية اجناز مهامها املستقاة من أهداف اإلحتاد من خالل عقد املؤمترات واملنتديات وورش العمل وتنفيذ العديد من املشاريع. وكان من ضمن أحدث املشاريع اليت أجنزت إصدار قواعد تسجيل وتصنيف الشركات واملكاتب اهلندسية االستشارية العربية خالل عام 2011م ونظام

التأهيل املهين واعتماد املهندسني العرب خالل عام 2012م.ويعقد إحتاد املهندسني العرب املؤمتر اهلندسي العربي مرة كل ثالث سنوات، وهذا ميثل من أهم فعالياته ويعترب خامتة للمؤمترات والندوات املختلفة

الثالث اليت سبق تنظيمها لتغطية نفس املوضوع.
