    Main causes of outgoing handovers are still Better Cell(BC) and Uplink Quality(ULQ), which is a normal comportment:

    o BC is the expected cause of handover: HO is triggered when a second cell has better signal than the first.o ULQ is here mainly used for intracell HO: handovers are made between the different frequencies of a same sector
