    LOWER DAUPHIN SCHOOL DISTRICT

    BOARD OF SCHOOL DIRECTORS

    Work Session Record

    April 7, 2014

    I. CALL TO ORDERThe Lower Dauphin School Board met this evening at 7:00 p.m. for a work session at the

    District Administration Center with President Todd M. Kreiserpresiding.

    II. OPENING CEREMONYThe meeting was opened with the Pledge of Allegiance.

    III. ATTENDANCEResponding to Roll Call were Board Members, Mr. Todd M. Kreiser, Mrs. Dana A.Barry, Mr. Kevin J. Busher, Ms. Debra J. Macut, Mr. Keith E. Oellig, Mrs. Laurie N.

    Reichert, and Mrs. Kerry L. Wolfe, as well as Dr. Sherri L. Smith, Superintendent. Mrs.

    Marcela D. Myers and Mr. Eric M. Samples were absent.

    Staff members present included Mr. Robert Schultz, Assistant Superintendent; Mrs.

    Michelle D. Shuler, Business Manager; Mrs. Angela Hepner, Director of Human

    Resources; Mr. Andrew McCrea, Director of Pupil Services; Mr. James Hazen,

    Community Relations Coordinator; Mrs. Melanie Shaver-Durham, Director of

    Elementary Education; Mr. David Marshall, Supervisor of Operations & Maintenance,

    Dr. Kevin White, Director of Information & Technology Services; Mr. Todd Neuhard,

    High School Principal; Mr. Dan Berra, Middle School Principal; and Mr. Edward Gnall,Mr. Justin Hanula, Dr. Michael Lausch, Mr. Gary Messinger, and Dr. Douglas Winner,

    Elementary Principals.

    Also in attendance was a press representative from The Sun.

    IV. RECOGNITION OF GUESTS AND SCHEDULED SPEAKERS

    Dr. Smith welcomed Mark Barnhardt and Jim Martin from EI Associates. Mr. Barnhardt

    reviewed the timeline of the Field House construction project. If the Board agrees,

    advertisement for bid will go out on April 10, 2014. Bid opening will be April 29, 2014;

    Board approval on May 5, 2014; and start project May 30, 2014 with a completion date of

    September 30, 2014. Construction costs are estimated 1.3 million, with soft costs of

    $100,000 totally 1.4 million for the project. He shared the floor plans and discussed

    alternate bid options.

    Dr. Smith explained the district committed $500,000, and close to $450,000 has been

    raised in donations including $50,000 in a gaming grant. She is aware of additional funds

    that will be coming. The community has shown a commitment in contributing. She is

    comfortable with moving forward and putting it out to bid. The Board was in agreement.

    There was discussion on the cost and options of roof snow guards. Mr. Barnhardt will

    provide a sample.

    V. REPORTS

    A. COMMUNITY RELATIONS COORDINATOR Mr.Jim Hazen reported: The United Ways Youth Day of Caring was April 4, 2014. The high school

    sent 40-plus students to help clean City Island and get it ready for the Senators

    home opener on April 10.

    On Saturday, April 5, our Volunteen group at the high school hosted over 130senior citizens in the 17thannual Senior Citizens Prom. It was a great event

    and it was a great turnout. Also on Saturday, 100 students in grades 4-12 participated in the Dauphin

    County Chorus Festival.

    The elementary music festival is being held on April 10 at Nye Elementaryfeaturing combined elementary strings, chorus and band.

    We had a choral singer at the high school, Chris Brian, perform at the all-statechoral festival two weekends ago. The high school Chamber Singers

    performed at the PA Music Educators Association state convention earlier that

    week. Both are great honors and were very proud of them.

    He mentioned for the press that we will be in school on April 16, 17, and 21for make-up days. School is still closed April 18.

    B. FEDERAL PROGRAMS Mrs. Melanie Shaver-Durham was very excited to

    share information about the upcoming 5th annual reading center parent/child

    event. It will be held on Wednesday, April 16, 2014. The event will have a comic

    strip theme with a published comic strip artist visiting. She shared the invitation,

    stating there are close to 200 people planning to attend.

    C. SUPERINTENDENT Dr. Smith reported:

    By the end of the week, Handwerk should be finalizing repairs around thetennis court project. The district will then plant trees and bring this project to

    completion. Hummelstown Borough is planning to do more testing of the land where they

    are planning to build the new borough building by the middle school. They

    have hired The ARM Group for geophysical studies.

    They had previously discussed a new technique for safety in our buildings.This training to prepare the staff in the event of an intruder is called ALICE

    (Alert, Lockdown, Inform, Counter, and Evacuate). Without any concerns

    from the board, plans will be made to train our staff.

    On April 3, 2014, Acting Secretary of Education, Carolyn Dumaresq, visitedthe high school where she met with our fourth and fifth graders from Nye

    Elementary and our seniors to congratulate them as well as the staff and Mr.

    Neuhard and Dr. Winner for their award of excellence for having over 90% on

    their student performance profiles this last year. It is a point of pride and

    everyone should be proud, but we will not forget all the others that were over80% including Mr. Berra and the middle school at 89.8%. We have athletic

    awards, music awards, art awards and it is nice to to have time set aside for

    recognition of our academics. It was well appreciated.

    Act 84 of 1986. Notices and advisements of these meetings will carry the intent that

    limited business may be conducted on any scheduled meeting date.
