CE Florida Bryant dealers attended the Honda Grand Prix of St. Petersburg race and related events during March 23 -25. In its eighth year, the Grand Prix ran on a 1.8 mile, 14-turn waterfront circuit and was the first event of this

going on for so many years that I should be used to it by now. That may be true, but I still don't have to like it.

Spring is now here in full bloom after a very mild winter. The heating energy suppliers, equipment manufacturers and distributors, and dealers have not been as busy and profi table as they wanted to be this year, but another way you can look at the situation is, the cooling season has started a little earlier. Now is the time to contact your customer list and do your cooling check up for them early.

With the drastic increase in the cost of gas, which is totally ridiculous, more effort must be put into getting our elected of-fi cials to get off the fence and make some decisions as to how our country can become more self-sufficient in fuel production and energy cost. The pipeline that was stopped should be completed. The oil fi elds in North Dakota should be opened more and now. Riv-ers and lakes already supply us with power, but they can produce much more. Coast-line water produced by tides can be tapped. Windmills can

be utilized to produce more energy than they use. Solar systems can transfer great amounts of energy from the most productive source of all time- the sun. Don't forget that geothermal systems are also very productive and effi cient.

Engineers are extremely important to our trade. They continue to work to perfect the effi ciency of products and ideas in order to get more bang for the buck. Most of these products and ideas have come from people without engineer-ing degrees, but with great imaginations and positive thinking of only success. The engineers have helped them make it happen.

Regardless of who you are and whether you have a de-gree or not, if you think you have a good idea for some-thing that could make our HVAC/R trade better than it is, go for it. Look at the ads and articles in this issue of the HVAC Insider and you will see what I mean. Everything you see was once just an idea of somebody.

After a full day at sea tobegin the cruise, the Libertydocked in Labadee, Haiti for aday of water-related activities.A highlight was the world’slongest over-water zip line.From Haiti the cruise sailed toFalmouth on the north coast ofJamaica. Excursions includedtrips to Ocho Rios, Negril andDunn River Falls. Another fullday at sea cruising back toFt. Lauderdale provided theguests with time to relax andenjoy some of the onboardactivities, including a rock-climbing wall, a surf simulator,ice skating, mini-golf or soak-ing in one of the 10 pools andwhirlpools.

The Liberty of the Seasis one of Royal Caribbean’sFreedom class of ships, isover 1,000 feet long, 128 feetwide and cruises at over 21knots. The crew of over 1,300members pamper up to 3,600guests. This cruise was closeto sold out yet conditions werenever crowded though mostof the deck chairs were takensurrounding the pool areas.The 22 bars, clubs and loung-es and expansive Promenadeprovided plenty of space forcruisers to socialize.

Conference, Passport to Excellence, on March 23 and March 24 in Orlando, FL at the Rosen Centre Hotel to learn, network, and experi-ence the FRACCA differ-ence! FRACCA showcased 15 unique vendors while providing quality, HVAC-R specifi c education for indus-try contractors.

Friday, March 23, 2012 featured a Panel Discussion about the 2010 Code (includ-ing representatives from TLC Engineering, Gulf Coast Air Systems, and OT-9 Design) as well as a full slate of classes for CEU credits.

Once classes concluded for the day, participants were treated to food and drinks at the President’s Hospitality Reception where Speakers, Sponsors and Contractors gathered to rehash the day’s educational programming and catch up with old friends. Many of the attendees kept the party going into the night, participating in the ACCA of Central Florida chapter’s Monte Carlo Night where they gambled the night away in a benefit event for the chapter.

FRACCA presented the 2012 Recognit ion Award Recipients at the Saturday, March 24, 2012 Awards Lun-cheon sponsored by John-stone Supply - the Ware Group and White-Rodgers. The Recognit ion Awards were established in 2004 as

a means for FRACCA and its Board of Directors to rec-ognize outstanding individu-als and companies for their contributions to the industry, leadership, and community involvement. Recipients for 2011 are:

Keynote Speaker Talbot Gee, Executive Vice Presi-dent and COO of HARDI, provided an overview of the state of the economy and HVAC industry from the distributor’s point of view. The 2012 Board of Directors was installed at the luncheon and incoming President Tom Worthmann began his term, replacing outgoing Presi-dent Bryan Lingerfelt. The other 2012 officers are Vice President Oscar Calleja and Secretary/Treasurer Pat Ambrose.

Gemaire Rheem Team Dealer Meeting at Sea

Gemaire’s 2012 Rheem Team Dealer meeting was held aboard Celebrity Cruise’s “Millennium” March 15 - March 19, 2012.

Over 100 of Gemaire’s ex-clusive Rheem Team con-tractors and their spouses travelled from Florida, North Carolina, Virginia, Texas and Louisiana, to attend the “Dealer Meeting at Sea”. The cruise combined business and pleasure, with plenty of time for relaxing and social-izing.

An informative business session held during the sec-ond day at sea introduced new Rheem products and programs for 2012. Rheem Management, Ben Whitting-ton spoke about the Rheem products within the Gemaire markets, with one of the main focuses on the impressive Rheem Design Star software proposal and sales / lead generating tool.

Free time was enjoyed by all, with Contractors spend-ing leisure time on their own and on the ship enjoying the Gemaire/Rheem cocktail par-ties and dinners or at Ports of Call, including Key West and Cozumel, Mexico.

Alan Brown Joins Florida Cooling Supply/Coastline

Alan Brown has joined the Florida Cooling Supply/Coast-line group of distributors as Manager of Engineered Prod-ucts. His duties include pro-moting and supporting the Dai-kin line of ductless mini splits and commercial products.

Alan has a distinguished history in the industry, having worked for Carrier from 1985 until 2005, designing unique manufacturing equipment and developing the Carrier Com-fort Network line of controls.

During this time, he learned the air conditioning business and many of its markets from residential in the USA to com-mercial throughout Europe, South America, the Pacific rim and Australia. He and his family have lived in Florida since 2001.

Goodman Distribution deal-ers from central and north Florida attended a business meeting in Gainesville on March 9. The morning busi-ness session was followed by lunch and a visit to the Gainesville Raceway to watch some Gatornational drag rac-ing action.

Central Florida Regional Manager Joe Iacovino kicked off the meeting, stating how Goodman has maintained their position as value leader with a low cost structure made possible by effi cient engineer-

The “new” 2010 Code is weeks old now, but the stream of questions continues. This is strange, because FRACCA has a course that has been presented more than eight times all over the State. Locations include Tampa, Orlando (3 times), Mi-ami (2 times), Ft. Myers, Sarasota, Ocala and soon Jacksonville. I have per-sonally met with inspector groups to not only give “the Code”, but as Paul Harvey used to say, “the rest of the story.” The how and why items such as the thirty inch duct sealing rule came into being. I have taught the course solo and tag team with Ann Stanton from the State of Florida… Everyone that was interested should have been available to fi nd a venue that was rela-

tively close. It appears now that the Code is “the law of the land,” interest is rising concerning what is required. Did people think the Code would go away and they wouldn’t need to know what would be required? You may wish to contact FRACCA to see if a class is sched-uled in your area in future 727-576-3225

Redistricting in Florida

The 2012 legislative session is now a thing of the past. It was different than most in two ways. First, it started in January and ended about the same time it usually starts – in early March. Second, it was marked by a sort of role reversal between the Florida House and Florida Senate.

Typically, the Florida Senate is the more conservative of the two. Here, I am talking about “conservative” in how it operates, rather than in philosophy. The Senate is smaller – only 40 people versus the House’s 120 members. It is often easier for 40 people to make a decision than trying to fi nd acceptable agreement between 120 people.

What we saw this year (and last) was the House able to get and keep its members focused on moving large and small bills through the process, and the Senate almost unable to do that at all.

Why? There are many reasons. We can start with the reason that over-shadowed just about everything this year – redistricting.

For those of you who do not really know what that means, here is a brief explanation. Florida’s constitution says that every ten years, the legislature has to review the House and Senate district boundaries to see if adjustments need to be made based on changes in popu-lation. This is tied to the U.S. Census fi gures. It sounds like an exercise that is all about math and geography, but, as it usually turns out, that is a pretty small part of the task. What plays a much bigger role is which sitting leg-islator is going to be drawn out of a job. It is really an exercise of math, geography, and mostly politics.

Redistricting affects a politician’s fu-ture AND his or her bills fi led during the same session. For example, you may be willing to have your seat drawn out of existence if you can get an agree-ment to pass a bill that is your biggest reason for holding offi ce.

Another reason for the Senate’s dif-fi cult session is a lack of strong leader-ship. An important part of that comes from a change made years ago – term limits. While term limits caused some chaos in the Florida House several years ago, it is now having a big impact on the Florida Senate. If you are won-dering what term limits has to do with leadership, I will explain that.

Greetings from your new President, and many thanks to Bryan Lingerfelt of JP Griffi n for his leadership of FRACCA during his past term. It is always a pleasure to meet with our Board of Directors and share ideas from the entire state.

By now, you have probably encoun-tered a lot of different opinions on the new code enforced on March 15, 2012. I hope you have a code class sched-uled through FRACCA or one of our chapters to help Building Offi cials and contractors understand the intent of our new code. Thanks to the diligence of FRACCA, we can test and self-certify duct system leakage change outs, as opposed to hiring a BERS Rater for each project. A round of applause for the hard work of our FRACCA repre-sentative, Bob Cochell, representing HVAC contractors on the Florida state Energy TAC for the Florida specifi c R-6 duct provision for performance rated homes (about 95% of Florida homes).

We, at FRACCA, work steadily to improve our industry and make choices

that best suit our clients. This requires a dedicated lobbyist to read and inter-pret legislation that impacts us (see Cam Fentriss’ article adjoining).

FRACCA is in the process of drafting a “handyman fl yer,” listing examples of what a handyman may accomplish under this license as prescribed by the State statutes in Chapter 489. This information sheet will help Build-ing Departments and handymen to understand their limits and the respon-sibilities of contractors. We will begin discussions with our lobbyist regarding legislation that will empower wholesal-ers to discourage or stop sales of A/C equipment to unlicensed contractors. This could be a start and curtailing unlicensed activity at its source by removing the availability of equipment. Let’s hope we can get legislation to tackle this issue.

Folks, we need to band together for the good of our clients and our busi-nesses and present a strong front be-fore our legislature to ensure the best direction for change in our industry. Whether you are a one man band or an 80 truck contractor, we are looking for your support and input. Join our code classes being held around the state to educate both Building Offi cials and contractors. Watch for the release of new DEC statements (Declara-tory statements) through your local FRACCA chapter. Give us your ideas on stopping unlicensed activity.

Leadership often comes from yearsof experience. When legislators arelimited to eight years of serving, thereis not much time for development ofexperience that allows fellow legisla-tors and citizens to pick a strong leader.What’s more, even though House

speaker and Senate presidentpositions are only two years,when you have competition forthose posts among 120 and 40

people for each respective cham-ber where each person only has a

maximum of eight years, it becomes acutthroat game.

I think it is fair to say that the FloridaSenate is in the midst of its leadershipbattle caused by term limits, and thisvery strongly affected redistricting andall other legislation in 2012. While theRepublicans do have a strong majorityin the Senate, there are too many in-dividuals competing to be THE personin charge, and that has created a lot oflittle bipartisan camps.

You have no doubt read and heardabout the recent special session (or,as they called it the “extraordinary”session) held just after the regularsession. What was that all about? Itwas needed to fi x the Florida Senate’sredrawing of maps because the FloridaSupreme Court found that their productfl unked the test. It was not because theSenate cannot do math or geography,but rather because the Senate wasessentially forced to draw the lines ina way that would get at least 21 (out of40) votes to pass.

Sent back to the drawing board,the Senate did try again, and we arenow waiting to see what the FloridaSupreme Court says about the newversion.

Well,if passing any legislation hinges onwhether the sponsor of your bill is in orout with those in charge, it can meanthe difference between life and deathfor legislation. In this world, every littlething could change the whole courseof events, and it often does just that. Itis like a game with 160 balls in the air,and while you may only be countingon four or fi ve of those balls, you needto keep an eye on all them, especiallywhen redistricting is on the menu.

with repair as needed (typically fi berglass fabric and mastic as mastic alone is not U/L 181 compliant). The contractor then certifi es that this require-ment has been met. No Class 1 BERS rater is required for CHANGEOUTS.

For new construction, if the Energy Code was “PASSED” using the Prescriptive Method a duct inspection is required by a Class 1 BERS rater. Leak test may be performed at “rough-in” stage or “fi nal”. I would strongly recommend R/I inspection as the test at fi nal would include the Air Handler and that item may leak more than the maximum allowed for the entire system.

Manual J calculations are re-quired on all residential instal-lations, both new construction and changeout. They must be orientation specifi c, the direc-tion the house faces and NOT a worst case scenario.

Energy Calcs may be worst case, obviously, a new con-struction item.

Refrigerant locking caps are required on all “shrader” caps. Most inspectors I have spoken with are looking for the caps external of the machine. Check with your local inspec-tor, as some may require caps on everything (internal and external).

Equipment sizing is not to be done using AHRI data, but rather the manufacturer’s ex-panded data for the indoor and outdoor conditions used on the Manual J. There are require-ments for sizing which include Heat Total and Heat Sensible (which actually defi ne the SHR or Sensible Heat Ratio). Re-member in Florida a LOWER SHR is typically preferred. This means greater dehumidifi ca-tion as a percentage of total cooling (If you attended the Code Class, I explained the “why” on this provision).

Mismatched equipment is still not allowed. There are four methods to achieve a match. See my former articles, or read the Code to determine which works best for you.

Plan review for a change-1. out may be required in your area at the discretion of the Building Offi cial, but the Code does not man-date this. I have encour-aged Building Officials and Inspectors that have contacted me to expe-dite changeout permits to minimize homeowner dis-comfort and encourage contractor compliance.

Most municipalities are 2. looking for all the neces-sary contractor supplied data such as Manual J, Contractor’s Duct Sealing

Certification, Equipment Match data, Equipment sizing to be attached to the Air Hander for inspection.

Obviously, there is much more included in the 2010 Code, so much that the “One Hour CEU” course typically lasts longer than one hour. I have taught the course to at least 600 people, but there may still be a few contractors and inspec-tors that have not had the benefi t of attending one of the courses.

Kathy Corr Announces Retirement from NATE

Those of you that have known me over the years can acknowledge that licens-ing, permitting and industry involvement are three core attributes I believe to be an important part of our industry’s integrity. For the

first time in many years I have considered not pulling a permit for a change out project. Why? Because in 2010 the decision was made to require a Manual N for every commercial project starting on March 15, 2012.

That becomes a challenge but is OK if everybody un-derstands and plays by the same rules. I do not intend to lose customers because the competition elects not to follow the rules.

If you read the 2010 En-

ergy code it reads: “Calculations of heating

and cooling loads. Design loads shall be determined in accordance with the pro-cedures described in the ASHRAE/ACCA Standard 183 or ACCA N and shall be attached to the code compli-ance form submitted to the Building Dept......etc. etc.” (Per Para 503.2.1)

Early in March, I started receiving notifications from many municipalit ies stat-ing a Manual J is required for every permit. Manual J is designed for residential applications! Maybe as a commercial contractor I do not have to comply or maybe I need to submit the wrong

load calculation? Do you think every building depart-ment reads or understands the code or load calcula-tions? Do you think those who wrote and approved the new code recognized that unlicensed contractors are already taking projects and do not permit because they sell dirt cheap and there is no code enforcement? Do they realize the extra time required to gather the infor-mation just to run the Manual N (J)?

For two years, no munici-palities acknowledged the change and made little or no preparations. Industry associations, training organi-zations and distribution net-works were caught with their pants down and are just now offering courses to comply. Who dropped the ball? The problem is that once again the licensed air condition-ing contractor must take the lead and will inevitably carry the financial burden (or not permit!).

I choose to permit but there are changes we will need to address to avoid large increases in quote prepara-tion costs. First, I assume most commercial contractors have and use load calculation software to prepare the certi-fi ed Manual N calculations for new projects or renova-tions that require a change in equipment sizing. The issue is the “emergency” or break-down replacement. My fi rst concern is that contractors will encourage repair rather than replacement to avoid the delays and customer down time. This defeats the purpose of the energy code. Second, to properly run the calculations, the on-site tech-nician will need to be trained to gather pertinent informa-tion to input into the software. You’ll need to provide an onsite take-off sheet docu-menting everything needed. Do it while the tech is on the service call and getting paid by the customer or you’ll be absorbing the costs associat-ed with a return trip to gather the data. Third, since many of the permitt ing depart-ments are ill prepared to deal with the new requirements, I believe we will experience delays and that will create customer concerns. Educate your customer now!

Like most regulat ions, there is good intended but also like most regulations, they were implemented by bureaucrats that do not un-derstand the real world. The regulation and/or code will be modified to real world conditions once the feed-back starts to flow in. In the meantime, be prepared for some rough permitting chal-lenges.

I stated above that the licensed contractor will be realizing the financial burden and until we can put a stop

to this illegal unlicensed ac-tivity, that fact will continue. ACCA FL has spent the last three months doing Town Hall meetings around the state gathering information. The information gathered and the number of ideas to implement change and recommended solutions is a credit to the licensed con-tractors around the state that spoke up and shared their valuable wealth of knowl-edge. We have already met with manufacturers and have two more Town Hall meet-ings before we meet with the lawyers and start rolling out potential remedies. What I will share is that there is no single solution but a process to eliminate this cancer ruin-ing the quality and profes-sionalism of all the trades but specifically our industry. At the recent ACCA Conference in Las Vegas, representa-tives from across the country acknowledged the problem in their states and are prepared to follow the lead that ACCA FL has started to curtail the growing problem.

At this point, it appears the manufacturers are taking a watch and wait approach while they undertake their own in house invest iga-tion. Outwardly they con-demn the sale of equipment to unlicensed contractors and seem to blame internet sales. Inwardly, they ben-efit from the warranty de-nial process. It should be no surprise that manufacturing response will be “bottom line driven” and directly traceable to market share. However, we do have their attention and future meetings with the Air Conditioning Contractors of America are being sched-uled for this summer. This is just one bite out of a large elephant.

It’s not too late to get in-volved. You do not have to be a member of ACCA to at-tend one of the last few Town Hall meetings, but of course I certainly recommend join-ing ACCA FL to be part the national effort to improve our industry.

that contractors are feeling confi dent about growth heading into spring. The Air Condi-tioning Contractors of America (ACCA) began measuring contractor attitudes toward short-term economic growth with the CCI in Febru-ary 2010.

For March 2012, the CCI is 69. The CCI also shows that contractors are feeling more confi -dent than they were 12 months earlier when the CCI was 62. March is also the fi rst time in 10 months that contractors have a better outlook than they had the previous year.

The CCI is calculated based on a survey of the association’s contractor members, who are asked how positive they feel about new busi-ness prospects, existing business activity, and expected staffi ng decisions in the short-term future. Weighted and averaged into one num-ber, a CCI of 50 or above refl ects anticipated growth.

The CCI is released prior to the start of each month; the next index number will be released during the last week of April.

The Palm Beach Air Con-ditioning Contractors As-sociat ion (PBACCA) Ai r Show 2012 was another terrifi c success! Over 1,000 decision-making contractors, technicians, property manag-ers and architects attended the show, held on March 6 at the Palm Beach County Fairgrounds. More than 120 booths were occupied, with many new exhibitors.

Highlights of the evening included awarding the Best Booth Award and Grand Prize raffl e drawing.

PBACCA board members judged the exhibit contest and selected PED Associ-ates as having the best booth. Their prize is a free booth at the PBACCA Air Show 2013. is bringing as much comfort to the contractor as it is to the home with a new line of B6 air handlers designed to combat formicary corrosion. The new air handlers include two types of evaporator coils to reduce – or eliminate – the number one cause of coil leaks.

“Coil leaks caused by formicary corrosion are plaguing our industry due to tighter home construction and a higher level of environmental contaminants,” explains Matt Lat-tanzi, Frigidaire product manager. “We’re eliminating this problem with all-aluminum evaporator coils and our Anteater™ technology.”

Frigidaire B6 air handlers include 13- and 14-SEER Anteater MC Micro-Channel models. Theseevaporator coils are constructed of aluminum extruded tubesthat are brazed to enhanced aluminum fi ns. Because AnteaterMC coils are all aluminum, they eliminate the copper elementin the formicary corrosion combination. Without copper, thecorrosion process cannot happen.

This coil design provides water management and thermalperformance results equal to the standard copper tube-in-fi ndesigns, except with superior resistance to formicary corrosionand galvanic corrosion. Benefi ts include:

The Anteater coil is made with UNIGUARD™ copper alloy,which includes zinc additives to stop formicary corrosion fromtunneling through the material. When acid begins to attack thecoil copper, the Anteater alloy prevents the acid from tunnelingcompletely through the copper grain. Some surface pitting willstill be evident, but the damage will be stopped before it cancause a leak.

“Giving contractors multiple solutions to coil leaks has beena top priority,” says Lattanzi. “We’re excited to introduce theseinnovative products to the marketplace.”
