ObjectivesandContentOutlineDATE: August2,2012Thegoalof theRealPropertyAppraiserQualificationCriteria (Criteria) is topromoteandmaintain a high level of public trust in appraisal practice by establishing minimumeducation,experience,andexaminationrequirementsforrealpropertyappraisers.OnDecember9, 2011, theAppraiserQualificationsBoard (AQB) adopted changes to theCriteria that will become effective January 1, 2015. These changes representminimumnationalrequirementsthateachstatemustimplementnolaterthanJanuary1,2015.One of the changes adopted by the AQB requires that both Supervisory Appraisers andTraineeAppraiserscompleteacoursethat,ataminimum,complieswiththespecificationsforcoursecontentestablishedbytheAQB.ThecoursemustbecompletedbytheTraineeAppraiser prior to obtaining a Trainee Appraiser credential, and completed by aSupervisoryAppraiserpriortosupervisingaTraineeAppraiser.The attached SupervisoryAppraiser andTraineeAppraiser CourseObjectives and ContentOutlinedetailstheminimumspecificationsofcourseobjectivesandcontentestablishedbytheAQBtobeusedbyeducationdevelopersandproviders. Thecourseshalladdresstherequirements, responsibilities and expectations of Supervisory Appraisers and TraineeAppraisersintheirrespectiveroles.The AQB is currently seeking comments regarding the attached course objectives andcontent.NOTE:Asstatedpreviously,the2015Criteriahavealreadybeenadopted.Therefore,pleaselimitallcommentsexclusivelytotheproposedcoursecontentandobjectives.TheCriteriarequirementsforTraineeAppraisersandSupervisoryAppraisershavealreadybeenadoptedby theAQB;allcommentsrelated to theCriteriareceived inresponsetothisdocumentwillbedismissed.

SUPERVISORY APPRAISER/ TRAINEE APPRAISER COURSE CONTENT OUTLINE

On December 9, 2011, the Appraiser Qualifications Board (AQB) of The AppraisalFoundationadoptedchangestotheRealPropertyAppraiserQualificationCriteria(Criteria)thatwill become effective January 1, 2015. These changes representminimumnationalrequirementseachstatemustimplementnolaterthanJanuary1,2015.

The changes to the Criteria include revised requirements for the Trainee Appraiserclassification. In addition, there are new requirements for SupervisoryAppraisers. OnesuchrequirementisthatboththeTraineeAppraiserandtheSupervisoryAppraisershallberequiredtocompleteacoursedesignedtohelpbothTraineeandSupervisoryAppraisersunderstandtheirexpectationsundertheCriteria.Thatcourse,ataminimum,mustcomplywiththespecificationsforcoursecontentestablishedbytheAQB.

ThiscoursewillbeorientedtowardtherequirementsandresponsibilitiesofSupervisoryAppraisers,aswellasexpectationsforTraineeAppraisers.Thecoursemustbecompletedby theTraineeAppraiserprior to obtaining aTraineeAppraiser credential, andmustbecompletedbytheSupervisoryAppraiserpriortosupervisingaTraineeAppraiser.

TheAQBprovidesthefollowingoutlinetoensureconsistentminimumcontentforcoursedevelopers and providers. It is the responsibility of the course developers and/orproviders to verify with each credentialing jurisdiction in which the developer and/orproviderintendstoprovidethecourse,todetermineifthereareadditionalcoursecontentand/orrequirementsthatmayexceedAQBminimumCriteria.

CourseObjectives In developing the course, providers must include the following course objectivesaddressingboththeSupervisoryAppraiserandTraineeAppraiser.

2. TheexpectationsandresponsibilitiesoftheTraineeAppraisertohave an understanding about the importance of selecting anappropriate Supervisory Appraiser. Points covered shallinclude:

a) The Supervisory Appraiser‐Trainee Appraiserrelationshipisalong‐termcommitmentbybothparties

b) The Trainee Appraiser is inherently connected to the“goodstanding”oftheSupervisoryAppraiser

c) TheimportanceofselectingaSupervisoryAppraiserwiththe experience and competency that best matches theTraineeAppraiser’sselectedcredentialingpath

d) Options for the Trainee Appraiser if a SupervisoryAppraiser isnolongerqualifiedtoserveasaSupervisoryAppraiser
