Each year, April is an exciting time. We have the excite-ment of honoring our Military’s Youngest Heroes … our Military Kids! Our motto is that “Military Kids, Serve, Too.” Since 9/11, our Service Members and their Families have been called upon to adapt to such an ever-changing environment. NC’s Military Kids have done so well. And, this is just not a sentiment felt for National Guard Mili-tary Kids, it’s about Military Kids across the various com-ponents. When Mom or Dad has to go, and, leave a child or children at home, they go through the challenges, too. We are honored to be a multi-component program to be able to support Military Children regardless of branch.

We are also so proud of our North Carolina National Guard youth. With our Kids on Guard program, we strive to bring our kids together to build a network of shared inter-ests. We want our Military Kids to know that they are not alone, learn more about their Mom or Dad’s job in the military, and explore North Carolina. Over the years, we’ve grown from a day KOG camp for Kiddies and Youth, to one-week Teen Retreats. All of these changes can be particularly interesting when you’re faced with the constraints of our Country’s economy. Yet, we have been so fortunate; and, we continue to look forward to being so. Through partnerships with organizations such as the State Employees’ Credit Union, Zero to Three, and Military Child Education Coalition, we believe we’ve drawn a line in the sand that states that our Military Kids are of the utmost importance to us. Our communities, local and state leaders have also let us know that our goals, mission and vision are important to them. So, we will drive on. Our first NCNG Teen Council is active in the Triangle area, and your teens are invited to join. We will also expand to other areas across the State. Another reason why April is a big month for our program is Volunteer Appreciation Week. While circumstances may not allow for us to gather together each year for a conference, we still stand “ready” and “together.” We’ve em-braced a new world of social media and a changing climate, and the best is yet to come. There are so many new opportunities available for Volunteers, in whatever capacity, to gain an inside perspective through various online trainings. With tools such as JSS (Joint Services Support), you can take the second-guessing out of your role. We thank you for all you do to lend your unique skills, talent and time to our Service Members and their Families. Our staff cannot be everywhere, at all times; so, you are the bridge to letting our State’s Military Families know that we support their commitment to our State and Country. You are the key to our NCNG Family and Service Member success! On another note, the employment opportunities that abound for our Veterans continues to grow. The easiest way to catch up with the upcoming events are on our NCNG Family Programs Facebook page. Find us on “North Carolina National Guard Family Programs.” Recently, I’ve also ventured into Facebook and Twitter land. You can friend me by name on Facebook and ncngsfpd on Twitter. Lots of great things are coming forward, and lots of things have some uncertainty. We’ll stay flexible and keep you updated as we go forward.

Implementation of these changes will be effective April 15, 2013. Families ,please note that Providers who have not yet submitted attendance sheets for any month prior to February 28, 2013, are encouraged to do so immediately. The deadline for ALL back-dated attendance sheet submission is April 15, 2013. Please be advised that attendance sheets received after April 15, 2013, for months prior to February 28, 2013, will not be accepted and payments will not be issued. Please note that you will only qualify for back payments at the provider you are currently enrolled with. See links below:

The following changes include:

● 30 Days to Submit Attendance Sheets

● ATTENDANCE SHEETS MUST BE SUBMITTED WITHIN 30 DAYS OF SERVICES PROVIDED

IN ORDER TO RECEIVE PAYMENT. Attendance sheets must be signed by parent/guardian and

provider.

● 45 Days to Reconcile Payments Upon receipt of Fee Assistance payment, providers will have 45

days to reconcile any payment issues or disputes, granted that the provider submitted the attendance

sheets within 30 days of services rendered.

● 90-Day Application Period for Parents and Child Care Providers (New Applications) Parent/guard-

ian and providers must complete their initial applications and subsequent recertification applications

within 90 days. A completed file includes all supporting documents for both family and provider applications Applications that

are not completed within 90 days will be deactivated. If the parent/guardian or provider submits documentation after 90 days

the approval certificate will start on the date ALL documents are received.

● Providers Must Make Copies of the Blank Attendance Sheets provided with the emailed Approval Certificate by Child Care

Aware of America. Monthly attendance sheets will serve as monthly invoices. Attendance sheets included with the Approval

Certificate will be the only acceptable form of invoicing for Fee Assistance payments and must be signed by both parent/guard-

ian and the provider.

● Providers who have not yet submitted attendance sheets

for payment for any months prior to February 28, 2013

Faith Gives Family Strength to

Endure Separations and Receive Honor

ur Military Kids will host its 4th annual "Celebration of Our Miltiary Kids' Star Power" in April. Winners of the "Our Military Kids of the Year" are recognized for their community and family commitments. The contest winners will perform the activity that the grant helped fund.

Diane Coffill, NCNG Family Programs Director, was particu-larly thrilled to learn about the 2013 Our Military Kids of the Year. "I can't believe it's one of our own NC National Guard Families." Coffill said.

And, in fact it is. The Family of Sgt. First Class Walter Mansfield, with the 505th Engineer Battalion, has taken advantage of Our Military Kids.

Our Military Kids, a nonprofit organization, supports the chil-dren of deployed and severely injured National Guard and Military Reserve personnel through grants for sports, fine arts and tutoring that nurture and sustain the children during the time a parent is away in service to our country. The organiza-tion provides up to $500 for one grant, per child of a deployed National Guard or Reservist.

“We have been married for 21 years come May. He has been with the National Guard for more than 15 years, and is cur-rently serving on his second deployment. We have four chil-dren and have homeschooled them since the birth of each,” said Lesley Mansfield, wife of SFC Mansfield.

Mansfield said she applied for the grants to help offset the

costs of the children’s extracurricular activities. Abigail Mansfield, 17, used the Our Military Kids grant to

continue her voice lessons. “She loves musical theatre and has been in community productions since 2009.”

Bethany Mansfield, 16, also used the OMK grant for voice lessons. Her moth-er said she sings a song by Laura Story called “Blessings.” She said, “...the lyrics couldn’t ring more true. ‘What if trials of this life are your mercies in disguise?’” She said that while her husband’s ab-sence has been a trial, that OMK pro-vides their family “with blessings by giving the children the means to improve themselves and to fill a void.”

Their youngest daughter, Diana, 12, used the OMK grant for dance lessons. “She has asked for years to take dance lessons, and we absolutely could not af-ford it,” Mansfield said. Our Military Kids grants has meant much more for the Mansfield family than free money. Mrs. Mansfield stated “I believe Diana has learned much more than dancing tech-niques. She has learned how to share the talents God gave her with others and to mirror His light rather than crave a spotlight for what she can do.”

“Thank you, OMK, for giving her this op-portunity. It especially means a lot as it filled a void that was sure to grow during her Daddy’s deployment,” she said.

In February of this year, Mansfield sub-mitted her three kids for the “2013 Our

Military Kid of the Year” award.

OMK was to select only four nominees, who would win a family trip to Washing-ton, D.C., to perform at the recognition luncheon, tour the White House and more. The winners were announced on Our Military Kids’ Facebook page on March 5th.

Mansfield said, “None of the girls were selected. On Thursday, we received a phone call from Greg O'Brien with OMK who said they were so impressed with our girls' community service and other information that they wanted them to all come to Washington!”

The girls lend their leadership skills to the community, their church, teaching piano, mentoring others, and more.

“We received more than 100 nomina-tions for Our Military Kid of the Year,” said Greg O’Brien, Public Relations and Marketing Associate at Our Military Kids. “With three strong nominations in the family, we couldn’t just pick one, so we decided to honor the entire family for their service to our country. We’re excited for the Mansfields to perform at the event, and show our supporters just how important it is for National Guard children to be involved in activities made possible by Our Military Kids when a parent is deployed.”

The call from O’Brien was that he not only wanted the three sisters to come to Washington, he also wanted their 13-year old brother, Corey, to attend. Corey did not want to be nominated but, also received a grant for summer camp.

“To say this was a shock is an under-statement. I was shocked, surprised and later thrilled that they will get to fly for the first time, visit Washington, D.C., and perform at the luncheon, she said.”

“Please know that we accepted this honor not to glorify our family but to be able to tell others how sufficient God's grace is and how our faith in Him is what gives our family strength to endure long separations such as these,” she added.

“We love the fact that it is the children who benefit from the Our Military Kids' grants,” Mansfield stated. “These les-sons can be life-changing for our and others' children. And, finances are what prevent many Families like ours from adding lessons in an extra-curricular activity. If we can help spread the word about this organization and encourage people to remember OMK in their chari-table giving, then we want to do that.”

The Association for Financial Counseling and Plan-ning Education® (AFCPE®) in association with the National Military Family Association and the FINRA Investor Education Foundation is pleased to announce the FINRA Foundation Military Spouse Accredited Financial Counselor® Fellowship. This program provides military spouses with the edu-cation necessary to enter the financial counseling career field.

The fellowship covers the costs associated with completing the Accredited Financial Counselor® (AFC®) training and the first two attempts at both exams. Upon successful completion of the pro-gram and required practicum, the participant will be awarded the Accredited Financial Counselor® designation from AFCPE®.
